A Study on the Korea Database Industry Promotion Act Legislation

  • The Database Industry Promotion Act was proposed at the National Assembly plenary session on July 26, 2012 and since then it has been in the process of enactment in consultation with all the governmental departments concerned. The recent trend of economic globalization and smart device innovation suggests a new opportunity and challenges for all industries. The database industry is also facing a new phase in an era of smart innovation. Korea is in a moment of opportunity to take an innovative approach to promoting the database industry. Korea should set up a national policy to promote the database industry for citizens, government, and research institutions, as well as enterprises. Above all, the Database Industry Promotion Act could play a great role in promoting the social infrastructure to enhance the capacity of small and medium-sized enterprises. This article discusses the background of the development of the Database Industry Promotion Act and its legislative processes in order to clarify its legal characteristics, including the meaning of the act. In addition, this article explains individual items related to the overall structure of the Database Industry Promotion Act. Finally, this article reviews the economic effects of the database industry for now and the future.

  • Many Asian countries are suffered from various problems on water, which include the need for increased access to improves water supplies and sanitation through investments in infrastructure and capacity building, the balances water management system between development and ecosystem, and the need to reduce the human populations'vulnerability to water-related disasters, in particular, from climate variability and evolution. Decison makers are the most influential people in policy making and solving global water problems is central issue in eradicating poverty and achieving sustainable development (MDG). They across the world form an integral part of the architecture of national or regional governance. Their role covers a range of decision-making processes including passing legislation, scrutinizing government policy, and representing citizen through the election. We must ensure that these quiet but important issues get the political space, financial priority and public attention they deserve. Regional bodies such as the EU have also enacted legislation which introduces rules on water quality and other enforceable mattera across state boundaries. With this growing body of laws and policies on water issues, the role of decision makers is growing. Recognizing this role, decison makers' platform is essential to provide an opportunity to discuss crucial water issues in each country or region and for the purpose "2010 Parliaments for Water in Asia" has planned and organized to investigate our common issues and goals. During the meeting, we have an opportunity to observe water policy of Bangladesh, Bhutan, China, Mongolia, New Zealand and the Philippines and share the views on what needs to be done to move forward by decision makers for the future of water. In conclusion, the process of developing the decision makers' platform in each region would be ultimately essential point to increase the awareness of the developed and developing countries' roles, knowledge to clarify roles and responsibilities of each stake holders and finally be a major actor for resolving not only water challenges also issues of human settlements.

  • Protection of tropical forest affects on significant reduce of tropical hardwood supply, and softwood resources will be increasingly important for the timber security in Korea. U.S. softwood log was most favorite species for Korean softwood log importers in overall import conditions except price stablization and consistency of export policy. Reduced export volume from Pacific Northwest to Korean market has been immediately replenished by rediata pine from New Zealand and Chilean plantation. Siberian timber will hardly play major roles in Korean timber market unless budding structure. softwood plywood and softwood furniture uses are enhanced. Recent rapid rise of labor cost and reducing tariff rrate in Korea provided better opportunities for import lumber in building materials market. Dry dimension lumber was relatively profitable when processed from import U.S. soft-wood log while green lumber was favorable products processed from radiata pine log in Korean lumber market. This means U.S. softwood lumber would have better opportunity to market for '2${\times}$'4 studs when wood frame housing is introduced. On the other hand while radiata pine is competitive on temporary construction lumber such as supporter and concrete forming frame in Korea. Shortage of raw material for the new capacity of board plants in Korea will be it bottle neck. Major log export countries to Korea as U.S. New Zealand and Chile showed high trade intensity indices of composite hoard produces for Korean market. As Korea efforts to diversify import sources, and tariffs are reduced to 8% as scheduled by 1994. countries of scoring higher comparative advantages as Portugal. Brazil, Austria as well as New Zealand will have better opportunity to penetrate into promised Korean composites hoard market.

  • As electric power systems have been moving from a vertically integrated structure to a deregulated environment, calculating reactive power service charges is a new challenging theme for market operators. This paper examines various methods for reactive power management adopted in some deregulated foreign and domestic markets and then proposes a new method to calculate reactive power service charges using a reactive power market. The reactive power market is operated based on bids from the generating sources and is settled on uniform prices by running reactive OPF programs after the day-ahead electricity market. The proposed method takes into account recovering not only the costs of installed capacity but also the lost opportunity costs incurred by reducing active power output to increase reactive power production. A numerical sample study is carried out to illustrate the processes and appropriateness of the proposed method.

  • This study analyzes the achievement of the shipping policies and the priority for the promotion of such policies, in order to consider the features of the shipping industries in Korea and other advanced shipping countries and manage the rapidly changing shipping environment actively. Based on such analysis, this study also discusses the promotional strategy to strengthen the international competitiveness of the shipping industry. Regarding the promotion of the related policies, it is necessary to establish a base for growth, strengthen a capacity of leading the market, and create an opportunity in the market. By considering such three factors, it has become known that the establishment of the market order is important for the establishment of a base for growth. It is important to consider the advancement of the shipping tax system. Also, the information-orientation and the knowledge-industrialization of the shipping industry need to be considered. In order to strengthen a capacity of leading the market, the stable security of the labor force in the shipping industry is the most important factor. Also, it is important to consider the development and the upbringing of the global mega career and the shipping business. Regarding the creation of an opportunity in the market, it is important to expand the range of the shipping exchange between South Korea and North Korea, which will influence the administrative and the operative results related with the promotion of the related policies.

  • The purpose of our study is to confirm the usefulness of our new youth entrepreneurship program. In this study, I suggest design thinking as a new Youth entrepreneurship program which is consist of 9 dimensions: opportunity discovery, opportunity utilization, creativity capacity, career preparation behavior, entrepreneurship, entrepreneurial intention, self-preservation, social problem solving, and educational program objectives. To verify this new program, I conduct a pilot test in middle school and high school; the sample target is randomly selected one class in each school. My main finding is two. First, our new program successfully improves Youth entrepreneurship. Particularly, the improvement of opportunity utilization and entrepreneurial intention are prominent. As reasons, studies about food industry entrepreneurship is an unfamiliar subject for adolescent. Considering that entrepreneurial intention rapidly changes after the experience of entrepreneurial education, researchers need to focus on this variable. Second, I confirm the effects of gender, motivation, prior experience, interest oneself and other's recommendation about the entrepreneurship program. As a result, gender and prior experience do not have an important influence. On the other hand, voluntary interest and other's recommendation are influential. The most important factor is the influence of a teacher. Therefore, researchers need to examine the more specific mechanism of each dimension in the future.

  • Through the rapid development of latest hardware technology, high performance as well as miniaturized size is the essentials of embedded system to meet various requirements from the society. It raises possibilities of genuine realization of IoT environment whose size and battery must be considered. However, the limitation of battery persistency and capacity restricts the long battery life time for guaranteeing real-time system. To maximize battery life time, low power technology which lowers the power consumption should be highly required. Previous researches mostly highlighted improving one single type of memory to increase ones efficiency. In this paper, reversely, considering multiple memories to optimize whole memory system is the following step for the efficient low power embedded system. Regarding to that fact, this paper suggests the study of volatile memory, whose capacity is relatively smaller but much low-powered, and non-volatile memory, which do not consume any standby power to keep data, to maximize the efficiency of the system. By executing function in specific memories, non-volatile and volatile memory, the quantitative analysis of power consumption is progressed. In spite of the opportunity cost of all of theses extra works to locate function in volatile memory, higher efficiencies of both power and energy are clearly identified compared to operating single non-volatile memory.

  • The purpose of this study is not only to provide students in the fishery high schools with source materials and opportunity, but also to contribute to a comprehensive development in educational program of the fishery high schools. It investigated various factors of aquarium related 6 new occupations : job contents, educational-level for job performance, training period, worker's capacity, the degree of physical activity, working place, and working environment. First, the work intensity is a normal work. The physical activities such as crawling, bending, accurately seeing a nearby thing and using hands are frequently used. The work is mainly conducted inside a room. The condition for a work environment is very moist and humid. Second, the work intensity is a light work. The physical activities such as using hands, speaking and accurately seeing a nearby thing are frequently used. The work is mainly conducted inside and outside a room. The work environment factor did not have any effect on the work. Third, the work is mainly conducted inside and outside a room. The risk in the condition for a work environment is found out as miscellaneous. Fourth, the physical activities such as bending, touching, and accurately seeing a nearby thing are frequently used.   • The study started from the point that learners should be basically equipped to quickly respond to changes in demand for future human resources efficiently and effectively, and an attitude to take part in learning voluntarily should thus be cultivated. To this end, the author applied the TAI model based on a module as a class strategy to solve problems related to several classes occurred in specialized high schools. This application of the TAI model was also motivated by the necessity for designing an appropriate teaching-learning method that encourages improvement of self-learning capacity, consistent learning motivation, and willingness rather than external factors. Through this work, the author aims to heighten the interest of learners and improve endurance in learning. The study results are as follows. First, the learning unit was structuralized as a module and then learning stages were proceeded with so that capacity to adapt to learning would improve. The achievement standard (learning goal) was structuralized in a module type by analyzing and reorganizing the textbook considering the link between the actual practice field and a curriculum based on subject characteristics. Through the process of module type learning stages, the student's capacity to ascertain characteristics of units and to adapt to learning both improved. Second, through application of a TAI model based on a module, Self-Directed Learning capacity and capacity to adapt to a new field improved. By applying the module, Self-Directed Learning could be accomplished more effectively than in the existing passive learning environment. By grafting cooperative learning of the TAI model, students had greater interest and achievement in classes, self-confidence and community consciousness, and an opportunity to broaden their thinking. In particular, improvement of self-confidence is effective in cultivating the capacity required in industrial society to transcend the learning of simple functions and knowledge, as well as the capacity to adapt to new environments. Third, by solving tasks focused on fields related to industrial sites, not only actual survey capacity but also additional capacity to identify and solve tasks through various experiences improved. Furthermore, it was helpful for students to have interest and motivation about their own life and learning to cultivate the qualities and capacity to adapt to the working world where new knowledge and technology rapidly change. Fourth, by applying a standard-based assessment system for technical subjects introduced in 2012 to model design for learning plans, clearer and more objective assessment criteria were arranged, and individual learning through instruction at each achievement level could be accomplished. This improved achievement level of individual learners was helpful in reaching achievement goals at specific levels by overcoming the disadvantages of cooperative learning in each group.

A Study of Primiparous Womens Breastfeeding Experience (초산모의 모유수유 경험)

  • The purpose of this study was to understand the subjective breastfeeding experience of primiparous women to identify how breastfeeding was started and to explore the process of breastfeeding. The Grounded theory methodology was used. Data was collected from 6 primiparous women who had breastfed their infants for at least over 8weeks, recently breastfeeding or having breatfed their infants within the last 6 months. With the permission of the subjects, the interviews were recorded and transcribed. The data were analysed in the framework of grounded theory method as mapped out by Strauss and Corbin(1990). 105 concepts and 21 subcategories were confirmed in the analysis. In the process of data analysis, "Identity as a mother" was found to be the core phenomenon. The 21 sub-categories were as follows : natural food, neighbour inducement, self purpose, good feeling, tenderness, breast pain, change of breast shape, physical discomfort, loss of physical energy, confirmation of maternal role, formation of affection feeling of adhesion, one body through coupling, tie, capacity, role performance, mental comfort, healthy mother, healthy infant, confidence of breast milk, feeling of satisfaction. The sub -categories were again grouped into 14 categories including infant nutritious food, formation of breastfeeding opportunity, feeling of satisfaction, injury of the breast, physical suffering, awareness of mothering, formation of maternal affection, connecting, coupling, acceptance, effort, emotional stability, mother and child health and feeling of achievement.hievement.
