A Study on Securing Safety for High Rise Building Fires - Applying Active Fire Escape Systems -

  • Under the Korean Enforcement Decree of the Building Act, all high story apartment houses more than 5 stories high are mandated to install a fire evacuation system to ensure safe evacuation from fire accidents and providing quick and easy bidirectional escape route when main entrance is blocked by flame or toxic smoke. However, the current fire evacuation system shows a lack of understanding from residents and thus is widely ignored for having insufficient safety functions, especially vis-à-vis fire emergencies. Studies have found that an alternative evacuation method, the escapable fire evacuation system, has been analyzed for safety evaluation compared with the conventional passive fire escape system and can bring efficient and safer solutions, providing high rise residents escape from fire accidents. Evaluation for safety evacuation has been performed by the Fire Dynamics Simulation and applying Pathfinder simulation. This resulted in providing appropriate escape routes within the safety escape time and allowed for people in high rise building fires to get to safety.

법규적 측면에서 고찰한 고층 건축물 공사현장 화재안전 확보방안 (A Study on the Improvement of Fire Safety in high-rise Building Construction in Legal aspects)

  • High rising of the buildings offers a number of risk factors than ever before with regard to fire prevention. Especially in the construction site of high-rise buildings, people waste golden-time during the evacuation because temporary fire fighting facilities are not installed and transferred to a large fire because of fire suppression failure. In this study, the researcher derives the problems of fire protection in high-rise buildings construction sites and proposed the measures in such the legal aspects as fire building construction code and etc. There are the legal improvements such as orders of construction suspension in the problems of fire safety, appointing fire safety manager, temporary fire protection installation standards, enhancing penalty provisions regarding the use of fire, operating self fire brigade, confirming on-site after completing fire-protection facalities, establishment or strengthening special fire-protection investigations.

성능위주설계에서 화재위험성 예측 과정의 문제점 및 개선방안 (The Problems and Improvements of Process to Predict Fire Risk of a Building in Performance Based Design)

  • Performance based design(PBD) is the method to make a fire safety design against them after predicting the factors of fire risk in a building. Therefore, predicting fire risk in a building is very important process in PBD. For predicting fire risk of a building, an engineer of PBD must consider various factors such as ignition location, ignition point, ignition source, first ignited item, second ignited item, flash over, the state of door and fire suppression system. But, it is difficult to trust fire safety capacity of the design because the process in Korea' PBD is unprofessional and unreasonable. This paper had surveyed some cases of PBD that had been made in Korea to find the problems of the process to predict fire risk. And it have proposed the improvements of process to predict fire risk of a building.

우리나라 고층건축화재의 문제점과 그 대책의 기본방향에 관한 연구 (A Study on Problems of High-rise Building Fires in Korea and the Basic Directions for Fire Safety of High-rise Building Design)

  • Building become higher. larger and more complex than ever before, showing abrupt changes in building structures. forms and mechanical systems. Likewise hazads of fire and the scale of fire losses become more and more greater. Therefore. considerations for fire safety take up great portion of the building design process. In this study, problems of high-rise building fires and basic directions for fire safety of high-rise building design were studied through the statistical analysis of 138 fire cases. The results of this study are summarized as follows : ·Most of the fires in high-rise building occur on the low floors and the fire frequencies are very low on the upper floors. Fire casualties are liable to be more on the upper floors than on tile floor of fire origin. ·The important causes of evacuation failures were analyzed as being late in escape and lack of stairwell enclosures. ·The main cause of vertical fire spread is lack of stairwell enclosures. However, the fire spreads mainly through the enterior windows in apartment houses. The combustible materials in buildings act on as the major factors of horizontal fire spread and the improper fire doors play role of another the critical causes. ·The basic directions for fire safety of high-rise building design put much stress firstly on the compartmentation of the buildings effectively performing the provision of safe escape routes and the safe refuse places in buildings.

  • 건물의 소방설비시스템의 유지 관리 상태에 이상이 나타났다고 한다면, 특정 기능의 이상이 미치는 부분적 또는 전체적인 화재안전대응수준에 영향을 미친다. 따라서 효율적 소방성능을 유지하기 위해 설비기능의 가동상태를 나타 낼 수 있는 성능지수의 계산 체계가 필요하다. 이러한 성능지수의 체계는 정보수신자가 부분 이상으로 발생한 영향이 전체 기능의 상태에 얼마나 영향을 주는 것인지를 쉽게 인지할 수 있도록 하는 데에 기여할 수 있다. 따라서 건물의 화재안전수준을 나타내는 효율지표로 사용될 수 있을 뿐만 아니라, 광대역규모의 소방 관리에서도 활용성 높은 지수로 사용될 수 있다. 본 지수 산정체계는 U-건물 소방방화시설관리 운용시스템의 성능 효율지수 산정을 위한 시스템으로 개발되었다.

  • Because National Fire Safety Codes is mixed performance criteria and specification, and it defines the fire extinguish equipment type and standards that need to be installed in a building as one method. Therefore, to fully reflect the fire risk characteristics of the building, such as the wooden building there is a limit. In this study, suggested to the performance criteria drawn methodologies through fire load of wooden buildings studies, theory on performance and performance analysis to fire extinguish equipment of the wooden buildings is installed according to current fire safety codes.

  • 화재는 건축구조물을 손상시키고, 궁극에는 붕괴될 수 있어 재실자 및 소방관의 생명을 위협한다. 따라서 화재 시에 구조물 내부의 재실자 및 소방관의 안전을 확보하기 위하여 구조물 안전성에 대한 과학적이고 공학적인 분석이 요구된다. 그러나 현실적으로 화재현장에서 화재손상 건축구조물에 대한 실시간 구조물 안전성 평가, 소방활동 안전구역 설정, 붕괴 우려시 소방관 철수 결정 등에 관한 과학적이고 공학적인 평가 절차 및 방법은 전무한 실정이다. 이에 내화설계 및 화재저항성평가 이론 등을 활용하여 화재손상 건축구조물에 대한 실시간 안전성평가에 관한 절차 및 방법을 제안하였다. 물론 이러한 안전성평가 절차 및 방법은 화재초기부터 실시간 화재건물 내부 상황을 가장 잘 파악 가능한 소방관에 의하여 이루어져야 한다고 판단되어 소방관이 활용가능한 안전성평가 절차 및 방법을 제안하였다.

화재완화를 위한 소듐 루프 건물의 구획화 (Fire Mitigation by Partitioning a Sodium Loop Building)

  • Analysis on the study for the sodium fire mitigation was carried out using the CONTAIN-LMR code. Sodium loop building was partitioned into the many cells, in which the safety venting systems were installed for the purpose of improving the sodium fire safety and minimizing its effect on the sodium loop building. The effects of sodium fire on sodium loop building partitioned into the many cells and not partitioned were investigated. The peak pressure and temperature of each cell accompanied by sodium fire in sodium loop building partitioned were lower than those of sodium loop building not partitioned. In the case of partitioning sodium loop building, the pressures, temperatures and aerosols into cells were transferred through propagation path of CONTAIN-LMR sodium fire model simulated by this study, and the effect of sodium spray fire on sodium loop building was mitigated by partitioning building. In addition, the excessive rise of pressure into cells was prevented by installing the over-pressure exhaust valve and under-pressure exhaust valve on the flow path between cells.

건축물의 피난안전에 관한 국가간 기준 비교 연구 (A Study on the Comparison of Building Egress Safety Rule in Countries)

  • 오늘날 건축물이 대형화, 고층화, 복합화 되어 가고 있으며, 그로 인한 화재발생 형태도 대형화 복잡 다양한 양상을 띠고 있다. 하지만 우리나라의 화재시 인명안전과 관련된 법제도적인 체계가 단일 법규정에 의존하기보다는 건축법과 소방법으로 양분되어 있으며, 현행 법규정 및 관련 기준도 화재시 충분한 안전성능을 확보하기에 미흡한 실정이다. 본 연구는 우리나라를 비롯한 미국, 일본, 영국 등 각 국에서의 화재시 피난안전에 관한 규정의 현황을 비교함과 동시에 합리적인 피난안전 기준을 위한 자료를 조사·분석하였다. 이를 근거로 화재시 재실자의 안전한 피난을 위한 현행 기준의 문제점을 도출하고, 개선방안을 도출하였다.

  • In recent years, the fire risk in the aged housing facilities in high-rise building has been closing up due to the fire in the Grenfell Tower. In the case of these high-rise residential facilities, fire cases of residential facilities such as Uijeongbu Apartment Fire The fire hazard has been reexamined mainly. Especially, the fire of these residential facilities is very closely related to the window, so measures are needed. On the other hand, in Korea, there is almost no fire safety measures against these openings. Therefore, this study suggests improvement measures by comparison with advanced countries based on fire safety measures for domestic windows.
