  • The purpose of this study is to suggest core values and principles of children's services in public libraries. The writer, for the purpose, investigate a number of children's service guidelines from national and international level. The writer suggests eight core values and nine mission for the children's services in public library with administrative principles of whole aspects of children's services.

A Study on the Situation and Management Method of Rural Informationization Village(Invils,) (농촌 정보화 마을 실태와 효율적인 운영방안)

  • Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. The strengthening of training rural people for the better utilization of computers b. The strengthening of the regulations on membership management and electronic commerce c. The establishment of the invil managers' job tenure d. The reformation of measuring the success or failure of an invil e. The integration of administrative offices centralized by invils f. The establishment of trust between administrative offices and invils g. the integration of experience villages and invil managing offices h. The revitalization of incentives to invils and experience villages i. The enforcement of cooperative offices among invils Policies to be implemented by the government: a. The revitalization of electronic commerce through invils b. The rationalization of selecting invils in an area c. The unification of various offices for rural informationization d. The construction of portal sites for rural areas e. The continuous training of IT leaders in rural areas f. The provision of pays to invil managers based on break-even points g. The transcendentalization toward the second new town movement

Expansion Strategy of Home Visit Nursing Services of Long-Term Care Insurance (노인장기요양보험 재가방문간호 서비스 개발과 확대 방안)

  • Purpose: This study aimed to investigate possible ways to expand the services of home-visit nursing through a review of the progress, achievements, and obstacles of home-visit nursing; a pilot project of an integrated home-service; the application of the Omaha System; as well as a case analysis of providing home-visit nursing services. Method: An integrated review was conducted using various source materials, including laws, previous studies, and a case analysis. Results: In case analysis of providing visiting nursing service, rehabilitation nursing, end-of-life nursing, and dementia care showed high nursing needs. It was necessary that the various home visit nursing services in the intervention area of the Omaha System, administrative services, case management, and center operation activities were all included in the payment systems of long-term care insurance. Conclusion: In the future, home visit nursing services of long-term care insurance should be reborn in the form of a center for integrated case management in the community, which would set long-term goals until the time of a client's death and encompass the realm of human rights for health, quality of daily life, and a dignity of life.

A Study on the Factors for Evaluating e-Government Portal Sites (전자정부 포털사이트 평가요인에 관한 연구)

  • By far, numerous e-government projects requiring huge investments have been conducted in Korea to increase the administrative efficiency and improve the service quality via Internet. However, there's little research focusing on methods and techniques for analyzing and evaluating the projects either to economically justify the investments or to assess the quality of the system and of on-line services to citizens. The purpose of this paper is to suggest a set of factors to take into account for evaluating e-government portals and to empirically test the factors to provide useful implications for building such portals. Based on the literature reviewed, we constructed a research model that includes content, public service, community, design, technology, and portal's attributes as independent variables and the user's satisfaction and the administrative efficiency as dependent variables. A reliability test revealed that the evaluation factors proposed in the paper are sufficiently reliable, and a multi-regression analysis indicated that five hypotheses should be accepted. The findings of the study suggest that emphasis should be placed on public service quality and portal site attributes, among others, when implementing portals.

  • The purpose of this study is to analyze content of curriculum for Office Administration offered in many Secretarial Science & Office-related department at junior colleges. To analyze the curriculum Office Administration, the study focuses on IAAP's contents of Office Systems and Administration and NVQs' contents of Office Administration. which has been selected as a subject for national vocational qualifications in USA and Britain separately. The result of this study are summarized below: 1. IAAP's contents of Office Systems and Administration is divided into two main categories which are an Office Technology and an Office Administration/communication. 2. Whereas, Britain's NVQs contents of Office Administration is divided into 4 parts, which are Basics Concepts in Administrative Office Management, Managing Human Resources, Managing Administrative Services, and Managing Administrative Systems. 3. To provide indepth knowledge of Office automation in today's office environment, the curriculum of Office Administration should include both the theoretical and practical aspects of office works.

  • This study was intended to analyze whether there would be difference in awareness of the Evaluative Accreditation System(the administrative procedures of Evaluative Accreditation, the effect of Evaluative Accreditation, and the preferred public support types for encouraging participation in Evaluative Accreditation) between child-care directors and teachers, and among the types of child-care centers. The questionnaires were administrated to 168 child-care directors and 423 child-care teachers in Gyeonggido. Data analyses were conducted by descriptive statistics, the chi-test and the t-test. The main results were as follows. First, there was significant difference in awareness of the administrative procedures of Evaluative Accreditation among the types of child-care centers. Second, there was difference in awareness of the effect of Evaluative Accreditation on child-care service areas between child-care center directors and teachers, and among the types of child-care centers in terms of child-care services. Third, in terms of the preferred public support for the encouragement of participation in Evaluative Accreditation, there was difference between child-care center directors and teachers, and among the types of child-care centers.

A Study on Association between Type of E-commerce and Demographic variables

  • Purpose - The purpose of this study is to comprehensively understand the recent status of domestic e-commerce market and provide useful information for the revitalization of domestic on-line economy. This study looks over the association between type of e-commerce and demographic variables for each purchase ordering and sales order business. The demographics under consideration is administrative district, occupation and business organization type and type of e-commerce is B2B, B2C and B2G to deal with. Research design, data, and methodology - From January 2017 to December 2017, about 14000 samples are extracted from all businesses with experience in purchasing or selling products or services through e-commerce. The association between the two categorical variables considered by using two major statistical techniques such as chi-square test and correspondence analysis can be quantitatively and visually detected. Result - This study shows the association between the type of e-commerce with the administrative district and the occupation is completely different, but B2B and B2C are identical for organization type, with respect to both purchase and sales orders.   • Today, administrative legislation is becoming more and more important in that it not only sets the legal life relationship of the people in great detail and detail, but is closely related to the occurrence, extinction, and alteration of rights and obligations held by prisoners. In the United States, the types of administrative legislation are divided into substantive and interpretative regulations, so-called substantive regulations, which give prior notice and opportunity to comment on interested parties through formal or informal administrative procedures in accordance with Article 553 of the Federal Administrative Procedures Act. On the other hand, the interpretation regulation, which is "the regulation established by the Administration for the simple interpretation of statutes," does not require prior notice or comment because it does not affect the people's rights obligations. The Azar v. Allina Health Service, 587 U.S. 1804, 2019 ruling by the U.S. Constitutional Court, subject to this research paper, is about a dispute over a new decision to require Medicare to determine the amount of compensation for care providers that provide medical services for the poor, and should the regulations be regarded as substantive under the Administrative Procedures Act and should not be given a hearing or a simple internal process for processing. Given that the current administrative procedure law of our country stipulates the procedures for administrative pre-announcement through Articles 42.1 and 44.1, but that our courts have not judged violations of legislative pre-announcement procedures under the Administrative Procedures Act so far as to judge the illegality of administrative legislation, the dispute of the U.S. Constitutional Court will provide new implications for controlling legal orders beyond simple legal interpretation and has great significance in terms of readjustment of relevant regulations under future administrative procedures.

Empirical Investigation of the Relationship between the Operational Competence of Service Providers and the Use and Adoption of Mobile Commerce

  • This study models the operational competence of mobile service providers as an endogenous factor that presumably impacts the mobile commerce (m-commerce) adoption of consumers and examines the relationship between the perceptions of consumers toward the operational performance of m-commerce providers and their m-commerce adoption likelihood. Quantitative research is applied with data collected from wireless Internet consumers in South Korea. The data is analyzed using factor analysis and structural equation modeling methods. The findings suggest that the operational competence of m-commerce providers is a significant antecedent to the m-commerce use and adoption of consumers in Korea. In this environment, the operational competence of mobile service providers in managing facilities, equipment, systems and technology plays a central role in enhancing m-commerce use and adoption. Based on the results, important managerial implications are discussed.

  • Cancer registries have fundamental roles in cancer surveillance, research, and health services planning, monitoring and evaluation. Many are now assuming a broader role by contributing data for health-service management, alongside data inputs from other registries and administrative data sets. These data are being integrated into de-identified databases using privacy-protecting data linkage practices. Structured pathology reporting is increasing registry access to staging and other prognostic descriptors. Registry directions need to vary, depending on local need, barriers and opportunities. Flexibility and adaptability will be essential to optimize registry contributions to cancer control.
