This study focuses on the issue of control performance of safety budget for preventing and reducing industrial accidents in Korea. The effect of safety budget such as industrial accident prevention fund on the safety performance is statistically examined first. The role and control performance of industrial accident prevention fund is particularly addressed to reduce the related accidents. The effectiveness of the industrial accident prevention fund-industrial accident relationship is then explained with a simple PI control mechanism.
The Lion Air JT610 accident in Indonesia in October 2018, along with the Ethiopian Airline ET302 accident in March 2019, is an significant aircraft accident that detects defects of the B737MAX aircraft. Shortly after the accident, the FAA prohibited operation of the aircraft. This action has affected the market environment of airlines and aircraft manufacturers around the world. In October 2019, Indonesian Traffic Safety Committee released an accident investigation report for Lion Air JT610, which concluded that the causes of the accident were MCAS design defects, lack of education and training, and errors in the repair process. This paper summarizes the flight control system of the B737MAX aircraft, the causes of the accident based on the final accident investigation report, and provides considerations for aircraft design and retrofit.
By evaluating the health status of 152 male workers engaged in a metal-product factory by Cornell Medical Index in conjunction with their experience of industrial accident, I attempted to find out whether any health condition may effect on the occurence of industrial accident. Differences in frequency of complaints in each section of CMI between control workers and accident workers were statistically tested by T-test. On the other hand, influence of neuropsychiatric factors (section M-R) on the occurence of accidents was analyzed by $X^2-test$ with Fukamachi's classification. The followings were the results obtained in this study. 1. The average number (26.42) of physical complaints in accident group is significantly more than in control group (18.70). 2. The average number (17.70) of mental complaints in accident group is very significantly more than in control group (11.70). 3. Differences in frequencies of complaints by sections between accident group and control group was all significant except C (cardiovascular system), H (genitourinary system), I (fatigue) & J (frequency of disease). 4. frequency rate of neurotic workers who were identified by Fukamachi's classification was significantly higher in accident group (72%) than in control group (51%).

A severe accident training simulator that can simulate important severe accident phenomena and nuclear plant behaviors is developed. The simulator also provides several interactive control devices, which are helpful to assess results of a particular accident management behavior. A simple and direct dynamic linked library (DLL) data communication method is used for the development of the simulator. Using the DLL method, various control devices were implemented to provide an interactive control function during simulation. Finally, a training model is suggested for accident mitigation training and its performance is verified through application runs.
When an accident occurs in the nuclear power plant, the faulted information might mislead to the high possibility of aggravating the accident. At the Fukushima accident, the operators misunderstood that there was no core exposure despite in the processing of core damage, because the instrument information of the reactor water level was provided to the operators optimistically other than the actual situation. Thus, this misunderstanding actually caused to much confusions on the rapid countermeasure on the accident, and then resulted in multiplying the accident propagation. It is necessary to be equipped with the function that informs operators the status of instrument integrity in real time. If plant operators verify that the instruments are working properly during accident conditions, they are able to make a decision more safely. In this study, we have performed various tests for the fault detection sensitivity of an data-driven empirical model to review the usability of the model in the accident conditions. The test was performed by using simulation data from the compact nuclear simulator that is numerically simulated to PWR type nuclear power plant. As a result of the test, the proposed model has shown good performance for detecting the specified instrument faults during normal plant conditions. Although the instrument fault detection sensitivity during plant accident conditions is lower than that during normal condition, the data-drive empirical model can be detected an instrument fault during early stage of plant accidents.
The frequency of car accidents is very high at the intersection. Because of the state of a traffic signal, quarrels happen after accidents. At night many cars run away after causing an accident. In this case, accident analyses have been conducted by investigating evidences such as eyewitness accounts, tire tracks, fragments of the car or collision traces of the car. But these evidences that don't have enough objectivity cause an error in judgment. In the paper, when traffic accidents happen, the traffic accident detection system that stands on the basis of images and sounds detects traffic accidents to acquire abundant evidences. And, this system transmits 10 seconds images to the traffic center through the wired net and stores images to the Smart Media Card. This can be applied to various ways such as accident management, accident DB construction, urgent rescue after awaring the accident, accident detection in tunnel and in inclement weather.
In this study, the effect of damping and elastic nature on the control performance of a safety budget-industrial accident rate model in Korea is examined first. The effectiveness of such dynamic model in establishing safety policies is shown with a simple proportional-integral(PI) feedback control mechanism. Control performance of the safety system model is explained in view of maximizing the effect of IAPF and minimizing the absolute amount of IAFP. Control performance is then evaluated and proved to be effective to prevent and reduce the industrial accidents. Implications in feedback control of a safety system model suggested to optimization of safety policies are also explored. Without proper restructuring of the safety system, it would not be possible to hit the target industrial accident rate. Even if the control objective is met, the amount of industrial accident prevention fund required to reduce the industrial accident rate from the current level to the target level would be far beyond the social consensus.
Objectives : The purpose of this study was to compare mean values of Factor AA on Skin Resistance Variability(SRV) of traffic accident patient group with those of non-traffic accident patient group(control group) by using 7-Zone-Diagnostic System. Methods : Two groups were selected from those who took the CP-6000A test in College of Oriental Medical Hospital of Sang-Ji University from March 2007 to November 2007. Two groups were control group(n=61) and traffic accident patient group(n=62). Mean values of Factor AA on Skin Resistance Variability(SRV) of two groups were compared. Results and Conclusions : The results suggest that traffic accident patient group and non-traffic accident patient group had problems in circulation but non-traffic accident patient group had more problems than traffic accident patient group, and that after oriental medical therapy, non-traffic accident patient group was more improved than traffic accident patient group. So, further studies will be needed.
Background: Students in the department of dental hygiene are exposed to injections and sharp instruments during clinical practice. Therefore, it is necessary to develop measures for a safe practice environment. This study aimed to investigate dental stabbing accidents caused by dental instruments during clinical practice among students in the department of dental hygiene and suggest appropriate preventative measures. Methods: This study was conducted from May 1 to June 30, 2016, with students in the department of dental hygiene located at several universities in Seoul and Gyeonggi area. The study included 339 participants. A frequency analysis was performed to determine the general characteristics of dental infection control. A cross-analysis was conducted to identify the relationship between dental infection control education, stabbing accident prevention education, and treatment after stabbing accidents with a dental instrument. Results: Among the participants, 81.1% received dental infection control education and 66.4% received stabbing accident prevention education. Only 50.9% received hepatitis B vaccinations. Conclusion: Dental infection control education and stabbing accident prevention education were shown to be effective in preventing dental instrument stabbing in students. However, post-accident processing, such as reporting to upper management and medical treatment after the accident, was insufficient. Therefore, it is necessary to present a treatment flowchart for dealing with stab accidents in clinical practice for students in the department of dental hygiene and strengthen education.
Background: Workforce health is one of the primary and most challenging issues, particularly in industrialized countries. This article aims at modeling the major factors affecting accidents in the workplace, including general health, work-family conflict, effort-reward imbalance, and internal and external locus of control. Methods: A cross-sectional study was conducted in Esfahan Steel Company in Iran. A total of 450 participants were divided into two groups-control and case-and the questionnaires were distributed among them. Data were collected through a 7-part questionnaire. Finally, the results were analyzed using SPSS 22.0 and Amos software. Results: All the studied variables had a significant relationship with the accident proneness. In the case group, general health with a coefficient of -0.37, worke-family conflict with 0.10, effort-reward imbalance with 0.10, internal locus of control with -0.07, and external locus of control with 0.40 had a direct effect on occupational stress. Occupational stress also had a positive direct effect on accident proneness with a coefficient of 0.47. In addition, fitness indices of control group showed general health (-0.35), worke-family conflict (0.36), effort-reward imbalance (0.13), internal locus of control (-0.15), and external locus of control (0.12) have a direct effect on occupational stress. Besides, occupational stress with a coefficient of 0.09 had a direct effect on accident proneness. Conclusion: It can be concluded that although previous studies and the present study showed the effect of stress on accident and accident proneness, some hidden and external factors such as work-family conflict, effort-reward imbalance, and external locus of control that affect stress should also be considered. It helps industries face less occupational stress and, consequently, less occurrence rates of accidents.
