Consolidation of Arbitral Proceedings and Appointment of Arbitrators in Multiparty Arbitration (다수당사자(多數當事者) 중재(仲裁)에 있어서 절차병합(節次倂合)과 중재인선정(仲裁人選定))

  • In recent years, there has been a significant increase in the number of large-scale projects involving construction, public works and the installation of industrial plants. These projects usually require the participation of a number of public and private entities and involve more than one contract. When disputes arising in connection with these projects are to be submitted to commercial arbitration, the parties often wish to have all disputes decided by one arbitral tribunal, in a single comprehensive proceeding. It has become apparent that the resolution of all major disputes which may arise in connection with such a project in a single comprehensive arbitration proceeding presents a number of advantages. The arbitral institution can provide for a multiparty arbitration proceeding only where all of the parties have agreed to it either at the time the disputes arise or at the time the parties enter into their various contractual arrangement. The discussion about multiparty arbitration centers on the question whether courts should have the power to order the consolidation of arbitration proceedings absent the consent of the parties. As the U.S. Supreme Court has repeatedly denied certiorari to cases presenting the consolidation-question, the conflict between the Court of Appeals' positions remains. The common method of selection in a bilaterial proceeding is the formula by which each party appoints one arbitrator and the two party-chosen arbitrators then mutually agree on a third, neutral arbitrator. This popular method poses, however, both a policy and practical problems In a 3-party-proceeding. It seems that the better solution is to have courts or arbitral institutions appoint all arbitrators for a multiparty proceeding. American courts have employed a variety of methods to appoint arbitrators for multiparty disputes in cases in which the parties had not provided for or could not agree upon a method themselves.

A Study on the Infrared Emission Properties and Freeze-thaw Resistance for Calcined Clay by Carburization Treatment (소성 점토의 침탄에 따른 동결융해 저항성 및 적외선 방사특성 연구)

  • The Physical property changes of calcined clay by carburization were investigated studied. The carburization mechanism is the penetration of carbon which occurred during incomplete fuel combustion into crevice of clay structure. The experiments for elasticity and freeze-thaw resistance were conducted, and the results can be summarized as follows: Dynamic modulus of elasticity and also freeze-thaw resistance of calcined clay by carburization treatment increased more than 92% after testing 300 cycle, which was more improved than 88% of calcined clay. Therefore, it can decrease the possibility of winter-sowing, which is one the weakness of calcined clay. It is on the basis of the fact that the porosity of calcined clay by carburization treatment is about 12%, which indicates smaller pore spaces comparing with the 14% of porosity of calcined clay and those values were calculated by apparent porosity show and also supported by SEM images. Infrared emissivity of calcined clay by carburization treatment and calcined clay were respectively 0.92 and 0.9l at $80^{\circ}C$. However, those values were 0.91 and 0.88 at $200^{\circ}C$, which means infrared emissivity of calcined clay by carburization treatment shows 3.6% higher than the calcined clay. Moreover, within the wavelength range from 3 to $7\;{\mu}m$, while the calcined clay had low infrared emissivity, the calcined clay by carburization treatment had increased infrared emissivity. It is inferred that it was affected by carbon element that has high infrared absorptivity within this wavelength range.

Design and Fabrication of the 1-Channel Monopulse Receiver (단일채널 모노펄스수신기 설계 및 제작)

  • In this paper, we propose the operation procedures of the 1-channel monopulse receiver which achieves the new configuration. Also, we analyzed the monopulse ratio and the target angle accuracy of the fabricated receiver by using the monopulse signal generator developed for verifying the proposal equipment. As a result, it is apparent that the monopulse ratio of the proposal receiver is equal to that of the 3-channel monopulse receiver. Also, the fabricated receiver exhibits the target angle accuracy with fewer than 0.1 RMS. The proposal receiver achieves the simple receiver configuration and the simple tracking procedures, as contrasted with the 3-channel monopulse receiver. Also, the proposal receiver has advantages in terms of size, weight, cost and power. Because the proposal monopulse receiver requires 1-channel receiver and needs not the signal processor in comparison with 3-channel monopulse receiver which requires 3-channel receiver and need the signal processor.

Properties of Barley for Extrusion Processing (보리의 Extrusion 가공적성)

  • Using piston type extruder, barley flour was extruded at various processing conditions, The used variables were three shear rates (apparent shear rate 118, 534, $1169sec^{-1}$), four extrusion temperatures(90, 120, 150, $180^{\circ}C$) and three moisture contents (15, 25, 35%). The rheological properties and the extrudate quality were monitored in extrusion. Barley flour showed pseudoplastic behavior having average power law index 0.28 in used shear rate range. When viewed from general appearance, die swell, density, water uptake, rehydration swell and gelatinization degree of extrudate, $25{\sim}35%$ moisture and $120^{\circ}C$ temperature was suitable processing condition for noodle-like product, and 25% moisture and $150^{\circ}C$ temperature was good for snack or flake product. Moisture content of the extrudate can be pretty well estimated from energy balance at higher temperature and higher moisture content.

  • Magnesium alloys have given high attention to the industry of light-weigh as automobile and electronics with aluminium, titanium and composite alloys due to their high strength, low specific density and good damping characteristics. But the magnesium contained structures under high temperature have the problems related to creep deformation and rupture life, which is a reason of developing the new material against creep deformation to use them safely. The purpose of this study is to predict the creep deformation mechanism and rupture time of AZ31 magnesium alloy. For this, creep tests of AZ31 magnesium alloy were done under constant creep load and temperature with the equipment including automatic temperature controller with acquisition computer. The apparent activation energy Qc and the applied stress exponent n, rupture life have been determined during creep of AZ31 Mg alloy over the temperature range of $150^{\circ}C$ to $300^{\circ}C$. In order to investigate the creep behavior. Constant load creep tests were carried out in the equipment including automatic temperature controller, whose data are sent to computer. At around the temperature of $150^{\circ}C{\sim}300^{\circ}C$ the creep behavior obeyed a simple power-law relating steady state creep rate to applied stress and the activation energy for the creep deformation was nearly equal and a little low, respectively, to that of the self diffusion of Mg alloy.

  • The discrimination studies between earthquakes and underground nuclear explosions have been carried out by various seismologists(Nuttli and Kim, 1976; Dahiman and Israelson, 1977; Masse, 1981). The discrimination between local microearthquakes and artificial underground explosions(epicentral distance not greater than 400Km), however, has not been actively studied so far in the light of seismological aspects. Futhermore this kind of research has never been performed in Korea even if it is of great importance for IAEA (International Atomic Energy Agency) to clearly analyze the military nuclear power of North Korea at present. This research has been carried out by using some of the artificial underground explosions(about 100 events) have occurred in North Korea for the last six years. The azimuths, apparent incidence angles, epicentral distances and locations are determined using a single station of 3 - component data. The detection, location and identification are performed through the polarization and the bandpass filtering. This technique can be also applied to study the inhomogeneous crustal structure finding the converted waves.

Polymerization of Vinyl Monomers Initiated by Cobalt (II) Chloride (염화코발트(Ⅱ)에 의한 비닐단위체의 중합)

  • The polymerization of methyl methacrylate initiated by cobalt(II) chloride in tetrahydrofuran has been studied. The conversion was increased liearly with polymerization time at initial stage of 6${\sim}$7% conversion and then the rate of polymerization was slightly reduced, and after that the autoacceleration was observed. The rate of polymerization was increased with the concentration of cobalt(Ⅱ) chloride, but at the concentration of cobalt(II) chloride higher than $3.4{\times}10^{-4}$ mole/l the rate of polymerization was decreased. The rate of polymerization was dependent on the 1.38 power of the concentration of methyl methacrylate. The effect of the radical inhibitor DPPH was observed and the inhibition time was increased with the concentration of DPPH. The apparent overall activation energy was calculated to be 13.2 kcal/mole. In the copolymerization of methyl methacrylate ($M_1$) and styrene ($M_2$), the monomer reactivity ratio was found to be $r_1$ = 2.35, $r_2$ = 0.78. From the above results. the initiation mechanism of polymerization was discussed and it was considered that the polymerization proceeds mainly via diradical mechaism.

Physicochemical Properties of Physically Modified Rice Starch by Homogenizer (균질기를 이용한 물리적 변성 쌀 전분의 이화학적 특성)

  • The objectives of this research were to analyze physicochemical properties of physically modified rice starch which was prepared by hydro-shear homogenizer and ultrasonic homogenizer. The 5:1 of water to starch ratio, 20,500 rpm of hydro-shear homogenizer, and 5 sec of pulse and 40 kHz of frequency of ultrasonic homogenizer, which were operated for 10 min. The 1/3 of size reduction of raw rice starch and gelatinized rice starch, and reduced of particle size were achieved by above processing conditions. The homogenization of raw rice starch and gelatinized rice starch were higher values of specific area, transmittance, solubility and swelling power than control. While, these had lower value of apparent viscosity than control. In raw rice starch, the gelatinization characteristics of ultrasonic homogenizer treated rice starch had some higher values of gelatinization temperature, peak temperature and enthalpy than those of control. While, those of hydro-shear homogenizer treated rice starch had similar values to those of control.

  • In general, DI gasoline engine has the advantages of higher power output, higher thermal efficiency, higher EGR tolerance and lower emissions due to the operation characteristics of increased volumetric efficiency, compression ratio and ultra-lean combustion scheme. In order to apply the concept of stratified charge into direct injection gasoline engine, some kinds of methodologies have been adapted in various papers. In this study, a reflector was adapted around the injector nozzle to apply the concept of stratified charge combustion which leads the air-fuel mixture to be rich near spark plug. Therefore, the mixture near the spark plug is locally rich to ignite while the lean mixture is wholly introduced into the combustion chamber. The characteristics of combustion is analyzed with the variations of fuel injection pressure and load in a stratified -charge direct injection single cylinder gasoline engine. The obtained results are summarized as follows ; 1. The MBT spark timing approached to TDC with the increase of load on account of the increase of evaporation energy, but has little relation with fuel injection pressure. 2. The stratification effects are apparent with the increase of injection pressure. It is considered by the development of secondary diffusive combustion and the increase of heat release of same region, but proceed rapidly than diesel engine. Especially, in the case of high pressure injection (l70bar) and high load (3.0kgf m), the diffusive combustion parts are developed excessively and results in the decrease of peak pressure than in the case of middle load. 3. The index of engine stability, COVimep value, is drastically decreased with the increase of load. 4. To get better performance of DI gasoline engine development, staged optimizaion must be needed such as injection pressure, reflector, intake swirl, injection timing, chamber shape, ignition system and so on. In this study, the I50bar injection pressure is appeared as the optimum.

Effect of light intensity on the ozone formation and the aerosol number concentration of ambient air in Seoul (광도가 서울 대기의 오존 생성 및 에어로졸 수 농도에 미치는 영향)

  • The effect of light intensity on the ozone formation and the aerosol number concentration during the photochemical reactions of ambient air was investigated in an indoor smog chamber. The smog chamber consists of a housing, 64 blacklights, and a $2.5-m^3$ reaction bag made of Teflon film. The bag was filled with the unfiltered ambient air in Seoul from January 10 to March 18, 2002. In this work, the photolysis rate of $NO_2$, $k_1$ was used as an index of light intensity. Three levels of light intensity were controlled by changing the number of blacklights turned on among 64 blacklights: $0.29min^{-1}$ (50%), $0.44min^{-1}$ (75%), $0.57min^{-1}$ (100%). The ozone concentration increased rapidly within 10 minutes after irradiation irrespective of light intensity, thereafter it increased linearly during the irradiation. The ozone production rate seems to be dependent on both the light intensity and the quality of ambient air introduced into the reaction bag. The change in aerosol number concentration also depended on both the light intensity and the ambient air quality, especially aerosol size distribution. Based on the initial ambient aerosol size distributions, the photochemical potential for aerosol formation and growth is classified into two cases. One is the case showing aerosol formation and growth processes, and the other is the case showing no apparent change in particle size distribution.
