항공안전관리체제에 대한 정기항공사 조종사와 정비사의 인식 (Perceptions about Aviation Safety Management System in the Airline's Pilot and Aero Mechanic)

  • At the choice of aviation company, safety appears as biggest variable than expenses, speed and comfort so these are concerned not only aviation companies but also countries and customers. Until now, ICAO has been making effort to reduce the flight accident through the safety advice of aviation part, establishment of standard, education, training and develop of navigation aids. Especially in 2008, they emphasize that the flight accident is reduced through researches and applications about SMS as safety regulation. Important primary factor to give influence about promotion of SMS is practice of organization and for this, to investigate recognition about safety management and culture of members. At point of this, this research analyze the recognition degree about how to manage safety and SMS for pilots an mechanics of Korea.

  • The effort to secure the aviation safety in each country of the world including our country, is one step more strengthening. For one of this effort, some advanced countries in aviation safety are operating the aviation incident reporting system, and in our country the aviation incident reporting system; Korea confidential incident reporting system is operated on Jan. 1. 2000. This article is introducing for those theoretical, politics and operational backgrounds of the aviation incident reporting system, foreign countries aviation incident reporting systems and our aviation incident reporting system including those status of reporting, and analysis.

  • 본 연구에서는 한국항공운송시장에서 소비자들이 항공사를 선택할 때 통상적으로 과거에는 크게 고려하지 않았던 "항공안전(Aviation Safety)"이라는 변수가 최근 빈번하게 발생한 항공사고로 인해 항공사를 선택하는 변수로서 큰 영향을 미칠 것이라는 가정하에 실증 분석하였다. 본 연구는 항공안전의 중요성은 물론 국적항공사들의 항공안전 의식강화와 정부의 항공안전 강화대책 수립에 큰 도움을 줄 것으로 기대한다.

A Study on Airline Cabin Crew Safety Training Programs and Managers

  • As our whole society has become increasingly aware of safety and emphasizes the importance of preventing safety accidents, the airline cabin service sector is also facing a strong demand to improve practical system for aviation safety education. In this regard, the development of appropriate safety education programs and the getting of human resources who can develop and operate such programs are becoming key issues. This study aims to provide academic and practical implications for safety education and training in airline cabins by reconfirming the importance and direction of safety education in the context of airline cabin services, and by specifying and establishing qualification requirements for personnel who develop and operate such safety programs. To this end, we review the content that should be included in safety training programs, the qualifications required of developers, managers, instructors, and examiners who develop or operate such programs, and how safety training programs can be continually improved as relevant conditions change in the future. In addition, we have also suggested ways to train appropriate managers, instructors, and examiners, including improving the compensation system for them, and how to effectively manage trainees. In order to secure a higher level of aviation safety in the future, it will be necessary to continue research on the development of more diverse and high-quality aviation safety education programs and the training of related personnel.

조종사 운항자격 심사제도 개선방안에 관한 연구 (A Study on Improvement of the Air Carrier Pilot's Qualification Check in Korea)

  • Worldwide, air transport demand of this century is expanding rapidly, and each countries' demand is also increasing. Thus a number of low-cost carriers emerged in existing air transportation business sector and airman qualification check work regarding aviation safety management is increasing too. As the remedy for the result of aviation safety audit by ICAO and FAA in 2001 that governmental activity for aviation safety had been performed by a small number of aviation safety inspectors, airman qualification inspection system implemented by airlines was improved and the government has established the system that authorized airman qualification inspectors check airmen qualification with airlines according to the international trend. This study suggests the need of improvement of airman qualification inspection system that existing inspection system as the means of safety management can be transferred to Operations Safety Inspection(OSI) activity which is compliant with international standards.

  • 항공이용자가 항공사를 선택하는데 있어서 대형 항공사고가 발생하기 이전에는 간과하였던 "항공안전"이라는 변수가 항공사고 이후에 항공사 선택에 보다 중요한 영향을 미쳤다는 것이다. 따라서 항공이용자가 고려하는 선택기준이 과거에 비해 상당히 변화하였다고 판단되며 이러한 항공이용자의 행동변화 연구를 위해 실제로 김포국제공항의 국제선, 국내선 여객터미널을 이용하는 내·외국인을 대상으로 설문조사를 통해 실증분석을 하였다. 본 연구는 정부의 항공안전에 대한 근본적인 정책수립과 항공안전정책에 기초한 항공사의 제도적 장치 마련 등 항공사가 일으키는 항공사고를 감소시키는 노력의 일환으로 국적항공사가 대외경쟁력을 강화시키는데 일조 할 수 있을 것으로 사료된다.

  • Demand for air travel, which shrank sharply following the outbreak of the COVID-19, has recently recovered up to 80% before the spreading pandemic. As a result, the number of passengers are rapidly increasing again. However, financial difficulties and lack of skilled workers in the aftermath of a long-term recession and pandemic lead to a decrease in aviation safety awareness which is fundamental for safety culture. Consequently, this hazard can act as a potential risk factor for the global aviation industry preparing for a new leap forward in the post-pandemic era. Therefore, this study analyzed and defined the four key elements of aviation safety awareness; attitude, belief, perception, and value. Based on this analysis, this study combined the four key elements into the P-D-C-A cycle to derive what top management, middle managers, and workers should each do to continuously improve the positive safety culture.

ICAO 국제항공안전정책 패러다임의 변화 분석과 우리나라 신국제항공안전정책 검토 (A Study on the ICAO international aviation safety policy, a change of paradigm and the government response to the direction)

  • ICAO는 기존의 항공안전평가제도를 개선한 항공안전평가제도(USOAP)를 1995년 도입하였다. 이는 최근의 항공기 사고율 감소에 효과적인 역할을 하고 있다고 평가되고 있으며 이러한 성과를 바탕으로 2013년부터는 기존의 '스냅샷 방식'에서 '상시 모니터링 방식(USOAP-Continuous Monitoring Approach)'으로 전환하였다. ICAO 항공안전평가 결과는 오늘날 국제사회에서 국가의 '항공안전 신인도'를 판단하는 객관적인 지표로써 항공산업에 막대한 영향을 미치고 있으며, 특히 평가결과가 미흡할 경우엔 항공노선 확충 및 코드쉐어 금지, 환승객 감소 국제항공 비즈니스 및 보험료 인상 등 경제적 불이익을 감수해야 한다. 또한, ICAO는 기존의 법규이행(Prescriptive Approach)을 기본으로 하되 리스크 기반(Risk-based) 사전예방형(Proactive Approach) 항공안전시스템 개념을 새로 도입하는 등 국제항공안전정책 패러다임을 전환하여 왔다. ICAO가 새로운 국제항공안전정책을 추진함에 따라 대한민국 정부도 이에 발맞춰 국내항공안전정책을 변화시켜 왔다. 특히, 시스템적 안전관리를 위해 기존의 법규이행 중심의 정부 안전감독시스템에 리스크 기반의 사전 예방적 안전관리 개념을 도입하고 있으며, ICAO 국제기준에 따라 항공서비스제공자에게 자체 안전관리시스템(SMS)를 운영토록 항공법에 규정하였다. 또한, 항공안전의 중심 분야인 항공기 운항 및 정비 분야에 대한 안전 증진을 위해 다양한 안전정책을 추진하고 있다. 이러한 신 국제항공안전정책 패러다임 변화에 발맞춰 국제사회에서 가장 모범적인 항공안전시스템을 갖춘 나라로 확고히 자리 매김하고, 우리 항공의 경쟁력을 튼튼하게 뒷받침한다는 계획이다. 이를 위해서는 정부, 항공사, 연구기관 등 항공관계자가 모두가 노력할 때 실질적인 효과를 기대할 수 있을 것이다.

Domestic Helicopter Accident Analysis using HFACS & Dirty Dozen

  • Safety can be defined as being maintained or reduced to a level below which the possibility of human or physical harm can be tolerated through continuous identification of risks and safety risk management. FAA, EASA, IATA and Boeing, major organizations that conduct research and analysis for aviation safety around the world, report that about 70 percent of aviation accidents are caused by human factors, which have led to a surge in interest in human factors-induced accident prevention activities around the world. As part of this purpose, the FAA in the U.S. is raising awareness among aviation workers by publicizing the 12 human errors (Boeing, 2016), which account for the largest part of aviation accidents under the theme of Dirty Dozen, to prevent aviation accidents. Therefore, based on the domestic helicopter accidents reported to the Air Railroad Accident Investigation Committee from 2007 until recently, this study aims to use HFACS to extract human factors for the six recent helicopter accidents in Korea, analyze the extracted human factors in conjunction with the Dirty Dozen concept, and then present measures to prevent accidents by item.

국가 통합항공안전관리시스템 모형 구축에 관한 연구 (A Study on Model of the State's Aviation Safety Management System)

  • The Chicago Convention in 1944 made important contributions to aviation safety improvement, building an aviation safety monitoring system for its signatory countries. As ICAO is now on the verge of changing its supervision system from self-reporting to preventive Continuous Monitoring Approach(CMA) in 2013, we also expect our own safety system to make a progress accordingly. The government is pushing ahead with plans to build an integrated safety management system at government level that satisfies international standards and reflects domestic features. To this end, this report proposes the most effective system-building model, by analyzing the current status of the system that is in use and meets the requirements of international aviation agencies.
