Survey Analysis of the Farm Machinery Accidents

  • A review of accidents involving farm machinery, which occurred in Korea during 2002, shows that $90.7\%$ of farm-work accidents and $9.3\%$ of traffic accidents were linked to agricultural machinery. The frequency of accidents per annum amounts to 72.2 out of 10,000 vehicles, $94.4\%$ of which relates to tillers and tractors. An analysis of the causes of the accidents revealed that $49.1\%$ of farm-work accidents were due to the tiller driver's fault or error. In the case of traffic accidents, $83\%$ of farm machinery mishaps were found to be due to violation of traffic regulations while $60.4\%$ of the farm machinery damage resulted from faulty driving or lack of safe driving practices. The average casualty count of farm machinery-related accidents is 1.39 persons per case, which consist of 0.07 deaths, 0.74 serious injuries, and 0.58 slight injuries.

해외의 농업안전보건지원 실태 및 국내정책의 함의 (The government official support status of the agricultural diseases, injuries and accidents among Korea and foreign countries and the implication of the agricultural policy of Korea)

  • Object: The purpose of this study was to survey the government official support status of the agricultural diseases, injuries and accidents among Korea and foreign countries and to suggest the agricultural policy of Korea. Methods: For this purpose, we analyzed the current national management support status among four foreign countries and Korea about agricultural diseases, injuries and accidents of farmers. For the foreign countries and the national support current status of agricultural diseases, injuries and accidents, related literature such as books, theses, articles, and web documents from the government organization of each countries were collected and analyzed. Key words for web-site and web documents were agricultural diseases, injuries, and accidents, government official system, safety and health, farmer's welfare, and farmer's official support system. UK, United States of America, France, and Japan were selected as the foreign countries' cases. Results and Conclusions: Implications for the agricultural diseases, injuries and accidents derived from the reviews among foreign countries and Korea were as follows: governmental supports should include (1) efforts on unifying administrative systems, (2) special support and management systems focusing on special subjects such as the agriculture that have been neglected, (3) aligned strategies including vision, goals, long-term plans about national safety and health projects, (4) development of supporting systems considering the features of agriculture, (5) systemized national surveys about occupational injuries and accidents for basic statistics and national studies, (6) active prevention efforts of agricultural diseases, injuries and accidents, and (8) specialized funds for safety and health of Korean farmers.

재해분석을 통한 농업토목공사의 공종별 위험성 평가 (Risk Assessment of Agricultural Construction Works using Accident Analysis and Analytic Hierarchy Process)

  • The accident risk at the construction workplace associated with agricultural engineering is comparatively higher than those of other fields due mainly to its complex work types and processes. Agricultural engineering deals with a variety of agricultural infrastructures from irrigation and drainage facilities to giant-scale coastal reclamation land infrastructures. The characteristics that most agricultural projects have conducted on a small-scale even worsen the situation drawing low attentions to risk management. Therefore, systematical risk assessment that focuses on details of agricultural construction work process is required in order to enhance safety management capacity and to prevent repetitive accidents ultimately. This study aims to categorize construction work types and processes of agricultural construction works, and to quantitatively assess the accident risk of them based on accident analysis. Regarding classification of construction works, actual 827 accident cases were thoroughly reviewed and coded by their construction site, facility and work type, project scale and so on. Most accidents (71.8 % of total cases) occurred in small-scale construction workplaces with less than 5 billion Korean won project budget. And those accidents related to agricultural infrastructure project (37.4%) and agricultural water development project (22.4%). In terms of work types, accidents frequently took place in form-work followed by pipe installation work, steel bar work and concrete work. The potential risks were compared with actual outbreak of accidents based on Analytic Hierarchy Process (AHP). The results show that the potential conditions of accident expected to be took place is somewhat different from the actual conditions where accidents actually happened. This implicates that risk management manuals or education needs to be adjusted by reflecting unexpected circumstances. Overall, this study is meaningful in that the results could be foundations as to strengthen risk management capacity for agricultural engineering projects.

  • This review was to suey the status of agricultural diseases, injuries and accidents among England, the USA, France, Japan, and Korea. For this purpose, detailed research objectives were to analyze the current national status of agricultural diseases, injuries and accidents in Korea and four foreign countries. To do so, related literature such as books, theses, articles, and web documents were collected and analyzed. The implications for industry and agricultural safety and health, diseases, occupational injuries and accidents of farmers thereby derived were as follows: 1) efforts on unifying administrative systems, 2) special support and management systems focusing on neglected subjects, 3) committees for collecting opinions and suggesting alternative policies on the behalf of various financiers, 4) aligned strategies including vision, goals, and long-term plans about national safety and health projects, 5) development of supporting systems considering the features of agriculture, 6) systematized national surveys about occupational injuries and accidents for basic statistics and national studies, 7) active prevention efforts against occupational injuries and accidents, and 8) specialized funds for the safety and health of farmers.

일 지역 농업인의 농작업 재해사고 (Agricultural Accidents in Farm Workers)

  • Purpose: This study was to obtain information regarding to agricultural accidents in farm workers in the Kyungpook area. Methods: A questionnaire survey was carried out for 528 workers from the 1st to 31st of March, 2007. Frequency, percentage, mean and chi-square test with the SPSS program were used to analyze the data. Results: The causes of agricultural accidents include falling(29.0%), overseeing(18.9%), traffic accident(17.4%), putting between machinery(11.7%), crashing(5.3%), fire (0.6%) in the order of frequency. Injuries from agricultural accidents include fracture(44.7%) cerebral bleeding (10.4%), amputation(7.0%), airway obstruction (2.3%) burn(1.9%), drug addiction(1.9%) in the order of frequency. The largest proportion of the subjects of hospital treatment were in their 50s and belonged to the group of high-level economic state. Agricultural machinery collision was the most frequent cause among the subjects of hospital treatment. Conclusion: These results suggest that carelessness can be a potential risk factor for agricultural accidents in farm workers. These findings may give useful information for developing agricultural accident prevention programs for farm workers.

Design of ICT-based Agricultural Safety Monitoring System Models

  • Objective: This study carried out base research to build an agricultural safety monitoring system through ICT convergence to reduce safety accidents and enhance welfare in life in the agricultural field. Background: The functions and values of rural villages as the space of living are recognized anew, but occupational accident rate due to farm work accidents is on the rise each year. Therefore, the seriousness of such a problem emerges. The convergence technology combining ICT is recently applied to industries overall, and therefore better services are offered. However, studies on ICT convergence has not yet been applied to the agricultural safety field. Method: This study identified ICT convergence service technology trends and representative serious accident types mainly occurring in agricultural activities. This study defined the major factors of farm work accidents and ICT to solve those accident factors including the sensor technology, wired/wireless communication technology and location information service, and applied them to prototype PCB for the development of an agricultural safety monitoring system. Results: This study proposed an emergency monitoring system for farmers and a harmful environment monitoring system. The ICT technology to prevent farm work accidents can be summarized as sensing technology, ICT and network technology and user interface technology. This study also designed PCB module configuration and situation judgment algorithm as basic research for proposed monitoring system development. Conclusion: The ICT-based agricultural safety monitoring research proposed in this study is expected to become the basis to build a future real time monitoring system, and also is expected to contribute to social safety and welfare service improvement for farmers. Application: The ICT convergence farmer accident prevention system will make contributions to the prevention of serious farm work accidents.

  • 본 연구에서는 농기계 사고 대책 및 안전에 대한 연구 동향을 파악하고 그 내용을 분석하였다. 농업기계로 인한 안전을 다룬 연구는 사고 현황 조사와 사고조사 방법의 문제를 제기한 연구들로 분류할 수 있었으며, 농기계 안전사고의 원인분석에 관한 연구들은 국가차원과 포괄적인 농작업 재해 테두리 내에서 다루어지고 있었다. 안전사고의 예방과 관리에 대한 연구는 농기계 종류에 따른 사용자 요구 분석과 관리적, 교육적, 재정적 지원책에 대한 연구들이 수행되고 있었다. 또한 보다 적극적으로 농기계 사고에 대응하기 위해서 고령자의 기능과 능력에 대한 연구의 활성화가 필요함을 알 수 있었다.

한우 농가의 농작업 안전보건 실태 및 안전관리 수준 조사 (A Survey on the Current Status of Safety and Health and of Safety Management Levels among Korean Native Cattle Farms)

  • Objectives: The present study was conducted to investigate farm work environments among farmers and examine the level of management of safety and health, and to subsequently produce study result to serve as foundational data for the development of guidelines on safety and health as part of the improvement of farming work environments among farmers raising Korean native cattle. Methods: The present study conducted a survey on farm work environments and the management of safety and health with 407 farmers engaged in Korean native cattle farming in selected regions in eight provinces. It also visited 10 farmers to verify the current status of farm work. Results: The survey results showed that 16.4% of the respondents experienced safety-related accidents due to farm work. The locations of the accidents were inside the cattle shed (71.4%) and facilities outside the cattle shed (19.6%). The types of accident showed collision with animals (35.7%), collision or contact with obstacles (27.1%), and musculoskeletal accidents due to heavy object handling (12.9%). The causes of the accidents were cattle (38.3%), cultivators and tractors (25.4%), facility tools in cattle sheds (9.0%), and slippery floors (6.0%). The damaged areas were hand (21.0%), spine (19.8%), lower limb (18.5%), and foot (17.3%). A self-diagnostic survey on respiratory diseases showed that 11.5% of the respondents experienced respiratory-related symptoms. The survey on safety and health during farm work showed that wearing personal protective equipment and response to emergency situations, which were needed to prevent safety-related accidents, were relatively low compared to the level of recognition of the need and awareness of safety issues. Furthermore, the field survey identified the current status of safety and health issues such as prevention management of collision accidents with cattle, how to handle heavy objects, and wearing of personal protective equipment. Conclusions: The present study identified safety-related accidents and problems in the management of safety and health among Korean native cattle farmers. In order to address the problem, it is necessary to not only provide guidelines on safety and health management which are appropriate to the characteristics of Korean native cattle farming work, but also to study the development of personal protective equipment.

양돈 농가의 안전사고 발생현황 및 안전보건 관리수준 (A Survey on the Present State of Occurrence of Safety Accidents and Safety and Health Management Levels Among Swine Farmers)

  • Objectives: The purpose of this study was to seek measures for improvement and management of farm work safety and health by conducting questionnaire surveys and on-site investigations to ascertain the present state of occurrence of safety accidents and safety and health management levels among swine farmers. In particular, the purpose of this study is to provide basic data for the establishment of measures for the management of safety and health suitable to the characteristics of related working environments. Methods: Questionnaire surveys were conducted among 223 farmers engaged in swine farming in 14 regions, and 10 farms were visited in order to implement multilateral methods, including in-depth interviews, along with field surveys. Results: The surveys indicated that 26.2% of all respondents experienced farm-work related safety accidents and body-reaction related accidents showed a high ratio at 31.1% of all respondents. With regard to cause materials of safety accidents, work other than that directly related to swine raising showed high ratios of safety accidents, with pigsty facility related accidents at 26.6%. Although most workers recognized the dangers latent in the working environments, their behavior and responses to the prevention of safety accidents were still insufficient due to a lack of understanding of safety and health management. In the survey on the present state of personal hygiene and wearing of protective equipment, workers were found to have been exposed to dangerous and harmful environments both inside and outside pigsties, but the actual states of their wearing protective safety equipment were very poor. Conclusion: Given the results of this study, swine farmers well recognize problems in their control of safety accidents and management of safety and health, but their knowledge about safety and health education and management guidelines was insufficient. Therefore, safety and health education, public relations, and customized personal protective equipment suitable for swine raising work should be developed in order to address the foregoing problem.

A Design for Summer Safety Shoes for Agricultural Work Using a Survey

  • Objective: This study aimed to find good design for summer functional farm shoes under the agricultural environment and working characteristics, which can help safe farm work and further promote the efficiency of working. Background: Most accidents at farms were overturn accidents caused by slipping or falling, and it was found that the main factors which caused the overturn accidents were inappropriate work shoes for the working conditions. These inappropriate work shoes often cause overturn accidents in the rural areas with steep paths. Method: A survey on work shoes was conducted with 174 farmers, and the outcome of this survey was used to find problems of work shoes and improvement ideas for the design of work shoes which can be used at farms. Results: Regarding the form of farm shoes, the ankle height was set at 6 inches to prevent the bending of the ankle and the inflow of foreign substances. The size and groove of the pattern of the outsole were extended to prevent catching of foreign substances. In the upper part, polyurethane and cordura were used in combination to secure air permeability, which was pointed out as the reason for the discomfort during the work wearing existing work shoes. Conclusion: Since farmers felt discomfort with the shoes which they were currently wearing, this study suggested a design of farm shoes by analyzing the important matters of the work shoes in development in order to improve such discomfort. Application: This study can help develop farm shoes that would practically ease farmers' burden of working at farm worksites and keep them safe.
