This study explored recent discussions, experiments, and case studies related to the appraisal of digital records, which was focused on datasets and websites. Based on this, it proposed what issues should be addressed for developing appraisal policies. To this end, it categorized appraisal criteria that can be applied to digital records, examined the arguments that in the digital environment total retention is necessary in the era of big data, and that selective retention is still necessary, based on the literature review. Subsequently, after analyzing case studies conducted on datasets and websites, the study dealt with what discussions should be made in terms of targets, tools, objectives of appraisal, and roles/responsibilities which used to develop appraisal policy. This study addressed the following questions to reveal current debates and challenges; First, what appraisal criteria can be applied to digital records in general; second, is the appraisal activities still necessary in the era of digital environment and big data; third, what are the results that case studies produced for the appraisal of digital records; fourth, what changes are expected in the future regarding the appraisal. Based on these questions, it tried to reveal the main issues necessary to develop the appraisal policies that can be applied to various types of digital records created in the public domain.

Purpose: The purpose of this study was to (a) synthesize nursing education literature using a smartphone for Korean nursing college students based on Whittemore and Knafl's integrative five-step review method and to (b) evaluate the quality appraisal of each article using Gough's weight of evidence. Methods: Articles published in Korea were identified through electronic search engines and scholarly websites using a combination of three search terms, including nursing student, smartphone, and education. Scientific, peer-reviewed articles in nursing education for Korean college nursing students, written in Korean or in English, and published between January 2000 and May 2018 were included in this review. Thirteen papers met the inclusion criteria and had above average ratings in quality appraisals. Results: Three characteristics related to nursing education using a smartphone were derived: (a) as a familiar media, motivating learning and enabling self-directed learning, (b) for the purpose of education or evaluation utilizing the educational movie of application, and (c) the iterative exercise of smartphone usage reinforces student learning. Conclusion: Smartphone use is an effective tool for improving nursing knowledge and skills for nursing college students in nursing education. Future research is needed to standardize smartphone applications across schools for nursing education.

This paper proposes an educational community service system that manages information of good quality intensively without overlapping, and that provides an effective searching function by using a personal community with many user layers. This system raises the efficiency of searching and management by using Metadata and Category. It is a self-leading educational community system that brings merits into relief and improves weak points. We constructed an autogenous Blog chain service as a tool which verifies this system, which is called 'EduLOG(Educational Blog) service' Especially we extracted Metadata suitable for this service, which is on the basis of worldfamous Dublin Core Metadata. And we made a new category on the basis of categories which were proposed by some educational community sites and public educational authorities, and we applied it to this system. To ascertain whether this service system provide adequate function or not, we made a questionnaire on the basis of the appraisal table in websites, and evaluated it at the request of experts. In view of the results so far achieved, it returned good scores (above 3.5/5.0) in accuracy of evaluation, low-end reappearance ratio, easiness of registering and approaching information, and intensive management of a categorical information, confirming the efficiency of the ECSS system. Therefore we believe firmly that the ECSS system will play a efficient information storing and searching roles in the near future.
