중국 대련시(大連市) 한국기업의 네트워크 특성 (Korean firms' Corporote Networks in Dalian City, China)

  • 본 연구에서는 중국 대련시(大連市)에 투자한 한국기업의 기업네트워크 특성을 분석하기 위해, 크게 원자재 및 부품조달과 제품판매, 그리고 이들 기업간의 협력관계를 사회문화와 제도적 특성에 초점을 두고 고찰하였다. 대련투자 한국기업들은 원자재 및 부품, 반제품 공급기업과의 관계에 있어서는 비국지적 네트워크가, 제품판매 즉 고객네트워크에서는 국지적 네트워크가 상대적으로 강하게 나타났다. 기업규모면에서는 대기업은 비국지적 네트워크가, 중소기업은 국지적 네트워크가 상대적으로 강한 특성을 보이고 있었다. 기업간 네트워크를 통한 협력은 공급기업과는 공동마케팅, 장비공동이용, 기술지원과 정보교환이 중심이고, 고객기업과는 공동마케팅과 인력훈련에 있어서 협력이 중심이었다. 특히 협력관계를 맺고 있는 고객기업의 대부분은 현지의 중국기업으로, 지역적으로 대련시(大連市) 지역을 포함한 중국의 북경, 상해, 광주, 천진 등 중국 전역에 걸쳐 광범한 고객네트워크를 구축하고 있다. 지역별 협력관계를 보면, 대련시(大連市) 지역의 기업과는 주로 공동제품개발, 금융과 인력훈련이, 대련시(大連市) 이 외 기업과는 마케팅 협력, 기술지원 및 정보교환과 R&D가 중심이 되고 있다.

Q 방법론을 이용한 예산 황새마을 조성사업의 갈등구조 분석 (Conflict Structure Analysis on the Construction of stork Eco-Village in Yesangun Using Q methodology)

  • Ecotourism has the potential to boost the energy of a village as it pays keen attention to the ecosystem and the residents of the village. It is empowered by participation of and cooperation among stakeholders who are closely involved in ecotourism. However, many of them express difficulty in striking a right balance between development and conservation with regard to promoting ecotourism. Against this backdrop, this research paper investigates the structure of conflict that the stakeholders, especially those in Stork Village in Yesan County, South Chungcheong Province of Korea, experience during the process of establishment of government-led ecotourism. In addition, this study examines the problems of government-led ecotourism model and how they can be addressed. To analyze conflict structure, this paper used Q methods and found out that the budget-related stakeholders are largely divided into four groups as who; a) complain about how business profits are distributed; b) secure profits by expanding programs; c) consider human settlement, and; d) broaden people's participation. The biggest contributor to the conflicts is found that compensation was given discriminately to different jurisdictions. The second finding is that residents became less cooperative when the financial compensation did not live up to their expectation. For instance, they would demand the tourism facility physically expanded, repeatedly complain about the process of the work, and even accuse the government of degrading ecosystem. In other words, unless the compromise is reached with the residents regarding financial compensation, it could be difficult to encourage their participation and develop as a program-oriented tour. Lastly, the tour program needs to induce voluntary participation of the residents and deliver proper information on ecosystem and natural resources so as to last as sustainable ecotourism. The success of ecotourism will be subject to the cooperation of stakeholders in a region, conservation of our fragile ecosystem, and realization of sustainable growth through sharing economic benefits. This study looks into the cause of the conflicts of ecotourism sites and their structure. If this paper can bring about cooperation of stakeholders, the management and operation of ecotourism sites would be more sustainable.

Housing Welfare Policies in Scandinavia: A Comparative Perspective on a Transition Era

  • It is commonplace to refer to the Nordic countries of Sweden, Norway, Denmark, Finland and Iceland as a distinctive and homogenous welfare regime. As far as social housing is concerned, however, the institutional heritage of the respective countries significantly frames the ways in which social housing is understood, regulated and subsidized, and, in turn, how housing regimes respond to the general challenges to the national welfare states. The paper presents a historical institutionalist approach to understanding the diversity of regime responses in the modern era characterized by increasing marketization, welfare criticism and internationalization. The aim is to provide outside readers a theoretically guided empirical insight into Scandinavian social housing policy. The paper first lines up the core of the inbuilt argument of historical institutionalism in housing policy. Secondly, it briefly introduces the distinctive ideal typical features of the five housing regimes, which reveals the first internal distinction between the universal policies of Sweden and Denmark selective policies of Iceland and Finland. The Norwegian case constitutes a transitional model from general to selective during the past quarter of a decade. The third section then concentrates on the differences between Denmark, Sweden and Norway in which social housing is, our was originally, embedded in a universal welfare policy targeting the general level of housing quality for the entire population. Differences stand out, however, between finance, ownership, regulation and governance. The historical institutional argument is, that these differences frame the way in which actors operating on the respective policy arenas can and do respond to challenges. Here, in this section we lose Norway, which de facto has come to operate in a residual manner, due to contemporary effects of the long historical heritage of home ownership. The fourth section then discusses the recent challenges of welfare criticism, internationalization and marketization to the universal models in Denmark and Sweden. Here, it is argued that the institutional differences between the Swedish model of municipal ownership and the Danish model of independent cooperative social housing associations provides different sources of resistance to the prospective dismantlement of social housing as we know it. The fifth section presents the recent Danish reform of the governance model of social housing policy in which the housing associations are conceived of as 'dialogue partners' in the local housing policy, expected to create solutions to, rather than produce problems in social housing areas. The reform testifies to the strategic ability of the Danish social housing associations to employ their historically grounded institutional relative independence of the public system.

농산물 구매선택 속성이 로컬푸드 직매장 이용에 미치는 영향 연구 (A Study on the Effects of Selection Attributes for Agricultural Products on Using Local Food Store)

  • Purpose - As consumers' needs for purchasing fresh and safe food have been bigger in Korea, their interest in local food is also growing recently. So, the number of local food stores has been increased from 3 in 2012 to 103 in 2015. Local food stores should operate a business responding consumers' needs in order that local food stores are not to be a one-time fad. Therefore, the purpose of this study is to analyze the characteristics of consumers who use a local food store and provide helpful implications to design a strategy for sustainable growth of local food store. Research design, data, and methodology - In this study, Probit model was used for empirical analysis in order to examine the effect of purchase choice attributes of agricultural products, consumer's satisfaction, and their demographic factors upon the intention to use a local food store. After estimating coefficients of the probit model, marginal effects were calculated as a standard normal, and cumulative distribution is differentiated with respect to explanatory variables. To collect the data, questionnaire survey was carried out with the consumers using the local food store (Youngjin Nonghyup near to Jeonju city located in Jeollabuk-do). Result - The data analysis found that the more consumers are satisfied with local food store, the higher intention they have to use the local food store. In addition, it was known that the factors related to quality of agricultural products and shopping convenience among the purchase choice attributes have a considerable impact on the purchase intention of a local food store. In demographic factors, income was turned out to be an important factor affecting purchase intention of local food. Such a result supports the hypothesis that high income consumers are likely to purchase local food, which is based on the inference that consumers who have a high income tend to pursue wellbeing life. Futhermore, information delivery, through a reputable media source among general factors, was known to play an important role in forming an intention to purchase local food. According to the analysis of marginal effects, probability of purchase intention of a local food store is increased by 11.4%, if a monthly average income of a household is above 4.5 million Won(Korean currency). If purchasing satisfaction with local food stores is high, the probability of purchase intention would be increased by 24.1%. Likewise, such a probability goes up by 8.7%, 5.8%, respectively as an increasing one unit of quality of agricultural products and shopping convenience of local food stores, respectively. Conclusion - For attaining sustainable growth in a local food store, it is considered necessarily to establish a proper store operation system to meet consumers' needs, especially for quality and shopping convenience of local food. Moreover, as it was found that appropriate communication through media source has a positive effect on the intention to use local food store, PR activity seems to be necessary to expand the consumers' demands for local foods.

A Research Program for Modeling Strategic Aspects of International Container Port Competition

  • As national economies globalize, demand for intercontinental container shipping services is growing rapidly, providing a potential economic boon for the countries and communities that provide port services. On the promise of profits, many governments are investing heavily in port infrastructure, leading to a possible glut in port capacity, driving down prices for port services and eliminating profits as ports compete for business. Further, existing ports are making strategic investments to protect their market share, increasing the chance new ports will be overcapitalized and unprofitable. Governments and port researchers need a tool for understanding how local competition in their region will affect demand for port services at their location, and thus better assess the profitability of a prospective port. We propose to develop such a tool by extending our existing simulation model of global container traffic to incorporate demand-side shipper preferences and supply-side strategic responses by incumbent ports to changes in the global port network, including building new ports, scaling up existing ports, and unexpected port closures. We will estimate shipper preferences over routes, port attributes and port services based on US and international shipping data, and redesign the simulation model to maximize the shipper's revealed preference functions rather than simply minimize costs. As demand shifts, competing ports will adjust their pricing (short term) and infrastructure (long term) to remain competitive or defend market share, a reaction we will capture with a game theoretic model of local monopoly that will predict changes in port characteristics. The model's hypotheses will be tested in a controlled laboratory experiment tailored to local port competition in Asia, which will also serve to demonstrate the subtle game theoretic concepts of imperfect competition to a policy and industry audience. We will apply the simulation model to analyze changes in global container traffic in three scenarios: addition of a new large port in the US, extended closure of an existing large port in the US, and cooperative and competitive port infrastructure development among Korean partner countries in Asia.

정책실패의 반복과 관성에 관한 연구: 양양국제공항 사례를 중심으로 (Repetition and Inertia of Policy Failure -Focusing on the Case of Yangyang International Airport)

  • 본 연구는 양양국제공항 사례를 중심으로 정책실패의 반복 원인에 대하여 분석하였다. 2002년 개항한 양양국제공항은 약 3,600억원을 들여 건설하였으나, 공항 이용 객수 확보 실패 및 활성화 실패로 지방공항의 대표적 실패사례로 거론되고 있다. 정책실패 이론에 따라 합리주의적 관점, 정치적 관점, 환경복잡성 관점에 따라 양양국제공항의 실패요인을 분석한 결과 첫째, 합리주의적 관점에서 양양공항은 이용객 확보와 지역경제 활성화라는 정책목표 달성에 실패하였으며, 이는 정치권의 압력에 의한 사업추진과 지리적 인프라 부족에 기인한 것으로 나타났다. 둘째, 정치의 흐름에서의 이해관계자들의 갈등 조정 실패 양상은 항공사와 공항 간 갈등과 저가항공인 플라이양양 허가 및 지원금에 대한 정부와 공항 간의 갈등 조정 실패로 볼 수 있다. 셋째, 환경복잡성 관점에서 양양국제공항은 주변 고속도로, 철도 노선 개통과 한한령으로 인한 중국인 관광객 급감이라는 환경변화에 적응 실패로 볼 수 있다. 즉, 양양국제공항은 정책계획단계에서부터 합리적인 분석에 의해 무산된 사업임에도 불구하고 정치적으로 선거결과에 따라 지리적 인프라가 부족한 지역에 건설되었으며 운영 과정에서 항공사 및 정부 간의 갈등 조정에 실패하였고, 주변 교통시설 확충과 외부 환경적 요인에 적응하지 못한 것으로 볼 수 있다. 본 연구를 통해, 대규모 국책사업의 경우 정책결정자의 무리한 사업 추진을 막을 수 있는 독립적 기구의 설치, 공항이나 철도와 같은 교통시설의 경우 주변 인프라 및 관련 사업과의 연계 및 고려를 통한 사업 추진, 이해관계자들 간의 갈등조정을 위한 협력적 거버넌스의 제도화 등을 제언하였다.

대학-지역 연계형 산학협력 사업의 발전단계와 특성: LINC+사업 참여대학을 중심으로 (Development Stages and Characteristics of Place-Based Industry-Academic Cooperation Projects: The Case of Universities Participating in the LINC+ Project)

  • 지역발전에 기여하는 시민대학(civic university)으로서 대학의 공공재적 역할이 점차 강조됨에 따라, 대학 산학협력 사업도 대학-기업-정부(지자체)의 3 주체에서 지역사회가 추가된, 이른바 쿼드러플 힐릭스 주체 간 상호 작용을 통한 대학-지역 연계형 산학협력에 대한 관심이 높아지고 있다. 본 연구에서는 사회맞춤형 산학협력 선도대학육성사업(LINC+)에 참여하고 있는 55개 대학의 54개 사례를 분석 대상으로 하여 지역연계형 산학협력 사업의 발전단계와 특성을 분석하였다. 이를 위해 지역연계형 산학협력 사업을 네트워크의 참여도와 네트워크 강도의 2가지 핵심 지표에 준거하여 4가지 유형과 발전단계로 구분하고, FGI 방법론을 사용하여 분류하였다. 분석 결과, 아직은 발전단계 초기인 사업들의 비중이 압도적으로 높았으나, 일부 대학들은 지역사회와 긴밀한 협력 체계를 구축하여 산학협력 사업의 실효성을 높이고 내실화를 추구하면서 고도화된 산학협력 단계로 이행한 모습을 보이고 있는 것으로 나타났다. 이러한 분석결과는 그간 정책적 실효성에 비판을 받아온 LINC사업이 지역연계형 사업을 통해 정책적 실효성을 높이는데 기여할 수 있을 뿐만 아니라 지역혁신의 주체로서 대학의 역할을 제고하는 효과도 거둘 수 있음을 시사한다.

Trade Facilitation for the Products of the Industry 4.0: The case of Customs Classification of Drone

  • Purpose - This paper investigates the implications for facilitating trade in the products of Industry 4.0. To identify the issues caused by the conflicts of policy objectives such as applying the tariff concession under the ITA and imposing the export control, by exploring the case of classification of drones. Design/methodology - We adopted a single case study method to gain a deeper understanding of the complex and multifaceted issues of Customs classification in the context of facilitating trade in the products of Industry 4.0. This study employs the case of drones to explore how these issues of Customs classification affect trade facilitation. We ensured the internal validity of the study by confirming the pattern of the results with the existing theories. Findings - Our main findings can be summarised as follows: the intrinsic nature of the products that converge several technologies causes issues in the classification. The inconsistency in product classification delays customs clearance by hindering the Customs risk-management system that pinpoints products subject to controls. To address the issues, therefore, we proposed fundamental reforms of Customs to empower themselves with management roles. Facilitating trade in the products of Industry 4.0 requires more enhanced Customs capability. Therefore, the reforms should include comprehensive capacity-building activities, such as changes in staff-trainings, promotion system, organisation and culture. Customs also need roles in robust designing of cooperative systems to compensate for the lacks of controls and to ensure concrete risk management for expedited Customs procedures. As well, by equipping the Single Window of Customs with crucial control functions of other ministries, Customs need to support the cooperation. The role of harmonising various preaudits of other ministries with its own is another essential role that ensures predictability of clearance procedure. Originality/value - There are scanty studies in the field of knowledge about what obstacles exist and what solution is available in the course of transforming to 'Industry 4.0'. In filling out the gap of knowledge, this paper is of academic significance in that it applies the research theory on trade facilitation for the specific cases of classification of the product of Industry 4.0 to verify its effectiveness and to extend the subject of the studies to the scope of Industry 4.0. It also has practical significance in that the results have provided implications for reforms of Customs procedures to facilitate trade in the products of Industry 4.0.

산란계 농장 계란 이송라인의 누적충격강도와 파각발생율의 상관성 분석 (Correlation between Egg Breakage and Cumulative External Forces on Eggs during Egg Collection in Laying Hen Farms)

  • 본 연구는 농장 내 계란 이송시스템에서 발생하는 충격 정도를 파악하고 파란 발생률과 비교하여 문제점을 개선하기 위해 무창계사 12개 농장을 대상으로 하여 무선 전자계란(Wireless Egg Node II)를 활용하여 조사하였다. 전체적으로 충격 크기는 세척기와 건조기 연결 부분, 컨베이어 연결부분, 트랜스퍼, 정렬기, 집란 엘리베이터, 팩커, 계란 이송 연결부분, 알받이 순으로 나타났으나 농장에 따라 충격정도 및 충격발생 지점에 많은 차이가 있었다. 계란의 충격강도와 파란 발생률은 높은 정(+)의 상관관계가 나타났으며 일회성 충격보다는 누적된 충격의 양에 따라 파각발생이 높았고, 조사 지점에 따라 5~38 G까지 다양하며 총 파각란 발생률도 3.2%~14.5%로 나타났다. 파각 발생률을 낮추기 위해서는 난각 품질이 높은 계란을 생산하고자 하는 노력도 중요하지만 난각강도가 우수해도 최종제품에 난각이 파손되는 상황을 고려할 때 실금란 발생을 초래하는 계란이송라인 개선이 절대적으로 필요한 것으로 조사되었다.

키워드를 중심으로 살펴본 중국 네티즌의 반한류 유발 요인과 제언: 티엔야논단(天涯論壇)을 중심으로 (A Study on Korean Wave and Its Negative Feelings: Focusing on Chinese Netizens)

  • 본 논문에서는 중국 인터넷 사이트에서 네티즌을 중심으로 논의되고 있는 반한감정을 한류의 대응현상으로 보고 이러한 현상을 야기하는 요인을 키워드를 중심으로 살펴보고 분석해보았다. 중국의 포탈사이트 티엔야논단(天涯论坛)에 게재되어 있는 반한감정과 관련된 34만개의 게시글을 분석하여 역사, 정치, 연예인으로 키워드 분류하여 정리하였다. 반한감정을 유도하는 주제로 가장 큰 비중을 차지하는 것이 정치관련 이슈(34%)였으며 특히 사드(고고 도미사일방어체계·THAAD)와 관련된 문제가 가장 자주 언급되었다. 이것은 중국 내 반한 감정이 단순히 미디어콘텐츠의 내용이나 연예인들로 인해서 야기된 것이라기보다는 중국의 정책과 밀접한 관련을 갖고 있음을 의미한다. 따라서 중국내 반한 감정을 극복하고 변화하는 미·중 국제 정세 속에서 양국과의 안정적인 관계를 유지하기 위한 대응책으로 중국 정부당국의 미디어 정책에 대한 한국의 미디어콘텐츠 제작진의 이해와 더불어 양질의 콘텐츠로 미디어 비즈니스를 리드할 것을 제안한다. 이를 위해서는 이미 성장한 중국미디어시장에 공동제작이나 합작을 통해서 우회적이지만 안정적인 접근을 시도하는 것이 필요하며, 무엇보다도 중국적 민족주의인 중화사상과 중국문화에 대한 밀도있는 이해와 더불어 중국문화의 대체제로서가 아니라 콘텐츠의 독립성과 우수성을 통해서 한국산 문화콘텐츠의 경쟁력과 정체성, 우수성을 확립하는 것이 필요하다.
