  • According to increase share ratio of information on library be unable bring to maintain knowledge and information resource management for information audit and control on management vision in non-profit organization. Application of information management system was necessary to the systems integration and total management activity in total management system of organization. Library must be to investigate knowledge and information promotion and management innovation needs to consider to gather into a bundle problems to include social and economic requirements. This research be able to adaption all library standardization rule review adapt ability of information management system through the analysis compared to various developed performance indicator for library and level evaluation indicator for information management system. Library will be expanse efficiency of organization, satisfaction of users and level up the National competition through the adaptation of information management system.

A Study on Solutions to the Problems of the Current Tax Appeal System (조세심판청구제도의 문제점에 관한 개선방안)

  • The purpose of this study was to investigate lots of problems that the current tax appeal system has, which are becoming serious issues as tax appeal cases are recently increasing. Those problems include the unreasonable procedure and period of deliberation on tax appeal cases, permission of a same tax appeal by more than one governmental agencies and the compulsory transposition system of tax appeal cases. All of these problems should be rectified in order to ensure that the currently tax appeal system protect taxpayers' rights and interests effectively. According to the current tax appeal system, the period from the receipt of tax appeal cases to ruling on them is up to 90 days. This is unrealistic, so that period should be allowed to be extended if those cases about more complicated taxation or if they are even harder to be treated for any reason. At present, chief of Tax Tribunal has to unconditionally accept resolution from the meeting of tax judges and make a ruling accordingly because he has no right to reject that resolution. But now, it's time to establish legal grounds based on which the chief suggests the tax judges to reconsider their resolution if it is undoubtedly wrong. Currently, there's a relatively little acceptance of tax appeals from people who can't financially afford to designate a proxy for them. To solve this problem, lots of efforts to make socially recognized the necessity to relive those people's rights and interests and make widely known the Public Proxy of Tax Appeal System. The current tax appeal system allows the Board of Audit and Inspection to be an appealer. This means taxation may be deliberated on by more than one governmental agencies. It is so inefficient. Therefore, tax appeal by the board should be only about taxation that they found unacceptable by audit and inspection. Except for this, it is not allowed that the Board of Audit and Inspection file tax appeals that are, in turn, necessarily transported to the National Taxation. Esecially, the transposition should be a procedure that is occasionally taken. In sum, this study investigated problems with the current tax appeal system, and made suggestions about solutions that are not theoretical but practical.

  • In this study has been suggested on the basis of the Court of Audit's report on trade insurance issues presented and the Export Credit Guarantee Insurance Improvement. First, the improvement insurance underwriting standards and come up with measures to improve the soundness of the insurance fund trading. In order to do this, (1) warranty for a lower credit companies strengthen underwriting standards, (2) raise short-term solvency and the accuracy of financial statements Review criteria Borrowings calculated based, (3) trustee companies Warranty Terms for improvement, (4) for closure of businesses quickly take measures of bond conservation measures. Second, through improved risk management measures to strengthen risk management for export credit guarantees are to be provided.

A Confirmatory Factor Analysis for Quality Competitiveness Excellence Company Evaluation Indicators (품질경쟁력 우수기업 평가지표의 확인적 요인분석)

  • Companies struggle to make their best products with high quality and service at a competitive price in global markets. However, customer needs and requirements keep changing with a variety of situations. Companies that face the changes can not stay the same and make an effort to adapt themselves to new circumstances. They would probably review the overall management system that is currently implementing to improve management efficiency. Among other things, quality might be considered to be a crucial element if they are manufacturing industries to be sustained in global markets. KSA (Korean Standards Association) is a government-affiliated organization under the Ministry of Trade, Infrastructure, and Energy. It is a Korean standards provider for quality and service industry. KSA confers national commendations for organizations, quality circles, artisans, QCEC (Quality Competitive Excellent Company), and the most honorable KNQA (Korean National Quality Award) every year. KSA established KNQA on the basis of Malcom Baldrige National Quality Award, Deming Prize, and European Quality Award. Research on quality awards shows that there are many similarities in the framework. Although KSA summarizes two factors for 13 evaluation indicators in the quality competitive excellent model of QCEC, the categorization is ambiguous to explain them according to earlier studies. We performed a deep analysis of foreign quality awards and background for KNQA and QCEC. We conducted a content analysis of KNQA and QCEC and matched evaluation items that were closely related. We proposed a quality competitiveness model with three factors, Technology, System, and Tools, summarizing 13 evaluation indicators in QCEC. Based on audit data for six years from 2012 to 2017 we carried out a confirmatory factor analysis for the proposed model by examining the model validity and fitness.

A Study on the Improvements of Accounting for Social Welfare Corporations (사회복지법인 회계의 개선방안에 관한 연구)

  • The purpose of this study is to indicate problems of accounting for social welfare corporations and to suggest the improvement on them. To accomplish this objective, this study reviewed the existing relevant studies and literatures. The main results of this study are summarized as follows. First, it is necessary to convert from cash basis accounting to accrual basis accounting and to introduce the double entry bookkeeping. Second, it is needed to capitalize the tangible fixed assets and to depreciate them. Third, Cost accounting is necessary to evaluate the operating results. Fourth, it is necessary to establish the generally accepted accounting principles in consideration of the characteristics of accounting for social welfare corporations. Last, it is necessary to introduce the external audit system to ensure the reliability of accounting information.

  • The growth of electronic commerce make business to business electronic commerce market grow dramatically due to dramatic decrease of transaction cost and increase of productivity. It also influences the way of building transaction relationship between buyers and suppliers. This study tends to prove electronic market theory for Internet based 13213 commerce. We observe and analyze the implementation and usage patterns of procurement system of I company. The result shows that even through Internet enable many buyers and suppliers to participate and transact each other, the transaction pattern is different according to asset specificity and uncertainty as follows. First, with adoption of internet, the product with the higher asset specificity rather than lower asset specificity can be easily purchased. Second, Internet doesn't make any significant influence on the transaction of the product with higher uncertainty. But, organization's pre-audit process can indirectly influence on the decrease of the transaction uncertainty.

  • This study covers securing legal systems and institutions regarding the standards for installing fire prevention facilities to prevent fire on wooden architectural heritage. Conflicts among relevant laws were revealed and problems related to fire prevention performance, technical standards, responsibilities, etc. in the process of establishing legal fire prevention equipment and the equipment for self-extinguishing were identified through pondering over current legal systems of fire prevention facilities. To resolve the problems, at least the principle to preserve original shapes of wooden architectural heritage should be secured even though fire prevention facilities are installed and the installation process should be regulated by laws considering features of fire on wooden architectural heritage so that fire prevention performance can be guaranteed. The directions to improve installing system through legalization of design, construction, and audit review institutions and legalization of the technical standards for fire prevention facilities were suggested to guarantee performance when establishing fire prevention facilities for wooden architectural heritage.

  • Purpose - Statistics of Traditional Market is the only source of information on traditional markets, shopping street, and underground shopping street. The government conducts a survey of traditional market conditions every year to look at the current status of traditional markets and provide effective support. Therefore, this study examines the necessity and validity of updating about the Survey Population of Traditional Market Research design, data, and methodology - This study investigated the necessity of updating about the Survey Population of Traditional Market through literature review. Therefore this study examined the necessity of the current population based on the review of the population related to the sample design, methods, and the sampling frame. Next, we examined the change patterns of the population and the sample by dividing the population and sample of the current survey of the traditional market survey into the market unit, the store unit within the market, and finally the individual store unit. Results - As a result, the population of traditional market changes about 4~6%. Next, the analysis of the store unit in the market shows that the number of stores is very variable even though the market is continuously included in the survey target. Finally, as a result of examining the characteristics of individual stores, the stores with less than one year were more than 6% of the total surveyed stores based on the traditional market. These results are generally inconsistent with the idea that stores in traditional markets will operate for a long time in one place. Next, we proposed the establishment of a management system, applying Citizen Generated Data, and circulation survey. Additionally, this study proposes to change the stratification variables at the regional level rather than the market unit. Conclusions - Therefore, in this study, it is suggested that a current population of traditional market is needed updating, and that a population survey should be updated at least four years. In addition, a system for investigating traditional markets and districts was established and a circulation survey was proposed for efficient use of budgets. Based on these research results and policy suggestions, the future research directions are suggested.

A Study on The Application of ISO/IEC 17025 Software Accredited Testing Institute Using ISO/IEC/IEEE 29119 and ISO/IEC 25023 (ISO/IEC/IEEE 29119와 ISO/IEC 25023을 이용한 ISO/IEC 17025 소프트웨어 공인시험기관 적용에 관한 연구)

  • The purpose of this study is to determine how to apply ISO/IEC/IEEE 29119 software test procedures and ISO/IEC 25023 software test evaluation items to software-accredited testing laboratories based on the ISO/IEC 17025 international standard requirements. As a method, the overall requirements for their application to a test laboratory were analyzed by mapping ISO/IEC/IEEE 29119 and ISO/IEC 25023 based on ISO/IEC 17025. According to the mapping analysis, a total of 29 documents were created, including quality manuals, procedures, and test guidelines for the operation of the test laboratory. As a result of the study, a test laboratory management system was developed using Confluence 6.15 software by applying the analyzed results of the overall requirements. The test procedures, documents, and records were stored in, and operated from, this system. Verification of suitability for operation of the test laboratory was conducted by KOLAS evaluators through a document review and an on-site audit at the LG Electronics SW Accredited Test Laboratory in Seoul. In conclusion, it was confirmed through the KOLAS evaluation that the test laboratory management system and the operation of the test laboratory are appropriate and, compared with previous cases, the test laboratory operates effectively, and the overall schedule of accreditation could be shortened.

A Review on Theories and Empirical Studies of Initial Public Offers (최초공모주의 이론과 실증연구에 관한 고찰)

  • The intial public offerings(IPO) issued by going public must be decided duly and seriously. In these sense, this paper reviewed and analysed synthetically the theories and the empirical studies on the IPO. The implications about the empirical studies on the IPO in korea stock exchanges(KSE) are as follows: First, evaluating the IPO's intrinsic value, the issued firm's characteristics(style, scale, age, reevaluation and goodwill etc.) and business environments(industry, economic states, regulations and the relation with government etc.) will be considered. Evaluating the IPO's relative value, the stock price of firms registered in KOSDAQ market will be appreciated. Second, the income smoothing of an IPO listed in KSE accrued in the first and second years. Accordingly if auditors audit the accounting reports of firms to list in KSE by going public, they should more concern to the income smoothing on the accounting reports. Third, the information accuracy of investment banks and the qualities of auditors negatively correlated with the underpricing of an IPO. It is need to promote the information accuracy of investment banks and the qualities of auditors. Regulatory organizations support to promote the information accuracy of investment banks and the qualities of auditors. Forth, the investors interested in the IPO are to recognize the follows. (1) Relations between the underpricing of an IPO and the ratio of public participation, the issue price, the offer size, the insider ownership, the net asset value per share, the price decision system of an IPO. (2) An entrepreneurs who decided to bring his firm public would like to issue the IPO when company's operating conditions are good.
