Public Building Value Evaluation Using Contingent Valuation Method Based on Market Value Estimation

  • Building deterioration reflects the degradation of basic building performance including structural performance, energy performance, durability, and safety, and it also includes perceived deterioration, which considers a user-based perspective. More than 50% of the existing buildings in Korea are over 15 years old and public buildings compose 2.5% of all buildings domestically. Therefore, there are several different problems, such as poor energy efficiency, structural performance, and safety. To address the challenges of increasing stock in deteriorated buildings, it is necessary to make decisions about reconstruction or renovation. In this study, we propose a new method to evaluate public building value with a contingent valuation method (CVM). By estimating willing-to-pay (WTP) from users of private buildings in similar situation with the public building, it is possible to compare market prices and calculate a correction factor to adjust the WTP data. Finally, we apply the correction factor to the WTP of a public building and estimate market price, willingness to pay (WTP). A Study on the Current Status and Services of Energy Performance Certificates in Healthcare Building - Focused on UK and Korea (의료기관의 에너지효율등급 현황과 서비스에 관한 연구 - 영국과 한국을 중심으로)

  • Purpose: Medical center has consumed the energy about twice the average value of building types. So, many countries have tried sustainability and energy reduction for building types through eco friendly certificate. This study investigate the eco friendly building certificate and energy performance certificate focusing in UK and Korea, and search the characteristics of status and services of certificates. Methods: BREEAM openbook and EPC open data have been studied in UK, and green building performance certificate and EPC data in korea have been analyzed. Results: UK has eco friendly building certificate focusing on healthcare, and EPC shows the standard, benchmark reference value, so lead to the CO2 emission reduction. Primary health center and hospital show the higher value due to the dwelling unit. like a patient bed. Korea doesn't have green building certificate yet on healthcare, and EPC shows not the reference data, but the primary energy consumption. Korean cases just like in UK, clinic, public health, and outpatient center show the lower value compared to medical center, nursing home and general hospital. Implications: In Korea, it is needed for energy efficiency to have reference data information like a standard and benchmarking value for new design and construction.

  • Thermal comfort and energy conservation are critical issues in the building sector. Energy consumption in the building sector should be reduced whilst enhancing the thermal comfort of occupants. Concrete is the most widely used construction material in buildings. Its thermal conductivity (k-value) has a direct effect on thermal comfort perception. This study aims to find the optimum value of replacing the normal aggregate with lightweight expanded clay aggregate (LECA) under high strengths and low thermal conductivity, density and water absorption. The k-value of the LECA concrete and its physical and mechanical properties have varying correlations. Results indicate that the oven-dry density, compressive strength, splitting tensile strength and k-value of concrete decrease when normal coarse aggregates are replaced with LECA. However, water absorption (initial and final) increases. Thermal conductivity and the physical and mechanical properties have a strong correlation. The statistical optimisation of the experimental data shows that the 39% replacement of normal coarse aggregate by LECA is the optimum value for maximising the compressive and splitting tensile strengths whilst maintaining the k-value, density and water absorption at a minimum.

  • The purpose of this study is to present rational methods of multi-criteria optimization of the envelope of buildings. The object is to determine the optimum R-value of the envelope of a building, based on the following criteria: minimum building costs (including the cost of materials and construction) and yearly heating costs. Mathematical model described heat losses and gains in a building during the heating season. It takes into consideration heat losses through wall, roof, floor and windows. Particular attention was paid to have a more detailed description of heat gains due to solar radiation. On the assumption that shape of building is rectangle in order to solve the problem, optimum R-value of the envelope of a building is determined by using non-linear programing methods(Kuhn-Tucker Conditions). The results constitute information for designers on the optimum R-value of a building envelope for energy saving buildings.

  • As buildings and especially eco-friendly facilities are increasing, maintenance of the aged buildings are interested by many maintenance companies. Therefore, a lot of companies are increasing by the maintenance form. These Earned Value should try to minimize the increasing forms. Therefore, this study has an effort to gather data related to earned value of building facility maintenance and analyze the data in terms of local dimension, used duration dimension, building types dimension and so on in order to prevent the building deterioration.

  • Recently remodelling has been popular with the consensus on the environment protection, resources saving, and regards on the cultural value of buildings. and the remodelling is considered as a useful tool for commercial and apartment buildings. But, in Korea, the remodelling has been introduced recently and there is few reserches on the evaluation methods for value analysis in the remodelling. This research deals with economical selection method among various alternatives for living environment upgrading of old buildings. Also, this reserch studied on the selection method for the architect among various remodelling plans considering cost, building life cycle, and user needs when the remodelling is selected as the most economical method.

  • In recent years, the demand for green buildings is growing fast due to legislative and social pressures. Construction organizations, which play an important role in promoting building industry growth, are facing with challenges on how to adapt themselves to enhance sustainability of the buildings. In this paper, the green value chain and system frameworks, an extend application of Porter's value chain and system models, are introduced. Based on deep analysis of the green value chain and system frameworks, a revolution model for construction organizations towards green building is created. Management factors critical for a successful green building project, at the firm and project organization level, are extracted. Furthermore, external critical relationships are also identified. Fully understanding of these management factors and the model can help and enable practitioner to know what new capabilities should be deployed and developed in the long run for maximizing sustainability.

  • According to the building regulation U-value limitation of window is $3.3W/m^2{\cdot}K$ in southern regions, while U-value limitation of wall is $0.35{\sim}0.58W/m^2{\cdot}K$. It means that the energy loss through windows is five times more than it through wall. Therefore, this study analyze how much it has affected building energy rating when the insulation performance of windows and walls is changed by building regulation. In conclusion, in order to obtain 2 rating thermal performance of windows is improved more than 10 percent of U-value limitation and it of wall is improved more than 20 percent. The thermal performance of windows is improved more than 20 percent of U-value limitation and it of wall is improved more than 30 percent to receive 1 rating.

A study on the annual energy performance of apartment building with the equivalent U-value of envelope considering the effect of thermal bridges (공동주택 외피의 열교영향을 고려한 상당열관류율 및 연간 에너지소비성능 평가 연구)

  • The building envelope is important specially for saving energy consumption of residential buildings. but Apartment houses in Korea commonly have inside insulation system which have constantly arisen thermal bridges, the risk of heat loss, as a necessity. This study aims to evaluate integrated insulation performance according to the different shapes of external walls, adjacent to windows. The thermal performance analysis was carried out by Equivalent U-value and using the three-dimensional heat transfer computer simulation (TRISCO-RADCON), under nine different cases of comparing among three each of different bases(current standard model, 30percent energy saving model and 60percent energy saving model). The heating and the cooling load were also compared between two cases (standard U-value and Equivalent U-value) of three each of different bases, using the Building energy simulation which is based on DOE-2.1 analysis. As results, it turns out that if the Equivalent U-value is considered on the envelope analysis, the heat flow loss will be increasing more than the standard U-value, and if heat insulation property of the residential building reinforced rather than current, the rate of influences on the thermal bridges would be extremely expanded. In addition, it is shown that annual heating loads of the apartment house with applied Equivalent U-value substantially increased by more than 15 percent compared to those with the existing U-value, but annual cooling loads were negligibly affected.
