In Korea, a variety of policies for the regional cultural industry development have been carried out: the promotion policy of cultural industry cluster, the establishment of cultural industry support center, and the construction of cultural industry complex and the supporting works for the cultural research center. The cultural industry has a dual character of the manufacturing industry and the service industry. The cultural industry of Gyeongbuk province is mostly centered upon small manufacturing firms with low value-added. Thus, it is desperately in need of the building-up of the enterprise supporting system. However, it is difficult to expect that private business service finns can be activated. In this sense, local and regional governments seek to establish so called 'the cultural contents support center'. However, it is not clear whether the center is an organization for the production of cultural contents or an agency for the support of cultural contents industry. Also it does not prepare any major functional introduction facilities and performing programs. Most of all, it is necessary to establish a proper orientation that 'the cultural contents support center' must be not an organization for the direct production of cultural contents, but an organization supporting cultural industry by way of providing cultural industry enterprises with what is necessary for the production of cultural contents. Also, a system for the establishment of business fitting support policy that can cover the whole sectors of cultural industry must be prepared. Furthermore, a synthetic support system for the cultural business associated industries centered on specified sectors such as films, edutainment, and storytelling must be constructed. Finally an environment for the creation and inducement of cultural industry enterprises, and for the active participation of enterprises and related groups in the promotion planning and in the policies of cultural industry must be built along with on- and off-line networks.

Currently the number of unsold housing is rapid increasing over again in the Seoul Metropolitan area. So this research analyzed effective and possible solutions focus on the potential customers and professionals. There was a research method setting up alternative solutions from the existing researches and the other suggestions though FGI (Focus Group Interview) by professionals. And then it investigated the efficient ways to resolve those problems through Conjoint Analysis. According to the result of this paper, firstly the customers considered 'financial supports', 'self-rescue efforts for construction companies' and 'taxation support' than the other. On the other hand, professionals evaluated 'publicly purchased housing' and 'new housing policies' were more essential solutions besides, both of them recognized the importance of ;financial support'. Secondly there were some ideas that it was necessary to more less control LTV (Loan to Value ratio) and DIT ( Debt to Income) and the LH (Korea Land and Housing Corporation) buy unsold housing. Finally the government and housing association had to manage and intervene the supply of housing within metropolitan area and restrict to building new properties and the construction companies actively provide less strict standard terms and conditions in contract for purchasing housing for instance, the decline of housing sale price or interest-free and so on.

In this study, LD construction cases of overseas libraries were analyzed with focus on published datasets, reused vocabulary, and interlinked external datasets, and based on the analysis results, basic data on LD construction plans of domestic libraries were obtained. As a result of the analysis of 21 library cases, overseas libraries have established a faithful authority LD and conducted new services using published LDs. To this end, overseas libraries collaborated with other libraries and cultural institutions within the region, within the country, and nationally under the leadership of the library, and based on this cooperation, a specialized dataset was published. Overseas libraries used Schema.org to increase the visibility of published LDs, and used BIBFRAME for subdivision of description to define various entities and build LDs based on the defined entities. Overseas libraries have utilized various defined entities to link related information, display results, browse, and download in bulk. Overseas libraries were interested in the continuous up-to-date of interlinked external datasets, and directly utilized external data to reinforce catalog information. In this study, based on the derived implications, points to be considered when issuing LDs by domestic libraries were proposed. The research results can be used as basic data when future domestic libraries plan LD services or upgrade existing services.

The number of public rental housing has increased according to the government's 「Housing Welfare Roadmap (2017)」, and facility maintenance costs for the demand of improvement of performance and residential standards due to the aging of long-term public housing are significantly increasing. Consequently, the financial burden of public housing rental business for maintaining stocked housing is aggravated. However, there is a lack of objective data to analyze the size of the maintenance costs that are executed by the type of repair work, and the elapsed years of the aged long-term public rental housing. This study analyzes the execution status of 33 long-term public rental housing complexes located in Seoul for 14 to 28 years of elapsed years based on the data of maintenance costs. In addition, this study proposes a model to predict the maintenance costs by elapsed years by dividing 'Long-term Repair Plan Work and Government-Funded Project [Y1]', 'Planned Repair Work and General & Unplanned Repair Work [Y2]', and 'Total maintenance costs [Y3]'. It is intended to be used as basic data for the establishment of the maintenance plan at the stage of setting up the budget and the establishment of the sustainable operation plan for public rental housing
A Interior material, a main cause of fire-growth and generating toxic gas when it burns, should be dealt with great care in life safety design. Nonetheless, it has been used recklessly with undue attention to its contribution to fire in particular in entertainment occupancy and causes many victims in fire. Therefore, this study attempts to examine the current use of interior material in Korea and find out what to be improved and enhanced in terms of related regulations. Based on the comparison and analysis of the Korea regulation with those of advanced nations, suggestions are made for an effective and efficient improvement and complement to the current system. What can be suggested from this study are as follows. The use of interior material should be controlled under the unified regulation of fire-safety codes. Code should be set up so that the current construction enforcement should be applied in retroactive to those entertainment buildings that obtained a license prior to the implementation of the system certifying that the building is fire-resistant and fire-protective. The legislation should be made to control the fire-protection facilities of small-sized, underground entertainments. It should be obliged to present the blueprint displaying the use of interior material at the time of changing occupancy. Or, it should be compelled to report changes that go way without permit to the administrative office. A compulsory provision should be set up to have a fire-resistant performance to movable furniture. The classification index designating the fire hazard of interior material by flame spread rate and smoke toxicity and its test method should be established.

Companies build the factory automation system to improve management effectiveness and productivity as prime strategies for sustainable growth. But most companies undergo various trials and errors while carrying out the project without elaborate preparation stage for factory automation. In this study, we tried to verify what factors are critical to effectively building distribution automation system, which is a branch of factory automation system. A consulting model for setting up a Material Handling Automation System by utilizing the Stage-Gate Process, which is product development process was studied. 29 material handling automation projects carried out between the year 1990 to 2013 at K-Company were selected. Interviews with the project managers, operators and maintenance personnels, various records and current status of the projects were used as data for structural equations based on the Milan consulting model and existing researches of factory automation, CIM for material handling automation. Creating effective basis of production, material handling system and energy saving system with expert review, when preparing a material handling automation project, help promote the project planning thus contributing to the performance of the resulting system, which appears though rather weakly in our data. Also the effect of material handling automation can be enhanced through sufficient and effective links to the relevant environments such as production logistics management and automated warehouses. More detailed planning characteristics of project promotion or some time-series data of effective Material Handling Automation System could enhace furthur studies. We propose a consulting model for setting up an efficient material handling automation system.

Since the 2016 "Housing Act Partial Amendment" and the "2018 Housing Comprehensive Amendment Plan", interest in the pre sale system and post sale system of apartment houses has been on the rise. In order to compare the advantages and disadvantages of the pre sale system and the post sale system of apartment houses, and to establish the basis for the institutional policy of the post sale system, a questionnaire survey method was used for tenants of the apartment house from the public side, and issues of time and cost. The time series analysis method is intended to suggest an appropriate time for payment of contributions. Accordingly, through a review of existing theories and literature, the post sale system of public and private institutions was organized, and through a questionnaire survey, the path to securing pre sale money, product information of the model house, and the degree of awareness of the effect of the post sale system were investigated. For the post sale fund support and payment method, it is necessary to increase the commercial line for existing financiers from the user's point of view, and it is necessary to operate in consideration of the economic power of the pre sale market by region. Both 60% post sale and 80% post sale have a price range of up to KRW 10 million, and the total interest rate is 5.0%, and the annual interest rate is about 2.8% for 60% post sale, and about 2.1% for 80% post sale, which is lower than the current 3.1%. I need an interest rate. The research is a perception survey targeting a total of 5,213 households in a sample of after sale apartments in public institutions. As the actual values are analyzed using a time series on the effects of market supply and demand and market prices, there is a limit to applying them to prospective residents of private apartments. In addition, to respond to first time tenants, a questionnaire survey was conducted on five complexes that have moved in within the last five years.

In this study, a preliminary study was undertaken for development of a tunnel incident automatic detection system based on a machine learning algorithm which is to detect a number of incidents taking place in tunnel in real time and also to be able to identify the type of incident. Two road sites where CCTVs are operating have been selected and a part of CCTV images are treated to produce sets of training data. The data sets are composed of position and time information of moving objects on CCTV screen which are extracted by initially detecting and tracking of incoming objects into CCTV screen by using a conventional image processing technique available in this study. And the data sets are matched with 6 categories of events such as lane change, stoping, etc which are also involved in the training data sets. The training data are learnt by a resilience neural network where two hidden layers are applied and 9 architectural models are set up for parametric studies, from which the architectural model, 300(first hidden layer)-150(second hidden layer) is found to be optimum in highest accuracy with respect to training data as well as testing data not used for training. From this study, it was shown that the highly variable and complex traffic and incident features could be well identified without any definition of feature regulation by using a concept of machine learning. In addition, detection capability and accuracy of the machine learning based system will be automatically enhanced as much as big data of CCTV images in tunnel becomes rich.

In this study, current status of Korean hazard mitigation guideline for tunnel operation is summarized. It shows that requirement for CCTV installation has been gradually stricted and needs for tunnel incident detection system in conjunction with the CCTV in tunnels have been highly increased. Despite of this, it is noticed that mathematical algorithm based incident detection system, which are commonly applied in current tunnel operation, show very low detectable rates by less than 50%. The putative major reasons seem to be (1) very weak intensity of illumination (2) dust in tunnel (3) low installation height of CCTV to about 3.5 m, etc. Therefore, an attempt in this study is made to develop an deep-learning based tunnel incident detection system, which is relatively insensitive to very poor visibility conditions. Its theoretical background is given and validating investigation are undertaken focused on the moving vehicles and person out of vehicle in tunnel, which are the official major objects to be detected. Two scenarios are set up: (1) training and prediction in the same tunnel (2) training in a tunnel and prediction in the other tunnel. From the both cases, targeted object detection in prediction mode are achieved to detectable rate to higher than 80% in case of similar time period between training and prediction but it shows a bit low detectable rate to 40% when the prediction times are far from the training time without further training taking place. However, it is believed that the AI based system would be enhanced in its predictability automatically as further training are followed with accumulated CCTV BigData without any revision or calibration of the incident detection system.

In this study, monthly precipitation forecasting models that can predict up to 12 months in advance were constructed for the Geum River basin, and two statistical techniques, multiple linear regression (MLR) and artificial neural network (ANN), were applied to the model construction. As predictor candidates, a total of 47 climate indices were used, including 39 global climate patterns provided by the National Oceanic and Atmospheric Administration (NOAA) and 8 meteorological factors for the basin. Forecast models were constructed by using climate indices with high correlation by analyzing the teleconnection between the monthly precipitation and each climate index for the past 40 years based on the forecast month. In the goodness-of-fit test results for the average value of forecasts of each month for 1991 to 2021, the MLR models showed -3.3 to -0.1% for the percent bias (PBIAS), 0.45 to 0.50 for the Nash-Sutcliffe efficiency (NSE), and 0.69 to 0.70 for the Pearson correlation coefficient (r), whereas, the ANN models showed PBIAS -5.0~+0.5%, NSE 0.35~0.47, and r 0.64~0.70. The mean values predicted by the MLR models were found to be closer to the observation than the ANN models. The probability of including observations within the forecast range for each month was 57.5 to 83.6% (average 72.9%) for the MLR models, and 71.5 to 88.7% (average 81.1%) for the ANN models, indicating that the ANN models showed better results. The tercile probability by month was 25.9 to 41.9% (average 34.6%) for the MLR models, and 30.3 to 39.1% (average 34.7%) for the ANN models. Both models showed long-term predictability of monthly precipitation with an average of 33.3% or more in tercile probability. In conclusion, the difference in predictability between the two models was found to be relatively small. However, when judging from the hit rate for the prediction range or the tercile probability, the monthly deviation for predictability was found to be relatively small for the ANN models.
