일본 미찌노에끼의 농촌지역 활성화 사례 (A Case Study on the Regional Activation Review on the Road Station in Japan)

  • Since 2000, family tour has increased a lot by effect of five-day workweek in South Korea. So, it became much needed road station. however road station's facilities are lacking. Recently, there is a growing emphasis on rural regional activation. So the government is concentrating in rural policy. In Japan case study, Road Station(RS, Michinoeki) make regional activation by Road station service. Rs is rest area for motor driver in rural area. In general, it is construct at rural roads, not a highway. In this paper, we hope to take a lesson from the RS case study. 2015, 2016, in japan, we visited to 7 case study and interviewed to a staff. As a result, In Japan's Rs was offering convenient services to motor driver and raising farmers's profits by selling local produce. The aim of that this paper is to suggest to Korean Type's Rs. There are five results from this paper as follows : First, Japan Rs, it works well to improve in regional activation in rural area. Two, Also Rs has to community facilities attached to the culture, welfare, library etc. Three, 5 Korean Type Rs can sort out. There are Community type, Joint tourism type, 6th industrialization type, Urban-Rural Interchange type, Shopping center type. This RS is introduced to Korea hopes to contribute to the regional activation in rural area.

지역상권 활성화 및 효율적 관리를 위한 제도 개선방안 연구 (Study on Improving the System for the Revitalization and Efficient Management of the Local Commercial Area)

  • Purpose - This study aims to determine the problems and limitations of the Commercial Area Activation System, which was created by a special law for promoting traditional markets and shopping districts to revitalize and efficiently manage the central commercial area in different regions. We also suggest different options for its improvement. Research design, data, and methodology - We also look into the problems of which is being promoted as a demonstration project, from the aspects of legal text and guidelines. Results - The current commercial area activation system has several problems. First, the establishment of a comprehensive basic plan on the commercial area activation is not a requirement. Second, the benefit principle should be established to prevent the moral laxity of merchants who serve important roles in the main components of the commercial area activation business when they conduct their business. Third, the current special law constrains the commercial management organization, as under the civil law yields a limitation on finding a profitable business model. Fourth, to efficiently, constructing a system that links the other central government businesses and is needed. into a regional development budget or a budget for funding small businesses that the central government can control, which is effective. Further, we offer some suggestions for medium- and long-term policies. First, an integrated coordination mechanism at the central office level should be installed while setting the basic policy to revitalize the Based on this policy, local governments need a system that exclusively based on the after establishing a comprehensive plan for urban regeneration and getting approval from the integration organization. Second, a system that enables an understanding of the problems with business promotion by monitoring the procedure of supporting projects and regularly assessing business achievements is needed. Third, a plan is needed for resolving conflicts between various interested parties that adopts the commercial area activation system for carrying out a total redevelopment of the commercial area where small shops are densely located. A market maintenance project has been conducted as a means to recover our traditional market, which was economically depressed, and to revive the local economy, but it is mostly conducted in the form of reconstruction or redevelopment and represents the interests of landowners and merchants. Thus, it is most likely to lead to a gradual disappearance of traditional markets. Conclusions - This study looks primarily into the problems that appeared in the legal text or the guidelines regarding the direction of improvement of the commercial area activation business that has been going on as a demonstration project since 2011 and suggests some solutions.

Synthesis of Activated Carbon from Rice Husk Using Microwave Heating Induced KOH Activation

  • The production of functional activated carbon materials starting from inexpensive natural precursors using environmentally friendly and economically effective processes has attracted much attention in the areas of material science and technology. In particular, the use of plant biomass to produce functional carbonaceous materials has attracted a great deal of attention in various aspects. In this study the preparation of activated carbon has been attempted from rice husks via a chemical activation-assisted microwave system. The rice husks were milled via attrition milling with aluminum balls, and then carbonized under purified $N_2$. The operational parameters including the activation agents, chemical impregnation weight ratio of the calcined rice husk to KOH (1:1, 1:2 and 1:4), microwave power heating within irradiation time (3-5 min), and the second activation process on the adsorption capability were investigated. Experimental results were investigated using XRD, FT-IR, and SEM. It was found that the BET surface area of activated carbons irrespective of the activation agent resulted in surface area. The activated carbons prepared by microwave heating with an activation process have higher surface area and larger average pore size than those prepared by activation without microwave heating when the ratio with KOH solution was the same. The activation time using microwave heating and the chemical impregnation ratio with KOH solution were varied to determine the optimal method for obtaining high surface area activated carbon (1505 $m^2$/g).

인지 기능 수행 시 BOLD 신호 크기에 기반 한 영역별 대뇌 편측화 (Cerebrum Lateralization by Area based on the Intensity of BOLD Signal during Cognitive Performance)

  • This study compared cerebral lateralization index based on the area of neural activation with that based on the intensity of neural activation. For this purpose, 8 right-handed male college students (the mean age - 23.5 years) and 10 right-handed male college students (the mean age - 25.1 years) participated respectively in researches on visuospatial and verbal task brain function. Functional brain images were taken from 3T MRI using the single-shot EPI method. The result of measuring cerebral lateralization index based on the area of neural activation suggested that the right hemisphere is dominant in visuospatial tasks and the left one is in verbal tasks. However, the dominance is not sufficient to locate the exact part of the brain for these tasks. When cerebral lateralization index was computed based on the intensity of neural activation, it was derived that the area of cerebral lateralization closely related to visuospatial tasks is the superior parietal lobe, and the area of cerebral lateralization closely related to verbal tasks is the inferior and middle frontal lobes. Thus, cerebral lateralization index by area based on the intensity of neural activation as proposed by this study can determine the dominance of the cerebrum by area, so is helpful for accurate and quantitative determination of cerebral lateralization.

농촌활성화사업과 지역특화발전특구제도의 고찰 (A Study on the Rural Activation Project and the Special Economic Zone for Regional Development Policy)

  • Decrease in Population and graying of rural area by industrialization and urbanization are gone continuously. This makes happened various rural problems and the differential of standard of living with is arising day by day. Government is unfolding rural supporting project to solve continuously these problems. Recent Projects which are choosing not top-down process by government leading but bottom-up process through village inhabitants' participation and expert consultant get positive estimation. But those have difficulties because the support is attained only in the beginning step not continuously and inhabitants' number by graying is decreasing. The Special Economic Zone for Regional Development Policy is new access that regulation can differ according to special quality of each area depending on Localization Age. Through this transfer the competence that can mitigate or reinforce various regulations according to special quality of area in local government. So, back and maintain activation systematically so that each area could be developed specially. The purpose of The Special Economic Zone for Regional Development Policy is the activation of regional economy through development that regional specific character is. And there is characteristic that local government plans and takes the lead in all project contents, government gives regulation benefit by appointing the special economic zone and do not support finance and various tax remissions. Through investigation of such new policy, I wish to recognize what long-term plan and method could be possible to success rural activation continuously.

양손 운동이 만성 뇌졸중 환자의 뇌활성도와 근활성도에 미치는 영향 (Effect of Bilateral Arm Movement on Brain and Muscle Activity in Chronic Stroke Patients)

  • PURPOSE: This study investigated the neurophysiological and behavioral adaptation during one or both hands movement in chronic stroke patients. METHODS: The study included sixteen hemiplegic stroke patients. Neurophysiological data (brain activation and muscle activation) were examined by electroencephalography (EEG) and electromyography (EMG), and behavioral adaptation was examined by wrist extension angle during wrist extension with one hand or both hands. Outcome variables of one hand or both hands were; mu rhythm of the EEG, EMG amplitude of wrist extensor and flexor muscles, and wrist angle of Myomotion 3D motion analysis. RESULTS: Our results revealed that wrist extension angle was significant increased during both hands movement compared to one hand movement (p<.05). Furthermore, in affected sensorimotor area, there was significant increase in the brain activation during both hands movement compared to one hand movement (p<.05). However, there was no significant different between one hand and both hands movement in muscle activation (p>.05). CONCLUSION: According to the findings of this experiment, bilateral arm movement improved brain activity on affected sensorimotor area and wrist extension angle. Therefore, we suggest that bilateral arm movement would positive effect on stroke rehabilitation in terms of increase in brain activation on affected motor area and wrist extension during bilateral arm movement.

소도읍의 재래시장 활성화를 위한 환경개선에 대한 연구 -충북 옥천재래시장을 중심으로- (Environment Improvement for the Traditional Market Activation of the Small Capital - Focused on Okcheon Traditional Market-)

  • Around the rural village area the traditional markets which are center the small capital it was active at the strong-point and the possibility the fact that it is developed. With this the same small capital currently as the city and the area where the quality of the rural village coexists, has the regional quality which belongs in guard of the capital region or strong-point city. With relative estrangement from the support process against this result past falling behind farming village it does not illustrate the possibility of knowing the fact that the duplex point who is falling behind as guard territory of reverse appears. Selects the small capital of the each area from like this point of view and the possibility of knowing center role of traditional market the possibility which is various is the possibility of doing in the process which propels an activation. Currently it is planned from the multi local self-governing group and the result which investigates the traditional market activation contents which are in the process of propelling, it will be able to discover the multi branch problem points against a traditional market activation.

Steam Activation Behaviors of Oxidatively Stabilized Petroleum-based Pitch Fibers Spun by Melt-blown Method

  • Short pitch fibers were prepared from petroleum based isotropic precursor pitch by melt-blown technology. The pitch fibers were stabilized in oxidizing condition, followed by steam activations at various conditions. The fiber surface and pore structures of the activated carbon fibers (ACFs) were respectively characterized by using SEM and applying BET theory from nitrogen adsorption at 77 K. The weight loss of the oxidized fiber was proportional to activation temperature and activation time, independently. The adsorption isotherms of the nitrogen on the ACFs were constructed and analyzed to be as Type I consisting of micropores mainly. The specific surface area of the ACFs proportionally increased with the weight loss at a given activation temperature. The specific surface area was ranged 850~1900 $m^2/g$ with pores of narrow distribution in sizes. The average pore size was ranged 5.8~14.1 ${\AA}$ with the larger value from the more severe activation condition.

KOH 활성화에 의한 PAN계 활성탄소섬유의 제조 (The Preparation of PAN-based Activated Carbon Fiber by KOH)

  • Activated carbon fibers were prepared from stabilized PAN fibers by chemical activation using hydroxide. The variations in specific surface area amount of iodine adsorption micro-structure and pore size distribution in the activated carbon fibers after the activation process were discussed. In the chemical activation using potassium hydroxide specific surface area of about 2545m2/g and amount of iodine adsorption of 2049 mg/g were obtained at the condition of KOH/fiber ratio of 1 and 800$^{\circ}C$ Nitrogen adsorption isotherms for PAN based activated carbon fibers showed the type I in the Brunauer-Deming-Deming-Teller classification indicating the micro-pores consisting the activated fibers.

Effects of Handgrip Exercise on the Shoulder Muscle Activation and Cross-Sectional Area of the Supraspinatus Muscle in Rotator Cuff Repair Patient

  • PURPOSE: This study examined the effects of handgrip exercise, which was started two weeks after surgery for shoulder rotator cuff repair, on the extent of muscle activation around the shoulder and the cross-sectional area of the supraspinatus muscle. METHODS: Among patients diagnosed with rotator cuff rupture by an orthopedic surgeon and rotator cuff repair was performed using an arthroscope, 28 were selected as subjects. These subjects were allocated randomly to the experimental group and control group with 14 subjects in each group. An electromyogram was measured as a measure of the extent of muscle activation around the shoulder for a total of six times (%RVC). The cross-sectional area of the supraspinatus muscle was measured before and after the rotator cuff repair by magnetic resonance imaging. RESULTS: The extent of muscle activation in accordance with time in both the experimental group and control group displayed significant differences in various muscles including the anterior deltoid, pectoralis major, upper trapezius and infraspinatus muscle(p<.05). A significant difference in the variation of the cross-sectional area of the supraspinatus muscle was observed between the experimental group and the control group(p<.05). CONCLUSION: Handgrip exercise helps rehabilitate the shoulder joint at the acute stage after rotator cuff repair when assertive exercise therapy cannot be applied.
