The housing problems of rural and fishing villages should be resolved not through supply to meet demand but by beginning with providing the ways to attain mutual interaction through the program that recognizes housing as merit goods to maintain the regional communities This research examines more minutely the problems caused by poor housing conditions of rural and fishing villages and attempts to present rural and fishing village type community living home as an alternative through regeneration. The results of this research are as follows. First, the administrative support system should be built to support the community living home in its beginning, process, completion, and even post management. Second, education for reinforcing capabilities to help understand the community living home should continually conducted on the occupants, villagers, and related organizations. Third, in order to expand the community living home, research and development should be made so that the zero-energy house, the alternative energy utilizing house, etc. can be widely used. • Concerns about paid-facilities for the elderly with dementia from middle and upper class families have been discussed lately in Korea. Small-scale, home-like group homes for the elderly with dementia were developed in Sweden in the 1980, but they have not been effectively introduced in Korea where they remain a comparatively new concept. The group home, however, would provide a good alternative to Koreans who feel guilty when they have to leave their frail parents in large-scale facilities or hospitals instead of caring for them at home. The aim of this paper is, first, to define the care of the demented elderly who come from upper and middle class families in Korea and, secondly, to discuss the need for group homes to help care for them. A survey was done by questionnaire and was answered by 577 respondents who belonged to middle and upper class families living in Korea in December 2000. Methods of analysis were frequency, mean, and Chi-square. The results of this study were as follows: 1) the traditional notion that the eldest son should be burdened with the primary responsibility for a demented parent has weakened remarkably; 2) a small-scale long-term care facility was considered the most desirable living environment for the demented elderly; 3) the facilities families needed for professional hospitals for victims of dementia, senior citizen centers, large and small-scale long-term care facilities, day-care centers, and short-stay and service housing. The study also revealed that there was low awareness of the group home. The most preferred type of structure for group homes was a single-family detached house, and the most preferred management system was small-scale that could create home-like atmosphere. Additionally the respondents wanted group homes to consist of 6-8 residents with 2-4 persons per room. The results of this study strongly suggest that policy makers should encourage the development of smallscale group homes as an alternative form of housing for the elderly with dementia.

  • The purpose of this study was 1) to review communal housing in the UK, 2) to consider the policy implications for elderly communal housing in Korea. The research methods used were 1) literature review about communal housing and related policy in the UK 2) field survey in the UK 3) interpretative suggestion for the proper policy implication to develope communal housing for the elderly in Korea. Sheltered housing in the UK had been developed as communal housing for the elderly with special needs since the 1970s. The type of sheltered housing were category 1 and category 2. Very sheltered housing with more facilities and meal services was added in 1980s. Sheltered housing was evaluated as the most humanistic solution for older people in the UK in 1980s. Because of the policy of moving institutional care to community care, sheltered housing became less in demand because of more options for older people including being able to stay in their own home. So new completion of sheltered housing by registered social landlords reduced saliently. Sheltered housing already totalled over half million units in which 5% of all elderly over 65 still lived and a small quantity of private sector for sale schemes emerged in the 1990s. The reason why the residents moved to sheltered housing was for sociable, secure, and manageable living arrangements. In general the residents were satisfied with these characteristics but dissatisfied with the service charge and quality of meals, especially in category 2.5 schemes. The degree of utilisation of communal spaces and facilities depended on the wardens ability and enthusiasm. Evaluation of sheltered housing indicated several problems such as wardens duty as a \"good neighbour\" ; difficult-to-let problems with poor location or individual units of bedsittiing type with shared bathroom ; and the under use of communal spaces and facilities. Some ideas to solve these problems were suggested by researchers through expanding wardens duty as a professional, opening the scheme to the public, improving interior standards, and accepting non-elderly applicants who need support. Some researchers insisted continuing development of sheltered housing, but higher standards must be considered for the minority who want to live in communal living arrangement. Recently, enhanced sheltered housing with greater involvement of relatives and with tied up policy in registration and funding suggested as an alternative for residential care. In conclusion, the rights of choice for older people should be policy support for special needs housing. Elderly communal housing, especially a model similar to sheltered housing category 2 with at least 1 meal a day might be recommended for a Korean Model. For special needs housing development either for rent or for sale, participation of the public sector and long term and low interest financial support for the private sector must be developed in Korea. Providing a system for scheme managers to train and retrain must be encouraged. The professional ability of the scheme manager to plan and to deliver services might be the most important factor for the success of elderly communal housing projects in Korea. In addition the expansion of a public health care service, the development of leisure programs in Senior Citizens Centre, home helper both for the elderly in communal housing and the elderly in mainstream housing of the community as well. Providing of elderly communal housing through the modified general Construction Act rather than the present Elderly Welfare Act might be more helpful to encourage the access of general people in Korea. in Korea.

  • When rate of stated and public owned demesne in residential environment improvement is low under the limited resources of revenues, the new infrastructure for the maintenance of the existing estate has increased land reduction rate thus the place where lot of small estate find it difficult to accept as the feature of residential environment improvement. Although 'Diffusion model of residential environment improvement' which designed to overcome existing residential environment improvement, is middle of progress, there is not any suggestion made to solve problem caused by short of estate in order to maintain small estate and total Infrastructure. In feature of resident, we also notice ageing not only facilities and building. 'Elderly housing' can be presented as an alternative living style to solve housing and elderly matter which are caused by accumulation of individual estate and aging at once. Therefore, this research identifies resident's perception about elderly housing and recognizes task and potentialities that has to be solved in order to apply virtually to residential environment improvement.

  • The purpose of this study was to find out the moving motivation of senior cohousing inhabitants in Scandinavian countries, which experienced change of typical nuclear family structure and higher vocational activity rates of women, earlier than East Asian countries. Cohousing schemes were evolved as an alternative housing to reduce housework for working women, and to reduce loneliness of elderly people by promoting active mutual relationship among inhabitants in the community. This paper described why the elderly moved to senior cohousing in Sweden and Denmark. The project was carried out by social survey. 935 postal questionnaires were sent from April to May 2002 to 28 senior cohousing communities throughout Denmark and Sweden. Of those, 536 replies (57.3%) were collected and analyzed by SPSS program. 19 moving motivations were discussed connected with the variables such as characteristics of residents, community-initiative, and dwelling size. As a result ideology of senior cohousing, wanting to be free from housing management and physical attraction of the building could be interpreted as main reasons to make inhabitants move to senior cohousing community. The important variables affecting moving motivation were found out as living situation and community-initiative. This findings could be used for some information to architects, designers and decision makers who intend to develope senior cohousing projects in the near future in Korea as well as Scandinavian countries.
