A Theoretical Examination on Appraisal System of Public Records in Korea : Comparative Study on Archival Selection and Concepts of Values (공공기록물의 평가체제에 대한 이론적 검토 -선별 방식 및 가치 범주를 중심으로-)

  • Appraisal is a basic archival function that analyzes values of records and determines the eventual disposal of records based upon their archival values. In Korea, this appraisal concept introduces in earnest through Public Records and Archives Act(PRA, 공공기관의 기록물관리에관한법률) with which Korean record management systems settle inflexibly. In theoreical and methodological area, therefore, it is necessary to analyze appraisal system in this Act with it in archival science. In PRA Act, appraisal system is founded on the Tables of Transaction for Records Scheduling(TRS, 기록물분류기준표) through which disposal activities of all records are definited in a concrete form. In this system, selection of archival materials which has been recognized as a important function of record center is carried out by record creators and archival institutions; Primary value between semi-currenty and non-currenty are reflected at the same time. In view of values, this appraisal system intends to separate reasonably consideration for continuing utility of achives from current use of records throughout agencies duration. Ultimately, appraisal based upon TRS makes up not separated management course but organic courses reflecting the Continuum of Care. Of course, this appraisal system makes up the deficiency partially. TRS regarded as 'mainboard' of current appraisal system will have to be enacted elaborately. And appraisal strategies of electronic records must set up in detail in PRA Act and TRS. Lastly, arrangement and description concepts immanent in TRS will have to supplement in archival institutions.

Archival Reference Services Based on Market Segmentation (시장세분화 기반의 기록정보서비스에 관한 고찰)

  • This study aims to propose that archives introduce marketing strategies for their archival reference services. Target marketing which is based on market segmentation for customer satisfaction is popular among enterprises in these days. Market segmentation strategy of target marketing need to be used for user centered archival reference services in archives. This study proposed that demographic, geographic, psychographics, and use variables can be used for archival user segmentation. And for the user segmentation, archives should collect data of use and users systematically.

Directions of Archival Contents Development for Documenting Localities (로컬리티 기록콘텐츠 개발 방향에 관한 연구)

  • The purpose of this study is to analyse the issues of archival contents development for documenting local histories and to suggest the directions of contents development based on case studies. The study begins with analysing four cases of archival contents; two foreign cases for benchmarking, and two domestic cases of the Encyclopedia of Korean Local Cultures, and the local contents of National Archives of Korea. Based on these analyses, it discusses the critical issues of the contents development and suggests the directions of archival contents development for documenting localities.

  • Recently in the field of archival science, a variety of documentation issues about community, everyday life, political and social movement and human rights are under discussion focusing on minorities' documentation and implementation of social justice. Those issues are especially focused on documentation about minorities and implementation of social justice. These Archival Activism is evolved from academic and social influence since the late 1960s rather than recent changes. The recent Archival Activism is under way in various fields and forms that encompasses both aspects of the mainstream/fringe groups over the world beyond organizations and areas. 4.16 disaster put archival community in korea many challenges. Now is the time to approach with reflections on records of evidence and heal. This study seeks contemporary documentation's assignments through the documentation case of Occupy Wall Street Movement. Firstly, it examines on concept of Archival Activism, origins, and developments. And Based on the documentation case of Occupy Wall Street Movement, it investigates a role of the archival profession carrying out Archival Activism.

  • With progress of the sound and moving picture recording technology, sound and moving picture have been a tool for evidence and memory on human activities. Accordingly, in archival science the importance of oral history as a record is disseminating and the production of oral record is carried out actively. But for producing oral record in archival institutions, the identity of oral record need to be established more firmly. Archival science is the task which delivers the current appearance of life to future through records. Therefore producing oral record in archival science must have unique characters. And archival science is the task which is building current memory. Therefore the identity of oral more firmly. This article intends to explore the meaning and role of oral record from a perspective of archival science. All these days, the theories and methodologies had been developed focusing on written records mainly in the deep-rooted influence of positivism. But as it is enabled the creation and preservation of records through 'speech', it need to be noted that oral record is the very core of tool for delivering the current society shape and collective memory. Therefore this article will intend to explore the meaning and role of oral record as a part of effort to establish the identity of oral record.

Establishing and Exchanging Contextual Information Based on the Authority Control of Creators of Archives (기록물 생산자 전거제어를 통한 맥락정보의 구축 및 교환 - ISAAR(CPF) 2판과 EAC를 중심으로 -)

  • It is essential to describe information on a person, family or corporate body that is responsible for creation of archives in providing archival contextual information. This paper discusses the establishment of contextual information based on the authority control of creators of archives by using international standards such as ISAAR (CPF) : International Standard Archival Authority Record for Corporate Bodies, Persons, and Families, Second edition and EAC(Encoded Archival Context). It introduces the LEAF(Linking and Exploring Authority Files) Project in Europe, which presents the model for exchanging and sharing of authority data between libraries, archives and museums by employing EAC. The concluding remarks stress limitations associated with establishing and exchanging of authority files and requirements for the establishment of archival contextual information nationally.

  • This paper covers the current status and problems of the archival ecosystem. Since the enactment of the Records Management Act, the archival ecosystem has grown rapidly, but in retrospect, the discipline of archival science has stagnated, records management practice is overly concentrated in the public sector, the records management infrastructure in the private sector is weak, and the industry is failing. In recent years, the archival community has continued to discuss these issues, but mostly in the context of public records management, especially in the field. In this article, we look at the archival community as a whole, including the problems of archival academia and universities, the professionalism and qualification system of archivists, the Records Management Act limited to the public domain, and the difficulties of the industry, and propose alternatives in terms of professionalism and localization.

  • The study aims at bringing to the attentions of Korean librarians the ways and means with government publications, which had hardly been brought to the scene yet. It deals with the characteristics of archives and the nature of an archival arrangement based on 'the principle of provenance' ; the characteristics of government publications in relation to the adequacy of an archival arrangement; the three major devices in use for organizing government publications; and introduction to two sample classification systems. The study concludes with a notion that a vast reservoir of information sources(government publications) should be tapped and put to the use of researchers without delays inherent in library processing. It advocates an archival arrangement for economy and efficiency.

  • Objects which has been used for administration is a part of archives that holding merit of history, merit of evidence and merit of administration. But it does not be treated carefully as archival material also, it can not be found a study for the archival objects. Thus this study aims to suggest a description of the objects for management the objects appropriately. To derive a conclusion, this paper made a comparative by using the archival description of other nations such as General International Standard for Archival Description, Rules for Archival Description also refer to the cataloging rules which used for a long time to management materials at library such as Anglo-American Cataloging Rules, Korean Cataloging Rules. We divided the section into 7 area such as identity statement area, context area, content and structure area, condition of access and use area, allied material area, note area, and description control area for suggest a description for archival objects.

A Study on the Archives and Records Management Programs in the Schools of Library and Information Science in the U.S.A. (미국 문헌정보학 대학원의 기록관리학 교육과정에 관한 연구)

  • The purpose of this study is to identify several factors necessary to the curriculum development of the archives and records management in Korea by analyzing archival programs of to Schools of Library and Information Science(SLIS) in the U.S.A. Name of the schools, programs and their degrees, credits, required and elective courses, practice, research, facilities, and SAA guidelines of graduate archival programs are compared by analyzing websites and the literature review. There are a few LIS schools that concentrate archival education and most of the archival programs don't cover all of the core archival knowledge suggested in the LIS schools. In conclusion, the core curriculum of archival science should include history and preservation of archives, archives and records management, information technology, management principles, practicum, and research/ thesis. And a lot of cooperated research and conversation between educational institutions and practical fields are required.
