Study on Privatization of First-aid Service Systems in Korea (우리나라 구급제도의 민영화 도입방안에 관한 연구)

  • This research put the point on deducing problems of our first-aid system and proposing improvement program. Now first-aid system has lots of weakness, such as short of speciality, limitation to raise finance. To improve these first-aid infrastructure must be expanded and improved, and it also needs enough effort for improvement of quality and arrangement of emergency medical treatment speciality. We should introduce commission to first-aid system so raise fund and make use of speciality. And also we should organize private partnership with hospitals or insurance companies, so that we can construct united system of first-aid system.

  • "Arbitration" is a procedure to settle a dispute over property rights or disputes based on non-property rights that the parties can resolve through a reconciliation, not by a judgment of a court, but by an award of an arbitrator, and is a kind of Alternative Dispute Resolution(ADR). Arbitration is the most representative and efficient ADR system in many fields, so by activating it, disputes can be resolved smoothly and ultimately, and social costs caused by a heavy increase in lawsuit can be reduced. Arbitration costs are often evaluated as 'cheap', but in reality, they can be similar to or exceed litigation costs. Nevertheless, unlike the Civil Procedure Act, which stipulates the litigation aid system for those who are hard to pay litigation costs, the Arbitration Act or the Arbitration Industry Promotion Act does not have the arbitration aid system for those who are hard to pay arbitration costs. However, considering ① the utility of arbitration compared to other dispute resolution procedures, such as litigation, ② the possibility of resolving trial delays through vitalizing arbitration, ③ the need to guarantee access to arbitration, ④ the feasibility of revitalizing arbitration by the arbitration aid system, it is necessary to introduce the Arbitration Aid System. To explain the details of the Arbitration Aid System, a person who intends to apply for arbitration or a party who continues arbitration could be the applicant. Regarding the judge, this paper suggests the establishment of a council for arbitration aid to prevent the possibility of prejudgment by the arbitral tribunal. Also, if the council accepts the application for arbitration aid, it would be appropriate for the arbitral tribunal to determine the allocation of arbitration costs considering the decision of the council and to include it into arbitral awards.

  • Aid-to-Navigation facility is important for maritime traffic safety. In Korea, for safe maritime traffic, the Ministry of Oceans and Fisheries is using an Aid-to-Navigation management system. The current Aid-to-Navigation management system displays information based on text, making it difficult to determine the impact if Aid-to-Navigation fails or an accident occurs. A simulator can be used to verify the placement of Aid-to-Navigation. However, real-time information is not applied and maintenance of the simulator is expensive. Additionally, the Aid-to-Navigation simulator cannot simulate effects of port backlighting. To improve these issues, we proposed an Aid-to-Navigation management platform based on digital twin technology. This system can predict failures by analyzing real-time sensor data collected from navigation signs. We plan to develop a function that can simulate Aid-to-Navigation placement. Aid-to-Navigation is expected to be managed efficiently by applying digital twin technology.

  • With recent advances in wireless communication and low-power miniaturized biomedical sensor and semiconductor technologies, wireless body area networks (WBAN) has become an integral part of the disaster aid system. Wearable vital sign sensors can track patients' status and location, thus enhancing disaster rescue efficiency. In the past few years, most of the literatures in the area of disaster aid system based on WBAN have focused on issues concerning wireless sensor design, sensor miniaturization, energy efficiency and communication protocols. In this paper, we will give an overview of disaster aid, discuss about the types of network communication as well as outline related issues. We will emphasize on analyzing six key issues in employing the disaster aid system. Finally, we will also highlight some of the challenges that still need to be addressed in the future in order to help the disaster aid system be truly and widely accepted by the public.

Aiding the operator during novel fault diagnosis

  • The design and philosophy are presented for an intelligent aid for a hyman operator who must diagnose a novel fault in a physical system. A novel fault is defined as one that the operator has not experienced in either real system operation or training. When the operator must diagnose a novel fault, deep reasoning about the behavior of the system components is required. To aid the human operator in this situation, four aiding approaches which provide useful information are proposed. The aiding information is generated by a qualitative, component-level model of the physical system. Both the aid and the human are able to reason causally about the system in a cooperative search for a diagnosis. The aiding features were designed to help the hyman's use of his/her mental model in predicting the normal system behavior, integrating the observations into the actual system behavior, or finding discrepancies between the two. The aid can also have direct access to the operator's hypotheses and run a hypothetical system model. The different aiding approaches will be evaluated by a series of experiments.

The Influence of Foreign Aid on Public Sector Efficiency: A Panel Data Analysis

  • Purpose: This paper examines whether foreign aid influences public sector efficiency in policy areas of administration, education, and stability. Research design, data and methodology: The study uses panel data of 77 aid recipient developing countries over the period 2000-2020 and employs various panel data techniques to estimate. Results: We found that a percentage change in foreign aid increases administrative efficiency by 0.02 to 0.04 on average ceteris paribus in the short run. On the other hand, a percentage increase in foreign aid decreases education efficiency by 0.005 to 0.006 on average. While the impact of foreign aid on the policy area of stability is insignificant. Conclusions: The empirical results of this study have important implications for both donors and aid recipient countries. It suggests that to get positive influence from foreign aid, in the area of education and stability, the recipient countries need to increase accessibility of secondary schools with quality education especially; technical and vocational. Also, the donor should provide a minimum threshold amount of foreign aid to developing countries for reforming the institutions' capacity building.

Analyzing the Effects of Korea's Grant Aid to Africa : Focusing on HDI (Human Development Index) (한국의 아프리카 무상원조의 효과분석 : Human Development Index에의 영향을 중심으로)

  • This study analyzes the effects Korea's grant aid to 53 African countries, focusing on its impacts on improving HDI (Human Development Index) of each recipient country, through panel data analysis. According to the OLS panel analysis, Korea's grant aid on information and communication (IC) sector showed positive and significant correlation with HDI, but aid on administrative system and environment showed negative correlation with HDI. Also, according to the fixed effect panel analysis, aid on IC sector showed positive correlation with HDI, but aid on administrative system showed negative correlation with HDI. In particular, effects of aid was different across the region. In North African region, aid on health improved HDI. However, in Sub-Saharan African region, aid on IC was more effective in improving HDI. This results imply that grand aid on Africa needs to be coordinated strategically across regions and sectors. This paper is meaningful in providing ways that can be mutually beneficial both to donor and recipient countries of grant aid.

Design of Vibrating Transducer for Implantable Middle Ear Hearing Aid (이식형 중이 청각보조기를 위한 진동 트랜스듀서의 설계)

  • In this paper, we analyzed the coil-magnet type vibrating transducer for the implantable middle ear hearing aid which is appropriate for patient's hearing level, and an experimental transducer system is designed For the objective and quantitative analysis of the transducer, a theoretical equivalent model containing coil, magneto and inner ear is developed To perform effective evaluation of the transducer, a transforming ratio Tr is introduced and its range that is suitable for practical implantable middle ear hearing device is foun4 The result of applying physical parameters of ear system to the proposed analytical model shows that frequency response of the coil magrlet type vibrator is predominantly governed by resistive impedance of the coil rather than inertia effect of the magnet and the inner parameters. In addition, we realized an experimental middle ear hearing aid system to show the theoretical validity of designed system and this will provide the basis of the development for actually implantable system.

The Escalation of Medical Aid Expenditure and the Degree of Contribution of Its Components in Korea(1992~1999) (의료보호 진료비의 증가양상과 진료비 구성요소별 기여도 변화 -1992년부터 1999년까지 의료보호 진료비청구자료를 중심으로-)

  • Medical Aid expenditure Increased rapidly at a higher rate than that of Medical Insurance during the period 1992-1999. To establish an effective cost containment strategy, knowledge of the cause and the nature of the increase of Medical Aid expenditure is required. The purpose of this study was to analyze increasing rates of Medical Aid expenditure by the components of medical expenses. Data were collected using the Medical Aid Statistical Yearbook during the period of 1992-1999. The major findings were as follows: 1. The annual mean increasing rate of Medical Aid expenditure between 1992 and 1999 was 22.8%, which exceeding that of Medical Insurance expenditure (17.5%) between 1992 and 1999. Since 1998, Medical Aid expenditure increased even more rapidly than in previous years, with the increase in number of Medical Aid beneficiaries. 2. Of Medical Aid expenditure, that of inpatient and outpatient annually increased 24.2% and 22.8% respectively and that of type 1 and type 2 increased annually 28.8% (outpatient) ∼29.9% (inpatient), 14.3% (outpatient) ∼ 15.5% (inpatient). Therefore, Medical Aid expenditure of inpatient and type 1 led the increase of Medical Aid expenditure. 3. Between 1992 and 1997, the frequencies of utilization per beneficiary and the charges per case positively contributed to the increase of Medical Aid expenditure while the number of beneficiaries contributed negatively, but since 1998, the number of beneficiaries increased and positively contributed to the increase of Medical Aid expenditure. 4. According to the analysis of the charges per case, the increase of the price index led to the increase of the charges per case but the days of medication and service intensity also contributed to the increase of the charges per case variably by year. Considering the above findings, factors associated with the Medical Aid system affected the increase of Medical Aid expenditure in addition to the general factors of the increase in medical expenditure. In conclusion, it appears that a more intensive cost containment strategy is required to control rapidly increasing Medical Aid expenditure. For this, more precise analysis and development of policy considering the effect of the number of beneficiaries and the increase of price index is needed.
