A Study of Document Creation and Management in Braille Libraries (점자도서관의 문서 생산과 관리에 관한 연구)

  • This study aims to present a Braille Library document creation and management status, and to identify ways to improve. This research field surveys and interviews were conducted three institutions, the quality requirements of the ISO 15489 standards. As a result, the Braille Library document management improvement plan is as follows. First, the policy and regulatory maintenance is needed. Copy of the regulations on the creation and management, access rights and related document management policies should be developed. Second, the document creation process needs to be improved. Electronic approval system responsible for the creation of persons who are visually impaired, visually impaired people can read documents created during document creation, and introduced measures and braille labels on the files attached to will have to be prepared. Third, the document management process needs to be improved. Changes in the creation copy of the records, and preserved along with the preservation of the original and the copy to have the same period, appointed to manage one set of all copies of the authentic copy of the plan is also required. Finally, for document management system should be introduced. Systematic document management system that can be introduced is required. This system will be designed to be accessible to the visually impaired, the search.

A Study on a Method to Improve Archives Management in School Historical Manuscripts : Focused on the School Historical Manuscripts Project of J Office of Education (학교역사관 기록물 관리현황 및 개선방안 연구 J교육청 학교역사관 조성사업을 중심으로)

  • This study aims to examine the current status of school archives and suggest improvements. To do that, in-depth interviews were conducted with seven principals of schools in J city, which participated in the School Archives Project initiated by 'J' Office of Education, and a record manager in charge of the project. The interviews consist of four parts: 1) perceptions about the overall project, 2) acquisition of historical manuscripts of the schools, 3) arrangement and preservation of the historical manuscripts, and 4) services in the school archives. The results found that the principals had difficulties in managing the archives by themselves and requested continual financial and human resource support from the J Office of Education. This study suggests the future direction of the School Archives Project as well as recommendations for improving the current status of manuscript management in the schools.

Study on Application of the Preserving Valuation Index for Environmental Management of a Stack Room (서고환경관리를 위한 보존성 평가지수 활용에 관한 연구)

  • Donald K. Sebera model can quantitatively compare the preserving environment by calculating the preserving valuation index with changing only the temperature and humidity. In this study, Donald K. Sebera model was used in order to compare and evaluate the preserving valuation index on the best condition and the worst condition in the temperature and humidity range of public records management act. As the results, the preserving valuation index in the best conditions was larger 2.47 times than the worst conditions within the preserving environment permitted in public records management act. Also, the influence of the humidity on the preserving valuation index of a paper archives as decreasing the activation energy for the hydrolysis reaction was larger rather than temperature. Thus the preserving valuation index can easily evaluate the suitability of the temperature and humidity conditions for preserving a archives. Therefore it can be used as useful tool for preservation of archives on change of the temperature and humidity.

Collecting and using maul records (마을기록물의 수집과 활용)

  • This paper examines the importance, types, and locations of maul records, and the methods for collecting, preserving, and using them. Maul records reveal the nature of the residents' ordinary lives, help to closely examine the history and culture of the maul, and serve as cultural resources that supplement oral records. Collecting materials from maul records requires understanding the types, locations, and states of the records. Maul records should include records created by the local organizations, personal records by individuals, and records that evidence the history of the maul. The collection methods of maul records are categorized into regular collection, irregular collection, passive collection, and active collection. These records need to be locally conserved in the maul. They can enhance the residents' lives, and can be used to help produce books, posters, calendars, commercial advertisements, symbols, academic education, exhibitions, digital contents, and historical records. They are also useful in helping to market the history.

  • With the rapid spread of the practice of collecting and treating data by using a data base system, it's increasingly more critical to approach data sets in the same manner as general records in the collection, evaluation, preservation, and utilization process. Despite the importance, however, the interest level in data sets in Korea's records management is very low. In order to suggest basic items to regard data sets as records and manage them systematically, this study examined the descriptive elements of data set records. descriptive elements of data set records were suggested by comparing and analyzing those ones adopted by the agencies that regarded data sets as records and provided the concerned service as well as the descriptive rules of electronic records set by the advanced nations in records management based on the descriptive areas of ISAD(G).

A Study of the Aging Properties of the Common Synthetic Resin Adhesives for Paper Conservation Purposes (시판용 접착제의 지류보존처리 적합성 판단을 위한 열화 특성 연구)

  • Most of the libraries and archives that lacks conservation lab facilities, frequently apply common synthetic resin adhesives such as PVAc group(Pa), acrylic group(Ac) and PVP group(Pv) on simple repairs. The archival quality synthetic adhesive(Pa-1) that is used at the National Library of Korea and the common synthetic resin adhesives were selected for the experiments. Accelerated aging test was applied on the adhesive samples and change of the pH and chromaticity were measured for one month. As the result of the pH mesurments, Pa-1 and Ac-2 were at the acceptable pH range.   • Due to the trend toward computerization of business services in public sector and the push for e-government, the volume of records that are produced in electronic system and the types of records vary as well. Of those types, dataset is attracting everyone's attention because it is rapidly being supplied. Even though the administrative information system stipulated as an electronic record production system is increasing in number, as it is in blind spot for records management, the system can be superannuated or the records can be lost in case new system is developed. In addition, the system was designed not considering records management, it is managed in an unsatisfactory state because of not meeting the features and quality requirements as records management system. In the advanced countries, they recognized the importance of dataset and then managed the archives for dataset and carried out the project on management systems and a preservation formats for keeping data. Korea also is carrying out the researches on an dataset and individual administrative information systems, but the official scheme has not been established yet. In this study the items for managing archives which should be reflected when the administrative information system is designed was offered in two respects - an identification method and a quality requirement. The major directions for this system are as follows. First, as the dataset is a kind of an electronic record, it is necessary to reflect this factor from the design step prior to production. Second, the system should be established integrating the strategy for records management to the information strategy for the whole organization. In this study, based on such two directions the strategies to establish the identification for dataset in a frame to push e-government were suggested. The problem on the archiving steps including preservation format and the management procedures in dataset archive does not included in the research contents. In line with this, more researches on those contents as well as a variety of researches on dataset are expected to be more actively conducted.

Analysis of Production Status of the 2017 Record (2017년도 기록물 생산현황 분석 중앙행정기관을 중심으로)

  • Records management refers to a series of activities to achieve the goal of securing transparency in administration and safely preserving and utilizing records. Each process of record management is largely divided into production, preservation and management stage. The reporting system of record production has an important fuction that serves as a bridge between production stage and preservation and management stage. It was established after the enactment of the Act on Records Management of Public Agencies in 1999, to grasp the state of production and management of records of various organizations. Since then the National Archives of Korea(NAK) has been able to rather actively understand the situation of records and acquire them than simply collect them. The Act, which was revised in 2006, regulates electronically automated reporting methods in which the production reporting datas are generated in the record creation system and transferred to the record management system. Despite improvements in the system, electronic reporting methods are being used in part. The 713 public institutions have submitted reports of record production to the NAK in 2017, and this study analyses them of only 47 central administrative agencies, including departments, offices, agencies, and committees. Their reports have 15 forms which consist of production statistics and inventories of 7 types of records including general records, survey, research, review, minutes, shorthand, audiovisual records, secret records, government publications. This suggests implications for improving the reporting system of record production.

A Survey on Usage of Korean Standard Records Management System (표준기록관리시스템의 활용현황 연구)

  • The present study aims at investigating the current usage patterns of Korean Standard Records Management System. The Korean Standard Records Management System has been designed and distributed by the National Archives Korea in order to support records management of public agencies. An email survey has been sent to 4 types of public agencies: central government agencies, provincial governments, provincial education offices as well as city and county offices. While all agencies are included in the survey for the first three types, only two provincial districts are selected for city and county offices, Out of 101 email questionnaires sent, 65 are returned(63.73%). The results show the usage patterns of 240 functionalities aligned to 9 main functions: accession from records creators, preservation, appraisal, accession to the national archives, reference management, access and tracking, retrieval and use, system management as well as freedom of information management by public institutions. Since its launch in 2007, the system has been distributed to 707 public agencies as of late 2014. The problem is that there has been no attempt to evaluate the functionalities and usabilities of the system. Only grievances from those agencies implemented the system have never been ceased. The present study is expected to offer the levelled ground for productive discussion between the national archives and the agencies.

A Study on the Proposal for the Description Elements of Art Museum Archives (미술관 아카이브 기술요소 제안에 관한 연구)

  • Art Museum Archives are archives that are created by individuals and organizations that have a sufficient worth that necessitate permanent preservation. Art Museum Archives, which include various medium and types, are archives that have information and evidence based value, and are established and supported for the research of the Art Museum and Art History. For the systematic implementation and application of an Art Museum Archive, there is a need to establish related description elements, and through this not only must information on the individual archives be provided, but through a high utility finding aid, the creation context of the archived document should be provided so that users of the archive can easily access documents. In the case of Korean Art Museum Archives, there is a tendency to focus on the fragmented informational value of an individual archive document, which in reality causes the structural and contextual element characteristic of the document to be destroyed. Therefore this research supports the Hierarchical Description of Art Museum Archives and has the objective of proposing Art Archive Description Elements that promote the preservation of creation context and effective utilization. In addition, because personal records take up a large portion of Art Archives and are very diverse in terms of medium and type, a Description Element that can reflect this is attempted to be proposed.
