This study examined the co-occurrence of child maltreatment and domestic violence in South Korea, using the administrative data from Korean Child Protection Services. Existing literature showed that the co-occurrence rate was high and that the co-occurrence was important in prevention and intervention for child maltreatment. However, few studies have investigated the co-occurrence of child maltreament and domestic violence in South Korea. None of the studies have examined the co-occurrence from the perspective of child protective services. This study analyzed the rate of co-occurrence among abusive families involved with Korean Child Protective Services and examined the relationship between domestic violence and child maltreatment. Results showed that 21.4% of the abusive families had also experienced domestic violence. Various characteristics(i.e., detailed abuse characteristics, psychosocial characteristics of perpetrators) differed between co-occurrence families and maltreatment-only families. Domestic violence was a significant predictor of child maltreatment, but the detailed relationships differed according subtypes of maltreatment. Based on the results, implications for theory and service integration between services for domestic violence victims and child protective services were discussed.

This study used secondary data of the Illinois Subsidized Guardianship Waiver Demonstration, Chicago Public Schools and administrative data of the Illinois Department of Child and Family Services. Multiple regression analysis was the main statistical method. Results revealed a positive effect of foster parents' expectations on educational achievement of foster children without disabilities. Among types of educational involvement, 'direct educational activities' showed a positive effect on math and 'supervision reported by children' showed a positive effect on reading achievement. Among indices of the quality of relationship: the presence of kinship ties, permanence achievement, and level of affection between foster parents and children, only level of affection had a significant positive association with both math and reading achievement.

The need for network protection, accounting and resource management in foreign administrative domain requires appropriate security services. In this paper, we propose an access control protocol to support the authentication between mobile node and visiting subnet. Our hybrid way of approach aims to reduce computational overhead and minimize the use of network bandwidth. We also propose non-certificate based public-key cryptography to provide non-repudiation, which does not require CRL retrieval and certificate validation.

When the international insurance market is expected to change rapidly, the insurance barriers of some key countries in OECD have been studied. Many foreign insurers within the U.S. can enjoy national treatment in their market access, establishement and operations. but it can be viewed as an easy country to access and operate when we understand socio-cultural surroundings more deeply than their laws and regulations Japan, our neighbourhood is seeking the liberalization in the provision of international insurance services by the new insurance law in 1996. However, its main barriers are the official gazette and rules of the administrative authorities. EU, after the intergation, is running after the supervision of home country, to say nothing of the liberalization and the deregulation. The particular protectionist measure might be justified by the corresponding rationale.

An informatization evaluation is becoming a major issue among vocational colleges, as the 21th century begins. This century is characterized as Knowledge and Information era. Thus it is popular for administrative organizations to use Information Technologies as major tool to innovate themselves. The main objective of this study is develop evaluation indexes on applications of information technologies for vocational colleges because they must operate their education services by using management principles. Four major indexes were recommended to evaluate their information environment of educational service as follows. 1. Strategic Information System 2. Environmental Factors of Information System 3. Informational Resources 4. Utilization of Information Technologies Each index has 4 variables to identify the level of informatization and every variable is consisted of several questions. Such an evaluation system will be applied for vocational colleges to know their own situation of IT application and to develop managerial strategies by using IT. This system also will be useful to compare you with your potential competitors and to find appropriate polices of IT application by measuring the indexes at different points of time.

The argument about enlarging or limiting the function of the Korea Maritime Police. Agency (KMPA) has been and will be repeated. In this paper, the author highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support far it. And he urges KMPA to change the organizational culture for maintaining its identity and characteristics as a lead maritime agency by practising a scientific management system for maximizing cost-effectiveness of its administrative resources. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organizational structure to meet the future competition in the changing political and legal environment. he concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.

The medical industries are integrated with information technology with mobile devices and wireless communication. The advent of mobile healthcare systems can benefit patients and hospitals, by not only providing better quality of patient care, but also by reducing administrative and medical costs for both patients and hospitals. Security issues present an interesting research topic in wireless and pervasive healthcare networks. As information technology is developed, many organizations such as government agencies, public institutions, and corporations have employed an information system to enhance the efficiency of their work processes. For the past few years, healthcare organizations throughout the world have been adopting health information systems (HIS) based on the wireless network infrastructure. As a part of the wireless network, a mobile agent has been employed at a large scale in hospitals due to its outstanding mobility. Several vulnerabilities and security requirements related to mobile devices should be considered in implementing mobile services in the hospital environment. Secure authentication and protocols with a mobile agent for applying ubiquitous sensor networks in a healthcare system environment is proposed and analyzed in this paper.

행정기관 VoIP 서비스는 현재 PSTN망과 인터넷망을 활용하여 기존 전화망보다 저렴한 가격에 음성통화를 할 수 있게 해주는 서비스로 확대되고 있다. 하지만 공공의 보안이 유지 되어야 할 행정기관 VoIP의 경우 보안취약성에 대한 문제들이 발생하고, 해커의 공격을 받을 가능성이 높다. 본 논문은 행정기관에서 유 무선 인터넷을 이용하여 VoIP 서비스 이용 시 발생할 수 있는 침해사고 유형을 분석하고 도청 공격을 실시하여 취약점을 분석한다. 행정기관용 Smart Phone으로 VoIP 취약점을 분석을 위하여 OmniPeek와 AirPcap 장비가 설치되어 있는 실험실 환경에서 도청 공격을 실시한 다. 도청 공격에 따르는 Packet을 분석하고, IP을 확인하여 공격에 의한 침해사고로 도청이 이루어짐을 시험으로 증명한다. 본 논문의 연구는 행정기관뿐 아니라 일반사용자의 Smart Phone과 VoIP 서비스 보안성 강화에 기초자료로 제공 될 것이다.

In urban life, an interest in safety and demands for safety information about crimes and traffic are increasing. As well, communication on the internet is so active. In this study, we analyze web sites in US, UK, and JP, which have started safety map services, and then we provide basic material for the introduction of safety map into Korea. According to the analysis result, in US and UK, the safety map web sites are administered by the government and provided to the general public. The geographical area is provided around administrative districts and statistical data. In JP, The safety map web site provide not a one sided service but the service that user can directly take a part in, and also there is an web site for crimes against vulnerable people.

The purpose of the present study is to build a model to determine the structure of long-term quasi-optimal rates of local and toll telephone services. The outline of this study is as follows : Telephone business, providing social goods, is capital-intensive industry which needs huge fixed cost to operate exchanges and telephone networks nationwide. The nature of above industry justifies the market structure of telephone business to be natural monopoly and makes a good reason for government's direct regulation, that is, price regulation. Three is a gap between the present rates and the quasi-optimal ones because some administrative processes intervene in rate making process before execution. On the above diagnostic basis, the present study made an empirical test for the optimality of present rates structure in connection with Ramsey-Boiteux model to maximize the sum of producer's and consumer's surplus and also the current study proposed a qusasi-optimal rates structure for better market performance. From the empirical analysis, we can deduce a policy recommendation the local price should be increased to 47% whereas toll price decreased to 24% in order to improve the net welfare worth of 32.6 billion won.
