A Study on the Records Management Reference Table of Environmental Authorities from the Perspective of Appraisal and Selection of National Archives (국가기록평가의 관점에서 본 환경 분야 기록관리기준표 분석)

  • The study aims to analyze the records management reference tables currently being utilized and to provide directions on how should be redesigned in the future to operate as a appraisal tool for national archives. From the perspective of "what records should be the national archives", it was intended to analyze the records management reference tables, particularly in the environmental public authorities, and to propose future improvements. The main focus of the analysis is on appraising records that need to be preserved as national archives, and therefore, prior to analysis of the tables, it examines whether the archival selection criteria are clearly presented. Subsequently, the study is conducted how to implement this criteria through the records management reference table of each agency and how its implementation system will be constructed. The analysis will be focused on Ministry of Environment's records management reference table and records schedules or appraisal/selection tools of the central and federal institutions that perform environmental functions in U.S., Australia, and UK.

A Comparative Study on Appraisal Policies of National Archives of UK, USA, Canada, and Australia (국립기록원 기록물평가정책 비교분석 : 영국, 미국, 캐나다, 호주를 중심으로)

  • Appraisal is one of the most important record management tasks. Appraisal is the process of evaluating business activities to determine which records need to be captured and how long the records need to be kept to meet business, the requirements of organizational accountability and community expectations. Appraisal, therefore, is concerned with deciding both what records should be created to document a business activity and how long those records should be retained. This paper attempts to review the appraisal policies of four national archives in UK, USA, Canada, Australia, which have managed public records systematically and to compare appraisal policies in the following five parts such as 1) purpose, 2) appraisal objectives, 3) appraisal values, 4) procedures for appraisal, and 5) special considerations. Finally, the paper suggests the important items required when the Korean National Archives and Records Services develops their own appraisal policies.

  • Most organizations use performance appraisal system to evaluate the effectiveness and efficiency of their employees. In evaluating staff performance, performance appraisal usually involves awarding numerical values or linguistic labels to employees performance. These values and labels are used to represent each staff achievement by reasoning incorporated in the arithmetical or statistical methods. However, the staff performance appraisal may involve judgments which are based on imprecise data especially when a person (the superior) tries to interpret another person's (his/her subordinate) performance. Thus, the scores awarded by the appraiser are only approximations. From fuzzy logic perspective, the performance of the appraisee involves the measurement of his/her ability, competence and skills, which are actually fuzzy concepts that can be captured in fuzzy terms. Accordingly, fuzzy approach can be used to handle these imprecision and uncertainty information. Therefore, the performance appraisal system can be examined using Fuzzy Logic Approach, which is carried out in the study. The study utilized a Cascaded fuzzy inference system to generate the performance qualities of some University non-teaching staff that are based on specific performance appraisal criteria.

A Study on Public Records Appraisal Policies in the Digital Age : Based on the Case of The National Archives in the UK (디지털시대의 공공기록평가에 관한 정책적 고찰 영국 TNA 사례를 중심으로)

  • The study aims to explore the alternatives through case analysis in the UK, which is quickly responding with appraisal policies and guidelines appropriate to the digital age. Through a theoretical study, it was confirmed that the concept of appraisal in the digital age was extended to decisions on which records to be created and acquired, and in this context, that the value of records needed to be determined at the earliest point in their life cycle. Furthermore, the advantages of macro-appraisal methods and the inevitability of expanding appraisal groups were outlined. Based on this discussion, the change in the British public record appraisal policy was discussed from a policy perspective, and the current British public record appraisal system was analyzed. Based on the analysis of various policy statements and guidelines, general appraisal criteria, 60 operation selection policies and appraisal processes were discussed. As a conclusion, this study discusses various alternatives to appraisal policies in the digital age.

Analysis of High-growth SMEs using Technology Appraisal Items for Investment: Focusing on Sales and Operating Profit (기술투자 평가항목을 활용한 고성장 중소기업 판별: 매출액과 영업이익을 중심으로)

  • This study defined the appraisal items of technology appraisal for investment as innovation characteristics and derived the determining factors for predicting high-growth companies. Through this, we presented a direction for improving the technology appraisal model for investment. High-growth companies were classified into high-growth companies in sales, high-growth companies in operating profit, and high-growth companies in both sales and operating profit. At this time, the concept of a gazelle company was applied and defined as a company with an average growth rate of 20% or more over three years after the appraisal year. As for the analysis results, in terms of technicality (appraisal items), it was significant in predicting high-growth companies in sales and high-growth companies in sales and operating profit. Therefore, it will be possible to increase the discrimination power of predictions by strengthening the technicality (appraisal items). On the other hand, the business feasibility (appraisal items) was significant in predicting high-growth companies in sales and high-growth companies in sales and operating profit, but in a negative direction. This is due to the composition and criteria of the business feasibility (appraisal items), and it was concluded that changes to the composition and criteria for the relevant items are necessary for future model improvement.

Appraisal of Building Energy Systems considering Environment Constraint Conditions

  • This study aims to find out sector effects with the appraisal of building energy systems of urban ecosystem considering cost effects and environmental constraints condition such as climatic change factors including $CO_2$ gas which are not dealt in the institutional boundary as components standards and performance standards on energy performance of each part of a building applied on heavy energy spending buildings at present. The results of the appraisal of building energy systems shows that the existing building energy systems are not enough to fulfil the environmental condition under the environmental constraints supposing QELROs(Quantified Emission Limitation and Reduction Objectives) of carbon-dioxide exhaust. Henceforth, it is needed to fulfill the environmental criteria required by the Climatic Change Agreement for improving the adiabatic performance of each part of a building and active using of the solar energy.

Development of a Family Pattern Appraisal to Guide a Rogerian Nursing Practice (Rogers 이론에 근거한 가족양상 사정지침개발)

  • We, clinical nurse specialists practising and guiding student practice in a Community health nursing clinic, wanted to develop a family pattern appraisal consistent with Rogers' conceptual system, the nursing model guiding our practice. We use Rogers' model because it is harmonious with the traditional Korean view of the one human, natural and cosmic world. The purpose of our research was to contribute to science - based nursing practice, not only, one helpful model, but also a model of how to use, in guiding practice, a conceptual system which reflects nurse practitioners' philosophy of nursing, is intellectually satisfying, and enriches meaning in daily nursing life. The research objectives were to review the literature on Rogers' model and analyse it according to Kim's five - level analytical framework, to explore Rogers' definition of family, to review appraisals based on Rogers' model, and to develop a family appraisal which is culturally appropriate for use in our community. This work including the use of the appraisal and its refinement with families in our practice which was done during 1994 and 1995, in Seoul, in the Capital of the Republic of Korea. At the highest level of analysis, Rogers conceptual system emphasizes acausality and multidimentional meaning ; the world view is characterized by process, movement and wholeness. The epistemology Is one of holism and the knowledge base includes all forms of experience, from sensory to mystical, objective, and subjective. At the metaparadigm level, nursing focuses on the unitary human being and the environment. At the level of nursing philosophy, the model identifies human being, nursing, nurse, and illness and health. At the paradigm level the model assumes the irriducibility of the human to parts, noncausality and continual change. Rogers' practice methodology consists of pattern manifestation appraisal and deliberative mutual patterning. Under-standing patterns and patterning of people is the key to helping them achieve their potential. At the theory level, the basic assumptions, key concepts, and homeodynamic principles were identified. Rogers states the family energy field is an undividable, four-dimensional negentropic energy field which is in a larger envircinmental field show-ing such characteristics as cannot be predicted by knowledge of individual family members. Based on the word of Rogers scholars, we chose Rogers' correlates of patterning to understand the family unit as a whole-frequency, rhythms, motion, time perception, sleeping-waking beyond waking, pragmatic -imaginative-visionary to develop the appraisal. We, also used some of Barrel's (1988) criteria including interpersonal network and professional health care access and use, and Cordon's (1982) criteria including self perception - self concept modified to fit the family. Our family Pattern appraisal included 1. Influencirg data, 2. Professional health care access and use, 3. Family self perception-self concept, 4. Family interpersonal network, 5. Sleep-wake-be-yond waking, 6. Pragmatic-imaginary-visionary, 7. Family frequency and rhythm, 8. Family motion, 9. Family time perception. The appraisal was used with four families and modified to eliminate overlap and to make it possible for the family member to express themselves more easily. We plan to gain more experience with the appraisal toward further development of the tool.

  • Currently, the appraisal system for public records is mainly based on the disposition authority named 'Records Management Criteria Table,' which has many limitations in digital environment. Especially, it does not apply to other systems than the 'Business Management System' and does not adequately reflect the complex environment of records creation. The purpose of this study is to suggest ways to improve the 'Records Management Criteria Table,' so that it can be applied to appraisal of records created in a complex work environment. For this purpose, this study investigates a case of 'Factory Establishment and Registration' activity performed by local governments. For this activity, related laws and regulations, business processes and systems for those processes are analyzed and types of records are examined by each business process and system. Based on these analyses, the development procedure and structure of a new 'Records Management Criteria Table' are suggested, so that it can be applicable as disposition authority in the complex environments of records creation.

Performance Appraisal and Job Rotation of the Nurse In a General Hospital (간호사 인사관리 제도에 관한 연구)

  • The purpose of this study is to survey evaluation of the nurse on the current Performance Appraisal System. the need for future performance of the nurse and the opinions about the job rotation, and suggest the direction of improvement by obtaining basic data to improve personnel management of the nurse in a hosipial, the subject of the investigation. The study was conducted self-reporting questionniare survey of 330 nurses working at C hospital located in Chonbuk Province and the data was collected from May 4. 1999 through May 14. The research used measuring instrument developed by researcher for evalution about the present performance appraisal. the need for the future performanc appraisal system and the opinion of job rotaion. The analysis of the collected data was computerized using SPSS/PC+ program, calculated frequency, percentage, the mean and standard deviation and used Pearson, s Correlation Coefficients, t-test, chi- square test. Major findings are as follows. 1) As for the purpose of the current performanc appraisal, the appraiser recognized it as a security of promotion standard, while the employee saw it as a means for control as guidance and supervison of work. 2) With regard to use the result of the present performance appraisal, appraiser picked ambiguous appraisal standard, employees recognized unilateral evaluation of superior eliminated the participation of them as the highest priority. 3) In relation to the current criteria for promotion of the nurse, both appraisers and employees placed more weight on the length of clinical than performance appraisal score. 4) There is much possibility of the appraiser making an error to evaluate considering the length of performance appraisal. 5) Both appraisers and employees indicated that prospective result of performance appraisal should be used for the ability development & motivation of the individual. 6) Concerning employee's participation for performance appraisal both sides wanted by far more participation. 7) Regarding the most ideal appraisal method, both parties favored most the way added up the evaluation of the head nurse and peer review and followed by the manner the revaluation of the head nurse by considering self-evaluation. 8) As to the individual interview after the appraisal, more than 60% of appraisers responded it's not necessary, while above 88.5% of employees answered it is essential so that it is showed significantly difference between the appraisers and the employees. 9) As far as open of the evaluation result is concerned. 75% of the appraiser were against it but 80% of the employee were for it so that it showed significantly between them. The most principal reason that the employee want is that it motivates the individual's ability development and the fairness of the appraisal increases. 10) Whether the periodical rotation is necessary or not, 80% of appraisers and employees answered it's necessary, however, over 70% of them did not want the rotation. 11) Work-group Cohesiveness level within the nursing unit was attentive different from desire of the rotation, that is, the work group cohesiveness level of nurses wanting rotation was significantly lower than that of the group not desiring it.

A Study on the Possibility of Introduction of Fractals to the High School Mathematics Curriculum (프랙탈의 고등학교 수학교육과정에의 도입가능성에 관한 연구)

  • We seek the possibility of introduction of Fractals to the high school math. curriculum through identifying Fractals teaching programs appropriate for the scopes and sequences in math. education for the high school students. We presented the contents of Fractal theory suitable for the high school students. The following subjects were chosen to be introduced; self-similarity, Fractal dimension, Cantor set, Sierpinsky triangle, Sierpinsky carpel Koch curve, Koch island, perimeter estimate of rugged profiles drawn on paper, and chaos game. We developed the working papers and the criteria for appraisal. Each working paper focuses on the activities in which students can solve the given problems, understanding the characteristics and ideas of Fractals. The working papers were given to the second year students who take science course, and the degree of achievements were analyzed based on the appraisal criteria. The results show that it is possible to introduce Fractals to the high school students.
