The purpose of this study was to research the current home delivered meal (HDM) service programs for seniors living in the community. Fifty seven centers which operated a HDM service program were surveyed with respect to their administrative structure, menu management, food purchasing and production management, hygiene and equipment and facility. -Statistical data analyses were completed using the SAS 8.1 program for descriptive analysis and t-test. The results showed that 55 percent of the study group were from 70 to 79 years old. All of the participants received free HDM. As a result of the meal cost analysis, the meal cost at 56.1% of the HDM service centers was from ₩2,000 to ₩2,499 per meal. A total of 68.4% of the HDM service centers were operated without the services of a dietitian. According to the menu analysis, all nutrients except Vitamin B2 were at levels of more than 33% of the Recommended Dietary Allowances for Koreans. Although 96.6% of the HDM service centers required a therapeutic diet menu for the health of the elderly recipients, 68% of the directors responded that they could not afford to serve therapeutic meal. Food purchasing, menu planning and other foodservice management processes were handled by non-professionals, such as volunteers, cooks or social workers. Forty two percent of the HDM service centers never used standard recipes. For determining portion sizes, 75.4% of the HDM service centers depended on personal experience. Finally, the current HDM service programs for the homebound elderly were not operated systematically. It is suggested that professionally trained personnel should be included among the staff members to provide a more effective HDM service. The HDM service programs should be supported financially and systematically by the government.
The purpose of this study is to examine the current congregate meal service program for homebound elderly. One hundred three meal service centers in charge of the congregate meal service programs as part of the elderly foodservice program were surveyed for administrative structure, menu management, food purchasing and production management, hygiene, equipment, and facilities. The meal cost of 54.4% of the congregate meal service centers ranged from ₩l,500 to ₩l,999 per meal. A total of 81.5% of the centers were operated without the services of a dietitian, and food purchasing, menu planning and other foodservice management processes were handled by non-professionals, such as volunteers, cooks or social workers. Although 88.3% of the centers required a therapeutic diet menu for the health of the elderly, most directors (77.6%) replied that in their current status they could not afford to serve therapeutic diets. These results suggest that financial and systematic supports by government is very necessary. Fifty-five percent of the centers never used standard recipes. For determining portion sizes, 93.2% of the congregate meal service centers depended on the personal experience of the personnel. Finally, the current congregate meal services for the homebound elderly were not operated systematically. To improve the elderly food service program, it is strong1y recommended that it be managed by Professionals.
Purpose: Job satisfaction, spouse support, parenting stress, and the factors that influence parenting stress in female fire fighters with preschool-aged children were examined. Methods: Data were collected from 180 female fire fighters who worked at the fire station from June to July 2013 and had preschool-aged children. Data were analyzed using SPSS WIN 21.0. Results: Average job satisfaction was 2.81, spouse support was 3.54, and parenting stress was 3.61. Parenting stress was negatively correlated with spouse support and job satisfaction. Job satisfaction and spouse support were positively correlated. Factors influencing parenting stress included employment period (${\beta}$=0.093, p <.05), a husband who is not a fire fighter (${\beta}$=-8.971, p <.05), having three children (${\beta}$=27.395, p <.05), delegating childcare to relatives (${\beta}$=9.605, p <.05), income (${\beta}$=-0.920, p <.05), and spouse support (${\beta}$=-0.589, p <.05). Conclusion: To reduce parenting stress and increase job satisfaction, female fire fighters with preschool-aged children should be assigned to stable administrative work instead of stressful on-site work. Husbands who are fire fighters should take advantage of paternity leave, implemented by the Ministry of Public Safety and Security, to increase their active participation in parenting.
The main purpose of this article is to analyze the managerial performance of small and medium-size hospitals that are specialized in certain areas of medical services. Data of 189 hospitals were obtained from the data file of Korea Institute of Health Services Management The items include general characteristics of the hospitals, fianancial reports, and utilization records. Degree of specialization is measured by concentration(Herfindahl) index, and the sample hospitals are accordingly classified into specialized and unspecialized groups, by means of cluster analysis. These groups are compared in terms of various measures of managerial performance, which include several profitability indices such as operating margin, return on assets(ROA), and return on equity(ROE). To examine the relationship between specialization and managerial performance, we estimate the regression model, where the profitability indices are used as the dependent variables and the concentration index as the independent variable, controlling for the hospital characteristics such as size, type and location. Also, we perform 'Du Pont' analysis, to investigate the basic elements that can explain the differences in profitability between specialized and unspecialized hospitals. Major findings are as follows: 1. Managerial performance is better for the specilized hospitals than the unspecilized, in all aspects of profitability(operating margin, ROA, ROE). 2. Regression analysis suggests that there is a positive, statistically significant relationship beween the degree of specialization(i.e. concentration) and hospital profitability. 3. Main reason for the higher profitability of specialized hospitals lies in lower expenses rather than higher revenue. 4. In particular, personnel and material expenses are significantly smaller for the specialized hospitals, and this result seems to stem from the efficiency of operating fewer lines of business.(some kind of 'economies of scale') 5. Specialized hospitals also have fewer employees compared with the unspecialized, especially in administrative departments, which implies their efficient personnel management.
This study conducted topic modeling, association analysis, and sentiment analysis focused on text mining in order to reflect regional characteristics in the process of establishing an information plan in Chungcheongbuk-do. As a result of the analysis, it was confirmed that Chungcheongbuk-do occupies a relatively high proportion of educational activities to bridge the information gap, and is interested in improving infrastructure to provide non-face-to-face, untouched administrative services, and bridge the gap between urban and rural areas. In addition, it is necessary to refer to the fact that there is a positive evaluation of the combination of bio and IT in the regional strategic industry and examples of ICT innovation services. It has been confirmed that smart cities have high expectations for the establishment of various cooperation systems with IT companies, but continuous crisis management is necessary so that they are not related to political issues. It is hoped that the results of this study can be used as one of the methods to specifically reflect regional changes in the process of informatization.

Background: The purpose of this study is to identify the factors infecting the medical care utilization from a new perspective by newly classifying the categories of administrative districts using the urban decline index and medical vulnerability index as indicators. Methods: This study targeted 150,940 people who used medical services using the 2015 cohort database (DB), 2010-2015 urban regeneration analysis index DB, and 2014-2015 public health and medical statistics DB. The decline of the region was classified using the urban decline index typed using k-means clustering and the medical vulnerability index typed using the quantile score calculation. Regression analysis was performed 3 times with medical expenditure, length of stay, and the number of outpatient visits as dependent variables. Results: There were 37 stable region (47.4%), 29 health vulnerable region (37.2%), and 12 decline region (15.4%). The health vulnerable region had lower medical expenditure, fewer outpatient visits, and a higher length of stay than the stable region. The decline region was all higher than the stable region but had no significant effect. Conclusion: The factors that cause the health disparity between regions are not only factors related to individual health behavior but also environmental factors of the local community. Therefore, there is a need for a systematic alternative that properly considers the resources within the community and reflects the characteristics of the population.

Nowadays more and more attention is paid to digital technologies, digitization, and the digitization of public services in particular. Progressive countries aim to build "digital" governance and a digital economy. In this aspect, the international experience of using digitization in the field of public administration, including in local self-government bodies, plays an important role. Therefore, it is important to analyze the international legal experience of the functioning of local self-government in the conditions of digitization. The purpose of the work is to study the international legal experience of the functioning of local self-government in the conditions of digitization. The object of the study is local self-government in the conditions of digitization through the prism of international legal experience. The subject of the study is social relations that arise, change, and cease during the implementation of digitization in local self-government in Ukraine and foreign countries. The research methodology consists of such methods as the method of philosophical hermeneutics; dialectical method; classification method; comparative method; target method; method of documentary analysis; generalization method. Research results. As a result of the conducted research, the international experience of the functioning of local self-government in conditions of digitization was analyzed. In particular, the impact of digitization processes on the course of the decentralization reform in Ukraine is summarized. Also, from the analysis of international experience, a conclusion was made about the potential possibility of reducing the existing gap in the process of communication between the central government and united territorial communities thanks to the introduction of the latest technologies in the field of administrative services, to stimulate innovative and economic development of regions, attracting the attention of businesses and potential investors, as well as the functioning of more open local authorities with electronic communication tools.

This study aims to derive the life service supply structure in rural areas of Jeollabuk-do through the analysis of the centrality of life service in Eup/Myeon central area. In addition, mutual relationship between the settlement system in rural areas and the current status of the supply of living services in Eup/Myeon areas were also analyzed. In particular, in this study, the entire administrative districts of Jeollabuk-do are intended to be established as a single wide area unit, breaking away from the current status of living service supply at the Si/Gun level. This study mainly conducted with three points. First, the spatial range of Eup/Myeon central districts with centrality in terms of living service supply was established. Second, the hierarchical structure of the living service supply system in the rural areas of Jeollabuk-do was investigated through the analysis of the living service supply level based on the centrality and geographical distribution in Eup/Myeon central districts. Based on the analysis results, the central place system of rural areas in Jeollabuk-do was established in terms of living service supply. Third, through the analysis of the living service functions distributed in the central area, and the type of living service supply by hierarchy was identified.

This study attempted to analyze the deposit stations in Japanese Colonial Era of Korea. To do this, this study reviewed the related literature such as articles, records, statistics, books and reports selected from databases, archives and libraries. The deposit stations were categorized by the colonial governmental bodies that included the central and local governments, by the non-governmental bodies that included the quasi-public organizations, the anti-Japanese organizations and the others and religious organizations and by the public libraries. These deposit stations were analyzed according to the time and purpose of establishment, the audience and area of the services, the ways of the services and the theme and quantities of the collections. Finally, the study could find that the deposit stations were widely adopted to supplement the lack of a library infrastructure by various administrative bodies and non-governmental bodies in Japanese Colonial Era of Korea.
The IT environment is changing due to the acceleration of digital transformation in enterprises and organizations. This expansion of the digital space makes centralized cybersecurity controls more difficult. For this reason, cyberattacks are increasing in frequency and severity and are becoming more sophisticated, such as ransomware and digital supply chain attacks. Even in large organizations with numerous security personnel and systems, security incidents continue to occur due to unmanaged and unknown threats and vulnerabilities to IT assets. It's time to move beyond the current focus on detecting and responding to security threats to managing the full range of cyber risks. This requires the implementation of asset Inventory for comprehensive management by collecting and integrating all IT assets of the enterprise and organization in a wide range. IT Asset Management(ITAM) systems exist to identify and manage various assets from a financial and administrative perspective. However, the asset information managed in this way is not complete, and there are problems with duplication of data. Also, it is insufficient to update of data-set, including Network Infrastructure, Active Directory, Virtualization Management, and Cloud Platforms. In this study, we, the researcher group propose a new framework for automated 'Comprehensive IT Asset Management(CITAM)' required for security operations by designing a process to automatically collect asset data-set. Such as the Hostname, IP, MAC address, Serial, OS, installed software information, last seen time, those are already distributed and stored in operating IT security systems. CITAM framwork could classify them into unique device units through analysis processes in term of aggregation, normalization, deduplication, validation, and integration.
