SBC 기반 컴퓨터실 시범운영과 효과성 분석 (Analysis of The Effectiveness of Server Based Computing Model Schools)

  • 최근 공공기관 및 국내 외 기업을 중심으로 정보인프라의 유지보수 비용 및 보안 문제를 해결하고자 SBC(Server Based Computing) 환경을 도입하고 있다. SBC 환경은 최근 이의 유사 확장 개념인 클라우드 컴퓨팅 환경과 함께, 차세대 인터넷 비즈니스의 핵심 분야로 부각되고 있어 그 활용 가능성 및 효과성이 새롭게 떠오르고 있다. 본 연구는 이러한 SBC 환경의 학교 교육 현장도입 가능성과 그 효과성 여부를 알아보고자 하였다. 이를 위해 경북, 충남, 충북에 위치한 3개의 시범학교를 선정하고 SBC 환경을 구축 운영하였으며, 이의 효과성 검증으로 수업관찰, 인터뷰 및 교사와 학생의 만족도 분석을 실시하였다. 그 결과, SBC 도입 시 고려하여야 하는 사항들을 살펴볼 수 있었으며, 교사 및 학생의 만족도는 5점 척도를 기준으로 각각 3.45와 3.2로 나타났다. 따라서 본 연구는 향후 학교 컴퓨터실을 구축함에 있어서 SBC 도입 여부의 방향을 설정할 때 참고할 수 있는 유용한 자료가 될 수 있을 것으로 판단된다.

Identification of Critical Success Factors (CSFs) for Public-Private Partnerships Across Infrastructure Sectors

  • Public-private partnerships (PPP) projects are becoming popular in both developed and developing countries due to their ability to access new financing sources and transfer certain project risks to the private sector. PPP has been an active research area where the concept of Critical Success Factors (CSF) is often discussed by researchers. This study aims to identify the CSFs for various PPP infrastructure projects that have been explored in previous CSF studies. This article reviewed the literature about CSF in PPP projects from the years 2002 to 2021, compared the findings of studies regarding the identified CSFs, and consolidated the CSFs that can be applied to various PPP infrastructure projects. The results showed that dominant research focused on general infrastructure, where CSFs can be applied to all infrastructure sectors rather than any specific sector. The most identified CSFs from the study are favorable and efficient legal frameworks, appropriate risk allocation and sharing, a robust and reliable private consortium, a competitive and transparent procurement process, and political support and stability. The findings from the study can provide an overview of CSFs that are relevant to specific PPP infrastructure sectors like building infrastructure, transportation, water, etc. as well as for general infrastructure. In addition, the results can also be used for further empirical analysis.

지진계측 기록을 이용한 저수지 지진응답가속도 증폭 특성 분석 (Analysis of Reservoir Seismic Response Acceleration Amplification Characteristics Using Seismic Measurements Data)

  • 본 연구에서는 지진가속도 계측기의 계측 데이터를 사용하여 저수지의 동적해석방법에 대한 모형 검정 및 저수지 높이에 따른 지진가속도 증폭 특성을 분석하였다. 모형을 검정하기 위해 댐 기초의 계측 데이터를 입력 데이터로 사용하였고 해석 결과를 댐 상부의 계측 데이터와 비교한 결과 수치해석을 이용해 출력된 지진파와 계측 지진파의 최댓값과 그 파형이 비슷하게 나타났고 지진가속도 증폭 특성의 경우 지진가속도 증폭비는 저수지의 높이와 지진의 크기에 비례하는 것으로 나타났다. 본 연구를 통해 저수지에 설치된 가속도계에서 얻은 계측 데이터를 활용하여 반복 탄소성 구성식을 이용한 동적해석방법은 지진파 특성 분석이 적절하게 수행될 수 있는 기법임을 확인하였고 향후 이러한 기법을 적용해 저수지의 지진가속도 계측기의 활용도를 제고할 수 있을 것으로 판단된다.

  • 데이터센터의 장애 예방을 위해 머신러닝과 빅데이터를 활용한 다양한 방법들이 적용되어 왔다. 그러나 개별 장비 기반의 성능지표를 참조하거나, 인프라 운영환경을 고려하지 않은 접근방법으로 실제 활용되는 데에는 많은 한계가 있었다. 이에 본 연구에서는 개별 인프라 장비들의 성능지표를 통합 모니터링하며, 다양한 장비들의 성능지표를 구간화, 등급화 하여 단일수치화를 진행한다. 인프라 운영에 대한 경험치 기반으로 데이터 전처리를 수행하며, RRCF(Robust Random Cut Forest)분석과 Prophet 분석 모델을 앙상블하여 이상징후 검출에 신뢰도 있는 분석결과를 도출하였다. 데이터센터 내 운영담당자들의 접근을 용이하게 하기 위해 장애분석시스템을 구현하여 데이터센터 장애의 선제 대응과 적정한 튜닝시점을 제시할 수 있다.

FEASIBILITY STUDIES FOR INFRASTRUCTURE CONSTRUCTION PROJECTS: HOW GOOD ARE THEY?

  • This paper presents an evaluation of feasibility studies conducted to justify investments in infrastructure projects. An analysis of a previous feasibility study for a highway construction project is presented in this paper with an emphasis on the estimates and forecasts presented in that study in order to weigh expected benefits from the project against expected costs. The forecasted numbers are compared with actual data collected during the operation phase about the usage of the facility. The comparison reveals a huge difference between estimated numbers and actual numbers. Based on the lessons learned from the analyzed case study, recommendations are presented to improve feasibility studies for infrastructure projects including: peer review of feasibility studies; before-and-after feasibility studies; and defined scope and methodology for feasibility studies. Decision makers are advised to take outcomes of feasibility studies for infrastructure projects with extreme caution as some studies may provide erroneous and misleading input to their decisions regarding investment in infrastructure projects.

  • The governmental attitude toward private investment and financing for infrastructure projects has changed from the initial prohibition to the current encouragement in China, which has been embodied in the legal documents and administrative process. However, the problem of identification, bidding, and approval procedure for privately financed infrastructure projects has been observed in policies and administrative measures promulgated by different or even the same government branches, which is prohibitive factors for smooth project implementation. After analysis of the identification, bidding, and approval process of infrastructure projects, the authors proposed a simplified and alternative procedure and clarified the key points of relevant project documents.

  • This paper studied the safety management network system of infrastructure which constructed smart sensors, closed-circuit television(CCTV) and monitoring system. This safety management of infrastructure applied to bridge, cut slop and tunnel, embankment etc. The system applied to technologies of standardization guidelines, data acquirement technologies, data analysis and judgment technologies, system integration setup technology, and IT technologies. It was constructed safety management network system of various infrastructure to improve efficient management and operation for many infrastructure. Integrated safety management network system of infrastructure consisted of the real-time structural health monitoring system of each infrastructure, integrated control center, measured data transmission using i of tet web-based, collecting data using sf ver, early alarm system which the dangerous event of infrastructure occurred. Integrated control center consisted of conference room, control room to manage and analysis the data, server room to present the measured data and to collect the raw data. Early alarm system proposed realization of warning and response within 5 minute or less through development of sensor-based progress report and propagation automation system using the media such as MMS, VMS, EMS, FMS, SMS and web services of report and propagation. Based on this, the most effective u-Infrastructure Safety Management System is expected to be stably established at a less cost, thus making people's life more comfortable. Information obtained from such systems could be useful for maintenance or structural safety evaluation of existing structures, rapid evaluation of conditions of damaged structures after an earthquake, estimation of residual life of structures, repair and retrofitting of structures, maintenance, management or rehabilitation of historical structures.

지역사회의 생활 인프라 공급현황 분석 방법론 (A Methodology for Analysis of Community Infrastructure Supply Status)

  • 생활 인프라는 시민 삶의 질에 직접적인 영향을 미치는 국가 기반 시설로 누구에게나 균질한 서비스가 제공되어야 한다. 그러나 생활 인프라가 제공하는 서비스는 지역마다 차이를 보인다. 본 연구에서는 생활 인프라가 시민에게 제공하는 서비스의 정도를 정량적으로 평가하기 위하여 '접근성'과 '용량'의 평가요소로 구성된 생활 인프라 공급현황 분석방법을 제시하였다. 접근성은 거주지로부터 생활 인프라 시설까지의 소요시간을 기준으로 평가된다. 시설 사용에 있어 시민의 편리성을 나타내는 지표이다. 용량은 지역의 인구 대비 공급된 면적으로 평가된다. 그 지역에 시설이 충분히 제공되어 있는가를 평가하는 것이다. 연수구 행정동을 기준으로 하여 제시된 방법을 적용하고, 방법의 적용성을 논의하였다. 본 연구에서 제시하는 생활 인프라 공급현황 분석방법은 각 지역의 생활 인프라 공급계획 및 도시계획의 기초자료로 활용될 수 있을 것으로 사료된다.

Delphi기법을 통한 교통수요예측 Risk Management 적용 방안 (Application of Risk Management to Forecasting Transportation Demand by Delphi Technique)

  • Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment in transport infrastructure has been active. However investment in transport infrastructure has more risks than others' due to uncertainty both in traffic volume and in construction cost. In the current appraisal procedure of deciding transportation infrastructure investment, instead of risk management, the sensitivity analysis considering only the changes of benefit, cost and social discount rate which are main factor affecting economic feasibility is carried out. Therefore the uncertainty of various factors affecting demand, cost and benefit are not considered in feasibility study. In this study the problems in current investment appraisal system were reviewed. Using Delphi technique the major factors which have high uncertainty in feasibility study were surveyed and then improvement plan was suggested in the respective of classic 4 step demand forecasting method. The range estimation technique was also mentioned to deal with the uncertainty of the future.

Damage detection technique in existing structures using vibration-based model updating

  • Structural health monitoring and damage detection are essential for assessing, maintaining, and rehabilitating structures. Most of the existing damage detection approaches compare the current state structural response with the undamaged vibrational structural response, which is unsuitable for old and existing structures where undamaged vibrational responses are absent. One of the approaches for existing structures, numerical model updating/inverse modelling, available in the literature, is limited to numerical studies with high-end software. In this study, an attempt is made to study the effectiveness of the model updating technique, simplify modelling complexity, and economize its usability. The optimization-based detection problem is addressed by using programmable open-sourced code, OpenSees® and a derivative-free optimization code, NOMAD®. Modal analysis is used for damage identification of beam-like structures with several damage scenarios. The performance of the proposed methodology is validated both numerically and experimentally. The proposed method performs satisfactorily in identifying both locations and intensity of damage in structures.
