Evaluation and Selection Method of Best Available Techniques for Integrated Environmental Management System (통합환경관리제도 운영을 위한 최적가용기법 평가·선정기법 연구)

  • The process of evaluating and selecting the best available techniques presents various characteristics for each country. In the case of EU, BAT is selected through TWG meeting after first screening, mass and energy balance, impact assessment and decision support process. Korea has proposed four principles to select BAT that can be carbon neutral for each environmental infrastructure in order to reduce greenhouse gas emissions. In order to evaluate and select the best available technique, it is necessary to differentiate the method according to whether it is a technique generally applied at the current workplace, whether it is a single technique or a combination technique, and whether it is a technology technique or management technique. In the case of a single technique, it should be evaluated whether it is a technique applied in the workplace, excessive cost, superior environmental technique over BAT, and secondary environmental pollution. In the case of multiple techniques, it is necessary to examine whether the emission standards are met and whether the pollutants can be treated at the same level as BAT. In the case of BAT candidates for management techniques, whether or not they contribute directly or indirectly to lowering the emission level of pollutants can be an important evaluation item. In the case of environmental techniques that are not generally applied in the workplace, it is recommended that the following 8 steps be carried out, including those prescribed by law. In the first stage, the list of performance evaluation factors is listed. In the second stage, the level of disposal of pollutants and the level of satisfaction with standards are listed. In the third stage, the environmental evaluation elements are listed. In the fourth stage, Is to list the economic evaluation elements, step 6 is to list the pollution and accident prevention evaluation factors, step 7 is the quantitative evaluation of the technical working group, and step 8 is BAT confirmation through deliberation of the central environmental policy committee.

Available Transfer Capability Evaluation Considering CO2 Emissions Using Multi-Objective Particle Swarm Optimization (CO2 배출량을 고려한 가용송전용량 계산에 관한 연구)

  • Under the Kyoto Protocol many countries have been requested to participate in emissions trading with the assigned $CO_2$ emissions. In this environment, it is inevitable to change the system and market operation in deregulated power systems, and then ensuring safety margin is becoming more important for balancing system security, economy and $CO_2$ emissions. Nowadays, available transfer capability (ATC) is a key index of the remaining capability of a transmission system for future transactions. This paper presents a novel approach to the ATC evaluation with $CO_2$ emissions using multi-objective particle swarm optimization (MOPSO) technique. This technique evolves a multi-objective version of PSO by proposing redefinition of global best and local best individuals in multi-objective optimization domain. The optimal power flow (OPF) method using MOPSO is suggested to solve multi-objective functions including fuel cost and $CO_2$ emissions simultaneously. To show its efficiency and effectiveness, the results of the proposed method is comprehensively realized by a comparison with the ATC which is not including $CO_2$ emissions for the IEEE 30-bus system, and is found to be quite promising.

Best Use of the Measured Earthquake Data (지진관측자료의 효과적인 활용에 관한 고찰)

  • In Korea, we are absolutely short of earthquake data in good quality from moderate and large earthquakes, which are needed fur the study of strong ground motion characteristics. This means that the best use of the available data is needed far the time being. In this respect, several methods are suggested in this paper, which can be applied in the process of data selection and analysis. First, it is shown that the calibration status of seismic stations can be easily checked by comparing the spectra from accelerometer and velocity sensor both of which are located at the same location. Secondly, it is recommended that S/N ratio in the frequency domain should be checked before discarding the data by only look of the data in time domain. Thirdly, the saturated earthquake data caused by ground motion level exceeding the detection limit of a seismograph are considered to see if such data can be used for spectrum analysis by performing numerical simulation. The result reveals that the saturated data can still be used within the dominant frequency range according to the levels of saturation. Finally, a technique to minimize the window effect that distorts the low frequency spectrum is suggested. This technique involves detrending in displacement domain once the displacement data are obtained by integration of low frequency components of the original data in time domain. Especially, the low frequency component can be separated by using discrete wavelet transform among many alternatives. All of these methods mentioned above may increase the available earthquake data and frequency range.

Optimum Hybrid SVPWM Technique for Three-level Inverter on the Basis of Minimum RMS Flux Ripple

  • This paper presents an optimum hybrid SVPWM technique for three-level voltage source inverters (VSIs). The proposed hybrid SVPWM technique aims to minimize total harmonic distortion (THD). A new parameter is introduced to incorporate the heterogeneous nature of switching sequences of SVPWM technique. The proposed hybrid SVPWM technique is implemented on a low-cost PIC microcontroller (PIC18F452) and verified experimentally with a 2 KVA three-phase three-level insulated gate bipolar transistor-based VSI. Optimum switching sequence results in the three-level inverter configuration are demonstrated. The proposed hybrid SVPWM technique improves the THD performance by 17.3% compared with the best available three-level SVPWM technique.

  • The decision-making process is the act of finding the best solution among various alternatives through comparison between various criteria based on objectives of the project, evaluation standard, and conditions. However, in practice it is not easy to simply decide the optimum decision, especially for selecting malfunctioning reservoirs because no systematic evaluation criteria or standard assessment process are available. Therefore, this study adopted AHP method, which is a MCDM (multi-criteria decision making technique) to identify the malfunctioning reservoirs for efficient management of reservoirs. Important criteria of the selection of malfunctioning reservoirs and priority weights of each criteria were determined based on results of expert's survey under a stepwise hierarchical approach. The most important factor for the decision of malfunctioning reservoirs was obtained as Reservoir efficiency among the selected criteria including Reservoir efficiency decrease, Disaster Risk, Reservoir efficiency, Available water storage, Future water demand, Resident Needs. The AHP technique was applied on 11 reservoirs in Andong region to verify its applicability. Scoring method was applied for the comparison with the results of AHP method.

A Consensus Technique for Tropical Cyclone Intensity Prediction over the Western North Pacific (북서태평양 태풍 강도 예측 컨센서스 기법)

  • In this study, a new consensus technique for predicting tropical cyclone (TC) intensity in the western North Pacific was developed. The most important feature of the present consensus model is to select and combine the guidance numerical models with the best performance in the previous years based on various evaluation criteria and averaging methods. Specifically, the performance of the guidance models was evaluated using both the mean absolute error and the correlation coefficient for each forecast lead time, and the number of the numerical models used for the consensus model was not fixed. In averaging multiple models, both simple and weighted methods are used. These approaches are important because that the performance of the available guidance models differs according to forecast lead time and is changing every year. In particular, this study develops both a multi-consensus model (M-CON), which constructs the best consensus models with the lowest error for each forecast lead time, and a single best consensus model (S-CON) having the lowest 72-hour cumulative mean error, through on training process. The evaluation results of the selected consensus models for the training and forecast periods reveal that the M-CON and S-CON outperform the individual best-performance guidance models. In particular, the M-CON showed the best overall performance, having advantages in the early stages of prediction. This study finally suggests that forecaster needs to use the latest evaluation results of the guidance models every year rather than rely on the well-known accuracy of models for a long time to reduce prediction error.

  • A field emission display has spacers separating the emitting base and display face. The arrangement of the spacer is important for maintenance of required clearance, endurance of bending stresses, and efficient vacuum sealing. Topology optimization technique with material density was introduced to select the best position of the spacers from the available positions. The displacement and Von Mises stress distribution of the panels with optimal spacers were calculated by finite element method. Also the design guide for adding eliminating spacers was proposed.

Before/After Precoding Massive MIMO Systems for Cloud Radio Access Networks

  • In this paper, we investigate two types of in-phase and quadrature-phase (IQ) data transfer methods for cloud multiple-input multiple-output (MIMO) network operation. They are termed "after-precoding" and "before-precoding". We formulate a cloud massive MIMO operation problem that aims at selecting the best IQ data transfer method and transmission strategy (beamforming technique, the number of concurrently receiving users, the number of used antennas for transmission) to maximize the ergodic sum-rate under a limited capacity of the digital unit-radio unit link. Based on our proposed solution, the optimal numbers of users and antennas are simultaneously chosen. Numerical results confirm that the sum-rate gain is greater when adaptive "after/before-precoding" method is available than when only conventional "after-precoding" IQ-data transfer is available.

SVM based Bankruptcy Prediction Model for Small & Micro Businesses Using Credit Card Sales Information (신용카드 매출정보를 이용한 SVM 기반 소상공인 부실예측모형)

  • The small & micro business has the characteristics of both consumer credit risk and business credit risk. In predicting the bankruptcy for small-micro businesses, the problem is that in most cases, the financial data for evaluating business credit risks of small & micro businesses are not available. To alleviate such problem, we propose a bankruptcy prediction mechanism using the credit card sales information available, because most small businesses are member store of some credit card issuers, which is the main purpose of this study. In order to perform this study, we derive some variables and analyze the relationship between good and bad signs. We employ the new statistical learning technique, support vector machines (SVM) as a classifier. We use grid search technique to find out better parameter for SVM. The experimental result shows that credit card sales information could be a good substitute for the financial data for evaluating business credit risk in predicting the bankruptcy for small-micro businesses. In addition, we also find out that SVM performs best, when compared with other classifiers such as neural networks, CART, C5.0 multivariate discriminant analysis (MDA), and logistic regression.
