This paper presents a system for a billing system that can be used to motet dynamic priority users in IntServ operation over DiffServ network. Our billing system is designed to authentication, accounting, metering using Remote Authentication Dial In User Service (RADUS). we present packet pricing model of three different service classes which is Best, Good, Default service in IntServ operation over DiffServ network. The packet pricing model can present users with prices and charges in a way that encourages efficient network use. In this model, the RSVP is used, which is resource management to QoS routing function in the IntServ network.

Due to the development of mobile technologies, the carrier (telecommunications) billing service market is rapidly growing. carrier (telecommunications) billing service allows users to make on-line purchases through mobile-billing. Users find this particularly convenient because the payment acts as a credit transaction. Furthermore, the system is commonly believed to be secure through its use of SMS (Short Message Service) authentication and a real-time transaction history to confirm the transaction. Unfortunately, there is a growing number of fraudulent transactions threaten the future of this system. The more well documented types of security breaches involves hackers intercepting the authentication process. By contaminating the device with security breaching applications, hackers can secretly make transactions without notifying users until the end of month phone bill. This study sheds light on the importance of this societal threat and suggests solutions. In particular, "secure" systems need to be more proactive in addressing the methods hackers use to make fraudulent transactions. Our research partially covers specific methods to prevent fraudulent transactions on carrier billing service providers' systems. We discuss about the proposed improvements such as complement of electronic payment systems, active promotion for fraudulent transactions enhanced monitoring, fraud detection and introduce a new authentication service. This research supports a future of secure communications billing services, which is essential to expanding new markets.

In this paper, we propose the delay sensitive traffic and a high bandwidth QoS service in order to supply real-time traffic such as VoIP, multimedia service. We use IntServ over DiffServ network to supply end-to-end QoS service in the IETF. We define the proposed QoS services which are Best, Good, Default service. We analyze the performance using NS simulator with end to end QoS service in IntServ over DiffServ network. The proposed billing system uses the Accounting, Authentication, Authorization (AAA) functions of RADIUS protocol and proposes the dynamic pricing method according to network usage state using end-to-end QoS of IntServ over DiffServ network. In order to secure billing system, we design and implement audit trail system by the IEEE POSIX.1E standard.

The billing manabement techniques for multiple services in the B-ISDN network have been rarely developed. In fact, the management techniques including billing manabement only focus on a single service environment. In this paper, we propose a billing management system architecture for the multiple services in a Broadband access network. The architecture is based in OSI system management infrastruture and TMN Q3 interface to exchange and process the billing information from access node that is an ATM Cross connecter. The system is designed to actively adopt the rapidly changing service environments and B-ISDN network management techniques. Futhermore, this system supports multiple services providers by real-time collector and charging functions for their requirements compared to the previous methodologies tat only use the statistical data.

In the first quarter of 2004, there were about 1 billion 348 million mobile phone users worldwide with a penetration rate of only 29%. Korea ranks among the highest in the use of mobile communication, having over 36 million mobile phone subscribers with a mobile phone penetration rate of 75% as of May 2004. Since the introduction of wireless Internet service in May 1999, the number of subscribers rose to 34.5 million with 95.3% of the total mobile phone subscribers using wireless Internet services in May 2004, largely due to continued investments by telecommunication service providers, improvement of mobile handsets (color and digital camera phones) and implementation of policies on mobile number portability. In the Korean wireless Internet market, there are many user complaints since the service providers are competing with each other through TV commercial sales and phone discounts rather than improving their call quality, services and billing systems. therefore there is a growing need to improve the billing systems through means such as the implementation of reasonable payment plans according to consumer use, development of a wireless Internet billing system that can predict the number of users and establishment of pricing standards for controlled data (head, tail, etc...) as well as menu information by testing the texts. multimedia, video and other types of content provided by the three major mobile communication companies. The purpose of this study is to promote wireless Internet services and protect user rights by proposing a reasonable way to improve the billing systems for wireless Internet services after conducting a comparative analysis of file size and billing data of each of the service providers through a verification test on a packet billing system for wireless Internet services.

The billing techniques to support multiple services in an ATM based broadband access network have been rarely developed. In fact, the management techniques including accounting management have only focused on a single service environment such as PSTN thus far. In this paper, we present an accounting management system, called rtFAMS, designed and implemented to provide multiple Value Added Service Providers (VASPS) the charging records for the multiple services in a broadband access network. The architecture is based on OSI system management infrastructure and TMN Q3 interface to acquire accounting information from agents in the ATM cross-connecters as well as to process the billing mechanisms in the manager. This system Is designed to actively adopt the rapidly changing service environments and B-ISDN network management techniques. It also provides real-time accounting information to users using Web in addition to supplying the billing records to VASPs.

B-ISDN is expected to be a main vehicle of future telecommunications. There has been a series fo studies on the demand and the market prospect of B-ISDN services. It is true, however, that they lacked some economic reality since the price of services has been overlooked which is a critical economic factor. In this study, we analyze some aspects of the tariff system of B-ISDN services. First, we explore and summarize the billing parameters of B-ISDN services from diverse characteristics of services and ATM network. These parameters are essential if the services are to be charged based on usage. Secondly, we discuss what factors be considered in the design fo B-ISDN services tariff systems from various points of view shch as traffic charactristics, information types and connection types, etc. The results of this study will offer fundamental insights in the design of B-ISDN service pricing scheme and provide reference for efficient services providing.

At present, one of the big characteristics in electric power market in korea is unique seller but in the near future competitions are expected in the market. so additional service for the electric power are expected. Also with development of IT technology, remote inspection for power usage are possible so as consumption pattern analysis. KORAIL is one of the biggest consumer in electric power market so it is necessary to investigate power consumption pattern. This paper presents electric load consumption pattern for representative substation like urban subway, high-speed train, industrial line and simulation program for electric power rate definition program based on billing system database. Base on the substation annual power usage DB data, the characteristic of the substation power consumption are investigated and effective electrical billing system are compared each other. Through this program it is verified that we can save more then several hundred million won for a year.

KORAIL is one of the biggest consumer in electric power market so it is necessary to investigate power consumption pattern and optimize power rates. This paper presents simulation program for electric power rates define program based on billing system database. Base on the substation annual power usage DB data, the characteristic of the substation power consumption are investigated and effective electrical billing system are compared each other. Through this program it is verified that we can save more then several hundred million won for a year. Also electric train air condition power consumption was measured to figure the method how to reduce peak energy consumption.
