University libraries have been facing challenges to accomplish both roles of traditional libraries as physical places and virtual libraries which service electronic resources effectively. University libraries need to establish a strategic plan as a positive tool for designing the future of university libraries addressing threats and opportunities at the same time. This study suggested the core elements be involved in strategic plans of university libraries through comparatively analyzing the actual documents of strategic plans of academic libraries in America, England, Canada and Australia. These strategic plans were divided into formal elements and content elements. In addition, this study presented the latest strategic plans of academic libraries such as UMI. OULS, UBCL, and USL. As a result of research, this study provided the directions and basic materials in order to establish strategic planning at university libraries in Korea.

The maritime sector is advancing with dedicated endeavor to reduce greenhouse gas in addressing issues with regards to global warming. Since 01 January 2013, the International Maritime Organization (IMO) regulation mandatory requirement for Energy Efficiency Design Index (EEDI) has been in place and should be satisfied by newly-built ships of more than 400 gross tonnage and the Ship Energy Efficiency Management Plan (SEEMP) for all ships type. Therefore, compliance to this necessitates planning during the design stage whereas verification can be carried-out through an acceptable method during sea trial. The MEPC-approved 2013 guidance, ISO 15016 and ISO 19019 on EEDI serves the purpose for calculation and verification of attained EEDI value. Individual ships EEDI value should be lower than the required value set by these regulations. The key factors for EEDI verification are power and speed assessment and their synchronization. The shaft power can be measured by telemeter system using strain gage during sea trial. However, calibration of shaft power onboard condition is complicated. Hence, it relies only on proficient technology that operates within the permitted ISO allowance. On the other hand, the ship speed can be measured and calibrated by differential ground positioning system (DGPS). An actual test on a newly-built vessel was carried out to assess the correlation of power and speed. The Energy-efficiency Design Index or Operational Indicator Monitoring System (EDiMS) software developed by the Dynamics Laboratory-Mokpo Maritime University (DL-MMU) and Green Marine Equipment RIS Center (GMERC) of Mokpo Maritime University was utilized for this investigation. In addition, the software can continuously monitor air emission and is a useful tool for inventory and ship energy management plan. This paper introduces the synchronization and identification method between shaft power and ship speed for EEDI verification in accordance with the ISO guidance.
This study was to conduct a literature review and a theoretical study on 95 environmental education programs currently being run in the metropolitan area and obtained Environmental Education Program Certification of Ministry of Environment. First, the suitability of the environmental education programs was analyzed in terms of the following criteria which the Second National Environmental Education Master Plan propose: strengthening environmental education within the curriculum, strengthening preschooler environmental education, diversification of environmental education among targeted groups, and invigoration of community-based environmental education, and evaluated the contents and the proportion relevant to climate change. Based on the result, the measure for the improvement of the environmental education programs was proposed. As a result of the analysis, there were only 15 programs for children, and 20 programs for adults. Also, only 9% of the children and adult education programs were addressing climate change respectively, which was indicating low percentage. 75 programs were directly related to the school curriculum, and 8 programs were not related to subjects in regular curriculum. Also, considering addressing climate change, 7 out of 11 programs were related to the school curriculum. 71 out of 95 programs were located in the facilities of local governments. Programs that were including the contents relate to climate change were only 11 out of 95 programs. It is necessary to operate programs by expanding environmental education programs targeting children and adults, so all people are took into account, and consider the connectivity between curriculum and environmental education program in South Korea to increase the effectiveness of education. Also, it is necessary to educate people sustainably by relating the programs with various resources which can be utilized in the local community, to include climate change related contents with more proportion, and to address various subjects rather than focusing on one part of the subjects.
In Korea, Private security companies has steadily grown and amounts to 2,051 places as of November 30, 2002. A regional planning is central to addressing various urban problems surrounding the detached housing areas of a metropolitan city of Daegu. The problems are related with decrease in population, socio-economic issues of redevelopment and a sustainable society, the various housing market and housing rights, and a need to explore a desirable alternative to enhance the civil needs when renovating General Residential Zone. The aim of this paper is to look into a possible method of residents led environmental improvement by surveying the residents' consciousness in low-density residential areas. The residents wish to have a residential parking permit program to be set up in place and financial support for old independent houses and finally for lampposts and CCTV to be installed by the administrative assistants. The 75.7 per cent residents who inhabit in the low-density residential areas wish that a residential environmental improvement plan is required and the population at 65.9 per cent could consider a need for the citizens to participate in the residential improvement. 70.3 per cent answered that a consultative group of inhabitants is needed to be built, while 40.5 per cent expressed that they would like to participate in that group in case the group is set up. The possibility of productive residential improvement via resident participation in the low-density residential areas is high, as long as small various environmental improvement projects are created, a resident-consultative group formed, and finally a residential improvement plan is addressed in a comprehensive way.
The European Union (EU) Water Framework Directive (WFD) (2000/60/EC) was transposed into Irish law by Statutory Instrument Nos. 722 of 2003, 413 of 2005 and 218 of 2009, which set out a new strategy and process to protect and enhance Ireland's water resources and water-dependent ecosystems. The Directive requires a novel, holistic, integrated, and iterative process to address Ireland's natural waters based on a series of six-year planning cycles. Key success factors in implementing the Directive include an in-depth and balanced treatment of the ecological, economic, institutional and cultural aspects of river basin management planning. Introducing this visionary discipline for the management of sustainable water resources requires a solemn commitment to a new mindset and an overarching monitoring and management regime which hitherto has never been attempted in Ireland. The WFD must be implemented in conjunction with a myriad of complimentary directives and associated legislation, addressing such key related topics as flood/drought management, biodiversity protection, land use planning, and water/wastewater and diffuse pollution engineering and regulation. The critical steps identified for river basin management planning under the WFD include: 1) characterization and classification of water bodies (i.e., how healthy are Irish waters?), 2) definition of significant water pressures (e.g., agriculture, forestry, septic tanks), 3) enhancement of measures for designated protected areas, 4) establishment of objectives for all surface and ground waters, and 5) integrating these critical steps into a comprehensive and coherent river basin management plan and associated programme of measures. A parallel WFD implementation programme critically depends on an effective environmental management system (EMS) approach with a plan-do-check-act cycle applied to each of the evolving six-year plans. The proactive involvement of stakeholders and the general public is a key element of this EMS approach.
Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.
Owing to the reduction in the peak power of a DC railway subsystem, many studies on energy storage system (ESS) applications have received attention. Each application focuses on improving the efficiency and addressing regulation issues by utilizing the huge regenerative energy generated by braking-phase vehicles. The ESS applications are widely divided into installation on a vehicle or in a substation, depending on the target system characteristics. As the main purpose of the ESS application is to reduce the peak power of starting-phase vehicles, an optimized ESS utilization can be achieved by the operating at the highest peak power section. However, the weight of an entire vehicle, including those of the passengers, continuously changes during operation; thus, considering the total power consumption and the discharging point is difficult. As a contribution to the various storage device algorithms, this study deals with ESS on board vehicles and introduces an ESS operating plan for peak-power reduction by investigating the weight of a train on a real-time basis. This process is performed using a train-performance simulator, and the simulation accuracy can be increased because the weight in each phase can be adopted in the simulation.
This research was intended to provide a method to improve competitiveness, based on the integration of basic municipalities by assessing changes in their population and local industry Municipalities were integrated based on the addressing system 市(Shi), 町(Chome), 村(Village) of Japan. As a result, an actual increase of the population could not be seen in the new municipalities formed by the integration of the basic municipalities. It is also found that the shipping volumes, number of companies, and the number of people employed by local industry, attracted by such municipalities, has steadily decreased. However, even though the proportion of industry-sharing in the local municipalities is not significant, it was found that the number of tourists has increased. Therefore, it is concluded that the strengthening of the connectivity between local industry and the tourism industry can be one of the principal methods to strengthen the competitiveness of these municipalities. In addition, it has been found that scientific research from a variety of perspectives and verification of data related to the effectiveness of integration of local municipalities is necessary.

Carbon dioxide emission trading market would play very important role in the global effort to cope with climate change. In KOREA, the energy consumption and geen house gas emission of various industry would be controlled by the low carbon-green growth law which was established at 2009. The paper industry as one of major industries in terms of energy consumption has been greatly required to prepare action plan for addressing this regulation and reduction of carbon dioxide emission. In this study, the current states of carbon dioxide emission trading market were analyzed in terms of practical responses of the paper industry. And the various action plans including CDM projects for paper industry were suggested.
