  • Considering the current rise in elderly population, institutions and facilities caring for the elderly are currently unable to satify the growing needs of the aged wanting the better qualities of life. Therefore, this study will analyze institutions and policies for the elderly in Japan, which has already experienced the rise in elderly population about 30 years earlier than Korea. Because the living conditions of Japan is somewhat similar to that of Korea, analyzing its solutions, both governmental and private, will help better understand the current situations of Korea and possibly offer guidelines as to better serve the growing demands of the aged. In Japan, the social welfare policies directed at caring for the elderly are mainly directed by the government: however, the private services tend to be more adroit at meeting the ever-changing demands of the elderly. Incidentally, the privately owned elderly homes of Japan are a major part of so called the "Silver Industries". The elderly home that are run by private corporations consititute 50 percent of all private institutions for the elderly. These homes tend tobe situated in a city, or near a city environment, serving 25 to 99 people. The types of such homes can be classified from A to D,E,F, reflecting the various services offered by such homes meeting the various demands by the elderly populatiov. Analyzing the social tred of Japan for theelderly, it can be said that the responsibility of the elderly should not only be relied upon the government, but to the society as whole, both public and private. The ever-changing demands of the elderly, wanting better qualities of life, can be better served by systematic analysis of the demands and the various solutions to such demands. • Purpose: This is a descriptive survey research study that identifies the intrapersonal, interpersonal, and organizational and community factors affecting the instrumental activities of daily living (IADL) in community-dwelling seniors. Methods: The study used data from a 2017 national survey of senior citizens, and includes 10,299 subjects aged 65 years or more. Complex sampling was performed to increase accuracy of the population, and hierarchical logistic regression was performed to identify the factors affecting IADL in seniors. Results: Amongst the organizational and community factors, we determined that the number of health centers, welfare facilities for senior citizens, hospital beds, and community sport facilities affected IADL in seniors, even after adjusting for intrapersonal and interpersonal factors. Conclusion: Helping seniors to maintain IADL independence for a longer duration is essential for their physical and social independence. Therefore, when establishing and developing policies for health promotion programs, efforts should be undertaken to actively reflect the level of IADL functions, and to create an accessible health and medical welfare environment by considering characteristics of senior citizens for operating programs.

  • The elderly people was over 8.3% in 2003. This seament is projected to grow to 14.4% by 2019(Aged society) and over 20% by 2026(Super aged society). As the elderly population is increasing and young population is declined social issues around elderly care are emerged in Korea. As a result of that, they are in the condition of poor system of the welfare of the old and it is the worst one in Korea. And because of the worst financial independence and difficulty in Korea, welfare facilities and medical instruments are so insufficient and deteriorated, so the quality of service is getting low. Furthermore the mortality of cancer is rapidely increased in recent years. So it is expected that the number of families who are caring for terminal cancer patient will be increased. We can not solve those problems only with government's policy such as to secure ample budget and to enlarge the aged welfare institutions. Definitely, to acheve the suggetions persistence concern about old people is most important, and family, community and national government should be linked to accomplish to goal. Accordingly, for this study attempts to provide conceptual framework of the respite care, spiritual care and home hospice, nursing home for the elderly. And this study is to discuss the necessity and effect about the construction of housing welfare infrastructure and to make a cooperation and linkage system among the aged welfare institutions, government and the aged welfare programs. As is well known, the issue of the increasing aged people is neither a matter of individuals nor of the family, but rather a complex matter of whol society. Therefore it can be resolved by the active participation of government. Conclusively this study tries to provide an direction of the improvement with regard to the welfare policy for the elderly. The study is as follwos: Chapters 1: The theological base, conception, essentiality, respite care, spiritual care and home hospice, nursing home for the elderly. Chapters 2: Definitions of respite care, spiritual care, hospice, patient of termina cancer and quality of life. And relations between respite care and nursing home. Chapters 3: The necessity of long-term care insurance and the perspectives of spiritual care. Chapters 4: Conclusions and summarizing(The directions of improvement of welfare policy for the elderly). To sum up, the problems of the aged people has not effects only to the aged people. This means that the problems of aged is the problems of the young generation today.

  • The reasons for studying the case of Japan are as follows. First, the increases in the aged population is similar to the case of Korea, and consumers are aging as the population ages. Second, the structure of industry in Japan is very similar to Korea, which describes the fact that the share of the manufacturing industry decreases but the service industry (e.g., medicine, finance, and insurance) increases. Third, Japan is considered as the best predictive model for forecasting the future of closed schools in Korea because the GNI gross income per capita is relatively close to the one of Korea among the several neighboring countries. The purpose of this study is to analyze the current extent of utilizing closed schools in Japan and, based on the analysis, to provide basic data on the use of closed schools in Korea in the future. The types of closed schools can be classified into education facilities, social welfare facilities, cultural facilities, public sports facilities, income growing facilities, and others. Based on the classification, the analyses of the characteristics of each type for the facilities are presented. and When the utilization status of closed schools in Japan is analyzed, 363 schools were utilized (51.4%) in 2003, means the lowest utilization rate of the target year, after that 4198 schools (70.6%) were utilized in 2015. The utilization ratio is steady increased.
