  • In order to establish drought policy, the estimation of drought period for each drought situation should be preceded. Non-linear Water Balance Model(NWBM) and palmer Drought Severity Index (PDSI) can be used for analysis of drought period. As a water balance method considering moisture transfer between land surface and atmosphere, NWBM can be used to estimate transition time between dry and wet period induced by stochastic fluctuations. PDSI is also water balance method to show drought severity comparing actual precipitation with climatically appropriate precipitation based on precipitation and potential evapotranspiration. In this study, the drought periods are estimated using NWBM and PDSI for the Han River Basin. The drought periods according to the soil moisture estimated by NWBS and the drought periods according to drought severity index estimated by PDSI show similar trend. The estimated drought period from extreme drought to wet condition for the Han River Basin is about 3years.

  • In order to quantitatively identify historical drought conditions and to evaluate their variability, drought indices commonly used. The calculation method for the drought index based on the principal hydrological factors, such as precipitation and reservoir storage, can estimate the duration and intensity of a drought. In this study the Palmer-type formula for drought index is derived for the Nakdong River basin by analyzing the monthly rainfall and meteorological data at 21 stations. The Palmer Drought Severity Index(PDSI) is used for dry land sectors to evaluate the meteorological anomaly in terms of an index which permits time and space comparisons of drought severity. The Surface Water Supply Index(SWSI) is devised for the use in conjunction with the Palmer index to provide an objective indicator of water supply conditions in Nakdong River basin. The SWSI was designed to quantify surface water supply capability of a watershed which depends on river and reservoir water The Standardized Precipitation Index(SPI) is evaluated for various time periods of 1 to 12 months in Nakdong River basin. For the purpose of comparison between drought indices correlation coefficient was calculated between indices and appropriate SPI time period was selected as 10 months for Nakdong River basin. A comparative study is made to evaluate the relative severity of the significant droughts occurred in Nakdong River basin since 1976. It turned out that $'94{\sim}'97$ drought was the worst drought in it's severity. It is found that drought indices are very useful tools in quantitatively evaluating the severity of a drought over a river basin.

  • This study assessed drought of Cheongmicheon watershed from 1985 to 2015 according to duration. In order to quantify drought, we used meteorological and hydrological drought index. Standardized Precipitation Index(SPI) based on precipitation and Standardized Precipitation Evapotranspiration Index(SPEI) based on precipitation and evapotranspiration were applied as meteorological drought index. Palmer Drought Severity Index(PDSI) and Stream Drought Index(SDI) based on simulation of Soil and Water Assessment Tool(SWAT) model were applied as agricultural and hydrological drought index. As a result, in case average of extreme and averaged drought, 2014 and 2015 have the most vulnerable in all drought indices. Variation of drought showed different trend with regard to analysis of frequency. Also, the extreme and averaged drought have high correlation between drought indices excluding between PDSIs. However, each drought index showed different occurrence year and severity of drought Therefore, drought indices with various characteristics were used to analysis drought.

  • We analyze the changes of the Palmer Drought Severity Index (PDSI) over Korea to assess the regional climate change associated with global warming. For the regional-scale analysis, we used the MM5 simulation in 27 km horizontal resolution for the period of 1971-2100, which is driven by ECHAM4/HOPE-G under the greenhouse gas omission scenario. The downscaled climate variables capture improved regional features consistent with the observation. Based on the simulation, we investigated the temporal and spatial distributions of PDSI over Korea. The area-averaged PDSI is expected to decrease in global warming. Considering the horizontal distribution of climate change, the negative peak values of PDSI anomalies appear in the southern part of Korea.

  • The teleconnections between El Nino/Southern Oscillation (ENSO) and droughts in Korea and the continental United States(U.S.) are investigated using cross analysis. For this purpose, monthly ENSO data and Palmer Drought Severity Index (PDSI) for Korea and for seven states in the U.S. are used. This study shows that there are significant statistical associations between ENSO indices and PDSI for Korea; however, the associations are very weak. It is found that dry conditions in Korea are positively correlated with El Nino, while wet conditions with La Nina. SOI, SSt in the Nino 4 and Ship track 6 regions among ENSO indices are more strongly correlated with PDSI than the other ENSO indices when using the original standardized data, but the SST Nino 3, SST Nino 4, and Darwin SSP exhibit abetter correlations with PDSI when using filtered data to be removed autocorrelation components of the original standardized data. The response time lag for maximum correlation between ENSO indices and PDSI appears to be affected by filtering the data. This is expecially true for Korea than for state analyzed in U.S. In addition, it is found that the PDSI in the continental U.S. is more strongly correlated wiht ENSO than in Korea. Furthermore, in analyzing the El Nino and La Nina aggregate composite data, it is found that the dry anomalies in Korea occur from the year following El Nino to about tow years after while the wet anomalies occur from La Nina year for a period of about two years.

  • The relationship between EI Nino-Southern Oscillation(ENSO) and drought in Korea is investigated using the cross correlation analysis. In this paper, Palmer Drought Severity Index(PDSI) is used as an index of drought and nine ENSO indicators are used. To obtain PDSI for Korea, the PDSI equation is derived using monthly precipitation and temperature in Korea. In addition, ENSO composite percentile analyses for PDSI, precipitation and streamflow in Korea are performed to verify the results of the cross correlation. Results of the cross correlation show that the link between drought in Korea and ENSO is statistically significant with 6% of the variance in PDSI for Korea explained by ENSO. The PDSI is negatively correlated with the equatorial Pacific Sea Surface Temperature and the Sea Level Pressure(SLP) at Darwin leading by about 16 months. However, the relationship of the PDSI with the Southern Oscillation Index and the SLP at Tahiti is positive correlation. The ENSO composite percentile analyses show that drought, precipitation and streamflow in Korea are associated with ENSO during 6 months from December of the ENSO ending year

  • One of the hazard of nature is a drought. Its impact varies from region to region and it is difficult for people to understand and define due to differences in hydrometeorological and social economic aspects across much of the country. In the most general sense, drought originates from a deficiency of precipitation over an extended period of time, usually month, season or more, resulting in a water shortage for some activity, group, or environmental sector. Palmer Drought Severity Index (PDSI) is well known and has been used to study aridity changes in modern and past climates. The PDSI index is estimated over US using USHCN historical data.(e.g. precipitation, temperature, latitude and soil moisture). In this study, low frequency drought variability associated with climate variability such as El-Nino and ENSO is mainly investigated. With respect to the multi-scale analysis, wavelet transform analysis is applied to the PDSI index in order to extract the low frequency band corresponding to 2-8 years. Finally, low frequency patterns associated with drought by comparing global wavelet power, with significance test are explored.

  • In an effort to identify quantitatively historical drought conditions, and to evaluate their temporal and spatial variability , two commonly used drougth indices, the standardized precipitation index, SPI by Mckee and the Palmer drought severity index. PDSI were calculated from 54 meteorological stations, SPI was evaluated for different time scales, 3 to 48 months. As the compjtational spans for SPI increase from 3 to 48 months the frequency and intensity of drought decrease, but the duration of drought increase. When monthly and ten-day PDSIs were compared, the frequency and duratin of drought were almost equal and the intensity of drought differ slightly. The three month SPI has the advatage to detect the drought resulting from short-term shortage of rainfall, while PDSI had the advantage to detect the state of drought resulting from cumulated shortage of rainfall. The period-frequency spectrum analyses at Kangnung statino showed that the maximum value of relative frequency was 24.4% when the period was 5.2months, and the 6month SPI has most similar trends to PDSI.

  • Drought and flooding have historically coexisted in Korea, occurring at different times and with varying cycles and trends. The drought indicators measured were (PDSI), (SPI), and (SPEI) in order to statistically analyze the annual or periodic drought occurrence and objectively evaluate statistical characteristics such as the periodicity, tendency, and frequency of occurrence of droughts in the Doam watershed. To compute potential evapotranspiration (PET), both Thornthwaite (Thor) and Penman-Monteith (PM) parameterizations were considered, and the differences between the two PET estimators were analyzed. Hence, SPIs 3 and SPIs 6 revealed a tendency to worsen drought in the spring and winter and a tendency to alleviate drought in the summer in the study area. The seasonal variability trend did not occur in the SPIs 12 and PDSI, as it did in the drought index over a short period. As a result of the drought trend study, the drought from winter to spring gets more severe, in addition to the duration of the drought, although the periodicity of the recurrence of the drought ranged from 3 years to 6 years at the longest, indicating that SPIs 3 showed a brief time of around 1 year. SPIs 6 and SPIs 12 had a term of 4 to 6 years, and PDSI had a period of roughly 6 years. Based on the indicators of the PDSI, SPI, and SPEI, the drought severity increases under climate change conditions with the decrease in precipitation and increased water demand as a consequence of the temperature increase. Therefore, our findings show that national and practical measures are needed for both winter and spring droughts, which happen every year, as well as large-scale and extreme droughts, which happen every six years.
