A study of relationship between Cadastre and Green Infrastructure (정부의 녹색정책에 의한 그린인프라와 지적의 상관관계 연구)

  • The "Green Policy" of Korean government is classified as three categories, the first is 'reduction of fossil fuel use', the second is 'clean energy development' and the last is 'sustainable green property which has a continuous value in the use'. In this matter, this study provides how the green property concept include green infrastructure and how to link the green infrastructure to effective geo-spatial management by cadastre system. The establishment of green infrastructure is not a simple procedure, but definitely starts from the cadastre system. If the green policy includes sustainable way of land/marine use, the green cadastre is significant because of its possibilities to be used as a powerful implementation.

  • Recently, in a field of cadastre, a computerization of cadastral map is in progress with great growth of GSIS field. Also, the needs for the integration of land and building information are widely increasing for integral-management and its application of various land related information. Through a revision of cadastral laws to replace the existing 2D-Cadastre with the 3D-Cadastre, a legal basis to register the position of buildings and facilities is prepared in the governmental or civil fields. This paper presented 3D-Cadastre theory that has been studied on Europe and surveyed building position directly with Totalstation at cadastral control point after choosing pilot test area, Also, the most efficient surveying method of registering building in a cadastral map is presented with comparing and analyzing building position after surveying digital orthophoto and digital map.

  • Aerial imagery, Satellite imaging and Hyperspectral imaging(HSI) are widely using at mapping those of agriculture, woodland, waters shoreline, and land cover, but are rarely applied at the Cadastre. There are many study cases on the overlay of aerial imagery and satellite imaging with Cadastral Map and the upgrade and registration of Cadastre' Land Category, however, reported as successful. Therefore, this study has been aimed to show the use of the Hyperspectral Imaging technology for Cadastre, especially for the land category. Also, the HSI sensor could function as a geospatial acquisition tool for error checks of the existed land categories, and as a helpful tool for acquiring the attributes and spatial data, such as the agriculture, soil, and vegetation, etc. This result indicates that HSI sensor can implement the Multipurpse Cadastre(MPC) by fusing with the cadastral information.

  • The methodology on digital cadastre(World Geodetic System Conversion) needs to be specified because the primary target site is discussed for large national estate such as road, river etc. on nationwide. Comprehensively reviews on similar cases and literature reviews to make a methodology for digital cadastre on large national estate, cadastral map revision is required before converting to World Geodetic System. The revisions are on subdivision survey or the other surveys to the necessary area through inspection of geometry and attributes. And the researcher pointed out the need of registration conversion and union of parcel to remove small parcel or to remove the inconsistency of land use type. Basically a systematic maintenance of cadastral map is necessary because the World Geodetic System Conversion unresolved the poor cadastral map quality to digital cadastre on large national estate.

  • The information in physical planning field shows the socio-economic potentials of land resources while cadastral data does the physical and legal realities of the land. The two domains commonly deal with land information but have different views. Cadastre has to evolved to the multi-purpose ones which provide value-added information and support a wide spectrum of decision makers by mixing their own information with other spatial/non-spatial databases. In this context, the demands of data exchange between the two domains is growing up but this cannot be done without resolving the heterogeneity between the two information applications. Both of either discipline sees the reality within its own scope, which means each has a unique way to abstract real world phenomena to the database. The heterogeneity problem emerges when an GIS is autonomously and independently established. It causes considerable communication difficulties since heterogeneity of representations forms unique data semantics for each database. The semantic heterogeneity obviously creates an obstacle to data exchange but, at the same time, it can be a key to solve the problems too. Therefore, the study focuses on facilitating data sharing between the fields of cadastre and physical planning by resolving the semantic heterogeneity. The core job is developing a conversion mechanism of cadastral data into the information for the physical planning by DB coupling techniques.

  • This study is to find out the process of changes concerning the cadastral records that consist of the cadastre, the cadastral map and various registers of land in Japanese Colonial Period. The cadastre and cadastral map were the most important part of them and became the basis of cadastral records. These two registers were first made out according to the Project of Colonial Land Survey in the year 1912. As the influx of foreign Weights and Measures was greatly influenced by the foreign concession since 1876, the traditional units of the Weights and Measures had abolished finally. The extortion of sovereignty led a rapid change to the Weights and Measures in 1910. Japan compelled us to change into Japanese System of Measurement. From that time on, Lot(筆地) and Pyeong(坪) were settled down on the registers of land.

  • 본 논문에서는 담수호 및 하천유역에서 수질오염을 정확하게 예측하기 위해서 GIS 기반의 공간정보를 활용하여 수질모델 시스템을 구축하여 향후 담수호 유역의 종합적인 수질관리 방법을 제시하고 수질 모델링을 통해 오염원의 체계적인 관리와 자동화된 공간정보를 활용하여 수문 및 수질모델을 용이하고 효율적으로 운용하고자 본 연구를 수행하였다.

  • These days, we can't confirm cadastre information about stereoscopic digital map that was consist of 2 dimensions and more difficult to understand of detailed parcel boundary, area, land using for 3 dimensions. An each local government providing three-dimensional that are connected to an aerial photograph with cadastre maps. Satisfaction is high for citizens but, this service additional cost for purchase of an aerial photograph order to provide of it. So far, in various ways are under study about three dimensions using Google Earth which is possible to provides 3 dimensional information by real time for individual parcel situation. The purpose of this study was analyzed an accuracy of overlapping between cadstre maps and an image on Google Earth Web in the each different coordinates system. Also, this paper could be provided for use possibility of 3 dimensions information service with an indicator of using or a guideline of direction for local government which provide 3 dimensions information oneday.

  • Since the creation of modern cadastral system in 1910's the cadastral system has been modified to comply with a new technical development and diverse requirements. However, the discussion on the directions for extension of cadastral records has been rarely addressed. In this paper it is proposed that the direction of extension cadastral records from the current a right focused perspective to an obligation and restrictions perspective based on the FIG Commission 7's Cadastre 2014 which is a future vision of cadastral system development. As the extension directions, a legal and technical perspective and functional extension for a role for land information publicity platform has been presented. Considering the extension directions an environment and disaster management field has been reviewed for an applicable fields.
