A Study for Improving Trade and Commerce between Korea and Russia

  • This paper attempts to provide a way to improvement in trade & commerce between Korea and Russia, analyzing the influence of the circumstances of the Russian economy on economic relations between the two countries. The study briefly reviews the current situation of the Russian economy, and tries to examine the strong points to be considered as leverage for cooperation and the weak points to be overcome. Previous studies have determined that the Russian economy has unlimited potential for growth, because it is endowed with abundant resources, and has a government willing to reform for the opening of the economy, as well as high-quality labor. However, the economic structure is vulnerable to impact of the worldwide financial crisis. It is not possible to overlook its institutional fragility and vulnerability such as a corrupt bureaucracy or a relatively large black market. These undesirable factors may not only undermine the basis of Russia economy but also a hindrance to economic cooperation by increasing economic uncertainty. This paper attempts to analyze comprehensively the socio-economic factors that influence the open-economy of Russia, and to illustrate strategies for improvement in trade and commerce through the viewpoint of Korean firms that are already in business or are trying to enter in the near future. Some measures to improve their economic cooperation are suggested at the end.

한국의 대학도서관 팀제의 문제점과 개선방안 (The Problems and Solutions of the Team System of University Libraries in Korea)

  • 본 연구는 최근 우리나라 대학도서관 팀제 조직의 특성을 살펴보고 문제점과 개선방안의 제시를 목적으로 한다. 이를 위해 현재 팀제를 도입하여 실시하고 있는 대학도서관의 직원을 대상으로 팀제 도입과정, 팀원의 재량권, 팀장의 리더십, 팀의 자유로운 의사소통과 도서관장의 의지에 대해 고찰해 보았다. 연구결과, 대학도서관 직원들은 팀제에 대해 비교적 부정적인 시각을 가지고 있었으며, 대학도서관은 팀제 도입과정에 있어 직원들에게 충분한 교육과 지원을 제공하지 않았음을 알 수 있었다.

Information Cascade and Share Market Volatility: A Chinese Perspective

  • The purpose of this paper is to understand the underlying dynamics for the share market bubbles in China during the most recent decade. By using the behavioral finance theory and the Shanghai Composite index prices during the periods from 2005 to 2008 and from 2014 to 2015 as the study samples, we find that the large volatilities in the Chinese share market are closely related to information blockage, which impedes share prices to timely respond to economic conditions as well as external shocks and increases (decreases) the demand of shares when the supply is difficult to adjust. Although the Chinese government has introduced a series of programs designed to increase more reliable information to the public, the share market still tends to confront issues of information asymmetry. The potential reason is that the reforms did not change the long-stand situation in China, where individuals or groups related to government bureaucracy who play a dominant role in the society are given priority to gain access and obtain information that benefits. By identifying the main reasons for the large volatilities in the market, policy makers are given advice as to which areas they may need to focus on to improve future market performance.

『의정부 약방 식례』 연구 (A study of the Manual for Medical Officials of State Council (議政府藥房式例))

  • 'Medical officials of State Council' (議政府藥房) (MOSC) were bureaucrats who was part of a State Council and provided regular medical care to the State Council's bureaucracy. The Manual for Medical Officials of State Council (議政府藥房式例) (MMOSC) is a rare resource that records the actual work of the MOSC in the 19th century. This paper examines the changing history of the title of 'medical official' (藥房, yakbang) in the Joseon Dynasty and analyzes the role of MOSC by examining the contents of MMOSC. It argues: 1) The MOSC system was established before other similar medical office systems. Subsequently, the Medical Office of Ritual Minister (禮曹藥房) and Medical Office of Patriots and Veterans Minister (忠勳府藥房) were established, followed by Medical Office of General Office (都總府藥房) and Medical Office of Managing Royal Family (宗親府藥房). 2) The MMOSC was first written in 1812 and was augmented in 1832 and 1840. This timeline can be verified through written seal at the end of the literature. 3) In addition to the medicine-related work, the medical office also did the administrative work of the government office.

Japanese Financing Policies for Innovation Since the 1990s

  • Since the 1990s, the Japanese government has made considerable attempts at stimulating innovation with an aim to pull the country out of a possibly permanent economic decline. Several laws and policy initiatives were introduced to encourage better interaction between universities (and research institutions) and industry. The results of these efforts have been mixed. While the number of university-industry joint and commissioned research has increased, revenues from the licensing of university-owned patents have fluctuated year by year. Although the number of startups and spin-offs from universities rose, their long-term survival and contribution to the economy remain uncertain. The Japanese experience features both strengths and weaknesses. Strengths include the long-term commitment of policy makers, the ability to set specific targets, and the active engagement of several key economic ministries. Nevertheless, the effectiveness of these policy initiatives was hampered by limitations within the policies concerning the roles of universities and their mode of interaction with industry based on intellectual property rights, the inadequacy of demand-side innovation policies, the fragmentation of bureaucracy, and a lack of a credible evaluation system.

Industrial Growth and Environmental Resource toward the Tax Potential: A Case Study in South Sulawesi Province

  • This study aimed to analyze the influence of the industrial growth and the effect on government tax potential of the South Sulawesi Province. The growth of the tax object affects government tax potential of South Sulawesi Province. Environmental resources affect government tax potential of the province. The study used multiple linear regressions on primary data. The population consisted of all officers and staff involved in regional work units. Revenue Service area in South Sulawesi Province counts 630 employees. The sampling method is purposive sampling random carried out based on specific objectives. The respondent qualifications are taken from the Technical Implementation Unit Office and the Department of Revenue. The number of respondents is 96 from the Head of UPTD and three of them are related with tax Section Chief Officer. The results showed that industrial growth has a significant and positive effect on the potential increase in tax of South Sulawesi. Growth in tax object significantly affects the potential increasing tax of South Sulawesi. Environmental resources significantly affect the potential Increase in tax. Practical recommendations for local government is to enhance tax potential, reduce bureaucracy in industrial licensing, and facilitate local farmers to get involved in economic contributions.

인사조직운영 및 문화유형에 관한 비교 연구 : 철도관련 A, B 양사의 기관사 직종을 중심으로 (A Comparative Study on Personnel, Organization Management System and Corporate Culture : Focusing on Drivers of two Railway Firms)

  • The purpose of this article is to comparatively depict the organizational effectiveness of two rail firms based on the cognitive response of employees(group of drivers). To attain this purpose, several aspects of current personnel and organization management system and organizational culture are surveyed through questionaire and analyzed by SPSS. The questionaire includes two parts of items. First, it includes items on personnel-related factors such as evaluation system, job, wage, role, leadership and job satisfaction. Second, it includes items on organizational culture model suggested by Rousseau. The major findings are : 1) In general, the cognitive response of drivers in two firms concerning personnel-related aspects is to a certain degree negative. 2) The cognitive response of drivers in two firms concerning culture-related aspects is also awfully negative. 3) Job satisfaction of drivers in the firm A is highly related to role and leadership factors in terms of personnel-related aspects, on the one hand, and to achievement factor in terms of culture, on the other hand. In case of the firm B, job satisfaction of drivers is highly related to personnel evaluation factor as well as role and leadership factors in terms of personnel-related aspects, on the one hand, and to affiliation, power, and bureaucracy factors in terms of culture, on the other hand.

  • 본 연구는 그간 학문적, 이슈적 관심에서 간과되었던 "대통령 지시사항"에 대한 분석을 수행하였다. 이러한 분석을 통해 대통령의 행정부처 내에서 진행되었던 정책방향의 차이에 대한 이해를 제고시키고, 시대의 흐름을 이해하는데 기여할 뿐만 아니라 향후 정책발굴에 있어서도 도움이 될 수 있음을 확인할 수 있었다. 본 연구는 대통령 지시사항과 관련한 키워드 네트워크 구조에 대한 패턴변화를 의미연결망 분석을 통해 고찰함으로써 대통령의 정책방향 차이가 대통령의 의지와 제도적 맥락 간의 상호작용에 연동되고 있다는 시사점을 제공하는데 기여하고 있다.

국내 대형소매유통업체에서의 비정규직 고용의 결정요인에 관한 연구 (Determinants of Contingent Employment in Korean Department Stores)

  • This paper examines what determines the use of contingent workers in Korean Department Stores. Drawing on internal labor market, transaction cost & agency, and bureaucracy theories, I hypothesize that four factors affect the use of contingent workers: job characteristics, HRM, occupation, and organizational characteristics. Data from a sample of employers surveyed by the author in 1997 were used to test the hypotheses, and analyses showed the following results. First, consistent with job-based perspective, we find that such job characteristics as firm-specific skill and the level of skill significantly affect the use of contingent workers. But job standardization and outcome measurability have no effects of its use. Second, also we find significant effects on the use of contingent workers of such HRM as scrutiny on employee selection and promotion system. The promotion system has expected effect on its use, but scrutiny on employee selection has opposite effect. Third, we find that occupation significantly affects the use of contingent workers, especially the extent of use of contingent workers of sales service is as five hundred times as that of managerial occupation. Fourth, also consistent with organizational-based perspective, we find that the firm's size significantly has positive effects, and affiliate company and labor union have negative effects. That is, the larger firm's size is, the more possibility of use of contingent workers exists, and the possibilities of its use reduce in case of affiliate company and in front of labor union. Finally, we discuss the implications and limits of theses findings.
