Design of WebZine for Marketing of the Presidential Archives: Based on 'On-Gi', a Newsletter of the Presidential Archives (대통령기록관 마케팅을 위한 웹진(WebZine)의 설계 제안 - 대통령기록관 '온기(On-記)'를 기반으로 -)

  • A webzine issued by a public institution not only plays a role in communication between members of the institution and its users, but is itself a meaningful record. In addition, as one of the management techniques of the archives, there is a growing awareness that active marketing is needed to promote the service and allow potential users to visit the archives. Therefore, efforts should be made to increase user satisfaction by identifying user needs, composing content reflecting them, and selecting user-centered interfaces appropriately. The purpose of this study is to design 'On-Gi', a newsletter of the Presidential Archives, as a user-participating smart platform in a smart device environment. As a research method, we first looked at the current status of webzine publication by relevant domestic institutions. Next, we compared and analyzed the issue of 'On-Gi' provided by the Presidential Archives and major contents. Based on this, a design model of the webzine for the marketing of the Presidential Archives was proposed. This can be used as a key marketing strategy for the Presidential Archives in the new user environment of technological innovation of smart devices.

A Proposal for Archives securing Community Memory The Achievements and Limitations of GPH Archives (공동체의 기억을 담는 아카이브를 지향하며 20세기민중생활사연구단 아카이브의 성과와 과제)

  • Group for the People without History(GPH) was launched at September 2002 and had worked for around five years with the following purposes; Firstly, GPH collects first-hand data on people's everyday lives based on fieldworks. Secondly, GPH constructs digital archives of the collected data. Thirdly, GPH guarantees the accessibility to the archives for people. And lastly, GPH promotes users to utilize the archived data for the various levels. GPH has influenced on the construction of archives on everyday life history as well as the research areas such as anthropology and social history. What is important is that GPH tried to construct digital archives even before the awareness on archives was not widely spreaded in Korea other than formal sectors. Furthermore, the GPH archives proposed a model of open archives which encouraged the people's participation in and utilization of the archives. GPH also showed the ways in which archived data were used. It had published forty seven books of people's life histories and five photographic books, and held six photographic exhibitions on the basis of the archived data. Though GPH archives had contributed to the ignition of the discussions on archives in various areas as leading civilian archives, it has a few limitations. The most important problem is that the data are vanishing too fast for researchers to collect. It is impossible for researchers to collect the whole data. Secondly, the physical space and hardware for the data storage should be ensured. One of the alternatives to solve the problems revealed in the works of GPH is to construct community archives. Community archives are decentralized archives run by people themselves to preserve their own voices and history. It will guarantee the democratization of archives.

A Study on the Records Management Strategy for a Discourse Analysis : Focusing on the Archives Distortion of the 5·18 Discourse (담론 분석을 통한 기록관리전략 연구 5·18 담론의 기록왜곡 사례를 중심으로)

  • In May 2011, the 1980 Archives for the May 18th Democratic Uprising or the "5 18 Gwangju Democratization Movement" were registered as a UNESCO Memory of the World. This historic moment told the world that the 5 18 movement is a valuable and historical asset. However, despite the international recognition, archives that deny of such facts are still rampant because of misdirected standings and prejudices. These sources even develop discourses by distorting the archives to justify their claims. Accordingly, the study aimed to identify how these sources form ideologies surrounding the 5 18 movement discourses, which are characteristic of extreme social standings. It explored the possibility of the distortion of archives presented for each discourse and reconsidered the archivists' positions and roles to cope with such possibility. In addition, the author aims to suggest a more systemic strategy to advance the existing responses against the distortions, as well as provide discourses that are based on true and accurate archives mainly to students who have not yet been introduced to such distorted discourses. In the future, archivists shall try to develop positive awareness about the 5 18 discourses rather than maintain passive positions that provide information from limited archives. Through this, it is expected that this study will advance future analyses that would be effective against the distortion of archives.

Job Analysis of Archivists of Private Universities Focused on Job Importance and Achievement (사립대학 기록물관리전문요원의 직무분석 - 직무중요도 및 성취도를 중심으로 -)

  • The purpose of this study is to analyze the difference between job importance awareness and actual job achievement of archivists of private universities through importance-performance analysis (IPA), and to analyze the difference between certified and noncertified archivists about the above two factors. To achieve the purpose, the detailed job activities were drawn through a review of laws, regulations, and policies. The detailed list of job activities was confirmed by a few current archivists, Using the confirmed list of detailed job activities, a survey was conducted for archivists of private universities. The collected data in the survey were analyzed using the IPA method. According to the study results, the two groups of archivists have a clear understanding of their jobs; however, environmental factors influence the actual achievement of the jobs.

  • Records, especially the authentic records the nation secured, have an ontological feature of proof that is able to persuade the current present of the past present, and inherent in it is faith that originates from fundamental objectivity. Therefore the image of silence that such strictness of records creates realizes the detonation of specific memories through the act of visual exhibition. This research started from the notion that records achieve social vitality and return through its exhibition, as well as the critical awareness that it 're-mediate' the past and memory through interactions with image. The reason for viewing the archival exhibition as the subject of user analyzation is that in the process where exhibition sorts and arranges records, it is the tool and mediation that most distinctly exposes the identity of the archives. Hence, this research first analyzes national archives, particularly the exhibition of "presidential" records, which is in the center of memory conflict, in the viewpoint of the cultural practice of memory. Afterwards, it discusses empirical research and results on how users accept and resist the meaning of the exhibition through actual surveys of users after their viewing of an exhibition.

A Study on the Current Status of an Archive Village Project and Its Improvement Plan: The Case of I County (기록사랑마을 운영현황 및 개선방안에 관한 연구 - I군 기록사랑마을을 중심으로 -)

  • In 2008, the National Archives of Korea initiated the Archive Village project for the purpose of protecting valuable private records and enhancing the awareness of archival culture. To justify the expense of the government-supported project and determine its future direction, it is necessary to analyze the current status of the project. To do that, the researchers visited an Archive Village in I county and examined its accessibility, exhibition contents, facilities, equipment, etc., through observation. Interviews were also conducted with the person in charge of the project in the National Archives of Korea, as well as eight residents and three persons who were involved in building and managing the Archive Village in I county. Based on the results of the observation and interviews, the study suggests recommendations to improve the operation of the Archive Village in I county. The findings of the study will help other villages plan acquisition and management, as well as how to make important private records in local areas available.

A Study to Vitalize Academic User Services of the National Assembly Archives in South Korea (국회기록보존소 학술 정보 이용자 서비스 활성화 방안에 관한 연구)

  • The National Assembly record is considered one of the most valuable public records because it has great value as a historical evidence of democracy. Therefore, it is not only used as a reference or evidence for work, but also used for academic purposes. Academic information users can improve their intellectual skills in our society, lead to indirect innovation, and provide customized services to them, which can increase the continuous viewing and utilization rate of records management institutions. Therefore, the purpose of this study was to propose a plan to activate the academic information service of the National Assembly Records Preservation Center, which is in charge of the National Assembly records. To this end, interviews were conducted with practitioners in charge of literature research, case studies, and services at the National Assembly Archives and users of academic information. It proposed improving awareness of the National Assembly Archives, strengthening online services, and customized user services.

Building a Digital Repository Platform for Academic Department Records (대학 학과기록의 디지털 리포지터리 플랫폼 구축)

  • This study aims to propose a digital repository platform for academic department records in order to optimize the efficiency of collecting and utilizing academic department records in the absence of university archives and/or in circumstances of overlooking academic department records. First, the study conducted a survey on 70 staffs working in the departments of public and private universities as well as on 32 record managers in university archives about their awareness of and the situations related to academic department record management. Second, it designed the database and interface of a digital repository platform that registers and preserves academic department records effectively, and that proposes 26 essential metadata for managing academic department records. Third, this study built an academic department record repository named "Department Records Repository in the University (DRRU)" based on the OAK repository environment, with four core functions such as login, upload, search, and browse.

A study on Transformation of Archives System and Archival Science (아카이브와 기록학 전환을 위한 시론)

  • This article argued for the need for a transformation of archives system and archival science through a review of the archival circles' discussion of dismantling and reconstructing the current national archive system. By sharply contrasting the cases of civil society 'archiving activities' with the cases of 'national archive sites', we attempted to present solutions to the current archive system from a micro perspective. In this process, the need for a shift in archival research methodology centered on archival materials was derived in relation to the deepening of awareness of archival information organization and hierarchical description to ensure archive accessibility and the meaning of policy shift.

Collaborative Archiving Project with Citizens: A Case Study on the Paju Central Library (시민과 함께 하는 기록화 사업 :파주중앙도서관 사례)

  • With the objective of recording the life stories of Paju's long-time residents, the Paju Central Library has been implementing the "Human in Paju" project by forming the Citizen Oral History team since 2017. Building upon the success of this initiative, Paju Central Library became the first library in the country to establish a Records Management team. Subsequently, regulations were enacted, and a committee comprising citizens and officials was formed to ensure the continuous development of the archival project. Moreover, they emphasized public discourse and collaboration at every stage by creating a system to raise awareness of the importance of archiving throughout Paju and support citizens in becoming active participants in the project. This paper aims to present a case study of this exemplary local government library.
