An overall responding security-centered framework is necessary required for infringement accidents, failures, and cyber threats. On the other hand, the correspondence structures of existing administrative, technical, physical security have weakness in a system responding to complex attacks because each step is performed independently. This study will recognize all internal and external users as a potentially threatening element. To perform connectivity analysis regarding an action, an intelligent convergence security framework and road map is suggested. A suggested convergence security framework was constructed to be independent of an automatic framework, such as the conventional single solution for the priority defense system of APT of the latest attack type, which makes continuous reputational attacks to achieve its goals. This study suggested the next generation convergence security framework to have preemptive responses, possibly against an APT attack, consisting of the following five hierarchical layers: domain security, domain connection, action visibility, action control, and convergence correspondence. In the domain, the connection layer suggests a security instruction and direction in the domains of administrative, physical and technical security. The domain security layer has consistency of status information among the security domain. A visibility layer of an intelligent attack action consists of data gathering, comparison and decision cycle. The action control layer is a layer that controls the visibility action. Finally, the convergence corresponding layer suggests a corresponding system of before and after an APT attack. The administrative security domain had a security design based on organization, rule, process, and paper information. The physical security domain is designed to separate into a control layer and facility according to the threats of the control impossible and control possible. Each domain action executes visible and control steps, and is designed to have flexibility regarding security environmental changes. In this study, the framework to address an APT attack and load map will be used as an infrastructure corresponding to the next generation security.
The Government confirmed the action planning of digital mapping project for major thematic maps based on ‘Revised Plan for The Development of the National Geographic Information System’(NGIS). Mapping for major thematic maps was begun in 1998 when digital mapping project for topographic maps finished due to the delay of the action planning, and will selectively have produced the essential digital thematic maps according to the frequency of usage. The models of topographic-cadastral maps and administrative boundary maps around Suwon were produced in accordance with the presented draft. We presented specification for production of the most appropriate topographic-cadastral maps and administrative boundary maps through the analysis of the process of production, discussion and error check, and correction of the produced topographic-cadastral maps and administrative boundary maps. And we could make it easier to develop digital mapping project of topographic-cadastral maps and administrative boundary maps effectively by presenting the strategy for data input and maintenance, the cost model for carrying out the digital thematic map production, digital topographic maps, and the supplement of data model and data format. Topographic-cadastral maps has a wide range of usage but a lot of difficulties in the process of production and map update under use. So it seems that the study on users, university, private sector and municipal self-government must follow for promoting the use of topographic-cadastral maps.
Using qualitative methods hinged on urban dynamics models, the paper addresses major issues concerned with new administrative capital construction. It tries to summarize the existing debates on new administrative capital construction and reinterpret diverse interacting factors in terms of reinforcing or balancing feedback structure. The paper suggests that understanding up on the dynamic mechanism imbedded in circular causal loop diagrams is the key to set up appropriate proposals and action plans for the new administrative capital, as they would reveal complicated linkages between the Capital Region and the rest, in addition to the urban dynamic of new administrative capital. In the same context, the paper can confirm similar features reflected in the relocation of capital functions at Canberra, Australia and Berlin, Germany. It has paid special attention to the fact that both Australian and German governments altogether stress the positive feedback loops as they have overcome unprecedented political confrontation among rival cities: Basically, they have encouraged gives-and-takes among major stake-holders. These research findings indicate that the future of new administrative capital construction depends on consensus buildings that can accommodate socio-economic and territorial changes between pros and cons. Although further researches and validations are needed, the system approach presented in this paper could assist Korean decision-makers in developing robust and responsive policy initiatives under uncertainties.
According to the current law of national health insurance, the Minister of Health and Welfare can impose a suspension of business or license, and a fine with medical institutions who violate the law. In case that medical institutions raise an action for ity with each penalty, they ask for replacing the suspension of business with a fine during the pendency of the action. But there is a long gap of time between an offense and administrative measures. One violation cause several types of administrative measures (suspension of business or fine, suspension of license etc.) and different government departments impose these penalties. It takes a lot of time to organize their opinions and they are liable to impose penalties after considerable space of time because of overwhelming tasks. Then the medical institutions can sustain a loss by getting unexpected administrative measures after their offense against the law. Thus, this article review whether extinctive prescription apply to the right of imposing fine on the law of national health insurance or not. Meanwhile, we have no regulations imposing a same fine to co-representatives of medical institution who infringe the law of national health insurance. On this point, this study review whether they have equal duty on that or not.
Purpose: School safety has recently become an important issue. In order to make a school environment safer, surveillance cameras have been installed in the facilities. The number of installations has been increasing rapidly since they have been considered widely recognizable and highly effective. However, conflicts between faculty and staff in installing and operating the system have also been increasing. In terms of school safety, these individuals'' cooperation is more than necessary. It is judged that looking into how they perceive the system could provide us with some suggestions on how to manage the related issues. The purpose of this study is to understand the perspective of faculty over closed-circuit television (CCTV) and make suggestions by analyzing their actions. Approach: In order to achieve the research objectives, I surveyed administrative actions such as the processing of official documents and CCTV policies for teachers and administrative staff of public schools in the Sejong Office of Education. In addition, I analyzed the behavior of those managing personal information and school safety-related documents along with the degree of complying with the policies. Finding: First, the correspondence rate of documents was high when there were designated document processors. Second, the acceptance level of documents in preschool was relatively low when there were designated processors. Third, the degree of accepting the policies and complying with them was higher in newly established schools than in existing schools. I found differences in the perception of how to handle the CCTV operations and the related work among the two groups of participants. In addition, I made suggestions on how to resolve the conflicts between them. Value: In this study, the education authorities quantified and measured the recognition and acceptance of faculty and staff regarding CCTV at each school level. Results showed that the active role of education authorities can make positive changes in how faculty and staff perceive the CCTV system and the problems surrounding it through school administrative action. In this regard, these results are meaningful in reducing the conflicts among the two groups and improving the organizational culture.

The purpose of this study is to diagnose the changes, complexity and ill effects of the public library administrative system in Korea, to analyze its previous research and improvement issues, and to suggest reform plans and subsequent action. To do so, the author has proposed a unification model for the library administrative system, the library status in the local administrative organization, and the library management plan of the local government. And the author has suggested various subsequent actions for the unification of the library administrative system, that is, the transfer of property, relief of the financial burden, removal of the disadvantages caused by the status change, adjustment of the library director's position, improving the personnel system of librarianship, and amendments to the relevant laws and regulations.
Currently, many punitive damages (or statutory damages) and class action laws are discussed in relation to the consumer damage relief system. It is in the background of the argument that the introduction of such a victim relief system will solve many small and large consumer damages. There are many cases in which the punitive damages compensation or the class action system are introduced in relation to the food safety damage naturally. Although the introduction of such a system can clearly help the consumer to relieve large-scale damage, it can not solve all the problems at once because the company can reject the system despite the introduction of such a system. In particular, class action lawsuits should have the same type of damage, but most of the damage caused by food safety is accompanied by physical harm, resulting in various complications such as the physical characteristics of the victim, the health environment. The class action system may not provide a solution in that the content and type of the damage may be different. In this regard, this study aims to investigate the introduction of the food safety damage relief system through the introduction of an administrative dispute settlement system by an administrative agency that occupies an absolute position in the existing consumer protection from this point of view. In reality, the Food and Drug Administration, which is the largest among government agencies related to food, operates a passive attitude consumer protection system such as function like guidance, supervision and surveillance. And it is necessary to make a complementary proposal. In the current law, there is only a small part of the consumer protection work that is positively legal, and even after the damage is scientifically identified, it is not possible to present the solution to the damage suffered by the consumer through legislation. This is a fact that has been raised. In this paper, we propose a reasonable and rapid disaster relief procedure through a separate mechanism within the administrative agency, which is the administration agency, that the dispute settlement procedure due to food safety damage is insufficient by solving the case through the court through counseling, dispute adjustment and civil proceedings. In order to solve the problem of food insecurity and the food industry, various ways of rational solution of the problem were considered. The possibility of (1) Establishment of a food safety dispute resolution committee; (2) Establishment of a food safety disaster relief committee; and (3) Establishment of a food safety disaster relief committee was discussed. In addition, a plan for the creation of a food damage compensation fund was also proposed.

Objectives: The major objectives of this study are to review the requirements for the advancement of occupational safety and health administrative organization and to propose measures to establish an Occupational Safety and Health Executive. Methods: The problems of occupational safety and health administrative organization in korea were examined empirically and cases of occupational safety and health administrative organizations in developed countries were investigated (United Kingdom, United States, Germany, and Japan). A plan for establishing an Occupational Safety and Health Executive was proposed over the short and medium term. Results: An occupational safety and health administration is characterized by a professional and technical nature, and even more so in modern society. Therefore the greatest value required by an occupational safety and health administrative organization is expertise. In addition, administrative values it requires include efficiency, specificity, independence, and activity. The Korean occupational safety and health administrative organization has a number of problems in terms of these values. The most appropriate way to realize these values is to establish an Occupational Safety and Health Executive. It is desirable to establish such an Occupational Safety and Health Executive in a phased manner taking into consideration its relationship with Korea Occupational Safety and Health Agency(KOSHA), including KOSHA's functional adjustment Conclusions: In order to solve the deep-seated problems in occupational safety and health administrative organization and to advance occupational safety and health administration in Korea, it is necessary to establish an Occupational Safety and Health Executive as a foundation for achieving an advanced industrial safety and health administration.

A new business venture faces intense competition in a dynamic environment. To survive, new business ventures and established companies both need to generate creativity and significant new ventures to be highly competitive and have high levels of performance. In this study, we examined new business ventures that determined their competitiveness and performance generated from entrepreneurial creativity and mediated by ambidextrous innovation. This research used survey data collected from 143 Indonesian's new business shipping agencies, which was collected using an online survey and analyzed through structural equation modeling. The results showed that entrepreneurial creativity in new business ventures is positively associated with competitive advantage but not significant to create a competitive advantage. In contrast, entrepreneurial creativity is positively associated with firm performance. This result indicates that efforts to generate entrepreneurial creativity are not sufficient to create a competitive advantage despite having a significant influence on firm performance. However, entrepreneurial creativity is significantly and positively associated with firm performance and competitive advantage when mediated by ambidextrous innovation. The findings of this study suggest that the competitive advantage of a new business venture in facing intense competition in a dynamic environment condition can be overcome by generating strategic action in the form of entrepreneurial creativity and ambidextrous innovation.
Marine accidents and legal violations result from mistakes and negligences of ship officers, deck officers and engine officers, during the ship navigation and lay days. Due to these accidents and violations, these officers are subjected to disciplinary actions for certification. The disciplinary action, namely certificate punishment is carried out by right rules, processes and equity. However, it is revealed that present situations are different from the principles. For the purpose of finding current states relating to certificate punishment, this study examines and analyses 737 punishment cases, accomplished in 'B' regional office of oceans & fisheries for 5 years from 2014 to 2018. The contents to be analyzed are reprimand agencies, certificate kinds, officers ranks at that time, disciplinary level, violated acts, annual reprimand state, punishment rule and it process, and disciplinary reduction levels. From such valuations various problems, such as disciplinary level deviations among laws, insufficient punishments rules, disciplinary certificate deviation, insufficient reprimand reduction rules, and lack function of crew administrative disciplinary council, are identified. Finally, methods to alleviate the problems identified will be proposed. This study, for the first time analyses the actual administrative disciplinary cases for ship officers'certificates and proposes improvement plans for its incorporation in Korea, This analysis will be useful in the examination of the study for the ship officers and making a plan for them.
