Proposal of Return Period and Basic Wind Speed Map to Estimate Wind Loads for Strength Design in Korea (강도설계용 풍하중 평가를 위한 재현기간과 기본풍속지도의 제안)

  • Strength design wind loads for the wind resistance design of structures shall be evaluated by the product of wind loads calculated based on the basic wind speed with 100 years return period and the wind load factor 1.3 specified in the provisions of load combinations in Korean Building Code (KBC) 2016. It may be sure that the wind load factor 1.3 in KBC(2016) had not been determined by probabilistic method or empirical method using meteorological wind speed data in Korea. In this paper, wind load factors were evaluated by probabilistic method and empirical method. The annual maximum 10 minutes mean wind speed data at 69 meteorological stations during past 40 years from 1973 to 2012 were selected for this evaluation. From the comparison of the results of those two method, it can be found that the mean values of wind load factors calculated both probability based method and empirical based method were similar at all meteorological stations. When target level of reliability index is set up 2.5, the mean value of wind load factors for all regions should be presented about 1.35. When target level of reliability index is set up 3.0, wind load factor should be presented about 1.46. By using the relationship between importance factor(conversion factor for return period) and wind load factor, the return periods for strength design were estimated and expected wind speeds of all regions accounting for strength design were proposed. It can be found that return period to estimate wind loads for strength design should be 500 years and 800 years in according to target level of reliability index 2.5 and 3.0, respectively. The 500 years basic wind speed map for strength design was suggested and it can be used with a wind load factor 1.0.

A Study on the Buckling Strength of Stern Skeg Shell Plate (선미 스케그 외판의 좌굴강도에 관한 연구)

  • Most container ships are currently being constructed as Ultra-Large Container Ships. Hence, the equipment of the ships is also becoming relatively large. In particular, propellers, rudders, and rudder stocks are large in the stern structure, and in relation, efficient design of the hull structures to safely secure these parts is important. The bottom shell plate surface of a stern skeg is a perforated plate from which the rudder stock penetrates, so it is an important component for the stern structure. In this paper, to determine the critical buckling of the shell plate, an interaction curve equation for the two-axis compression of the shell plate was derived using the maximum value of the static structural stress multiplier in a load multiplier mode. This equation predicts the timing of the buckling occurrence. By analyzing this interaction curve equation, the buckling behavior of the plates subjected to a combination load was determined and the usefulness of applying it to ship building was investigated.

Attitude of Medical Students and Doctors towards Complementary, Alternative and Integrative Medicine: A Single-Center, Questionnaire-Based Study

  • Objectives: Our study aimed to determine the attitudes of second- and final-year medical students and doctors (teaching faculty) of modern medicine towards complementary and alternative medicine (CAM) using the Complementary, Alternative, and Integrative Medicine Attitude Questionnaire (CAIMAQ). Methods: We invited 248 second-year medical students, 245 final-year medical students, and 48 faculty members to participate in the study. The CAIMAQ consists of 30 items, divided into five categories assessing various aspects of CAM, and scored using a 7-point Likert scale. The median scores obtained were compared between groups; a p-value < 0.05 was considered statistically significant. Results: A total of 138 medical students and faculty responded and participated in the study, of which, 24 (17.4%) were faculty, 40 (29%) were final-year medical students and 74 (53.6%) were second-year medical students. The overall attitude towards the various CAM concepts and therapies was positive. In general, the faculty were significantly less likely to consider referring patients for CAIM treatments, integrating them with conventional medicine, referring patients to alternative healthcare providers, considering the use of subtle energy fields as an ethical form of treatment, or considering CAIM treatments to be less invasive and harmful compared with conventional medicine. There was no significant difference in the attitudes of second- and final-year students. Conclusion: The attitude of medical students and doctors towards CAM is positive, and although the medical faculty have reservations in recommending specific types of CAM therapies or integrating them with conventional care, building evidence for supporting CAM therapies in specific diseases is likely to increase its uptake among health care professionals.

  • Economic transformations have led to an increase in the role of creative assets and their central role in public life. Changes in creative activity have led to a change in the organization of the work of institutes engaged in the training of specialists, in particular teachers of labor education. Methods and approaches to training determine the development of creative industries, being the basis for models of professional training of future teachers of labor training. The purpose of an article was to develop a modern model of professional training of future teachers of labor training based on the concept of creative economy. The methodology is based on the concepts of holistic craft and creative economy. Based on the integration of pedagogical learning models "Craft as design and problem-solving", "Craft as skill and knowledge building", "Craft as product-making" and "Craft as self-expression" developed and experimentally confirmed the conceptual model of professional training of future teachers of labor training. The proposed model forms a practitioner with professional, technical, digital and creative skills who is able to transfer the experience to students. The training course "Creativity and creative thinking" has been developed. The model provided for the development of a course based on the strategy of developing professional creativity, flexibility, improvisation, openness, student activity, joint practice, student-oriented approach. The practical value implies the adaptation of the developed model of professional training of future teachers of labor education during the training of teachers in higher education, which is confirmed in the experiment.

Overcoming Cybercrime in Ukraine (Cyberterrorism)

  • Ensuring national security in cyberspace is becoming an increasingly important issue, given the growing number of cybercrimes due to adaptation to new security and protection technologies. The purpose of this article is to study the features of counteracting, preventing, and detecting crimes in the virtual space of Ukraine on the example of cases and analysis of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The research methodology is based on the method of analysis and study of cases of crime detection in the virtual environment of the State Center for Cyber Defense and Countering Cyber Threats CERT-UA and the Cyber Police Department of the National Police of Ukraine. The results show that the consistent development of the legal framework in 2016-2020 and the development of a cyber-defense strategy for 2021-2025 had a positive impact on the institution-building and detection of cybercrime in Ukraine. Establishing cooperation with developed countries (USA) has helped to combat cybercrime by facilitating investigations by US law enforcement agencies. This means that international experience is effective for developing countries as a way to quickly understand the threats and risks of cybercrime. In Ukraine, the main number of incidents concerns the distribution of malicious software in the public sector. In the private sector, cyber police are largely confronted with the misappropriation of citizens' income through Internet technology. The practical value of this study is to systematize the experience of overcoming cybercrime on the example of cases of crime detection in a virtual environment.

Emergency Rescue Guidance Scheme Using Wireless Sensor Networks (재난 상황 시 센서 네트워크 기반 구조자 진입 경로 탐색 방안)

  • Using current evacuation methods, a crew describes the physical location of an accident and guides evacuation using alarms and emergency guide lights. However, in case of an accident on a large and complex building, an intelligent and effective emergency evacuation system is required to ensure the safety of evacuees. Therefore, several studies have been performed on intelligent path finding and emergency evacuation algorithms which are centralized guidance methods using gathered data from distributed sensor nodes. However, another important aspect is effective rescue guidance in an emergency situation. So far, there has been no consideration on the efficient rescue guidance scheme. Therefore, this paper proposes the genetic algorithm based emergency rescue guidance method using distributed wireless sensor networks. Performance evaluation using a computer simulation shows that the proposed scheme guarantees efficient path finding. The fitness converges to the minimum value in reasonable time. The density of each exit node is remarkably decreased as well.

Long Term Performance of Firm with Capital Investment for New Office Construction and Information Asymmetry (사옥신축목적 시설투자의 장기성과와 정보비대칭 현상에 대한 실증연구)

  • We analyze the information asymmetry in the capital market by examining the long-term performance by the insider's trading behavior in the companies that made investment announcements for the construction of the new office building. The results are summarized as follows. On average, the long-term abnormal returns on share prices of sample firms represent a significant positive value. The regression analysis confirmed that there is a statistically significant positive correlation between the factor of the change in equity of large shareholders and the long-term performance. On the other hand, negative correlation was observed between change in equity of small individual investors and long-term performance. These results mean that an insider can determine the authenticity of a manager's private intention. In other words, it supports that the insider is in a position of information superiority. In addition, it is expected to provide practical usefulness to investors in that the change in equity can be used as a predictor of long-term performance.

  • Commercial transactions, one of the pillars of the capitalist economy, are occurring countless times every day, especially small and medium-sized businesses. However, small and medium-sized enterprises are bound to be the legal underdogs in contracts for commercial transactions and do not receive legal support for contracts for fair and legitimate commercial transactions. When subcontracting contracts are concluded among small and medium-sized enterprises, 58.2% of them do not apply standard contracts and sign contracts that have not undergone legal review. In order to support small and medium-sized enterprises' fair and legitimate contracts, small and medium-sized enterprises can be protected from legal threats if they can reduce the risk of signing contracts by analyzing various risks in the contract and analyzing and informing them of toxic clauses and omitted contracts in advance. We propose a risk prediction model for the machine reading-based legal contract to minimize legal damage to small and medium-sized business owners in the legal blind spots. We have established our own set of legal questions and answers based on the legal data disclosed for the purpose of building a model specialized in legal contracts. Quantitative verification was carried out through indicators such as EM and F1 Score by applying pine tuning and hostile learning to pre-learned machine reading models. The highest F1 score was 87.93, with an EM value of 72.41.

K-Trade : Data-driven Digital Trade Framework (K-Trade : 데이터 주도형 디지털 무역 프레임워크)

  • The OECD has assessed Korea as the third highest in trade facilitation worldwide. The paperless trade of Korea is world class based on uTradeHub : national e-trade service's infrastructure for trade community. Over 800 trade-related document standards provide interoperability of message exchange and trade process automation among exporters, importers, banks, customs, airlines, shippers, forwarders and trade authorities. Most one-to-one unit processes are perfectly paperless & online; however, from the perspective of process flow, there is a lack of streamlining end-to-end trade processes spread over many different parties. This situation causes the trade community to endure repetitive-redundant load for handling trade documents. The trade community has a strong demand for seamless trade flow. For streamlining the trade process, processes with data should flow seamlessly to multilateral parties. Flowing data with an optimized process is the critical success factor to accomplish seamless trade. This study proposes four critical digital trade infrastructures as a platform service : (1) data-centric Intelligent Document Recognition(IDR), (2) data-driven Digital Document Flow (DDF), (3) platform based Digital Collaboration & Communication(DCC), and (4) new digital Trade Facilitation Index (dTFI) for precise assessment of K-Trade Digital Trade Framework. The results of new dTFI analyses showed that redundant reentry load was reduced significantly over the whole trade and logistics process. This study leads to the belief that if put into real-world application can provide huge economic gains by building a new global value chain of the K-trade eco network. A new digital trade framework will be invaluable in promoting national soft power for enhancing global competitiveness of the trade community. It could become the advanced reference model of next trade facilitation infrastructure for developing countries.

  • Currently, the government's announcement of the Korean version of the New Deal Comprehensive Plan ('20.7.14), expanding the supply of hydrogen production and charging facilities, and major companies are rapidly building related facilities such as liquefied hydrogen plants and charging stations. However, safety standards for production, storage facilities, transportation, and utilization of liquefied hydrogen value chains in Korea are insufficient, and safety technologies and safety standards over the entire period of liquefied hydrogen are urgently needed.
