Due to the rise of Information & Communication Technology (ICT) adoption in many fields, it is necessary to diagnose the informatization situations of corporations in agriculture and give suggestions for improvement. For this goal, surveys were designed and conducted to understand the current informatization situations of agriculture corporations in Korea. The survey covers the plan for utilizing information technology, the establishment of infrastructure for information technology, IT application status, and its effect on their performance. The specific focus of our research is to segment the corporations by their type of industries and their level of sales and give differentiated managerial implications for each segment. This is because the type of informatization and information technology assistance they need highly depends on their industry type and sales level. Information and Communication Technology is now widely accepted by developing countries as a development tool in their efforts to alleviate poverty, enhance human development, and achieve Millennium Development Goals. Recognizing this untapped potential and development strategies incorporating ICT are being increasingly promoted and launched across the developing countries requiring a comprehensive ICT policy that plays a crucial rule, in particular, in the area of agriculture and rural development. While the potential advantages of ICT for development are enormous in developed countries, national policies of developing countries are yet to adequately reflect truly comprehensive and integrated strategies for harnessing and exploiting this potential. This paper tries to provide implication of ICT policy to the agriculture and rural development in developing countries, in particular through lessons learned from European Union (EU) IT policy. Through the examination of vital projects in the agriculture and rural development sectors and case study analysis of applied policies and strategies implemented in the European Union, this paper provides tangible examples and lessons for policy-makers and practitioners involved in the field. Hence, this study provides policy-makers the necessary tools, information and knowledge to facilitate the formulation and adoption of ICT policies and strategies in the agriculture and rural development sector.

Smart Farming has been regarded as an important application in information and communications technology (ICT) fields. Selecting crops for cultivation at the pre-production stage is critical for agricultural producers' final profits because over-production and under-production may result in uncountable losses, and it is necessary to predict crop production to prevent these losses. The ITU-T Recommendation for Smart Farming (Y.4450/Y.2238) defines plan/production consultation service at the pre-production stage; this type of service must trace crop production in a predictive way. Several research papers present that machine learning technology can be applied to predict crop production after related data are learned, but these technologies have little to do with standardized ICT services. This paper clarifies the relationship between agricultural consultation services and predicting crop production. A prediction scheme is proposed, and the results confirm the usability and superiority of machine learning for predicting crop production.
Future information and communication technology (ICT) is constantly evolving and converging in diverse fields depending on the wireless environment, and the trend is being further developed to increase the speed of wireless networks. Future ICT is needed in many areas such as active senior & solo-economy, hyper-connected society, intelligent machine, industrial boundary collapse, secured self, and the sharing economy. However, a lot of research is needed to solve problems such as machine learning, security, prediction, unmanned technology, etc. Therefore, this paper describes some technologies developed in the areas of blockchain, fault diagnosis, security, agricultural ICT, cloud, life safety and care, and climate monitoring in order to provide insights into the future paradigm.
Timely and appropriate water supply to paddy fields is crucial for efficient agricultural water management. In South Korea, 17,240 agricultural reservoirs supply approximately 60% of the agricultural water and play a pivotal role in irrigation and drought mitigation. These reservoirs are managed by the Korea Rural Community Corporation (KRC), which oversees 3,411 reservoirs, and various local governments, which manage 13,829 locations. Guidelines from the Ministry of Agriculture, Food and Rural Affairs (MAFRA) mandate the installation and operation of water level measurement instruments. Currently, automated water level facilities are installed in 1,734 reservoirs and 1,880 irrigation canals, generating water level data at ten-minute intervals. In this study, a survey was conducted to enhance the management of agricultural reservoirs by integrating advanced information and communications technology (ICT) into existing automated water level gauge systems. We propose directions for enhancing the automated water level gauges in agricultural reservoirs. The findings would provide foundational data for stable and systematic management of these gauges.
This study examines the effects of adopting Information and Communication Technology (ICT) in livestock farm management on farm sales revenue. Using the 2020 Census of Agriculture, Forestry, and Fisheries, a nationally representative data set constructed by Statistics Korea, this study focuses on a sample of 9,020 livestock farms in South Korea. We employ Propensity Score Matching (PSM) methods to address the potential selection bias between 2,076 farms that used ICT for livestock farm management and 6,944 farms that did not. The findings consistently show that the use of ICT significantly increases farm revenue, taking into account the selection bias. The utilization of ICT in livestock farms leads to a higher increase in sales revenue, particularly for farms with greater sales.

Owing to the development of information communication technology(ICT), there are many changes taking place in the agriculture sector. As an example, an effective agricultural activities with ICT have brought an increase in agricultural production. On the other hand, these technology investment activities are very costly. Until recently, the technology development has been made in agricultural technology development perspective. This view, however, has been changed to production increase in accordance with the crop growth conditions. In this paper, we propose a device which can maintain an optimal crop growing environment. It is economic by utilizing the existing facility of farmhouse and can reduce the cost of crop growth environment improvement.
In this knowledge based society, the debate on ICT has permanently shifted from 'why' ICT for development, to 'how' comprehensive and holistic ICT policies can unleash human potential and enhance people's capabilities to improve their lives. Recognizing this untapped potential and development strategies incorporating ICT are being increasingly promoted and launched across the developing countries. While the potential advantages of ICT for development are enormous in developed countries, national policies of developing countries are yet to adequately reflect truly comprehensive and integrated strategies for harnessing and exploiting this potential. This paper presents an analysis of National ICT policy of Bangladesh. Through the examination of ICT policy, in particular in the field of agriculture and rural development and analysis of applied policies and strategies implemented in these area, this paper identifies challenges and opportunities which provides lessons for policy-makers and practitioners involved in the field. This analysis reveals that the policy is inadequate to impact positively on the agriculture and rural development of Bangladesh. The policy places little emphasis on the integration and infusion of ICT in the country's agriculture and rural development. Policy implications and suggestions are offered to ensure maximum use of ICT potentials in the country's agriculture and rural development.
Purpose: In the current era of rapid development of the information and communication technologies (ICT) sector, the formation of an effective regulatory approach is important. There are some methodological shortcomings and difficulties in the approach system of international organizations that assesses the level of application of ICT in various areas in terms of quantity and quality. The basic element of economic growth differs according to the economic conditions prevailing in the period and the country. While the agricultural sector plays an active role in economic growth or development in an underdeveloped country, in a developed country, capital-intensive and even technology-intensive production is the main element of economic growth. From this point of view, the contribution of information and communication technologies (ICT) to Azerbaijan's socio-economy for the period between 2010-2020 will be examined. Research design and methodology: The unit root test and Granger causality test were applied by taking the CDPPC per Capita, Employment, and Unemployment Rate from the social-o-economic data as the dependent variable, fixed and mobile phone usage and internet usage as the independent variables. The principal results: According to the results obtained; It has been determined that the use of ICT positively affects the socio-economic economic situation.

For developing countries, ICT can be used as a tool for economic growth and social advancement in a short period of time. The benefits of ICT, however, are not only economic in nature. It can help improve professional skills, teaching quality, job creation, agricultural production, community involvement, and information use, personal relationships, and time use. These benefits are examples of how ICT has become an indispensable part of our lives. Myanmar is a developing country and is ranked low in the ICT Development Index. In terms of ICT development, Myanmar today is facing many issues such as a lack of telecommunication infrastructure, ICT awareness, electricity, and budget for ICT development. Among the economic reforms implemented by the recent government, the telecommunications sector has been opened up as a measure of economic reform. As a result of this reform, the telecommunications sector has been growing rapidly. Myanmar, however, remains behind other Asian countries. This paper discusses Myanmar's ICT infrastructure status, progress that has been made in the country's telecommunications over the last fifteen years, and the challenges that lie ahead.
