Luminous traffic safety mark is restricted to use only the place that has a thick fog, many night traffic accidents, limited field of view due to structure of road. Recently, LEDs are used for luminous traffic safety mark, but we propose an organic LED for a novel luminous traffic safety mark in the near future. The device structure was $ITO/2-TNATA(500{\AA})/{\alpha}-NPD(200{\AA})/DPVBi(300{\AA})/BCP(10{\AA})/Alq_3(200{\AA})/LiF(10{\AA})/Al:Li(1000{\AA})$. The characteristics of the device are most efficient on occasion of using $N_2$ gas plasma treatment. Current density is $240.71mA/cm^2$ luminance $10,550cd/m^2$, and current efficiency 3.53cd/A at an applied voltage of 10V. The maximum EL wavelength of the fabricated blue organic light-emitting device is 456nm. CIE color coordinates are x=0.1449 and y=0.1633, which is similar to NTSC deep-blue color with CIE color coordinates of x=0.14 and y=0.08.

A spent fuel storage cask is required to prove the safety of a canister under a hypothetical accidental drop condition. A hypothetical accidental drop condition means that a canister is assumed to be a lee drop on to a pad of the storage cask during loading it into a storage cask. A pad of the storage cask absorbs shock to maintain the structural integrities of a canister under a hypothetical accidental drop condition. In this paper a finite element analysis for various pad structures was carried out to improve the structural integrity of a canister under a hypothetical accidental drop condition. A pad of a storage cask was designed a steel structure with concrete. The 1/4 height of a pad was modified with a structure composed of a steel and a polyurethane foam as a impact limiter. The effect of a shape of a steel structure was studied. The effects of the thickness of a steel structure and the density of a polyurethane foam was also studied.

When an oil-spilling accident occurs at sea, it is of the primary importance to predict the amount of oil leakage for the swift response and decision-making. The simplest method of oil-leakage estimation is based on the hydrostatic pressure balance between oil inside the tank and seawater outside of leakage hole, that is the so-called Torricelli equilibrium relation. However, there exists discrepancy between the reality and the Torricelli relation, since the latter is obtained from the quasi-steady treatment of Bernoulli equation ignoring viscous friction. A preliminary experiment has been performed to find out the oil-leaking speed and shape. Soy-bean oil inside the inner tank was ejected into water of the outer tank through four different leakage holes to record the amount of oil leakage. Furthermore, a CFD (Computational Fluid Dynamics) method was utilized to simulate the experimental situation. The Wavier-Stokes equations were solved for two-density flow of oil and water. VOF method was employed to capture the shape of their interface. It is found that the oil-leaking speed varies due to the frictional resistance of the leakage hole passage dependent on its aspect ratio. The Torricelli factor relating the speed predicted by using the hydrostatic balance and the real leakage speed is assessed. For the present experimental setup, Torricelli factors were in the range of 35%~55% depending on the aspect ratio of leakage holes. On the other hand, CFD results predicted that Torricelli factor could be 52% regardless of the aspect ratio of the leakage holes, when the frictional resistance of leakage hole passage was neglected.

Transportation has been playing important role in our society by providing for people, freight, and information. However, it cuts its own throat by causing car accidents, traffic congestion, and air pollution. The main cause of these problems is a noticeable growth in the number of vehicles. The easiest way to mitigate these problems is to build new road infrastructures unless resources such as time, money, and space are limited. Therefore, there is a need to manage the existing road infrastructures effectively and safely. In this paper, we propose a road reservation scheme that provides fast and safe response for emergency vehicles using ubiquitous sensor network. Our idea is to allow emergency vehicle to reserve a road on a freeway for arriving to the scene of the accident quickly and safely. We evaluate the performance by three reservation method (No, Hop, and Full) to show that emergency vehicles such as ambulances, fire trucks, or police cars can rapidly and safely reach their destination. Simulation results show that the average speed of road reservation is about 1.09 ~ 1.20 times faster than that of non-reservation at various flow rates. However, road reservation should consider the speed of the emergency vehicle and the road density of the emergency vehicle processing direction, as a result of Hop Reservation and Full Reservation performance comparison analysis. We confirm that road reservation can guarantee safe driving of emergency vehicles without reducing their speed and help to mitigate traffic congestion.
A crude oil leakage from a large atmospheric storage tank occurred on 4 April 2014 at 14:50 in Ulsan City, while storing the crude oil in the tank. Emergency Rescue Control Group was deployed in the scene. The company, Fire Service Headquarters and associated agencies got together in Command Post (CP) for discussing an effective corresponding strategy. Many solution plans were drafted in the debate such as power down, stopping the facilities, checking the density of inflammable gas, suppressing oil evaporation, moving the leaked crude oil to a nearby tank and a processing plant and avoiding marine pollution. All the solutions were carried out in cooperation with several agencies and partners. The oil leakage accident was successfully settled up within the process of responding, The Fire Service Headquarters and the company thought that the most important thing was the suppression of oil evaporation and the elimination of ignition source. With Fire Service Headquarters and several agencies' every effort, an explosion and a fire didn't occurred in the scene. This study suggest the improvement of the operating system in Emergency Rescue Control Group in case of petroleum leakage, explosion and fire accidents of atmospheric storage tank, different from a ordinary disaster. Assuming that petroleum leakage in atmospheric storage tank develop the explosion and fire accidents, the spreading speed of the flame and the burning time was experimented and compared with each other. Furthermore, this study concentrates on the effective field response plan prepared for the afterward explosion and fire accidents from petroleum leak in a storage tank, with the database experimented and analyzed in accordance with the angle of radiation in the foam nozzle and the pressure of pumping in a fire engine.
The time for evacuation of residents in emergency planning zone(EPZ) of Uljin nuclear site in case of a radiological emergency was estimated with traffic analysis. Evacuees were classified into 4 groups by considering population density, local jurisdictions, and whether they ate residents or transients. The survey to investigate the behavioral characteristics of the residents was made for 200 households and included a hypothetical scenario explaining the accident situation and questions such as dwelling place, time demand for evacuation preparation transportation means for evacuation, sheltering place, and evacuation direction. The microscopic traffic simulation model, CORSIM, was used to simulate the behavior of evacuating vehicles on networks. The results showed that the evacuation time required for total vehicles to move out from EPZ took longer in the daytime than at night in spite that the delay times at intersections were longer at night than in the daytime. This was analyzed due to the differences of the trip generation time distribution. To validate whether the CORSIM model fan appropriately simulate the congested traffic phenomena assumable in case of emergency, a benchmark study was conducted at an intersection without an actuated traffic signal near Uljin site during the traffic peak-time in the morning. This study indicated that the predicted output by the CORSIM model was in good agreement with the observed data. satisfying the purpose of this study.
The ships over the certain navigation area or her length are required to carry charts under the relevant laws. Charts are indispensible to the ships and fishing vessel, because their crew should know the water depth and location of obstacle in order to avoid danger in the navigation and fishing area. But it was found that many ships do not carry proper charts onboard according to the research marine accidents files of marine accident inquiry agency, and questionnaire survey. Consequently, many ships run aground on the coast and port. This study examined the present status of the coastal ship and the fishing vessels, and explained some problems in the aspect of the covering area, the place, the number of the selling agent and adjoining chart, as well as the geographical and traffic density, the crew on board the ship's characteristics, and so on. In this study we propose the way to solve the problem. firstly, the category of the fishing vessel which should carry the chart on bard under the related laws are required to be lowered to 10 gross tons. Besides a ship inspector should examine if the charts covering the area where to navigate even when the temporary inspection is done are carried on board property. Secondly, the inspection body or the controlling office of ship's entry and departure should check throughly whether the ships concerned carry the chart on board. Thirdly the fishing vessels should used the fishing charts, and the body concerned should train the offices about how to use chart, especiany the difference between Tokyo datum and WGS-84 datum. Fourthly the customized chart such as an atlas like a map, a calenda-type chart, a small chart, as a coated chart needs to be publish for the safety of small ship and fishing vessel. Fifthly, it is advisable to draw a recommended course in the route where the coastal navigate mainly and in the narrow channel, The adjoining area should be improved, as well as the qualify of the chart paper. Sixthly, publication of additional new chart in the southern part of East Sea, the eastern part of South Sea, the western part of South Sea and middle part of Yellow Sea near Incheon port should be thought over. Seventhly, the number of chart selling agent should be increased for the sake of purchaser in proportion to the number of port, and small correction of charts in selling agent must be carried out completely.
To analyze the aerosol dynamics in severe accidents of LMFBR, a new computer code entitled MCAD (Multicomponent Aerosol Dynamics) has been developed. The code can treat two component aerosol system using relative collision probability of each particles as sequences of accident scenarios. Coagulation and removal mechanisms incorporating Brownian diffusion and gravitational sedimentation are included in this model. In order to see the effect of particle geometry, the code makes use of the concept of density correction factor and shape factors. The code is verified using the experimental result of NSPP-300 series and compared to other code. At present, it fits the result of experiment well and agrees to the existing code. The input variables included are very uncertain. Hence, it requires uncertainty and sensitivity analysis as a supplement to code development. In this analysis, 14 variables are selected to analyze. The input variables are compounded by experimental design method and Latin hypercube sampling. Their results are applied to Response surface method to see the degree of regression. The stepwise regression method gives an insight to which variables are significant as time elapse and their reasonable ranges. Using Monte Carlo Method to the regression model of LHS, the confidence level of the results of MCAD and their variables is improved.
Recently, novel viral infections such as COVID-19 have spread and pose a serious public health problem. In particular, these diseases have a fatal effect on the elderly, threatening life and causing serious social and economic losses. Accordingly, applications such as telemedicine, healthcare, and disease prevention using the Internet of Things (IoT) and artificial intelligence (AI) have been introduced in many industries to improve disease detection, monitoring, and quarantine performance. However, since existing technologies are not applied quickly and comprehensively to the sudden emergence of infectious diseases, they have not been able to prevent large-scale infection and the nationwide spread of infectious diseases in society. Therefore, in this paper, we try to predict the spread of infection by collecting various infection information with regional limitations through a virus disease information collector and performing AI analysis and severity matching through an AI broker. Finally, through the Korea Centers for Disease Control and Prevention, danger alerts are issued to the elderly, messages are sent to block the spread, and information on evacuation from infected areas is quickly provided. A realistic elderly support system compares the location information of the elderly with the information of the infected area and provides an intuitive danger area (infected area) avoidance function with an augmented reality-based smartphone application. When the elderly visit an infected area is confirmed, quarantine management services are provided automatically. In the future, the proposed system can be used as a method of preventing a crushing accident due to sudden crowd concentration in advance by identifying the location-based user density.

In the event of a marine accident, the longer the exposure time to the sea increases, the faster the chance of survival decreases. However, because the search area of the sea is extremely wide compared to that of land, marine object detection technology based on the sensor mounted on a satellite or an aircraft must be applied rather than ship for an efficient search. The purpose of this study was to rapidly detect an object in the ocean using a hyperspectral image sensor mounted on an aircraft. The image captured by this sensor has a spatial resolution of 8,241 × 1,024, and is a large-capacity data comprising 127 spectra and a resolution of 0.7 m per pixel. In this study, a marine object detection model was developed that combines a seawater identification algorithm using DBSCAN and a density-based land removal algorithm to rapidly analyze large data. When the developed detection model was applied to the hyperspectral image, the performance of analyzing a sea area of about 5 km2 within 100 s was confirmed. In addition, to evaluate the detection accuracy of the developed model, hyperspectral images of the Mokpo, Gunsan, and Yeosu regions were taken using an aircraft. As a result, ships in the experimental image could be detected with an accuracy of 90 %. The technology developed in this study is expected to be utilized as important information to support the search and rescue activities of small ships and human life.
