A Study on the Role of Local Governments in the Era of Generative Artificial Intelligence: Based on Case Studies in Gyeonggi-do Province, Seoul City, and New York City (생성형 인공지능 시대 지방정부의 역할에 대한 연구: 경기도, 서울시, 뉴욕시 사례연구를 바탕으로)

  • This paper proposes an action plan for local governments to safely utilize artificial intelligence technology in various local government policies. The proposed method analyzes cases of application of artificial intelligence-related laws and policies in Gyeonggi Province, Seoul City, and New York City, and then presents matters that local governments should consider when utilizing AI technology in their policies. This paper applies the AILocalism-Korea analysis methodology, which is a modified version of the AILocalsm analysis methodology[1] presented by TheGovLab at New York University. AILocalism-Korea is an analysis methodology created to analyze the current activities of each local government in the fields of legal system, public procurement, mutual cooperation, and citizen participation, and to suggest practical alternatives in each area. In this paper, we use this analysis methodology to present 9 action plans that local governments should take based on safe and reliable use of artificial intelligence. By utilizing various AI technologies through the proposed plan in local government policies, it will be possible to realize reliable public services.

Cosmeceutical Properties of Fructan (Levan) Produced by Zymomonas mobilis

  • Fructan, a polysaccharide existing in plants or produced by microorganisms, is a sugar polymer of fructose with $\beta$-2,6 linkages. In this study, we investigated some cosmeceutical properties of Fructan such as moisturizing effect, cell proliferation effect, anti-inflammation effect and cell cytotoxicity. Zymomonas mobilis, a microorganism producing Fructan, was cultured in a medium containing 10% sucrose and 2% yeast extract as main components for 24 hours at 37$^{\circ}C$ and pH 7. Fructan was obtained by precipitation from the cultured medium by adding alcohol (alcohol ratio of 1:3) after removing the enzyme by centrifuging. Fructan exhibited almost same moisturizing effect as hyaluronic acid and cell proliferation effect on human fibroblast and keratinocyte as well. Moreover, on cell proliferation test on bio-artificial skin constructed by 3-dimensional(3-D) culture after inducing primary skin inflammation with 0.5% sodium lauryl sulfate (SLS), the 3-D artificial skin treated with 0.01 mg/ml, 0.05mg/ml of Fructan exhibited higher cell proliferation than the 3-D artificial skin treated with SLS only. On anti-inflammation test on 3-D artificial skin evaluated by measuring secreted quantity of interleukin-1$\alpha$ (IL-1$\alpha$) which is a pre-inflammatory mediator induced by SLS, the quantity of IL-1$\alpha$on the 3-D artificial skin treated with 0.01 mg/ml, 0.05mg/ml of Fructan was less than the one on the 3-D artificial skin treated with SLS only. As a result of these studies, Fructan has anti-inflammation effect against inflammatory reaction by a skin irritant as well as cell proliferation effect in bio-artificial skin. Fructan was also evaluated as a safe material without any toxicity in safety tests using fibroblasts and animals.

  • As the first stage of development of an artificial skin, fibroblasts were cultured in the collagen matrices to make a living dermal equivalent. Mouse embryonic fibroblasts were incorporated into a collagen matrices on plastic dishes containing concentrated DMEM culture media supplemented with sodium bicarbonate, hepes, antibiotics and fetal bovine serum. As the growth stimulation components, glycosaminoglycans were added: hyaluronic acid, chondroitin sulfate, heparin, chitosan were incorporated into the media at a concentration of either 1% or 5% w/w/ to collagen in order to investigate the effect on development of dermal equivalent. After the few days of incubation, gel matrics were contracted and firm dermal equivalent were formed. And the keratinocytes were cultured on top of dermal equivalent and make a three dimensional artificial skin tissue.

Production of Dry-Type Artificial Seeds Using Alginate-Encapsulated Rice Somatic Embryos (벼 체세포배를 알긴산 캡슐에 넣어 제작한 건조형 인공종자)

  • Dry-type artificial seeds were produced by dehydrating alginate-encapsulated somatic embryos of lire. When placed on half- strength MS solid medium 20% of the artificial seeds dehydrated to the level of 80% water loss were capable of germination. Addition of 0.1 mg/L ABA to alginate solution before encapsulation enhanced the germination percentage of those dehydrated to the level of nil to 90% water loss by up to 1.7-folds. The results suggest that ABA may enable somatic embryos to overcome physical and/or physiological restraint by encapsulation and dehydration.

  • 요즘은 모든 산업에서 인공지능(Artificial Intelligence : AI) 채택을 빠르게 진행하고 있으며, 디지털 기술과 산업 기술이 융합된 인공지능 분야가 강화되고 여러 서비스 사업 혁신이 이루어지면서 여러 산업의 시장 성장을 견인하는 것으로 나타났다. 특히 게임 산업과 관련한 게임업계에서는 인공지능 관련 전문 지식을 확보하기 위한 투자가 활발하게 이어짐에 따라 발전과 경쟁력 확보를 위한 움직임들이 지속될 것으로 전망된다. 본 논문에서는 게임개발 기술에 인공지능(AI) 기술 접목이 집중되고 있는 상황에서 개발하고 있는 게임에 대한 품질을 보증하고 관리하기 위한 AI 기반의 게임 QA(Quality Assurance) 기술 적용을 위한 방법들에 대해서 제시하고자 한다.

  • Copepod is useful live food organism in the larval rearing. However of fin fish, culcures of copepod species (Specially calanoida and cyclopoida) were very difficult under artificial management conditions. In this study, we report successful culture of a free swimming cyclopodia copepod species (Apocyclops sp.) by easily baker's yeast as food. The maximum culture density of Apocyclops sp. was observed 11,200±2,660 ind/ℓ during the 30 days culture periods in the 1.5ℓ culture tanks. The nauplii were growth up maximum density 6,400±432 ind/ℓ on day 16th. The number of egg carring female was observed maximum density (666.7 ind./ℓ) of two times after 6days and 28 days of initial culture.

Distribution and in vitro Fruiting of Cordyceps militaris in Korea

  • Cordyceps militaris specimens were continuously collected by Entomopathogenic Fungal Culture Collection (EFCC), Kangwon National University from different mountains, national parks and recreation parks of Korea from 1986 to 2002, mainly from late May to October of each year. Dry specimens of C. militaris along with their isolates have been preserved in EFCC. Fruiting of C. militaris was induced from single ascospore isolates as well as their combinations in brown rice medium. Fruiting experiments showed that combinations of single ascospore isolates produced fertile fruiting bodies, but single isolates could not produce any fruiting bodies. It was shown that two isolates of the opposite mating types were required to produce fertile stromata. However, combinations of the same mating type isolates produced no fruiting body, showing that C. militaris is a bipolar, heterothallic fungus.

Effects of the Artificial Culture Medium of Wild Ginsengs on Rumen Fermentation Characteristics In Vitro (산삼배양액 이용에 관한 반추위 미생물 대사 연구)

  • This study was conducted to determine the effects of the artificial culture medium of wild-ginsengs on in vitro fermentation characteristics. NH$_3$-N concentration was showed the highest in 3% WGM treatment among all treatments and control. In addition, microbial protein synthesis was significantly different in all treatments throughout the incubation time, and WGM 3% treatment was the highest at the 9 h incubation(P〈0.05). Protozoa numbers within rumen were decreased in all WGM treatments at 9 h incubation time, whereas WGM 3% treatment was always decreased throughout the incubation(P〈0.05). NDF and ADF digestibility were proportionally increased as the incubation time in both control and treatments. NDF digestibility showed no significantly difference between control and the 3% treatment, and ADF digestibility was similar in all. Total volatile fatty acid(VFA) concentrations of WGM treatments without 5% were significantly higher than control (P〈0.05). No differences were observed in total VFA, acetate, propionate and butyrate concentration among the WGM treatments. Acetate/Propionate ratio of WGM treatments was higher than control after 12 h incubation(P〈0.05). As a result of the artificial culture medium of wild-ginseng on rumen fermentation characteristics in vitro, microbial protein synthesis of WGM treatment was higher than control, and WGM 3% was the highest in all treatments(P〈0.05). The effect of saponin in artificial culture medium of wild-ginseng tended to decrease NH$_3$-N concentration, while it increases the microbial synthesis in early incubation. Therefore, artificial cultures medium of wild-ginseng can increase utilization of feed by microbial and anti-protozoal effects of saponin, which may enhance microbial synthesis capacity in early fermentation period in rumen.

Expressional characteristics of neo-naturalism in contemporary women's fashion (현대 여성 패션에 나타난 신자연주의의 표현 특성)

  • This study aims to identify characteristics of neo-naturalism coming from periodical changes in the 21th society, culture based on naturalism and analyze the expressional and design characteristics of neo-naturalism on 2000s. For a research method, this study researched development of naturalism in fashion, and searched digital naturalism and ecology which are design paradigm effecting on neo-naturalism through literature research and preliminary study. Analyzing preliminary study on architecture, interior, fashion about digital naturalism and ecology design, concept of neo-naturalism identified and four expressional characteristics of neo-naturalism was classified, actual examples of neo-naturalism in 21th fashion were extracted and drew design characteristics. The results are as followings. Firstly, naturalism described nature as it is and developed according to the values and needs of the times. Naturalism in fashion showed natrual human body's curve, nature pattern and used natural materical focused on ideal beauty of nature. Secondly, neo-naturalism renews with the foundation of digital culture and ecology design paradigm, and focuses on the flexible possibility to express nature with digital, new media and formative art, and made the artificial nature uniting human-nature-environment as organic whole by ecology design paradigm. Thirdly, design of neo-naturalism divided four characteristics, nature's organic form, combination with the technology, ethical harmony with nature, global local design. The first characteristics of the nature's organic form are expressing silhouette of the nature's organic volume abstractly, the second ones of the combination with the technology are reinterpreting primitive nature contemporary with artificial sensibility of high technology, the third ones of the ethical harmony with nature are showing simple design and high-touch, and the forth ones of global local design are expressing cultural hybrid preserving vernacular design.

A Study on the Organizational Development for Intelligent Technology Acceptance in ESG Management (ESG 경영을 위한 지능형 기술을 수용하는 조직개발 연구)

  • The purpose of this study is to empirically confirm what is an important variable of organizational change by intelligent technology acceptance and whether is a difference in important variables in the organization level of acceptance of intelligent technology. Recently, business models using intelligent technologies such as chat-bots, self-driving cars, credit-prevention fraud, face recognition, and health-care are emerging. External situation factors such as artificial intelligence, big data, COVID-19, and the ESG management are changing the direction of a company's management strategy. This research method established a structural equation model. As a result of the analysis, we found that the leadership, organizational culture, and organizational cooperation variables had a positive effect on human resource development variables. Human resource development found a positive effect on the performance of intelligent technology. In addition, we found the independent variables of leadership, organizational culture, and organizational cooperation had partial mediating effects on the performance of intelligent technology. Each group of levels of intelligent technology found performance differences. The organizational culture variables appeared as important variables in all groups. On the other hand, the leadership variable appeared as an important variable in the middle and lower groups of intelligent technology. The theoretical background of this study is that the business theory was updated through artificial intelligence and intelligent technology theory. As a practical implication, the organization adopting intelligent technology is necessary to prepare a systematic plan for organizational culture change.
