An Analysis of the Effects of Knowledge Complementarities on the Performance of Information System Audit : A Perspective of the Resident Audit in the Project Office (지식상호보완성이 정보시스템 감리 성과에 미치는 영향 : 상주감리 관점에서)

  • Recently, as Information System projects tend to be more complex, the importance of Information System Audit increases. In the same context, the need for the resident IS Audit also increases, which is supposed to deal with the possible risks and urgent issues by providing the appropriate support and timely coordination during IS project. Basically, for the effective IS Audit, the IS audit team members should be able to understand such a business context as work characteristics, business knowledge, goals, and culture of the organization. The audit team members should also be able to share the various knowledge of Information Technology and audit procedure with the owner of the project. Especially, for the resident audit, it is more important to fill the gaps in expertise between project owner and audit team. However, any studies on the need of common knowledge base (knowledge complementarities) in the IS audit have not been done so far. The purpose of this study is to analyze whether the knowledge complementarity based on inter-organizational communication between the project owner and audit team members makes an effect on the fidelity and performance of IS audit. In order to do this, the relationship among inter-organizational communication and knowledge complementarity, the fidelity of IS audit service, and performance of IS audit has been analyzed, using Structural Equation Model. The result shows that all the relationship is significant, which means that knowledge complementarity between the two different interest groups should be an effective factor on the fidelity and performance of IS audit. This result implies that, for better quality of IS Audit service, how to acquire the knowledge complementarity between the project owner and Audit team should be considered seriously as well as systematically in the process of IS Audit.

  • The information system audit service has been recognized for its effectiveness in improving the management efficiency of informatization projects in the public sector and improving the quality of information systems. However, according to several recent studies, it is not very helpful in securing quality by indicating formal audit performance and incorrect functions or errors in a short audit period. So, if the effectiveness of audit is proved to ensure the quality of the information system from the perspective of the software life cycle and to successfully operate and maintain it, the use of audit for the successful construction of the information system will be an essential factor. Therefore, this study investigated whether the current audit service users are satisfied with the current information system audit and what they expect. If it is different from what was expected, the difference between expectations and performance was analyzed to improve user satisfaction, and a survey was conducted through interviews with experts in the information system field. Based on the empirical results through the questionnaire, in order to reduce the difference in expectations from the user's point of view in the information system audit service, a plan to improve the audit system suitable for the new audit environment was proposed.

  • The role of information system(IS) audit is growing more important according to rapid change of Information technology. This article is to introduce what is IS audit, purpose and effect of IS audit. Now most clients of private IS audit services companies are the public sector. Korean public sectors invest a lot of money to build or implement their information system. Most of their systems are developed by system intergration companies. But they do not have professional engineers to evaluate and review outsourced information system. Therefore they must use outside private professional engineers for sysem auditing. We, including writer, established the first IS audit sevice company in Korea on September in 1997. After that about 15 IS audit service companies are established until now.   • Information system operation principles were recently established in order to provide high quality service and efficient operation audit of IT outsourcing. Operation managements are done based on these principles. Therefore, information operating management process, which refers to itself, is established. Information system operation audit requires a constant audit regularly, which is different from construction/development audit that is done only once. As operating management process changes, operation audit guidelines should be updated and improved. Therefore, this paper proposes IT outsourcing operation audit model with IT outsourcing achievement management as a focus. IT service domain was referred in order to propose information system operation audit model and check lists, which are based on IT outsourcing operation managements such as planning, making strategies, contract, service, and management. The deduced audit model and check lists verified suitability of the proposed model by experts' survey.

A Study on the Priority Analysis of Information Systems Audit Evaluation Factors between Stakeholders (정보시스템 감리 서비스 평가항목에 대한 이해당사자간 우선순위 분석에 관한 연구)

  • Traditionally, information systems audit has been carried out by the auditors. So the main focuses of audit are managerial point of view, such as finding errors or missing functions. The final purpose of audit, however, is to help the organization to make better decision through better information services. So we felt that managerial point of audit should be extended to include the factors that increase the competitiveness of organization. To accomplish this goal, new factors that reflect the ideas of three groups, users, developers in addition to auditors. First, by adopting the ideas from service quality evaluation area, we develop six items and 24 indexes for information systems audit. Second, we separate the audit related parties into three groups, users, developers and auditors. The main reason is that major concerns of three groups to the system will be different considerably. Third, we quantified the weights of each group to each 6 items and 24 indexes using Analytic Hierarchy Process. Fourth, the resulting weights of each item are found to be different by the group, and possible reasons are analyzed.

Health-care Service Quality Improvement Using Walk-through Audit (현장실사에 의한 의료 서비스품질 개선방안 모색)

  • Purpose: Methods for increasing health-care service quality are considered for a women-centered hospital located on a local city. A walk-through audit is applied to uncover areas for improvement. Methods: A survey questionnaire with 25 questions is constructed based on a service blueprint for a walk-through audit, and a survey is conducted both to patients and service providers to assess a health-care service quality. Frequency analysis, statistical tests and customer-provider analysis are used to analyze surveyed data. Results: According to customer-provider analysis, 6 attributes belong to 'problem unawareness' zone in which they are rated high by service providers but low by patients, and another 6 attributes belong to 'problem awareness' zone in which they are rated low by both groups. These attributes are considered to be improved with priority. Conclusion: Both patient group and service provider group have lots of different perceptions on most attributes that are examined, and the hospital to be studied is, in general, competitive in technical quality and less competitive in functional quality.

The Effect of Information System Audit Quality on Quality Performance of Client Firms (정보시스템 감리의 서비스 품질이 의뢰기관의 품질 성과에 미치는 영향에 관한 연구)

  • The purpose of this study was to suggest a guideline for systematic and practical critical success factors of the External IT audit. For this purpose, an integrated conceptual model is developed considers that the service quality, and the IS(Information Systems) success with a contingency viewpoint. The model is tested using 254 data of IS projects which procured the external IT auditing service in public sector of Korea. The results of this study are as follows. First, service quality attributes of responsiveness, reliability, and tangibility have positive influence on IS implementation process quality. Second, the external IT audit quality obviously contributes to IS implementation success considering both IS implementation process quality and IS system quality. However it has positive influence on the process quality directly and the system quality indirectly.

Analysis for Internal Audit and External Audit of the Sanitation/Safety Management Performance for the School Foodservice in Gyeongbuk Area (경북지역 학교 급식소의 위생관리에 대한 자체평가와 외부평가의 분석)

  • The purpose of the study was to investigate the effects of the characteristics of dietitians, the characteristics of school food services, equipment ratio of HACCP facility/equipment and perception of barriers to HACCP implementation on external and internal audit of food safety/sanitation management performance in school food service. An e-mail survey was conducted with 144 dietitians in Gyeongbuk Province. A response rate was 57.6% (N = 83) and data was analyzed using SPSS windows (ver. 12.0). Dietitian perceived facilities/equipment-related and stakeholder-related as the big barriers in implementing a HACCP system. Total scores of sanitation/safety management performance for external and internal audit were similar at 92 and 91 out of 100, respectively. 'Facilities/equipment' and 'HACCP system' categories in both external and internal audit were rated the lowest. As dietitian perceived facilities/equipment-related (p < 0.001) and stakeholder-related (p < 0.05) barriers to HACCP implementation were greater, the scores of the external and internal audits were significantly lower. As dietitian perceived barriers for all categories were greater, the scores of internal audits were significantly lower (p <0.05). As a result of multiple regression analyses, the scores of the external audit was positively associated with career as a school food service dietitian, but was negatively associated with barriers related to facility/equipment, while the scores of the internal audit was negatively associated with barriers related to facility/equipment and employees. This study suggests that supporting programs on securing the facilities/equipment and employee training are needed for successful HACCP implementation in school food service.

Calculating the Audit Fee Based on the Estimated Cost (예정원가계산에 의한 감사보수 산정)

  • It was required to attach the documents on the details of external audit including the number of the participants in external audit, audited parts and audit times under the Article 7-2 on the audit report to the accounting audit report from 2014 in accordance with the amendment to the Act on External Audit of Stock Companies. This study aim to calculate the audit fee based on the estimated cost of service calculation of the government contribution agencies by reflecting the implementation of the revised external audit. This study calculated the audit fee for the target company (a listed company assumed to have no internal control risks and relevant audit risks for unqualified opinion in the previous year, 100 billion won of total amount of asset, manufacturing company in the previous year and preliminary client request) by putting together four items of expenditure including employment costs, expenditure, general management expenses and profit in accordance with the calculation system of cost of service under the State Contract Act. Then, it used the data collected from the documents on the details of the revised external audit after requesting estimation on the target company with the estimated cost to Big-4 accounting firms to identify the participants and times of the accounting audit. The employment costs applied 150% of participation rate of the base price of employment costs for the academic research service cost in 2014, the expenditure used the average value of accounting firms of corporate business management analysis of the Bank of Korea (2013), the general management expenses applied 5% of the general management rate of service business under Article 7-1 of the Enforcement Rule of the Act on Contracts to which the State is a Party and the profit applied 10% of profit rate of service business under Article 7-2 of the Enforcement Rule of the Act on Contracts to which the State is a Party. Based on the calculation of the estimated costs by applying the above, the audit fee was estimated at 50,617,769won. Although the result is not the optimal audit fee, it may be used as a basic scale to compare the audit fees of companies without criteria. Also, such amendment to the Act on External Audit of Stock Companies may improve independence of auditors and transparency of the accounting system rather than previous announcing only the total audit times.

Audit Review and Earnings Response Coefficient (감사보고서 감리와 이익반응계수)

  • Audit review is the system to review the audit procedures performed and the audit opinion expressed by the independent auditors. The public audit review performed by Financial Supervisory Service (FSS) is regarded as one of the most important means to maintain the reliability of accounting information in Korea. We examinate the effect of audit review on earnings quality by using ERC (earnings response coefficient). We find that ERC of the sample group which issued the audit error reports after they were reviewed by SSB is more effective and higher than one of the non-reviewed group, matching group. We infer that the audit review system has the effectiveness in Korea.
