Decision-making in the crisis management happens in dynamic, rapidly changing, and often unpredictable distributed environments. Crisis management Decision Support Systems (DSSs) in E-Government are challenged by the need to use it availably at anytime, from anywhere, and even under any-situation. In this paper the reasons of developing distributed architecture for crisis management Decision Support Systems (DSSs) in E-Government are analyzed. Many organizations have developed their own traditional quality information systems. But, they think of it as one of the functional information systems not as a company-wide decision support information systems. A study on traditional quality information systems(QIS) has been conducted and a new conceptual framework of quality information system is proposed in this paper. In order to support enterprise wide total quality management aggressively, a new conceptual framework, named quality management support information system(QMSIS) is developed and proposed. The concept of e-Government was first developed and implemented in industrialised countries. Consequently, it should not be assumed that this concept is automatically appropriate for developing countries. This study aims to examine the roles of perceived support quality and support satisfaction in the context of government-to-citizen (G2C) transactions towards behavioural intention and usage in developing countries. To test the proposed model, the official website of Kuwait Government Online Services (KGOS) was selected. A survey with a total of 628 responses was analysed using Structural Equation Modelling (SEM) to investigate the goodness of fit of the model and the underlying indicators. The findings confirm the significance of support quality perceived by citizens and provide insights to explain citizens' intention to use e-Government systems.
