A CASE STUDY OF TAIWAN'S FRAMEWORK TO EVALUATE UNSOLICITED PUBLIC/PRIVATE PARTNERSHIP PROPOSALS

  • The acceptance of unsolicited proposals (a private-initiated process) has been viewed by several governments as a means of encouraging innovative initiatives. However, the ramifications of this mechanism are still poorly understood. This paper analyzes a framework used by the Taiwanese government to evaluate unsolicited proposals. Taiwan's experience demonstrates the need for an improved framework in which key issues such as building consensus, maintaining a transparent procurement process, ensuring sufficient competition, and protecting intellectual property rights shall be addressed. In addition, the case study suggests that the roles of participants, the relationships and interfaces of activities, information flows, and decision making points should all be well defined. Some fundamental differences between solicited and unsolicited proposals are also discussed.

An Empirical Study on the Factors Affecting the Adoption of Enterprise Architecture based on the TOE Framework (엔터프라이즈 아키텍처 도입요인에 관한 실증적 연구 : Technology-Organization-Environment 프레임워크를 중심으로)

  • Interest in EA has been Increasing recently, however, with the coming into effect from July 2006 of the 'Information Technology Architecture Act' which requires the public sector to adopt EA. Until now, the study of EA has been focused on concepts and methodologies for the adoption of EA. The fundamental issue, however, the study on the factors affecting the adoption of EA, has rarely been explored. This thesis therefore surveyed which factors have affected the adoption of EA. The analysis found that the adoption of EA was affected by the external environmental characteristics such as rules or regulations and the level of competition in the Industry concerned, and by the organization's information technology level. However, technological aspects such as perceived usefulness or perceived ease of use - traditionally considered as critical factors in adopting information technology - were found to be less influential. These results show that in Korea we still do not regard EA as a method of optimizing the IT resources of a company. In order for EA to be widely adopted, therefore, we should Put primary emphasis on efforts to properly appreciate its technological aspects, such as its technological usefulness or convenience.

  • The increasing demand of users for various wireless communication services has lead to the development with uniting co-existence of different and wireless networks. Each one of the these wireless networks has its own unique characteristics, as compared to other networks. An integrated security mechanism is one of the key issue in the open wireless network. To realize overall security mechanism in open wireless architecture, we should provide practical workable framework for the realization of the integrated security challenges. In this paper, we analysed integrated security platform and considerations based on the security concept.

Possibility and Limitations of New Framework of Landscape Ecology (경관 생태 연구의 새로운 방법론 모색을 통한 도입 가능성과 한계성)

  • The purpose of this study is to overview foreign trends in the study of the landscape ecology through new framework of landscape ecological studies and to suggest possibility and limitation of introduction of landscape ecology studies in Korea. Because of historical reasons rooted in different disciplines, landscape ecology of the present time is not unified at all. Therefore, landscape ecology should be understood in an integrative manner accommodating different views and various aspects of landscape(NOOS, GEOS, BIOS). Facing the increasing environmental problems and the goal of sustainable landscape, the principle of a holistic approach complementarity and transdisciplinarity outlined in this paper (esp. connection physical-materials and cognitive system) might help to understand the characteristics of landscapes and landscape ecology. Important steps towards this direction are the landscape survey, diagnosis, the identification of landscape functions, the development of landscape evaluation models and landscape planning system. Recently there have been a few landscape ecological researches in Korea, which tells there have been strong needs to solve practical landscape problems caused by the rapid socioeconomic growth for several decades. However, almost of this studies are focused on cognitive and visual aspects of landscapes defined boundaries of disciplines. But for more holistic approach complementarity and transdisciplinarity in landscape ecological studies, many other aspects such as the consideration of geoecological and bioecologocal variables, preperation of ecological basic data(mapping) and the development of landscape planning as a tool for practical application should be integrated into the whole landscape system.

Design and Implementation of a Connected Car Platform Architecture for New ICT Convergence Services

  • In this paper, we propose a connected car platform architecture called Mobile Second for developing of verity convergence services. A Mobile Second platform architecture is designed to provide more powerful and diverse convergence services for vehicles and drivers by applying technologies of Connected Car and ICT Convergence in various ways. The Mobile Second platform is implemented by applying Tizen IVI and Android to hardware platforms for IVI, Nexcom's VTC1010 and Freescale's i.MX6q/dl respectively. The Mobile Second platform provides the driver with the vehicle's information via IVI devices, mobile devices and PCs, etc., and provides Vehicle Selective Gateway(VSG) and Vehicle Control Framework for the driver to control his/her vehicle, and also provides a web framework to enable the use of VSG's APIs for the monitoring and controlling the vehicle information in various mobile environments as well as IVI devices. Since the Mobile Second platform aims to create new variety of services for Connected Car, it includes service frameworks for Smart Care / Self diagonostics, Mood & Entertainment services, and Runtime, libraries and APIs needed for the development of related applications. The libraries given by the Mobile Second Platform provides both a native library for native application support and a Java Script-based library for web application support, minimizing the dependency on the platform and contributing the convenience of developers at the same time.

Architectural Representation to Support Multi-Platform Applications Using ACME (ACME를 이용한 멀티플랫폼 지원 아키텍처 표현)

  • As the important of software quality has being emphasized, the studies on software architecture also have being performed actively. On the other hand, due to the diversification of Smartphone platforms, the effort was increased to develop the application for supporting those multiple platforms. However several solutions are suggested to reduce the effort, and a representative solution is FireMonkey framework. In this paper, we represent the FireMonkey framework using ACME which is a language to describe software architecture. Such representation can provide the guideline to develop the application for the multiple platforms. Also it supports the information of that which perspectives are critical to develop such applications.

A SOA based Framework Using AOP for Reliable Service Applications (AOP를 이용한 신뢰성 있는 서비스 어플리케이션의 SOA 기반 프레임워크)

  • Loosely coupled properties of SOA(Service Oriented Architecture) services do not guarantee that service applications always work properly. Service errors may also influence other services of SOA. These characteristics adversely affect software reliability. Therefore, it is a challenge to effectively manage system change and errors for operating services normally. In this study, we propose a SOA based framework using AOP(Aspect Oriented Programming) for reliable service applications. AOP provides a way to manipulate cross-cutting concerns such as logging, security and reliability and these concerns can be added to applications through weaving process. We define a service specification and an aspect specification for this framework. This framework also includes service provider, requester, repository, platform, manager, and aspect weaver to handle changes and exceptions of applications. Independent Exception Handler is stored to exhibited external Aspect Service Repository. When exception happened, Exception Handler is linked dynamically according to aspect rule that is defined in aspect specification and offer function that handle exception alternate suitable service in systematic error situation. By separating cross-cutting concerns independently, we expect that developer can concentrate on core service implementation and reusability, understanding, maintainability increase. Finally, we have implemented a prototype system to demonstrate the feasibility of our framework in case study.

Development and Analysis of Real-time Distributed Air Defense System Simulator Using a Software Framework (소프트웨어 프레임워크를 이용한 대공유도무기 실시간 분산 시뮬레이터 개발 및 분석)

  • To overcome limitations of test scope, schedule and cost, M&S(Modeling & Simulation) technique has been applied for T&E(Test and Evaluation) of the state-of-art weapon systems. This paper proposes an air defense simulation software framework to reduce both redundancy an[1 programming errors in system simulator. The proposed framework consists of a 'model' and a 'middleware' The 'middleware' is a reliable communication service layer that supports not only HLA(High Level Architecture) which is an international standard in M&S but also TCP/IP, UDP and etc. The main role of 'model' is to schedule and to run the real-time distributed simulation. The proposed framework has been applied to M-SAM(Middle range Surface to Air Missile) system simulator. The proposed framework's scheduling and communication performance results are satisfactory and were measured by hardwired NTP(Network Timer Protocol) time-stamp with GPS(Global Positioning System) timer for better precision.

Interoperable DRM Framework for Multiple Devices Environment

  • As networks increase and cross-convergence occurs between various types of devices and communications, there is an increasing demand for interoperable service in the business environment and from end users. In this paper, we investigate interoperability issues in the digital rights management (DRM) and present a practical framework to support interoperability in environments with multiple devices. The proposed architecture enables end users to consume digital content on all their devices without awareness of the underlying DRM schemes or technologies. It also enables DRM service providers to achieve interoperability without costly modification of their DRM schemes.
