  • Indonesian construction companies are currently facing high competition both among themselves and with global construction companies. In order to address this issue, the Government of Indonesia has enacted specific regulations and policies relating to the development and implementation of quality management systems (QMSs) ISO 9001 based in construction, acknowledging that the consistency of construction project quality requires a formal quality system as a guarantee to raise quality standards at all project stages. The research has been undertaken to examine the effectiveness of the regulations and policies against several key performance indicators (KPIs) of the ISO 9001 Indonesian construction companies. A comprehensive review of the relevant regulations and policies together with interviews with the Government and National Construction Services Development Board recommend possible additional guidelines and supporting quality system, which intends to measure contractors' project output against defined standards as well as to assess their performance among other similar service providers. The outcomes of the research contribute to the development of the Indonesian own construction industry quality measurement and assessment system.

  • Eventually so as to realize the construction safety, 1 found out the cause of accident and specificities of the construction industry. This study presented to several situations and problems on construction safety. As a result of this study, the below matters must be improved for more effective the construction safety management system. 1. It need to introduce the total construction safety management system. Because there is not effectiveness in the current safety management to the first on the construction field. a. We must consider the safety in the whole parts of the process of the construction and constructors of each part must devide responsibility of the construction safety as a CDM(The Construction Designed Management) used in UK. b. It is desirable to proceed control of safety in the whole parts of the construction to introduce the total safety coordinator that can consult the matters of safety as a law accepted in EU. c. Like management of the construction safety in USA, direction of the construction safety must be made to work exactly by code or manual. d. To improve the organization of the construction safety on the construction field unefficient, it must be introduced safety supervisor, safety coordinator or institutionalization of safety consultant. 2. The law of the construction safety not only have wasteful element but also decrease efficiency by overlapping of regulation, The Ministry of Labour and The Ministry of Construction & Transportation, So laws related with safety must be instituted. a. To realize total safety management, The Ministry of Labour must legislate the basic law about safety management in whole field. b. To legislate the construction safety under one law, and improve efficiency of the overlapping of regulation and the similar law by The Ministry of Construction & Transportation. c. It must be made the law of construction safety that can proper to change of situation in construction. d. The standard of safety must be instituted belong to international level and improved by year. e. • The generation of construction waste can be divided into a decommissioning phase and a new construction phase, and most of the waste is generated at the decommissioning stage. However, recently, domestic new construction construction has expanded to 150 trillion yards per year, so construction work is increasing rapidly. Especially, as the size of the construction work with much waste of construction waste exceeds 100 trillion, the management of the amount of construction waste in the new construction site is required. Unlike the dismantling work site, the new construction site can separate waste generated by each property, and relatively low foreign matter content is generated. The purpose of this study was to investigate the amount of construction waste generated by new construction sites and to calculate the unit amount of construction waste based on this. In addition, since the existing unit cost is centered on concrete and mixed waste, we set the basic unit by setting synthetic resin, waste wood, and waste board as additional items. The basic unit survey was carried out to investigate the wastes according to the characteristics of each construction period. As a result of the survey, the new construction site showed that most wastes were discharged in the first 30% and after 70% of the process, and the ratio of mixed construction waste was as high as 45%. As a result of this study, it was found that about twice as much waste was produced as compared with the conventional standard product.

  • The need for off-site construction has increased in the construction industry in Korea in recent years due to the enforcement of the 52-hour workweek, the increasing age of workers on construction sites, the deepening dependence on overseas workers, and the stagnation of productivity in the construction industry. Thus, studies on OSC started in April 2020. In addition, as a national policy study advocating the modular construction method, which is one of the OSC methods, was completed in the first half of 2019. 70 housing units in two complexes that satisfied the Housing Act requirements have been supplied to citizens. However, although modular construction methods have been recognized as a dramatic construction method that achieves shortened construction schedules and solves the issues of cost reduction and the shortage of technical workers on sites by combining the advantages of the manufacturing industry and applying the economies of scale, realistically it has issues due to the rising cost of steel and a low pre-fabrication ratio. Moreover, the construction time of core parts, such as those built by pouring concrete, has become a factor that hinders the shortening of construction times. Thus, this study aims to propose a precast concrete(PC) modular construction system, which fuses three-dimensional infill as an interior finish material and a three-surface PC module that can acts as a structure for a construction method that is economical and can shorten construction time.

  • Recently as people's values are changing from development phase into running stage after quality of life, so that the needs of environmentally friendly construction are gradually increasing. Also populace discontent about the pollution during construction process such as the noise and vibration caused by construction machinery is increasing. Even though it is impossible to eliminate the construction pollution fully, it is necessary to make efforts to reduce construction pollution to a minimum. In terms of construction site operating, the first possible step for solving these matters directly is that the necessary sum of expenses must be secured as the environmental management costs in the conceptual phase. However, in fact, the environmental management costs have not been secured in the budget. Generally it is the major reason not arising proper activities to prevent the pollution in the construction site. The purpose of this research is to suggest the efficient budgeting method regarding Environmental management costs to ensure the necessary sum of environmental management expenses. To provide an efficient budgeting method, interviews with the person in charge of environment management was conducted. 78 construction sites was surveyed and environmental management costs were analyzed through their historical data from the survey. According to the results of analysis, the ratio of environmental management costs is revealed 0.45% of construction cost as average comparing 0.2% of legal limit. And usually the environmental management cost was appropriated into the safety management budget. So it is needed to isolate environmental management budget securely and modify the ratio of Environmental conservation Costs in Construction Technology Management Act.

  • 「Act On Contracts To Which The State Is A Party」 stipulates that the "Construction Standard Production Rate" and "Construction Standard Unit Price" be used as the criteria for determining the estimated price of construction works performed by public institutions. In this regard, issues such as the application scope of the Construction Standard Unit Price, and the effect of budget reduction continue. However, due to the lack of quantitative data on the actual application of Construction Standard Unit Price, it is difficult to objectively evaluate various issues. In order to prepare data for objective evaluation of the Construction Standard Unit Price, this study analyzed the ripple effect of applying the Construction Standard Unit Price based on the bill of quantity. As a result of the analysis, the Construction Standard Unit Price ripple effect in the civil engineering part was 9.2%, and it was analyzed that there was a ripple effect of about 1.9% based on the civil engineering direct cost. In the construction part, the ripple effect was analyzed to be relatively high at 17%, but it was found to have a ripple effect of about 3% in the construction direct cost. Based on the total direct cost, the ripple effect was calculated as 2.2%. Based on the analysis results, it is possible to evaluate the effect of applying the Standard Market Unit Price, and it is expected to be used as basic data to solve issues. As a future study, it is necessary to additionally analyze the ripple effect by Standard Market Unit Price application range (over 10 billion, over 20 billion won, etc.) and delivery system type (comprehensive evaluation, qualification examination, technical bidding, etc.). In addition, it is necessary to study the appropriate ripple effect of the Standard Market Unit Price.

  • Recently, the number of complex construction projects, such as high-density development and long-span mega structure construction, has been increasing globally. Therefore, the construction duration has become an even more important factor for success. Nevertheless, in domestic residential construction projects, it usually takes more time than twice as much as North American cases. The long construction duration causes a number of problems, for example growth of financial costs, fall in productivity, and weakness of competitiveness. If the framework construction duration can be shortened to 3 ~ 4 days, then it is also expected to complete the finish work of building in shorter duration, be led to reduce the entire construction duration, and eventually to save a great deal of indirect costs. For shortening the construction duration, previous researches pointed out that the development of simplified plan design should precedes. But, in reality, lack of experience of new design and innovative techniques tends to be the obstacle to wide adoption of the simplified plan design in construction fields. In this paper, a simplified structural plan design is proposed, and the construction cost is quantitatively compared between when traditional construction technique is applied to the traditional plan and when the duration-shortening key technique is applied to the developed plan.

  • Recently, the need for smart construction technologies related to the Fourth Industrial Revolution has been increasing in order to improve productivity of the construction industry. The Ministry of Land, Infrastructure and Transport has established Smart construction technology road map to commercialize the smart construction, and research and development is also underway. However, due to the lack of cost estimation standards for such smart construction technologies to be deployed to actual sites, smart construction technologies are not actively applied to construction sites. In particular, cost estimation standards are needed for construction machinery equipment with ICT technology that is currently available for commercialization. Therefore, as a preliminary study for the development of smart construction cost estimation standards, a case study was conducted on ICT construction estimation standards in Japan and present them as basic data for standards in Korea.
