The object of the study is to examine the change of social-economic structure and poverty-shape to escape poverty. In Korea, the working poor have been increased by flexibility and division of labor market since the economic crisis in 1997, and are faced with hard conditions due to the vulnerable welfare system. Especially the workers who engage in irregular jobs were increased by restructure of labor market. Besides they are in unstable employment terms such as low payment, low-skill and exclusion from welfare-benefit. Many small independent businessmen are also in danger of poverty for enterprises trend to move abroad by globalization. Poverty policy in our country was focused on the absolute poor class that has relation with old age, unemployment, disable, disease etc, so they were the object of welfare policy. The poverties, however, are increasing rapidly after the economic crisis, and they work so hard but are still poor, that is, participation in labor market doesn't become an element to escape poverty. Thus the emergence of new poverties whose core consists of the working poor becomes to need new poverty policy. The study is to survey change of their economic conditions, their welfare conditions, their experiences and responses of social dangers after the economic crisis, then to explore the policy to escape poverty. As the result of the study, it shows that the working poor experienced many kinds of social dangers like unemployment, decrease of income etc. In their welfare conditions as their responses to the social dangers, the benefit of social insurance, enterprise welfare like legal retirement pay and paid leave and private welfare such as private pension and insurance are low. The working poor are faced with social dangers, moreover, they don't have skill or education for adapting themselves to information society. The study says that it needs variable policies for the working poor to escape poverty, and suggests payment & tax policies as stable income policy, occupational discipline and skill-education for promoting the quality of employment, moreover, social insurance as expansion of social welfare policy and housing & education policies whose objects are the working poor.
The analysis of heavy metals associated with both PM2.5 and PM10 fraction of aerosols was made from a northeast region of Seoul during the spring period of 2001. The mean concentrations of fine (PM2.5), coarse (PM10-PM2.5), and PM10 fraction were observed as 49.3${\pm}$29.2, 50.5${\pm}$35.0, and 95.5${\pm}$46.1 ${\mu}g$/m$^3$, respectively during this study period. According to the results of enrichment factor (EF) analysis between different particle fractions, major elements (including Fe, Ca, Na, and K) were found to exhibit EF values of less than 10. However, heavy metal components (like Zn and Pb) showed very high EF values. Comparison of fine/coarse (F/C) concentration ratio showed that Zn, Cr, Pb, and Ni have higher ratio values than others. The metallic composition of particles was also compared on both absolute and relative terms. The results of our analysis showed an evidence that the increase in the total metallic contents is prominent during the spring period due mostly to the Asian Dust event.
Geographically weighted regression(GWR) model has been widely used to estimate spatially heterogeneous real estate prices. The GWR model, however, has some limitations of the selection of different price determinants over space and the restricted number of observations for local estimation. Alternatively, the geographically weighted LASSO(GWL) model has been recently introduced and received a growing interest. In this paper, we attempt to explore various local price determinants for the real estate by utilizing the GWL and its applicability to forecasting the real estate price. To do this, we developed the three hedonic models of OLS, GWR, and GWL focusing on the sales price of apartments in Seoul and compared those models in terms of model fit, prediction, and multicollinearity. As a result, local models appeared to be better than the global OLS on the whole, and in particular, the GWL appeared to be more explanatory and predictable than other models. Moreover, the GWL enabled to provide spatially different sets of price determinants which no multicollinearity exists. The GWL helps select the significant sets of independent variables from a high dimensional dataset, and hence will be a useful technique for large and complex spatial big data.
English contract law has traditionally taken the view that it is not the duty of the parties to a contract to give information voluntarily to each other. In English law, one of the principal distinctions between insurance contract law and general contract law is the existence of the doctrine of utmost good faith in insurance law. The doctrine gives rise to a variety of duties, some of which apply before formation of the contract while others apply post-formation. This article is, therefore, designed to analyse the overall structure and problems of the doctrine of utmost good faith in English marine insurance law. The results of analysis are as following : First, the requirement of utmost good faith in marine insurance law arises from the fact that many of the relevant circumstances are within the exclusive knowledge of the assured and it is impossible for the insurer to obtain the facts to make a appropriate calculation of the risk that he is asked to assume without this information. Secondly, the duty of utmost good faith provided in MIA 1906, s. 17 has the nature as a bilateral or reciprocal, overriding and absolute duty. Thirdly, the Court of Appeal in Skandia held that breach of the pre-formation duty of utmost good faith did not sound in damages since the duty did not arise out of an implied contractual term and the breach did not constitute a tort. Instead, the Court of Appeal held that the duty was an extra-contractual duty imposed by law in the form of a contingent condition precedent to the enforceability of the contract. Fourthly, the scope of the duty of utmost good faith is closely related to the test of materiality and the assured is required to disclose only material circumstances subject to MIA 1906, s. 18(1) and 20(1). The test of materiality, which had caused a great deal of debate in English courts over 30 years, was finally settled by the House of Lords in Pan Atlantic and the House of Lords rejected the 'decisive influence' test and the 'increased risk' test, and the decision of the House of Lords is thought to accept the 'mere influence' test in subsequent case by the Court of Appeal. Fifthly, the insurer is, in order to avoid contract, required to provide proof that he is induced to enter into the contract by reason of the non-disclosure or misrepresentation of the assured. Sixthly, the duty of utmost good faith is, in principle, terminated before contract is concluded, but it is undoubtful that the provision under MIA 1906, s. 17 is wide enough to include the post-formation duty. The post-formation duty is, however, based upon the terms of marine insurance contract, and the duty lies entirely outside s. 17. Finally, MIA 1906, s. 17 provides expressly for the remedy of avoidance of the contract for breach of the duty. This means rescission or retrospective avoidance of the entire contract, and the remedy is based upon a fairly crude 'all-or-nothing' approach. What is needed in English marine insurance law is to introduce a more sophiscated or proportionate remedy.
This study has intended to evaluate the forest recreation functions to seek methods to designate the recreational areas inside a recreation forest. This study has Mt. Chung-ok in Korea as a study area to which Quantification method II as a valuation measure was applied. This study also has chosen a degree of recreational utility as an external criterion and six factors including Forest type, Forest age, Slope, Riparian area, Road, and Facility for the 173 stands in this area. As a result, absolute discriminated success rate was obtained, so that the first and second estimated correlation ratios were 82% and 74%, respectively. Road and Slope had great influences on the potential power of recreational functions. In the category, recreational function was more influenced by the existence of road and the lower degree of slope. Also, this study has drawn an evaluation map, which displayed the potential power of recreational functions by classifying three discrimination points such as H(High), M(Medium), and L(Low) through calculating the degree of recreational utility of the recreation forest for the stands by applying an estimation formula of recreational function in the stands. This study seems to be worthwhile in terms of actual, experimental, and intuitive interpretation for the degree of recreational utility calculated by using Quantification method theory.
The aim of this study was to measure the suprathreshold taste intensity for NaCl, sucrose, citric acid, and quinine HCl in elderly Korean women using a whole-mouth, sip-and-spit procedure, employing the method of magnitude matching. The results were analysed in terms of aging, menopause, and salivary flow rate. 31 elderly women (mean age; $50.8{\pm}5.1$ years) and 30 young women (mean age; $25.1{\pm}1.71$ years) were included for the study. Subjects were instructed to give nonmodulus magnitude estimates to the intensities of five concentrations each of sucrose, NaCl, citric acid, and quinine HCl; distilled water; 6 loudness level of a 1,000-Hz tone, using the same 9-point intensity scale. Each of the 21 taste stimuli and 6 auditory stimuli are presented in random order twice. The auditory function is used to assess the absolute intensity function of the subject's taste system. The results were as follows; 1. Comparing to young women, elderly women showed decreased taste intensities for lower concentration solutions of NaCl and sucrose. However, other solutions didn't show any difference in taste intensities between young and elderly women. 2. There were not significant difference in perceived taste intensities for NaCl, sucrose, citric acid, and quinine HCl between menopause and pre-menopause women in elderly women group. 3. There were not significant difference in perceived taste intensities for NaCl, sucrose, and quinine HCl between low salivation women and high salivation women in elderly women group. 4. The low salivation women in elderly group showed higher taste intensity for low concentration citric acid than high salivation women.
In this study, a number of volatile organic compounds (VOCs) including benzene, toluene, p-xylene, styrene, and methyl ethyl ketone were analyzed from samples collected in ambient air and under the field conditions. These samples were analyzed independently by two different set-ups for VOC analyses, i.e., between [1] gas chromatography/flame ionization detector with tube sampling - (F-T system) and [2] gas chromatography/mass spectrometer with bag sampling (M-B system). The analytical results derived by both systems showed fairly similar patterns in relative sense but with moderately large differences in absolute sense. The results of M-B system were high relative to F-T system with the F-T/M-B ratio below 1. If the relative biases of the two measurement techniques are derived in terms of percent difference (PD) in concentration values, the results were generally above 35% on average. A student t-test was applied to investigate the statistical significance of those differences between the systems. The results of both analytical systems were different at 95% confidence level for toluene, p-xylene, styrene, and methyl ethyl ketone (P < 0.043). However, F-T and M-B systems showed strong correlations for toluene and p-xylene. The observed bias is explained in large part by such factors as the differences in standard phases used for each system and the chemical loss inside the bag sampler.

According to the developing advanced techniques and removal of Selective Availability, much research has been conducted to improve the accuracy of GPS positioning in absolute and relative mode by estimating the nuisance parameters such as atmospheric effect, clock errors and multipath. Especially, the continuous effort of establishing the CORS in many countries and the effort of ICS making effective global networking make more application areas and the necessity of more precise location is being increased. Some of the countries like German, Japan and Swiss already utilized the Virtual Reference System for better location accuracy and services. In this study, the VRS system is investigated in terms of system principle, required H/W and S/W, management and operation, revision of related law, expected application and market etc. and find optimal solution in each aspect for economic and fast set up of the system in this country. The analysis of Korean CORS, communication infra and market estimation is performed for the efficient system establishment. Also. the suggestion on the advertisement and education of the system is also included. It is expected that this study contributes for the establishment of effective and precise nationwide location service so that many SOC areas including navigation, GIS, Telematics, LBS can provides better service for the users.
The percentage of moisture content in rice before harvest is crucial to reduce the economic loss in terms of yield, quality and drying cost. This paper discusses the application of artificial neural network (ANN) in developing a reliable prediction model using the low altitude fixed-wing unmanned air vehicle (UAV) based reflectance value of green, red, and NIR and statistical moisture content data. A comparison between the actual statistical data and the predicted data was performed to evaluate the performance of the model. The correlation coefficient (R) is 0.862 and the mean absolute percentage error (MAPE) is 0.914% indicate a very good accuracy of the model to predict the moisture content in rice before harvest. The model predicted values are matched well with the measured values($R^2=0.743$, and Nash-Sutcliffe Efficiency = 0.730). The model results are very promising and show the reliable potential to predict moisture content with the error of prediction less than 7%. This model might be potentially helpful for the rice production system in the field of precision agriculture (PA).
This study makes an empirical comparison of various realized volatilities (RVs) in terms of overnight returns. In financial asset markets, during overnight or holidays, no or few trading data are available causing a difficulty in computing RVs for a whole span of a day. A review will be made on several RVs reflecting overnight return variations. The comparison is made for forecast accuracies of several RVs for some financial assets: the US S&P500 index, the US NASDAQ index, the KOSPI (Korean Stock Price Index), and the foreign exchange rate of the Korea won relative to the US dollar. The RV of a day is compared with the square of the next day log-return, which is a proxy for the integrated volatility of the day. The comparison is made by investigating the Mean Absolute Error (MAE) and the Root Mean Square Error (RMSE). Statistical inference of MAE and RMSE is made by applying the model confidence set (MCS) approach and the Diebold-Mariano test. For the three index data, a specific RV emerges as the best one, which addresses overnight return variations by inflating daytime RV.
