Coping with the problems of school violence, weapon and drug abuses, 'zero tolerance policies' have been adopted in the United States since the 1980's. Authorities have been securing the safety and learning-friendly environment of the school, imposing predetermined penalties on any case of school violence or disruption. It is reported that the school violence rate drops accordingly. However, the policies are criticized for their rather escalating effect due to severe punishments on minor offenses, evidencing no effectiveness worthwhile. As alternatives, 'graduated systems of discipline' meeting minor misbehaviors with less severe consequences or 'early response model' are suggested, without abandoning those main rules of zero tolerance policies. Recently Korean government tries to take charge of school violence, issuing some nation-wide measures such as 'the Comprehensive Measures to Stop School Violence'. This article analyzed major principles and changes of the zero tolerance polices of US case, to induce some policy suggestions for the validity of Korean government's measures implemented under the understanding that "little bullying" is also a "crime" to disclose all school violence.
Background: In daily practice, three-dimensional patient-specific jawbone models (3D models) are a useful tool in surgical planning and simulation, resident training, patient education, and communication between the physicians in charge. The progressive improvements of the hardware and software have made it easy to obtain 3D models. Recently, in the field of oral and maxillofacial surgery, there are many reports on the benefits of 3D models. We introduced a desktop 3D printer in our department, and after a prolonged struggle, we successfully constructed an environment for the "in-house" fabrication of the previously outsourced 3D models that were initially outsourced. Through various efforts, it is now possible to supply inexpensive 3D models stably, and thus ensure safety and precision in surgeries. We report the cases in which inexpensive 3D models were used for orthodontic surgical simulation and discuss the surgical outcomes. Review: We explained the specific CT scanning considerations for 3D printing, 3D printing failures, and how to deal with them. We also used 3D models fabricated in our system to determine the contribution to the surgery. Based on the surgical outcomes of the two operators, we compared the operating time and the amount of bleeding for 25 patients who underwent surgery using a 3D model in preoperative simulations and 20 patients without using a 3D model. There was a statistically significant difference in the operating time between the two groups. Conclusions: In this article, we present, with surgical examples, our in-house practice of 3D simulation at low costs, the reality of 3D model fabrication, problems to be resolved, and some future prospects.
Purpose - This article tries to test if the conditional consumption capital asset pricing model (CCAPM) with bank credit for household as a conditional variable can explain the cross-sectional variation of stock returns in Korea. The performance of conditional CCAPM is compared to that of multifactor asset pricing models based on Arbitrage Pricing Theory. Design/methodology/approach - This paper extends the simple CCAPM to the conditional version of CCAPM by using bank credit for household as conditioning information. By employing KOSPI and KOSDAQ stocks as test assets from the second quarter of 2003 to the first quarter of 2018, this paper estimates risk premiums of conditional CCAPM and a variety of multifactor linear models such as Fama-French three and five-factor models. The significance of risk factors and the adjusted coefficient of determination are the basis for the comparison in models' performances. Findings - First, the paper finds that conditional CCAPM with bank credit performs as well as the multifactor linear models from Arbitrage Pricing theory on 25 test assets sorted by size and book-to-market. When using long-term consumption growth, the conditional CCAPM explains the cross-sectional variation of stock returns far better than multifactor models. Not only that, although the performances of multifactor models decrease on 75 test assets, conditional CCAPM's performance is well maintained. Research implications or Originality - This paper proposes bank credit for household as a conditional variable for CCAPM. This enables CCAPM, one of the most famous economic asset pricing models, to conform with the empirical data. In light of this, we can now explain the cross-sectional variation of stock returns from an economic perspective: Asset's riskiness is determined by its correlation with consumption growth conditional on bank credit for household.
The paper will investigate the chances of progress in the peace process in Middle East. Robert Hazo's 1993 article mainly argued the Palestinians and Syrian problems. He saw that these two problems are one of the key issue that current Middle East problem which involves Israel. The key tenants of his argument will be dissected to assess whether this view holds true in the light of developments in the Middle East in the intervening years. The Arab-Israeli struggle remains one of the most intractable in history. In 1993 Robert Hazo concluded that 'the conflict is a terminal struggle'. This paper investigates his analysis in light of progress or lack of in the intervening period and against the contemporary strategic environment. It uses information presented in academic, government, newspaper and world wide web articles to conclude that Hazo's assessment remains valid. While the various talks since 1993 combined with the potential benefits the United States, Israel and Syria could gain from a settlement proffer hope, the issue of 'right of return, borders and Jerusalem are unlikely to be bridged in the near future.
By examining care from a normative perspective projected in the Constitution of South Korea, this paper attempts to assess care from the standpoint of justice and establish the status of care as a concrete political value. The point that this paper focuses on in the Constitution is about the "human worth and dignity" and "right to pursue happiness" clauses of the Article 10 at the beginning of Chapter II which defines the rights and duties of citizens. The clauses of "human worth and dignity" and the "right to pursue happiness" are generally interpreted as the highest values of the constitutional order. While exploring the human dignity and the pursuit of happiness clauses in light of care, this paper intends to address the value of care as human dignity, which is the highest ideology and constitutional principle of the Constitution and, at the same time, the limitation of explaining the freedom to care with a liberal concept of freedom implied in the pursuit of happiness. Ultimately, this paper argues for the justification of putting 'care' in the Constitution. In the end, this paper aims to emphasize the significance of care as a guiding principle for the maintenance of our lives and society, a primary principle of social regulation and public governance, and a direction for a just state which can identify and rectify care injustices.
The purpose of this article is to analyze the tendency and characteristics in armed conflict in post-Cold War era on the basis of Uppsala conflict data program(UCDP) datasets. The collapse of bipolarity and the end of cold War proved a watershed in the dynamics of international conflict. The major shift in the nature of conflict has been away from interstate conflict, leaving intrastate conflict. Major powers have acted carefully against each other and been willing to understand the interests of other to avoid military confrontation and crash. As the means of termination for armed conflict, there is a stronger emphasis on the peace settlement like peace agreement and ceasefire agreement than military victory. Many intrastate conflicts become internationalized, through the involvement of diaspora communities, or regionalized through a spillover effect into neighboring countries. Since the end of the Cold War, the UN has taken a much more active role in conflict management and conflict resolution.
This article aims to investigate the impact of Korean employment protection legislation that has implemented since 2007 on eliminating discrimination on non-regular worker's wage and social security. It is used the panel Tobit model reflecting the variation of implementation time according to the size of establishments. Although the employment protection laws for non-regular workers have implemented, the wage gap and discrimination in social security for non-regular workers have continued. Of course, the discrepancies on wage and social security were founded not only between regular and non-regular workers but also within non-regular workers. For reducing the discriminations, this study proposes to restrict the reason for justifying discrimination, and the introduction of a new approach to accessing the discrimination and complimentary credit system. Besides, this study suggests to actively review the strengthening of regulations on the use of non-regular workers.
Two subject-matters are discussed in this article, i.e., the characteristics of philosophical dialogue in Upaniṣads and its influence on the typicalness of Hindu philosophy. First of all, it can be epitomized that the philosophical dialogue of Upaniṣads is to be described as an immediate reproduction of knowledge on 'the truth of truth' by means of revelational teaching. Besides, this dialogue serves as an origin by which the liberation-oriented Hindu philosophy is developed after ages. All the details would be set in order as follows; firstly, the philosophical dialogue in Upaniṣads is an archetype of philosophical dialogue in India. Secondly, this dialogue is a germination that gives birth to the typicalness of liberation-oriented Hindu philosophy. Thirdly, as a result, this dialogue is an original model or an archetype of that very typicalness which are to be specialized such as conservatism on tradition, making revelation being absolute, discredit on reasoning, substantial ontology, knowledge-focused soteriology, empirical reproduction of the truth, etc.
Objectives: The purpose of this study is to evaluate the safety and effectiveness of Robot-Assisted Brain Stereotactic Surgery with a systematic review. Methods: Electronic literature was searched using KoreaMed, Ovid-MEDLINE, Ovid-EMBASE, and Cochrane Library on 6th April 2017. Two authors screened 1218 citations. Duplicated articles of 456 excluded, the remaining 762 articles were reviewed with title and abstract. Results: A total of 8 studies were selected in this review. The device used in all studies was $ROSA^{TM}$. In one cohort study comparing the intervention ($ROSA^{TM}$) with the control (conventional stereotactic surgery), hematoma was reported no significant difference between groups. In six descriptive studies, one study reported hematoma 10% (10/100) and temporary nerve impairment 6% (6/100) using the ROSA; while five descriptive study did not report any complications. In one cohort, the localization precision were 1.2 mm in the intervention group and 1.1 mm in the control group; the localization success rate as 78.2% in the intervention group and 76.2% in the control group in one cohort; and the average time for surgery as 130 min for the intervention group and 352 min for the control group in one cohort. Four studies reported the localization success rate as 100%; two out of three articles reported the overall time for surgery as 56 min and 90 min, while one article reported the time as less than one hour in 50% of patients (50/100); two articles reported in epilepsy patients, the condition after the surgery was Engel level I in 66.2%, 75% patients, Engel level II-III in 25%, 26.5% patients, and Engel level 4 in 7.3% patients. Conclusion: Robot-Assisted Brain Stereotactic Surgery is a safe and accurate technique that can significantly reduce the time for the brain stereotactic surgery. However, further studies are needed to generalize the results.
Jackets are regarded as an element used to judge ideas and fashion trends for the age in which they are presented. This article analyzed recent tailored jacket fashion trends by categorizing jackets according to design elements. For this, design elements of tailored jackets were categorized into silhouette, collar and lapel, shoulder and sleeve, and decorative elements. We collected and categorized the changes of 491 jackets that have appeared in collections over the past 5 years. The results showed shoulder and sleeve changes (36.25%), silhouette changes (33.4%), lapel and color changes (12.6%), decorative element changes (11.2%), and no changes (6.5%). Jacket forms with changed shoulders and sleeves appeared as styles that have laterally or vertically expanded the shoulder and arm hole with the production of various sleeve forms. Silhouette changes were expressed through forms such as exaggerated silhouettes of oversized-clothing, silhouettes made through cutting or layering, and the polarization of length. Forms with a changed collar and lapel appeared with polarization trends in which lapels dramatically grow larger or narrower, diverse frontal adjustments using no-collar designs, and the utilization of shawl-collars; in addition, forms with changed decorative elements were expressed with layered decorations such as pockets or collar add-ons, adjustment changes using buttons, ribbons or zippers, and various trimmings. The analysis results show that modern female tailored jackets are being made to realize an exaggerated physical beauty of shoulder, sleeve and torsos to maximize decorative effects through new attempts in design.
