National qualification system for SW engineering is intended to be mechanisms to assure the competence of SW professionals. Qualification system for SW engineering can be categorized as national qualification, nationally certified private qualification, and private qualifications. In this paper, we present a summary report of needs analysis for new national qualification systems, based on the survey from human resource department managers of IT companies in IT service, package SW and embedded SW industry. The survey results show that SW qualification system is appropriate for evaluation and career management, but does not provide up-to-date information concerning the technology assessment and change. Based on the result form needs analysis, we suggest the SW specialist and embedded SW specialist as new licenses in national qualification system. In addition, we also propose SW quality management engineer, systems management engineer, IT Protect management engineer, network management engineer and SW architect engineer, as new nationally certified private qualifications.

Professional Construction Management (PCM) services have become more and more popular in Taiwan in the past decade. However, disputes between PCM consultant and the client on the performance of PCM services are also increasing. The evaluation of PCM performance is a tough task due to the lack of "physical product", such as the drawings finished by the architect. This paper is intended to propose a PCM performance evaluation system (PPES) based on Balanced Scorecard (BSC). A case study of PCM consultancy for a real world design/build project is conducted to demonstrate the applicability of the proposed BSC framework

현재 많은 기업이나 조직이 전사아키텍처(이하 EA)기반에서 어플리케이션 시스템(이하 응용시스템)을 구축 및 운영하고 있으나 응용시스템 개발 단계에서 EA관점의 응용시스템 아키텍처(응용아키텍처)를 충분히 고려하는 경우는 드물었다. 본 논문에서는 EA관점의 응용시스템 구축을 효과적으로 수행하기 위해서 프로젝트 내 어플리케이션 아키텍트(이하 AA)의 주요업무를 정의하고 조직의 EA를 만족할 수 있는 수행방법을 도출하였다. 소프트웨어 아키텍트(이하 SA)와 AA의 수행업무를 고찰하여 효과적인 프로젝트 수행을 위한 조직구성을 정의하고 AA의 수행업무 중 EA와 밀접한 관련이 있는 업무에 대해 수행 방법을 연구하였다. 또한 EA 응용레벨 별 산출물과 소프트웨어 아키텍처 정의서와의 일관성을 유지할 수 있는 방안을 도출하였다.

Service importance has been growing increasingly as competition element of enterprises according to going on rapid softness, information and knowledge of industrial infrastructure recently. Quality management system that implemented in manufacturing sector have been spreading rapidly to service company, but the company performing pure engineering service only in construction fields performed mainly the evaluation on the operational aspect such as degree of implementation of the established system because it is difficult to objective evaluation on the activity of the established quality management system or quality assurance system. This study would like to make on offer the improvement points based on the evaluation of service quality and the itself evaluation result through the questionnaire on the service offerers and customers using the pre-qualified SERVQUAL model in establishment of the improvement goal of the company. According to the result of this study, it is analyzed a gap and required to establish a counter-plan to correct many gaps discovered between the real offered level and the expect level of custom.

2015년에 건설기술진흥법이 전면 시행되면서 책임감리라는 표현이 없어지고 대신에 건설사업관리가 포함되었다. 건설사업관리 대가를 산정할 때는 국토교통부의 건설기술용역 대가기준에 명시된 실비정액가산방식에 근거해야 한다. 그럼에도 불구하고, 현업에서는 기획재정부의 예산편성지침에 따라 공사비요율에 근거하고 있다. 이로 인해 현장에서는 단일화된 정부기준에 따라 건설사업관리 대가가 산출되고, 건설기술용역 대가기준이 합리적으로 적용되기를 기대하고 있다. 또한 근로기준법령의 변경은 건설현장의 근무환경에 큰 영향을 미침에도 불구하고, 이 법령에 건설현장의 특성이 고려되지 않고 있다. 이에 건설기술진흥법령상의 대가산정 관련 규정이 검토되었고, 실비정액가산방식과 공사비요율방식에 의한 건설사업관리 대가가 검토되었으며, 근로기준법령의 적용으로 인해 발생할 수 있는 문제점이 도출되었다. 이러한 문제점을 토대로 본 연구에서는 건설사업관리 업무가 효율적으로 이루어지기 위해서는 정부에서 건설사업관리 대가를 산출시 관계기관 협의 후 정부차원의 단일 기준을 적용해야 한다는 점, 국토교통부의 건설기술용역대가기준의 적용범위가 명확하게 되어야 한다는 점, 건설사업관리 기술자 투입수량과 함께 기술자의 능력을 고려하여 대가를 산출해야 한다는 점, 근로일수와 근로시간이 결정시 건설특성이 고려되어야 한다는 점을 제시하였다.

본 연구는 민간공원특례사업 추진단계에서 전국 최초로 민간 참여형 -협의체를 도입하고, 시행과정에서 제도의 유연한 적용과 구별된 정책적 요소 등을 도입한 부산광역시를 대상으로 사업추진의 과정을 살펴보고 운영특성 및 성과 등을 분석하고자 하였다. 분석결과 첫째, 사업방식에 있어 혼합방식을 도입하여 우선협상자를 선정하였는데, 이는 타 지자체에서 볼 수 없는 독자적 사업방식으로 공공재의 민간개발에 따른 공정성과 투명성을 확보하기 위한 새로운 시도로 평가될 수 있다. 둘째, 공원별 특성을 고려한 가이드라인과 비공원시설의 입지, 면적, 최고높이 등 세부지침 등을 명시하여 지역 정체성을 살린 합리적 개발계획 수립의 준거와 평가기준의 토대를 마련하였다. 셋째, 사업과정에 있어서 민관협의체인 권한위임형 라운드테이블을 통해 투명성을 확보하여, 특혜의혹과 같은 분쟁 등의 발생을 최소화하였다. 넷째, 기부채납되는 공원시설의 품질향상과 설계 적정성 확보를 위하여 실시계획인가 이후 총괄계획가 도입 및 건설사업관리(설계단계) 용역을 수행토록 하여 지역 내 명품공원의 효율적 구현과 특화를 도모하였다. 그 결과 부산광역시는 일몰로부터 5개 공원, 2.25km²의 공원면적 보전과 토지보상 및 공원조성비 7,400억원 절감을 통해 효율적인 사업진행을 하였으며, 무엇보다 민간이 주도하고 기관이 지원하는 새로운 운영형식 도입으로 새롭게 시행된 민간공원특례사업의 공공성 강화를 제시하였다. 다만 이러한 제도적용과 검증절차 등으로 인하여 사업기간이 장기화되고, 민간사업자의 재정적 부담과 함께 공원서비스가 지연되고 있어 기간 단축을 위한 관련 특례법 제정과 사업방식의 개선 등이 보완되어야 할 것으로 보인다.
