  • Information and communication technology has brought neck-breaking speed of changes to the global society in 20th century. The more the speed of change accelerated, the more widened the digital divide between the developed countries and the developing countries. In spite of the importance of solving digital divide, the current situation and status of projects for bridging the international digital divide around the world is not fully researched. Therefore, the purpose of this paper is to study the foreign and domestic projects for bridging the international digital divide and to suggest the efficient ways of domestic projects for solving the international digital divide.

Improvement of Gap Bridging Ability in $CO_2$ Laser-GMA Hybrid Welding (조선용 강재의 $CO_2$레이저 GMA 하이브리드 용접에서 갭 브리징 능력 향상기술 개발)

  • For laser welding in shipbuilding industry, gap bridging capability is one of the most important characteristics to achieve the high productivity and good weld quality. Recently, laser-GMA hybrid welding process is regarded as a distinctive method to overcome the tight gap tolerance with improving the productivity. In this study, the influence of process parameters on the bead formation was experimentally analyzed and the relationship between the process parameters and geometric imperfections was investigated. It was revealed that undercut, excessive weld metal, excessive penetration and incompletely filled groove were the major geometric imperfections. The optimized wire feeding and arc pressure were necessary to ensure the gap bridging ability. The approach to select the process parameters was conducted for butt welding with up to 2mm joint gap, in which the sound weld beads were generated without changing the welding speed.

Flocculation and Retention Phenomena of Microparticle Retention Systems Based on Cationic Guar Gums and Colloidal Silicas (양이온성 구아 검과 콜로이달 실리카를 이용한 보류시스템의 응집 및 보류 현상)

  • Today's paper industry tries to use greater amount of high yield pulp and recycled fiber and to close mill water system, which results in higher fines content and buildup of organic and inorganic contaminants in white water system. Researches are being focused to develop chemical additives that provide good retention and drainage in a closed papermaking system. A microparticle retention system consisted of cationic guar gum and anionic colloidal silica so has been developed to meet the requirements for improving machine speed and product quality. The objective of this investigation was to determine the effects of the degree of cationic guar gums, charge density and structure of anionic colloidal silica sols, and the degree of system closure on the performances of this microparticle retention system. Cationic guar gums and anionic colloidal silica sols with higher charge densities showed better retention performance. Particularly, wider maximum in retention was obtained when structure colloidal silica was used suggesting as mechanism of microparticle bridging is functioning in this system.

A Study on the Back Bead control by Using Short Circuit Frequency in GMA Welding of Sheet Metal (박판 GMA 용접에서 단락 주파수를 이용한 이면비드의 제어에 관한 연구)

  • In GMA welding of sheet metal, the short circuit metal transfer mdoe is preferred because of its low heat input and capability of bridging the root gap. The molten electrode is transferred to the workpiece during repectitive short circuit in the model. The waveform of welding current or voltage and the frequency of short circuiting are affected by a number of factors including: magnitude of welding current and voltage, root gap, electrode extension, power supply characteristics, and so on. In this study experimental models were proposed, which are able to determine the relationship between the root gap and short circuit frequency and the relationship between the root gap and appropriate welding speed that produces the good quality of back bead without burn through. Using the experimental models, the root gap can be obtained from measuring the short circuit frequency, and then the appropriate weldig speed to the root gap can be determined. Thus a back bead control system was constructed by controlling the welding speed for maintaining the quality of back bead. The developed system has shown the successful capability of back bead control.

  • This paper presents a built-in current sensor(BICS) that can detect defects in CMOS integrated circuits through current testing technique - Iddq test. Current test has recently been known to a complementary testing method because traditional voltage test cannot cover all kinds of bridging defects. So BICS is widely used for current testing. but there are some critical issues - a performance degradation, low speed test, area overhead, etc. The proposed BICS has a two operating mode- normal mode and test mode. Those methods minimize the performance degradation in normal mode. We also used a current-mode differential amplifier that has a input as a current, so we can realize higher speed current testing. Furthermore, only using 10 MOSFETS and 3 inverters, area overhead can be reduced by 6.9%. The circuit is verified by HSPICE simulation with 0.25 urn CMOS process parameter.

  • Fine anthracite is very difficult to upgrade by conventional processes such as gravity concentration or froth flotation, because large quantities of fine coals are generated at the mining and preparation stages and a significant portion of these fine coals are mixed with gangue minerals. This study, therefore, was carried out for the purpose of improving recovery of low ash clean coal, effective beneficiation of low-grade coking coal and removal of sulphur from high-sulphur coals by employing the method of selective agglomeration using oil or polystrene flocculants, for coals which are generally hydrophobic in nature will be extracted by using flocculants. Studies were performed by varying solid concentration, concetration of bridging liquid, mixing speed and mixing time, balling speed and balling time, dispersant dosage, flocculant dosage, pulp pH, and particle size. The results were : when the methods of the oil agglomeration and selective flocculation were employ(in the two process the sample was ground to the size of -74 micron), 1) ash content of the agglomerated coal was 9.85, 7.83%, 2) combustibel recovery of it was 98.5%, 93.5%, respectively. It was observed in selective flocculation that polystyrene is an effective flocculant for coal, De-entrapment of shale from the concentrate flocculated by mechanical agitation was necessary for substantional reductions in final ash content.

Triple Helix and the Circle of Innovation

  • This paper positions the triple-Helix as a meso-level notion, an epicycle in a grander circle of technological change, institutional change, and psychological change. Because of the differing speeds of these several kinds of change, speed is proposed as a high-level system metric. This implies that what we commonly call bridging agencies or facilitators - lawyers, venture capitalists, incubators, etc. - are better called buffering agencies, as they help to engage entities changing at different speeds. They use human judgment as well as information technologies to choose feasible timing for these engagements. The paper highlights implications for thinking about innovation diffusion: The grand cycle of socio-technical change means we should, rather, think in terms of innovation reinforcement, or a circle of innovation.

Bridging the Connectivity Gap Within a PLC-Wi-Fi Hybrid Networks

  • The implementation of a hybrid network utilizing Power Line Communication (PLC) and Wi-Fi technologies has been demonstrated to improve signal strength and coverage in areas with poor connectivity due to internet shadow areas. In this study we strategically positioned Wi-Fi relays and utilized the capabilities of PLC technology to significantly improve signal strength and coverage in areas with poor connectivity. We also analyzed the effects of metallic obstacles on Wi-Fi signal propagation and proposed a solution to strengthen the signal enough to pass through them. Our experiment demonstrated the feasibility and potential of using this hybrid network in industrial scenarios for real-time data transmission. Overall, the results suggest that the use of PLC and Wi-Fi hybrid networks can be a cost-effective and efficient solution for overcoming internet connectivity challenges and has the potential to provide high-speed internet access to areas with unreliable signals.

A Study on The Internet Connectivity in The Philippines

  • This study aims to help address concerns about the growing demand of wider bandwidth Internet connection in the Philippines. Using articles and research of international organizations and content from official websites of the Philippine government, this paper has carefully examined the slow Internet connectivity and the high cost that the end-users pay for it. This paper suggests that this inefficiency hampers the motivation of users to innovate in a way that could contribute to inclusive growth and the development of an inclusive information society. Through a comparison of the current global ICT situation with the current situation in the Philippines, this paper shows that the country's Internet infrastructure lags behind among those of contemporary developing countries in Asia, particularly in terms of Internet connectivity. In 2015, Thailand had an average Internet speed of 7.4 Mbps, Sri Lanka 7.4, and Malaysia 4.3. Meanwhile, the Philippines had a meager average Internet speed of 2.8 Mbps, placing the country at 104 among 160 countries, with developed countries in Asia such as South Korea (23.6 Mbps) and Singapore (12.9 Mbps) ranking 1 and 12, respectively. Findings show that the lack of competition in the Internet connectivity market, among other reasons, is at the root of the dilemma of slow and costly Internet connection. Assessing the accomplishments of the Republic of Korea and other broadband-leading countries has provided practical insights and recommendations that can promote competitiveness. Furthermore, related literature argues how ISP practices may affect Internet speed and cost. This study offers an approach in improving Internet connectivity in the Philippines by bridging the gap between the Internet infrastructure market and government policies.
