다차원 색인을 이용한 하향식 계층 클러스터링 (Top-down Hierarchical Clustering using Multidimensional Indexes)

  • 최근 공간 데이타 분석, 영상 분석 등과 같은 대용량 데이타를 관리하는 다양한 응용 업무들이 증가함에 따라, 대용량의 데이타베이스를 위한 클러스터링 기법이 많이 연구되고 있다. 그 중에서도 계층 클러스터링 기법은 데이타베이스의 계층 분할을 표현하는 계층 트리를 생성하고 이를 이용하여 효율적인 클러스터링을 수행하는 방법으로서, 지금까지는 주로 트리를 하위 계층으로부터 상위 계층으로 생성해 가는 상향식(bottom-up) 계층 클러스터링 기법들이 연구되었다. 이러한 상향식 클러스터링 방법은 트리를 생성하기 위하여 전체 데이타베이스를 한 번 이상 액세스하여야 할 뿐만 아니라, 하위 계층에서부터 검색을 시작하기 때문에 트리의 많은 부분을 검색하여야 하는 문제점이 있다. 본 논문에서는 대부분의 데이타베이스 응용에서 이미 유지하고 있는 다차원 색인을 이용하여 클러스터링을 수행하는 새로운 하향식(top-down) 계층 클러스터링 기법을 제안한다. 일반적으로 다차원 색인에서는 가까운 객체들이 동일한 (혹은 인접한) 페이지에 저장될 가능성이 큰 클러스터링 성질을 가진다. 이러한 다차원 색인의 클러스터링 성질을 사용하면 각 객체들간의 거리를 일일이 계산하지 않고도 이웃한 객체들을 식별할 수 있다. 우선 객체들의 밀도에 기반하여 클러스터를 정형적으로 정의한다. 이를 위하여, 객체를 포함하는 영역의 밀도를 이용한 영역 대조 분할(region contrast partition) 개념을 사용한다. 또, 클러스터링 알고리즘에서의 빠른 검색을 위하여 분기 한정(branch-and-bound) 알고리즘을 사용하며, 여기서의 한계값(bound)을 제안하고 이의 정확성을 이론적으로 증명한다. 실험 결과, 제안한 방법은 상향식 계층 클러스터링 방법인 BIRCH와 비교하여, 정확성 측면에서 우수하거나 유사한 것으로 나타났으며, 데이타 페이지 액세스 횟수를 데이타베이스 크기에 따라 최고 26~187배까지 감소시킨 것으로 나타났다. 이 같은 결과로 볼 때, 제안한 방법은 대용량 데이타베이스에서의 클러스터링 성능을 크게 향상시키는 기법으로서, 일반 데이타베이스 응용에 실용적으로 적용 가능하다고 판단된다.

농촌지역개발 민간컨설팅회사의 실태와 개선방안 (Problems and Improvement Measures of Private Consulting Firms Working on Rural Area Development)

  • 현재 농촌지역개발 민간컨설팅회사는 농촌개발과 관련된 거의 모든 영역에 걸쳐 참여하고 있다. 상향식 사업을 강조하는 정책 환경은 이들의 참여를 더욱 확대시키는 계기로 작용할 것이다. 초기 기대를 안고 시작된 민간컨설팅회사에 대한 평가는 부정적 입장으로 선회되고 있는데, 민간컨설팅회사에 대한 논란의 중심에는 전문성이 자리 잡고 있으며, 컨설팅회사 내부문제로 한정하는 경향이 강하다. 그러나 본 글은 이 같은 문제가 정책의 결과라는 시각에서 출발하고 있다. 정부는 정책을 개발뿐 아니라, 정책집행과정에서 관리 감독의 책임도 있기 때문이다. 정부가 갖는 문제는 정부정책기조에 편승하여 성급하게 민간컨설팅을 도입하고 상향식 농촌지역개발의 목적이 주민의 의식변화를 수반한 내생적 발전의 이념에 있음에도 불구하고, 단기간의 성과를 요구하는 정책 환경 등이 현재의 컨설팅회사의 문제를 출현시킨 출발점이다. 민간컨설팅회사의 문제점이 컨설팅시장에 어떠한 영향을 미쳤는가를 현황자료를 이용하여 업체의 경영성과를 토대로 유형을 분석한 결과 시장을 리딩하는 9개 업체를 포함하는 최우수유형(9개), 우수유형(36개), 보통유형(34개)로 구분되었고, 유형별 업체의 경영성과와 업체가 보유한 전문성 등의 경영자원과의 관련성을 분석한 결과 우수유형의 지역개발관련 인적보유 정도만이 관련이 있을 뿐, 다른 유형에서는 관련성이 전혀 없었다. 이와 같은 결과는 민간컨설팅회사 선정기준에 업체의 전문성과 같은 역량이 아닌, 다른 외적요인이 크게 작용하고 있는 결과로서, 민간컨설팅도입에 대한 충분한 정부당국의 대응방안 마련이 시급하다.

한국형 상향식 농업용수 거버넌스 모형 개발 (Development of a Bottom-up Agricultural Water Governance Model in Korea)

  • Recently, Korea aimed to increase water use efficiency by implementing integrated management according to the water management unification policy. Considering the enormous use of water resources in the agricultural sector, it is necessary to efficiently conserve water in terms of demand management by intensifying the stakeholders' involvement and awareness campaigns. The existing agricultural water management system in Korea is based on a top-down approach by which the government agencies directly plan budgets and policies to be enforced on and implemented by farmers, with little to no involvement of farmers in the decision-making process. However, this process has hindered the desired water resources management and the water conservation goal at the field level. Moreover, the limited research on water governance operations focusing on agricultural water creates a knowledge gap, particularly in Korea. Thus, it is necessary to investigate water governance cases with successful implementations in agricultural and rural areas to identify the factors applicable to domestic governance in Korea. In addition, a more systematic governance model should be established by identifying the subjectivity of the stakeholders' involvement in agricultural water governance. Therefore, this study proposed a new bottom-up model for agricultural water governance, which aims to raise the problem of autonomous water governance while promoting stakeholders' voluntary participation in agricultural water management and reflecting farmers' involvement in the decision-making process. Moreover, if agricultural water governance is expanded nationwide by reflecting agricultural and water resource policies in the future, it is believed that positive effects can be achieved in increasing utilization efficiency and securing sustantiality through agricultural water saving.

A Model for Community Participation in Breast Cancer Prevention in Iran

  • Context: Genuine community participation does not denote taking part in an action planned by health care professionals in a medical or top-down approach. Further, community participation and health education on breast cancer prevention are not similar to other activities incorporated in primary health care services in Iran. Objective: To propose a model that provides a methodological tool to increase women's participation in the decision making process towards breast cancer prevention. To address this, an evaluation framework was developed that includes a typology of community participation approaches (models) in health, as well as five levels of participation in health programs proposed by Rifkin (1985&1991). Method: This model explains the community participation approaches in breast cancer prevention in Iran. In a 'medical approach', participation occurs in the form of women's adherence to mammography recommendations. As a 'health services approach', women get the benefits of a health project or participate in the available program activities related to breast cancer prevention. The model provides the five levels of participation in health programs along with the 'health services approach' and explains how to implement those levels for women's participation in available breast cancer prevention programs at the local level. Conclusion: It is hoped that a focus on the 'medical approach' (top-down) and the 'health services approach' (top-down) will bring sustainable changes in breast cancer prevention and will consequently produce the 'community development approach' (bottom-up). This could be achieved using a comprehensive approach to breast cancer prevention by combining the individual and community strategies in designing an intervention program for breast cancer prevention.

민간 중심 BOTTOM-UP 방식 건설공사 단가 수립 체계 개발을 위한 기초 연구 (A Pilot Study on Development of Market-Driven Construction Cost-Reference)

  • 국내 건설공사 단가의 적정성과 시장 상황과의 괴리에 대한 논란은 오랜 기간 지속되어 왔다. 국내 건설공사 단가는 특정 소수의 공공기관이 주체가 되어 수립되는 공공기관 중심의 Top-Down 방식으로 수립된다. 실제 시장가격은 유가, 자재비, 노무비 등에 따라 변동이 심하며 소수의 공공기관에서 수많은 업체의 시장가격에 대한 방대한 조사를 수행하여 단가를 수립한다는 것은 사실상 물리적으로 불가능하다. 해외 선진국의 경우, 공공 건설공사 단가의 보완하기 위한 수단으로 민간업체가 주체가 되어 수립되는 민간 중심의 다양한 원가정보가 함께 존재하며 국내에서도 공공뿐만 아니라 민간 중심의 단가 정보 확대를 통한 효율적인 공사비관리가 필요하다. 본 연구에서는 국내 공공 중심의 건설공사 단가체계의 한계를 보완하는 민간 중심의 Bottom-Up 방식의 단가 수립 체계 개발을 목적으로 개발의 기본 방향을 설정하기 위한 연구를 수행하였다. 국내 건설공사 단가 수립 체계 분석을 통하여 문제점을 도출하고 해외 건설공사 단가 체계를 벤치마킹하여 개선 방향을 도출하였으며, 분석결과를 종합하여 국내 민간 중심의 건설공사 단가 수립 체계 개발을 위한 기본 방향을 설정하였다.

Learning Analytics Framework on Metaverse

  • The recent development of metaverse-related technology has led to efforts to overcome the limitations of time and space in education by creating a virtual educational environment. To make use of this platform efficiently, applying learning analytics has been proposed as an optimal instructional and learning decision support approach to address these issues by identifying specific rules and patterns generated from learning data, and providing a systematic framework as a guideline to instructors. To achieve this, we employed an inductive, bottom-up approach for framework modeling. During the modeling process, based on the activity system model, we specifically derived the fundamental components of the learning analytics framework centered on learning activities and their contexts. We developed a prototype of the framework through deduplication, categorization, and proceduralization from the components, and refined the learning analytics framework into a 7-stage framework suitable for application in the metaverse through 3 steps of Delphi surveys. Lastly, through a framework model evaluation consisting of seven items, we validated the metaverse learning analytics framework, ensuring its validity.

  • A nation's technology policy is based on the broad principles that govern the allocation of its technological resources. But the cost of inadequate investments in technology development is particularly high in today's global1y-competitive environment where continued technological advancements are critical to sustain. This paper presents a methodology for searching the new and /or advanced technologies to promote Korea's technological and economic competitiveness by industrial technology policy. The conceptual framework of industrial technology development, which is the main focus of this Paper, was designed using both Top-down and Bottom-up approach And the technology classification system was modified reviewing the previous it's system. Supporting the technology input are three key technology elements; proprietary technology, generic technology, infratechnology Competitive survival in any advanced economy will depend upon technology-based strategies that emphasize the integration of these elements of industrial technology.

농촌마을 내 사회자본이 주민주도 문제해결에 미치는 영향 : 업무담당자들의 시각을 중심으로 (Effects of Social Capital on the Problem-solving Ability of Rural Communities in the Context of Developers)

  • With a shift in the rural development process toward a bottom-up approach, the need to enhance the endogenous capacity of communities has become the core of rural development. In this regard, scholars have paid close attention to social capital to identify ways to facilitate endogenous rural development but focused mainly on relationships between social capital and local environment. That is, few studies have investigated the relationships between social capital and its various dimensions in the context of rural development initiatives. This study examines the effects of social capital on the problem-solving ability of community residents'rural development initiatives and assesses the types of social capital associated with such initiatives to propose optimal path for improving this ability. To distinguish between major dimensions of social capital, a questionnaire was developed by considering various stages of the rural development process. The survey considered a sample of 59 employees from public rural development institutions. According to the results, four paths were significant at the 5% level. Among these four paths, three set common goals. The effective channel was the path [common goals${\Rightarrow}$network${\Rightarrow}$cooperation${\Rightarrow}$problem-solving ability]. The key factor in improving problem-solving skills, the endogenous ability of community residents to facilitate rural development initiatives. The results suggest that governments should strengthen education and training programs to help residents set their common goals.

농촌지역 개발정책의 지방화 방향 (Localization of the Rural Development Policy)

  • Korean agriculture and rural sector has undergone a wide range of reform after the Uruguay Round. Major policy measure is to put finances of huge budget from tax payers since 1994 in preparation of the Rural Development Strategy and Reform Program. Both in the total amount and individual size of the subsidy and loan for eligible farmers and farmers group are large and drastically enormous than any other programs in the past. The strategy adopted was a bottom-up approach, Particularly in selecting the project with local autonomy. However, it has been still criticized as the form of centralized control of budget and decsion. In terms of the program effectiveness too, it is doubtful to judge that Korean agriculture is in a road to getting the international competetiveness as targeted. Since the local autonomy was started in 1995, the political structure has been settling in a way to be more locally institutionalized. Rural development policy, as the key point of economic and industrial dimension of local autonomy, should be initiated and practiced in real term by the local government. This paper, in this concern, in reviewing the past rural development prolicy and programs, discussed the necessary issues relevant to legal bases of land uses in Korea. Further, the direction of increasing local automous power of local government was discussed in the senses of budgetary control and decision. The power and budget should be allocated more to the rural development plans of local government in order to fulfilize integrated rural spatial development in this new era of globalization.

Cameroon : The Effect of Developmental AID on Poverty Reduction and Agro-Rural Development in Sub-Saharan Africa

  • Cameroon, with her numerous resources, still depends on foreign aid while the rate of poverty remains high. Thus, even though historical evidence gives impetus to the impasse over role of developmental aid, from the top down approach through to development as a springboard raising states from the doldrums of poverty, it is still very difficult to draw a substantial relationship between developmental aid and poverty reduction. Against this backdrop of controversy, I find it apt to put Cameroon on a balance scale. Therefore, the purpose of this research is to critically assess the implications of developmental aid on poverty reduction and agro-rural development in Cameroon, using the RUMPI Area Development Project in the South West region of Cameroon as a case study. The study will situate and contextualize the top-down and bottom-up approaches to development within the basis of a Cameroonian perspective, using the Sachs-Easterly debate. The RUMPI Project was introduced with the objective of improving agriculture and empowering the rural woman; thereby fighting poverty within the South West region of Cameroon. Despite its criticism of the barriers to development created by corruption, political pressure and limited use of local and grass-root partnerships, the study, in assessing these failures also tries to outline vital ways in which the project can be improved upon.
