In this paper, I evaluate national and regional policies for financial centers and Busan Fiancial Center and find the way of the future development of Busan Financial Center. And I found that national policies for financial centers was focused on general improvements of financial industry, so a little tasks for Busan Financial Centers were listed. Therefore I suggest that central government should have more national policies for enhancing Busan Financial Center and promoting participation of private financial firms. And I propose the broader incentive schemes for financial firms moving to Busan, and expect that combining national deregulation policies like Regulation-Free Zone and Regulatory Sandbox and Moonhyun-North Port financial free zone and FinTech cluster plans of Busan will make a big progress of Busan Financial Center.

We completed a new cluster system based on WDM by proposing a virtual topology reconfiguration schemes. The key idea of the proposed scheme is to construct a set with the longest chains of requests of connecting nodes which need to be assigned a wavelength. All the sets have no common factor, that is, there is no duplicated link among the requests of connecting. After making the set satisfying this condition, we could assign a wavelength to per corresponding set. We could reconfigure a virtual topology with this scheme collectively. we compared our scheme to existing approaches by the OWns simulation tool. As the results, we gained improved performances, reducing 10% of blocking rate and improving 30% of ADM utilization in terms of the blocking probability and the ADM utilization.

Based on water resources availability and development condition of the Lancang River, as well as considering the international river water resources characters, the paper put forwarded an integrated allocation way of the water resources of Lancang River Basin. According to the basic rules of equitable and suitable utilization of water resources of international rivers, water resources demand for domestic, industrial, irrigation and ecosystem system, and principles of society stabilities and the food safety etc, an index system of Lancang River water resources allocation was set up. Two levels scheme of Lancang River water allocation are proposed. First level is for an international water, which primarily to analysis the water quantity at the national boundary. Second level is for provincial water allocation among Qinghai, Yunnan provinces and Tibetan Autonomous Region. In the allocation schemes, the water resources development of Lancang River Basin at different scenarios and the related water allocation in different years and seasons were analyzed. A discharge to some cross sections of the river and a total amount water quantity for each district has been given as well.

The aim of the present paper is to improve on branding problems of agricultural and livestock products in Korea by analyzing the statistical data which is present status of agricultural and livestock products published by ministry of agricultural and forest. To achieve the objective, raised 5 points at issue. Thus, the improvement schemes suggested from marketing point of view. And above issues are also discussed in the context of marketing mix. Then, the marketing strategy was developed which will apply branding management. The findings in this study is building a brand marketing system urgently fitted Korean style. For this project success, establishing event marketing and customer service department is necessary centering local National Agricultural Cooperative Federation(Nonghyup). Also needed education about brand knowledge to the people working for agricultural allied industries.

Following rapid industrial development and urbanization in Korea, there is a need for the Government to implement effective control of pollution and to undertake specific schemes in areas where pollution of the environment is severe. In response to this need, Government of Korea prepare Han River Basin Environmental Master Plan Project for water, air, solid waste to cover environmental protection of the Han River Basin. The Project area is approximately 27,000 sq. Km extending over Seoul, Kyunggi, Kwangwon, Chungbuk Province. The total population of Master Plan Project area is approximately 11.6 million, or one-third of the total population of Korea. There are about 8,000 industries, including those located in 16 industrial complexes, in the project area. The scope of work and terms of reference are the following: (1) A Summary of existing land use and forecasts for changes in land use by the year 2,000. (2) Emission inventories for air, waste water, and solid wastes. (3) Forecasts of future population growth patterns and pollution loadings. (4) Identification of specific projects needs to reduce pollution levels and satisfy the environmental quality standards. (5) A Program of enforcement to include (i) self monitoring, and (ii) governmental inspections and surveillance. (6) A program for quality improvement and quality assurance of environmental measurements. (7) Reports summarizing all data collected analyzed during the study. (8) Conceptual design and feasibility studies, including cost estimates, for needed pollution control projects. (9) A financial plan for future detailed design and construction of public facilities, for financial incentives to industry, and for user charges for industrial use of public treatment of disposal works.

This paper reports a new mechanism for congestion controls. The proposed congestion detection algorithm can be provided with delay and unnecessary energy consumption. Conventional congestion control methods decide congestion by queue occupancy or mean packet arrival rate of MAC layer only, however, our method can perform precise detection by considering queue occupancy and mean packet arrival rate. In addition, the congestion avoiding method according to congestion degree and scheduling method using priority for real time packets are proposed. Finally, simulation results show that proposed congestion detection and control methods outperforms conventional scheduling schemes for wireless sensor network.

Video FRUC (Frame Rate Up Conversion) has been a technique of great interest due to its diversified applications in consumer electronics. Most advanced FRUC algorithms adopt a motion interpolation technique to determine the motion vector field of interpolated frames. But, in some applications, it is necessary to evaluate how well the MCI (Motion Compensated Interpolation) frame is reconstructed. For this aim, this paper proposes a distortion estimation for motion compensated interpolation frame using frame-adaptive distortion estimation. The proposed method is applied for the symmetric motion estimation and compensated scheme and then analyzed by three different approaches, that is, forward estimation, backward estimation and adaptive bi-directional estimation schemes. Through computer simulations, it is shown that the proposed bi-directional estimation method outperforms others and can be effectively applied for FRUC.

This paper presents a capacity estimation of a storage system accumulating all data sensed during the lifetime of an individual human being. The calculation assumes modern data compression and data collection schemes based on wearable or implanted devices under ubiquitous environment. More than 76% of the storage area is found to be used for video data storage of common TV image quality. The remaining storage area is for data from other sensing organs including audio, taste, olfactory and tactual systems in addition to indexing information. Total storage area of around 600 tera bytes is needed to cover 100 years of human life including his fetal period.

In this paper, a WLED communication system with SC-FDMA technique is proposed. OFDM is a promising technique to realize high-speed WLED communication system. However, because of the PAPR, the system performance can be significantly compromised by non-linear distortions in the transmission chain. Furthermore, the overload current due to peak signal power lead the WLED equipment over bright which is harmful to equipment life and human‘s eye. The novel WLED communication system proposed in this paper solved these problems by using SC-FDMA technique which has an inherent low PAPR property. The severity of PAPR performances expressed by CCDF curve and the BER performances under different modulation schemes are analyzed in this paper.

Side information generation techniques play a great role in determining the overall performance of the DVC (Distributed Video Coding) coding system. Most conventional techniques for side information generation are mainly based on the block matching algorithm with symmetric motion estimation between the previously reconstructed key frames. But, these techniques tend to show mismatches between the motion vectors and the real placements of moving objects. So these techniques need to be modified so as to search well the real placements of moving objects. To overcome this problem, this paper proposes a block-centered symmetric motion estimation technique which uses the same coordinates with the given block. Through computer simulations, it is shown that the proposed algorithm outperforms the conventional schemes in the objective quality.
