The industries of culture contents is the trend to enforce the power of National competitions in the world economy knowledge foundation which tries to exchange a labor industry to the knowledge business. The spread of internet is the apparently turning point to be devide the world economy into the industrial society and the digital society. Also the communication with internet has been recognized as it is not any more newly means of communication in Korea. Net value which is a multinational internet survey corporation clarified that Korea was the most nation in the world by the result of its research in the rate of using internet. This research look into the characteristic of the media and type of the animation in internet, also analysis a need of user and a degree of convenience of using internet in the web of education site. This study is designed to study the evaluation criteria of web interface with visual perception and to seek its development in relation to the quality of visual perception in case of web animation.

The goal of this research is a visual and auditory tool development enabling designers to have the same emotional value with users in the process of user centered design. Through the research, we intend to show the aid measure for making cognitive gaps narrow between users and designer in the process of transforming and understanding the emotional needs as a verbal image. because In the business practice of design, most of tools and techniques for assessment and analysis of emotional needs are those used usually in the marketing fields. So the information generated and transformed from users to designers have a form of physical words. When the designer's understanding of the emotional needs is considered as a product mediated communication process, the morphologic and cognitive information gaps become obvious. This difference could be a false basis in designing with emotional user needs. So the alternative needs assessment sub-tools of visual and auditory information form was embodied mainly for designer's cognitive gaps and inter-cultural emotional needs assessment. As the method of embodiment, Firstly, adjectives related to emotion were classified in their cognitive dimension. Secondly, visual and auditory data were extracted, and then the relativity verified. Finally, the practicality and effectiveness were tested through the database generation. In view of the results so far achieved, 1. We could find being of the big information cognitive gaps in the verbal assessment of emotional needs between designers and users. 2. With the visual and auditory assessment tool, we could make the big cognitive gaps narrower than we expected. 3. Also, we could find the chance that the fidelity, recognition, and friendliness of design for emotional user needs would become better.

As to 'E-Commerce Trade' or 'The Cross Border E-Commerce (CBEC)' which has shown rapid diffusion, Korean government is providing active support on the basis of idea that it has profound impact on increase of export. However, sporadic support propelled by various ministries and agencies are not effective and efficient at all on actual circumstances. Consequently, in order to promote consistency, effectiveness, and efficiency of supporting policy, it is desirable to clarify competent ministry and the duty of cooperation to the other ministries and agencies. For its own sake, it is necessary to amend each existing laws which scattered all over the business territory, or to legislate new enactments. Yet these methods are extremely tough to carry out, therefore, it seems that amending 'Electronic Trade Facilitation Act', which already exist and regulate 'paperless trade' would be a realistic alternative. For the diffusion of Korean CBEC especially export, in this study the author insists that amending this law to promote CBEC is the most reasonable way comparing to other ways with several reference materials.

Recently, the construction companies are forced to cut down the investment amount due to increasing financial problems caused by severe recession and restructuring in the financial market as well as the long-term depression of the construction industry. To overcome this type of problems, a great many efforts have been made. An alternative may be adopting the advanced financing methods. However, during the course of enforcing process of the financing methods, many problems are revealed without any proper solutions being proposed. Therefore, the fundamental problems need to be solved through comprehensive and systematic approach under the changing environment of construction financing. In this paper, as a result of reviewing some financing methods such as ABS, REITS, and Project Financing, multiple business strategies for construction companies to cope with the changing construction market are found in the sense of effectiveness in implementing construction projects. Further, this paper presents diversified financing methods for the effective practice of construction projects through combination of above mentioned methods, and also proposes improvement plans to strengthen the financing function for the construction industry.

This study aims to find out the effectiveness of regulation of promotional gifts and exemption of charges by analyzing the judgement criterion of illegality and the corrective action taken by regulatory agencies and suggests effective way of regulation. The results show that recently the differences of price-cut is getting bigger. In addition, Fair Trade Commission has considered discounts as unfair predatory price only if price is below the cost. But in the telecommunication business law enacted by Korea Communications Commission, 'expected profits per subscriber' has been applied as a key criterion. KCC's criterion is based not on the expected profit of individual service provider but on the averaged profit of services providers. It doesn't consider differences of service quality and the cost structure between dominant firm and late comers. Prohibition act of user discrimination result in the increase of subscriber and operating profits of late comers but this is not direct purpose of regulation. It can be desirable in the aspect of fair competition but since it may reduce consumer welfare, the criterion needs to be reconsidered.

The BSC methodology has recently increased its capability to apply the all of industries. However, this methodology would be inappropriate for the business innovation of public organizations. The major reason is that the profit is not the main issue for the public sector, where the financial perspectives are not clearly stated or formulated. This difference compared to profit organizations influences other perspectives such as study and growth, process. Therefore, a new approach is needed to solve these problems. The purpose of this study is to investigate a pertinent scheme for the public innovation, the method to integrate the process, and its expected effectiveness. To support construction process management effectively, an integrated cost and schedule control function is required to collect quality data in a timely manner and to provide quality historical data for future planning of new projects. In Korea construction industry, the development and implementation cases of a project control system which to efficiently support construction project planning and controlling processes, have been increased to ensure a project success and the profitability of a construction company. To contribute to improving practical effectiveness of a project control system, the paper reviewed and analyzed the current trends and functional features of current project control systems. And it also described the pending issues and their solutions faced on previous project control systems.

The University libraries need to develop the balanced scorecard concerning general management in order to measure the total performance of the organization that measure not only quantity measurement based on resources and quality measurement based on information services but also effectiveness of resource utilization, efficiency ability providing the services and potential capability of the members adopting the diverse changes flexibility as organic organization under the rapidly changing circumstances nowadays. This study developed the BSC model into the four perspectives such as customer, resource, internal process, learning and growing modifying BSC model developed by Kaplan and Norton to fit university libraries as nonprofit organization and developed the strategic map and performance measurement indicators on the strategy of each perspective. Ultimately, this study tried to provide an integrated strategic management indicators providing comprehensive picture of university libraries from strategic plan to performance applying the BSC linking strategic plan.

In this paper, we introduce a new combinatorial auction mechanism - N-Bilateral Optimized Combinatorial Auction (N-BOCA). N-BOCA is a flexible iterative combinatorial auction model that offers optimized trading for multi-suppliers and multi-purchasers in the supply chain. We design the N-BOCA system from the perspectives of architecture, protocol, and trading strategy. Under the given N-BOCA architecture and protocol, auctioneers and bidders have diverse decision strategies f3r winner determination. This needs flexible modeling environments. Hence, we propose an optimization modeling agent for bid and auctioneer selection. The agent has the capability to automatic model formulation for Integer Programming modeling. Finally, we show the viability of N-BOCA through prototype and experiments. The results say both higher allocation efficiency and effectiveness compared with 1-to-N general combinatorial auction mechanisms.
