COVID-19 대유행에 대응하는 적정기술 : 보건 위기에서 재정의된 역할 - 파트 2 (Appropriate Technology, Responding to the COVID-19 Pandemic - Redefined Roles in a Public Health Crisis (Part II))

  • 세계적인 전염병의 유행하에서 의료시스템의 붕괴는 시민사회의 자발적인 참여와 새로운 방식의 대응 방식이 나타나고 있다. 이는 보건 위기의 최전선에서 즉시 활용이 가능한 필수적 대응기술로, 적정기술이 더이상 중간기술로 개발도상국뿐 아니라 보건 시스템이 붕괴된 모든 시민 사회의 위기를 극복할 수 있는 기술로서의 역할을 보여주고 있다. 본 Part 2에서는 음압실 및 인공호흡기등 의료용 기구, 진단칩 및 진단기술등과 같이 COVID-19하에서 붕괴된 의료 위기 하에서 신속한 대응책으로 준비되고 있는 의료 및 보건분야에 대한 사례들을 적정기술의 테두리안에서 소개하고자 한다. 기존의 다국적 대기업과 공적인 인증등으로 인한 장벽으로 접근하기 어려웠던 분야에 과학기술자들의 자발적인 참여로 대중화되고 있음을 사례로 소개한다. 최근 사회혁신등에서 제기되고 있는 다양한 오픈과학기술 운동을 통해서, 과학자들과 공학자들이 이러한 질병의 대유행 상황에서, 사회에 소외된 계층의 피해를 최소화하여 사회적, 계층적 붕괴를 막기위한 재정의된 적정기술의 역할등을 설명하고자 한다.

나노섬유 멤브레인 기반 무동력 정수 시스템의 적정기술 및 현장 적용 (Appropriate Technology and Field Application of Non-powered Water Purification System Using Nanofiber Membrane)

  • 안전한 음용수 확보를 위한 적정기술로써 환경적, 기술적 요구사항을 충족할 수 있는 나노섬유 멤브레인으로 구성된 무동력 막 여과 시스템을 평가하였다. 이 장치는 수두차에 의한 중력과 생물학적 막 오염층 제어로 별도의 에너지원이 필요 없고, 핵심 소재인 PVDF 나노섬유 멤브레인 필터가 병렬로 연결, 모듈화되어 있어 물 생산성을 높이는 구조이다. 이 장치의 실제 현장 적용 가능성을 평가하기 위해 Pilot-scale (3000-5000 L/day) 나노섬유 멤브레인 기반 정수 시스템이 개발도상국(키리바시, 투발루 등)에 2017년 8월 설치되어 3개월간 운영되었다. 14-92 L/(m2×h)의 플럭스로 안정적 물 생산성을 확인하였고 처리수의 탁도와 박테리아의 높은 제거율 (99.99% 이상)로 안전한 수질을 장기간 제공할 수 있음을 확인하였다. 이러한 결과는 현장 적용을 통해 나노섬유 멤브레인 기반 무동력 정수 시스템이 장기간 안전한 음용수를 공급할 수 있는 정수장치로 평가되었고, 적정기술로써 개도국의 수처리 장치로 활용 가능성을 보여준다.

하이브리드 수열탄화기술을 이용한 캄보디아 망고 폐기물 고형연료화 실증플랜트 (2T/day) 제안 (Proposal of a Pilot Plant (2T/day) for Solid Fuel Conversion of Cambodian Mango Waste Using Hybrid Hydrothermal Carbonization Technology)

  • 하이브리드수열탄화 (Hybrid HTC) 기술은 2가지 이상의 유기성폐기물을 혼합한 특허 받은 열역학 공정으로 공정온도 180~250℃, 압력 20~40 bar에서 반응시간이 2시간 이내이며 에너지 소비가 적고, 폐기물의 부피감소 및 악취 저감효과가 크다. 폐기물 중 대부분의 탄소가 최종 생성물에 축적되므로 유기성 폐기물 고형연료화에 가장 적합한 기술로 평가받고 있다. 본 연구에서는 하이브리드 수열탄화기술을 활용하여 캄보디아 망고 폐기물을 대상으로 온도 및 반응시간의 변화에 따라 발열량 및 수율 등에 미치는 영향에 대하여 평가하였다. 본 연구를 통해 공정변수를 최적화하고, 전공정플랜트의 에너지 효율성을 향상시킬 수 있으며, 수연탄화기술에서 분해되어 가스가 생성되는데 이때 수소(H2) 및 메탄(CH4) 등 제조 및 생산기술개발을 할 수 있다. 본 연구 결과를 토대로 망고폐기물(2t/day)실증 물질수지 및 에너지 수지 도출과 함께 경제성도 평가하였다.

인문계 3학년 여자 고등학생의 입시스트레스와 구강관리 자기효능감과의 관련성 (The Relationship between Enterance Exam Stress and Oral Care Self-Efficacy in 3rd year Girl High School Students)

  • 본 연구는 인문계 3학년 여자 고등학생의 입시스트레스와 구강관리 자기효능감과의 관련성을 파악하고자 하였다. 2018년 6월부터 7월까지 G지역 인문계 고등학교에 재학 중인 3학년 여학생 192명을 대상으로 자기기입식 설문조사를 실시하였다. 입시스트레스의 하위영역 중 시험긴장/성적부진이 3.07점으로 가장 높았고, 여가생활부족 2.83점, 미래불확실성 2.57점, 부모압력 2.44점 순이었다. 연구대상자의 일반적인 특성과 입시스트레스를 분석한 결과, 시험긴장/성적부진 스트레스와 관련된 변수는 학업성적(p<.01), 가족소득수준(p<.05), 주관적 구강건강상태(p<.05), 일일칫솔질횟수(p<.01)이었다. 구강관리 자기효능감의 하위영역별 수준은 칫솔질 자기효능감이 3.13점으로 가장 높았고, 치과방문 2.80점, 치간청결 2.64점 순이었다. 연구대상자의 일반적인 특성과 구강관리 자기 효능감을 분석한 결과, 칫솔질 자기효능감과 관련 있는 변수는 주관적 구강건강상태, 우식성 간식 섭취(1일 기준), 우식성 음료 섭취(1일 기준)이었다(p<.01). 입시스트레스 하위영역과 구강관리 자기효능감 간에는 음의 상관관계를 나타내어 입시스트레스가 높을 수록 구강관리 자기효능감은 낮아지는 것으로 나타났다. 이에 입시스트레스가 높은 학생의 구강질환 예방과 구강관리 자기효능감을 높이기 위해 학생들이 흥미를 가지고 구강보건행동을 쉽게 수행할 수 있는 학교구강보건교육 프로그램 제공이 필요할 것으로 사료된다.

일 지역 중·고등학생의 흡연실태 (A Study on the Actual Conditions of Smoking in Middle and High School Students in One Region)

  • To investigate the actual conditions of smoking in middle and high school students in Chinan County, I used a sturctured questionnaire for 1,579 students attending twelve middle-high schools from December 1, 1998 to December 20, 1998. I collected and data correlated the using an $SPSS-PC^+$ 1. The smoking rate of middle-high schoo1 students in Chinan County was 17.9%, relatively high. This smoking rate was different according to the gender, grade, religion, and economic situation. In mals, high school students, non-religious, students low income family students, the smoking rate was higher. The smoking rate of high school students was almost the same as the smoking rate of adults, generally higher than that of foreign teenagers. Because the smoking rat of studinets in the third grade of middle school and in the first grade of high School was six times higher, increased education should be conducted during this time in an attempt to curb the sudden increase of the smoking rate. The smoking rate of girl students was 5.0%; this has increased mor than three times from ten years ago. Consequently, counter measures should be taken against the smoking of female students as well as juvenile smoking in general. In addition, the smoking rate of middle-high school students showed interesting differences when correnated with enviornmental factors. Students with low grades, who are not satisfied with school life, who don't have both parents, who have uncaring parents who nare too strict or too arbitary, who have smoking parents, or who have experienced smoking commonly smoked. Therefore, to lower the smoking rate we should improve the school environment, improve a student's interest in school life. And parents or siblings should lead by example and quit smoking at home. Schools should educate students more effectively concerning the harmful effects of smoking and create an accurate understanding of its dancers. From the beginning, we should teach students never ever to touch cigaretts. 2. The surve discovered that most students started out of curiosity, or solicitantion from friends or elders at middle school, and had been smoking one to five cigarettes for more than a year. They obtained cigarettes at stores and most of them have friends who smoke. As a result anti-smoking education should be conducted at elementary schools prior to middle school. More than 95% of the teenagers who smoke had friends who smote and smoked out of curiosity or the recommendation of elders. Thus, we must focus on teenagers who smoke in group, rather than individually. Fuyrthermore, the strict application of the regulation of tobacco sales as well as tobacco cooperation from retailers are needed. While students did not show any mood or academic achievement difference after beginning smoking, 58.1% of the students a health situdation that was worse. Juvenile smoking is more harmful to the juvenile than adult smoking is to the adult. This should be focused on in an anti-smoking campaign. 3. Students who smoke hada more positive attitude toward smoking than students who don't smoke. Students who smoke had a tendency to have a nuetral position and are not concerned about smoking compared to non-smoking students. The survey showed that the great number of students had a nuetral position. Because this nuetrality may increase Juvenile smoking, education that provides an exact understanding of smoking should be performed to build the correct attidude toward smoking. 4. Middle school students smoke when angry, gloomy, anxious, a lone and when they have some problems to solve, on when they feel inconveniened in other wores, they smoke to reliver stress. They also smok due to addiction. Because smoking is not a praetical method to relieve stress, a program which helps to acquire positive relief stress should be provided to help reduce smoking. 5. About 65% of students who smoke want to quit smoking because of health problem, 78% of them have tried mor than once to quit but failed due to weak will power and peer pressure from friends who smoke. Juvenile smoking is group, oriented. Thus, the program that advances less smoking will be the one that focuseds on groups. 6. As for advice to students who want to quit smoking, "persuasion" was used most commonly, followed by a "presentation on how to quit smoking". Another method were severe punishment. About 70% of the students wanted the anti-smoking guide at school. 7. Most students (73.5%) had a position that more anti-smoking education at school is needed. Obriously, then, anti-smoking education at middle-high schools should be reinfoced. Although the education which explains the harmful influence of tobacco is known as an efficient way prevent smoking; it does not influence students who already smoke. Therefore, for students who smoke, multi-dimensional approaches must be attempted that include physical training, phychokogical approache, consultation and discussion, medical chek-ups, audio-visual education technigues, and professonal instructors, in addition, because smoking students have more negative on lukewarm attitude to anti-smoking education anti-smoking education should be conducted through a communicative style by dedicated teachers who care about students. KAIST 조기진학을 위해 초고속 속진학습을 받은 과학영재들의 성취정도와 효과에 대한 종단연구 (A LONGITUDINAL STUDY OF THE ACHIEVEMENT AND EFFECTS OF THE SCIENTIFICALLY GIFTED STUDENTS WHO HAVE TAKEN A ULTRA HIGH SPEED ACCELERATED EDUCATION FOR THE EARLY ENTRANCE OF KAIST)

  • 본 연구는 1986년도에 한국과학기술대학 조기진학을 위해 1학년 과학영재들에게 초고속 속진학습을 동년 4월 1일부터 9월 26일까지 약 170여 일 동안 791 시간의 특별 프로그램을 투여하고 9월 입학시험에 응시한 8명의 대상자 중 설문에 응답한 6명의 학생들을 대상으로 하였다. 본 연구에서는 조기진학 특별 프로그램을 받은 과학영재들이 지난 17년 동안 어떤 과정을 거쳐 현재에 와 있는지를 알아보고, 17년 후 현재의 성취 정도를 파악하며, 자신이 받은 속진학습에 대해서 어떻게 평가하고 있는지에 대해 알아보고자 한다. 또한 그들은 자신의 성취의 요인을 무엇으로 보는지에 대해 알아보고, 이를 통하여 고교 과학영재의 초고속 속진학습의 가능성을 확인해보고 앞으로의 과학영재교육의 방향을 모색하고자 한다. 연구 결과 3명은 박사학위를 받고 연구소의 연구원, 교수로 성취하였고 나머지 3명은 석사학위를 받은 후 연구소의 연구원으로 근무하고 있었다. 이들의 연구업적은 분야에 따라 편차가 크나 연구업적이 큰 3명의 경우에는 25-28세에 SCI급 국제 저널에 논문을 낼 정도로 성취하였다. 특히 두 사람의 경우는 삼성그룹 기술논문경진대회 기게 화학분야 최우수상 수상, 국내 최초 IMT2000 상용 모뎀 칩 개발 등 두드러진 성과를 거두기도 하였다. 또한 한 명은 하버드 대학으로 대학을 옮겨 물리학을 전공하고, UCLA에서 법학을 전공하여 법대교수로 재직하고 있다. 자신이 받은 초고속 속진학습에 대한 평가에서 김덕영은 선행연구에서 고교과정 2년을 단축하는 특별 프로그램 운영은 필요한 것이고, 학습 성취는 물론 정서적 적응상태의 확인을 통해서 초고속 속진학습이 성공적이라고 주장하였다. 그러나 17년이 지난 지금 연구 대상자들의 반응은 긍정적인 면 보다는 부정적 시각이 많았다. 특히 조기진학을 위한 특별프로그램 참여자 중에서 첫 해에 합격한 학생들은 프로그램 참여가 자신감을 비롯한 인생에 긍정적인 영향을 미쳤다고 생각하나 불 합격생은 부정적인 영향을 미쳤다고 여기고 그 중에 한 명은 지금까지도 많이 후회하고 있다고 언급했다. 따라서 세심한 판별과정을 거쳐 능력 있는 과학영재를 조기에 발굴하여 체계적으로 속진교육을 한다면 과학영재들의 성취를 위해서 초고속 속진학습이 아닌 한속진학습은 반드시 필요하다. 앞으로 17년이 지난 후에 이들 과학영재들에 관한 종단연구는 다시 진행될 것이다.

소규모 사업장 보건관리대행기관의 간호업무 운영관리 지원체계 (Management and Supporting System on the Occupational Health Nursing Services Provided in Group Occupational Health Agencies of Korea)

  • This study was carried out to investigate the management and support system affecting to the occupational health nursing services(OHNS) provided in group occupational health agencies(GOHA). Questionnaire was developed and distributed to 82 nurses who were working in GOHA and who agreed to participate in the survey. The results were as follow: 1. OH nurses responded were mostly in the age of twenty to thirties(89%), married(73.7%), technical college graduates(88.9%), worked in hospital(85.4%) and participated more than 1 year in group occupational health services (96.3%). 2. Fifty eight point four percent of the OH nurses worked in number of workplace more than 30 to less than 60 in the OHNS form. The figure of workplaces undertaken by nurses was ranged greatly from 9 to more than 100. Number of employees who cared by nurses were mostly under 5,000 peoples in 93.3%. The types of industry was mostly manufacturing and located in the order of factory complex area, suburban, urban and others. 3. Most OH nurses(87.8%) were fully involved in the OHNS for the SSE. Their working days to visit SSE was 5 days per week(77.8%) and one day in the GOHA at 41.3%. 4. The OH documents using by nurses were found in more than 23 different types. However, they were largely summarized in the types of 'Workplace Health Management Card', 'Personal Health Counselling Card', 'Daily Health Management Report', 'Visiting List of Workplace' and 'Sick Employee List'. 5. The items of laboratory test provided by GOHA were mostly achieved in the purpose of basic health examination. They were used to be the blood pressure check(98.8%), blood sugar test (98.8%), urine sugar and protein(91.4%), SGOT and SGPT(85.3% each), cholesterol (82.9%), hepa vaccine immunization(82.9%), r-GPT(81.7%), hemoglobin(79.3%) and triglyceride(75.5%). 6. The OH nurses(92.7%) followed the work pattern to visit the GOHA before and after small-scale enterprises(SSE) visit by car driven by nurses in 74.3%. They were payed by GOHA for transportation fees in certain amounts. However, nurse is the main person(75.0%) who covers up in case of traffic accident. If the GOHA has no transportation regulation for the formal workplace visit, data showed that nurses had been responsible to take charge(31.7%). 7. The personnel manager who takes in charge for nursing services was 'nurse' in 61.7% and 41.2% worked as the final decision maker related to nursing work. The OH nurses' opinions about factors affecting to the management were classified in the four areas such as 'Nature(Quality) of health professional'. 'Content of OHNS', 'Delivery system of the GOHS', and 'Others'. The factors were indicated highly in 'Authority as health professional', 'Level of perception of director on the OH' and 'Physical work condition for OHNS'. The things that this study suggests in the recommendation would be summarized in such as the management and supporting system working for SSE in the OHNS is necessary to reform thoroughly. The reconsidered aspects might be in the matters of number of workplaces undertaken by nurses, development of effectively practical health documents, preparation for guideline of the laboratory test in the workpleces, establishment of convenient and encouraging support system and cooperation between other health professionals with respect and skill.

조직구성원의 정보기술 인적역량과 개인 업무만족 및 업무성과 간의 관계: 목표지향성 관점 (Relationships Among Employees' IT Personnel Competency, Personal Work Satisfaction, and Personal Work Performance: A Goal Orientation Perspective)

  • The study examines the relationships among employee's goal orientation, IT personnel competency, personal effectiveness. The goal orientation includes learning goal orientation, performance approach goal orientation, and performance avoid goal orientation. Personal effectiveness consists of personal work satisfaction and personal work performance. In general, IT personnel competency refers to IT expert's skills, expertise, and knowledge required to perform IT activities in organizations. However, due to the advent of the internet and the generalization of IT, IT personnel competency turns out to be an important competency of technological experts as well as employees in organizations. While the competency of IT itself is important, the appropriate harmony between IT personnel's business capability and technological capability enhances the value of human resources and thus provides organizations with sustainable competitive advantages. The rapid pace of organization change places increased pressure on employees to continually update their skills and adapt their behavior to new organizational realities. This challenge raises a number of important questions concerning organizational behavior? Why do some employees display remarkable flexibility in their behavioral responses to changes in the organization, whereas others firmly resist change or experience great stress when faced with the need to alter behavior? Why do some employees continually strive to improve themselves over their life span, whereas others are content to forge through life using the same basic knowledge and skills? Why do some employees throw themselves enthusiastically into challenging tasks, whereas others avoid challenging tasks? The goal orientation proposed by organizational psychology provides at least a partial answer to these questions. Goal orientations refer to stable personally characteristics fostered by "self-theories" about the nature and development of attributes (such as intelligence, personality, abilities, and skills) people have. Self-theories are one's beliefs and goal orientations are achievement motivation revealed in seeking goals in accordance with one's beliefs. The goal orientations include learning goal orientation, performance approach goal orientation, and performance avoid goal orientation. Specifically, a learning goal orientation refers to a preference to develop the self by acquiring new skills, mastering new situations, and improving one's competence. A performance approach goal orientation refers to a preference to demonstrate and validate the adequacy of one's competence by seeking favorable judgments and avoiding negative judgments. A performance avoid goal orientation refers to a preference to avoid the disproving of one's competence and to avoid negative judgements about it, while focusing on performance. And the study also examines the moderating role of work career of employees to investigate the difference in the relationship between IT personnel competency and personal effectiveness. The study analyzes the collected data using PASW 18.0 and and PLS(Partial Least Square). The study also uses PLS bootstrapping algorithm (sample size: 500) to test research hypotheses. The result shows that the influences of both a learning goal orientation (${\beta}$ = 0.301, t = 3.822, P < 0.000) and a performance approach goal orientation (${\beta}$ = 0.224, t = 2.710, P < 0.01) on IT personnel competency are positively significant, while the influence of a performance avoid goal orientation(${\beta}$ = -0.142, t = 2.398, p < 0.05) on IT personnel competency is negatively significant. The result indicates that employees differ in their psychological and behavioral responses according to the goal orientation of employees. The result also shows that the impact of a IT personnel competency on both personal work satisfaction(${\beta}$ = 0.395, t = 4.897, P < 0.000) and personal work performance(${\beta}$ = 0.575, t = 12.800, P < 0.000) is positively significant. And the impact of personal work satisfaction(${\beta}$ = 0.148, t = 2.432, p < 0.05) on personal work performance is positively significant. Finally, the impacts of control variables (gender, age, type of industry, position, work career) on the relationships between IT personnel competency and personal effectiveness(personal work satisfaction work performance) are partly significant. In addition, the study uses PLS algorithm to find out a GoF(global criterion of goodness of fit) of the exploratory research model which includes a mediating variable, IT personnel competency. The result of analysis shows that the value of GoF is 0.45 above GoFlarge(0.36). Therefore, the research model turns out be good. In addition, the study performs a Sobel Test to find out the statistical significance of the mediating variable, IT personnel competency, which is already turned out to have the mediating effect in the research model using PLS. The result of a Sobel Test shows that the values of Z are all significant statistically (above 1.96 and below -1.96) and indicates that IT personnel competency plays a mediating role in the research model. At the present day, most employees are universally afraid of organizational changes and resistant to them in organizations in which the acceptance and learning of a new information technology or information system is particularly required. The problem is due' to increasing a feeling of uneasiness and uncertainty in improving past practices in accordance with new organizational changes. It is not always possible for employees with positive attitudes to perform their works suitable to organizational goals. Therefore, organizations need to identify what kinds of goal-oriented minds employees have, motivate them to do self-directed learning, and provide them with organizational environment to enhance positive aspects in their works. Thus, the study provides researchers and practitioners with a matter of primary interest in goal orientation and IT personnel competency, of which they have been unaware until very recently. Some academic and practical implications and limitations arisen in the course of the research, and suggestions for future research directions are also discussed.
