The purpose of this study was 1) to review communal housing in the UK, 2) to consider the policy implications for elderly communal housing in Korea. The research methods used were 1) literature review about communal housing and related policy in the UK 2) field survey in the UK 3) interpretative suggestion for the proper policy implication to develope communal housing for the elderly in Korea. Sheltered housing in the UK had been developed as communal housing for the elderly with special needs since the 1970s. The type of sheltered housing were category 1 and category 2. Very sheltered housing with more facilities and meal services was added in 1980s. Sheltered housing was evaluated as the most humanistic solution for older people in the UK in 1980s. Because of the policy of moving institutional care to community care, sheltered housing became less in demand because of more options for older people including being able to stay in their own home. So new completion of sheltered housing by registered social landlords reduced saliently. Sheltered housing already totalled over half million units in which 5% of all elderly over 65 still lived and a small quantity of private sector for sale schemes emerged in the 1990s. The reason why the residents moved to sheltered housing was for sociable, secure, and manageable living arrangements. In general the residents were satisfied with these characteristics but dissatisfied with the service charge and quality of meals, especially in category 2.5 schemes. The degree of utilisation of communal spaces and facilities depended on the wardens ability and enthusiasm. Evaluation of sheltered housing indicated several problems such as wardens duty as a \"good neighbour\" ; difficult-to-let problems with poor location or individual units of bedsittiing type with shared bathroom ; and the under use of communal spaces and facilities. Some ideas to solve these problems were suggested by researchers through expanding wardens duty as a professional, opening the scheme to the public, improving interior standards, and accepting non-elderly applicants who need support. Some researchers insisted continuing development of sheltered housing, but higher standards must be considered for the minority who want to live in communal living arrangement. Recently, enhanced sheltered housing with greater involvement of relatives and with tied up policy in registration and funding suggested as an alternative for residential care. In conclusion, the rights of choice for older people should be policy support for special needs housing. Elderly communal housing, especially a model similar to sheltered housing category 2 with at least 1 meal a day might be recommended for a Korean Model. For special needs housing development either for rent or for sale, participation of the public sector and long term and low interest financial support for the private sector must be developed in Korea. Providing a system for scheme managers to train and retrain must be encouraged. The professional ability of the scheme manager to plan and to deliver services might be the most important factor for the success of elderly communal housing projects in Korea. In addition the expansion of a public health care service, the development of leisure programs in Senior Citizens Centre, home helper both for the elderly in communal housing and the elderly in mainstream housing of the community as well. Providing of elderly communal housing through the modified general Construction Act rather than the present Elderly Welfare Act might be more helpful to encourage the access of general people in Korea. in Korea.
The purpose of this study is to identify the effect of verbal violence experience by employees on turnover intention and the mediating effect of customer-member exchange(CMX) and job satisfaction in local healthy family support center(HFSC). Additionally, the multi-group analysis and latent mean analysis showed varying results across working for general service and child-care service. For the purpose, study conducted a survey among all the employees at 56 local HFSC in Seoul and Gyeonggi-do Province. Of a total of questionnaires distributed, 319 were returned and analysed. The result of this study were as follows First, verbal violence experience by employees effected on CMX, CMX effected on job satisfaction, job satisfaction effected on turnover intention. Second, CMX and job satisfaction acceptance have statistically significant mediating effects between verbal violence experience and turnover intention. Third, as result of multi-group analysis, the structural relationship were no significant differences found in job position. In the latent means analysis, working for child-care service showed significantly higher latent mean values in verbal violence experience and CMX than general service. Based on the results, policy and practice implications of this study were discussed intervention with considerations given to the difference of the job position.
The purpose of this study is to verify qualitatively and quantitatively practitioners' perceptions of functions and roles of community child center which plays a pivotal role in afterschool care in Korea. To achieve its purposes, we investigate environments, services, workers, service users, and delivery systems of community child center. As a result, 4 types of perception of community child center(service integration-oriented type focusing on professional workers, care-oriented type based on child care center's physical environment, delivering service-oriented type working in collaboration with schools, and individual case management-oriented type) were examined. These results were also classified into two categories. One focused on the importance of workers and supports for service environments. The other focused more on the functions of community child center to find commonality and originality in other afterschool care systems. This study can be valuable in understanding practitioners' different perception on functions and roles of community child center which have not yet been confirmed statistically. The results allow us to apply diverse practitioners' perceptions to the practice, and to elicit discussions regarding improved practice directions for managing community child center. It also can provide useful baseline data in policy decisions and enforcement.

As the provision of long-term care policy takes root and with a gradual increase in elderly population, the use of elderly care service has become a growing norm. More than ever, there exists an urgent need for a paradigm shift in the building of an institutional basis for the improvement of care service, from the prevalent practice of 'need based service' toward the concept of 'human rights based service'. A great focus is being shed on care-workers, at the 'front line' of advocating human rights, as their human rights advocacy behaviour is seen as a key variable in providing high quality care service for elders. This study aims to examine how care-workers' individual human rights awareness levels, and the influence of their respective organizations, as an environmental factor, affect their human rights advocacy behaviour. The study includes a comprehensive analysis of the interactions between the regulatory effect of environmental factors (service orientation?) on an organizational level, human rights awareness (individual level) and the service environment (organizational). The analysis sample consisted of 782 registered non-profit corporation of long-term care facilities all over the country in 2014. The findings of the thesis suggest that human rights awareness at individual levels has a significant influence on human rights advocacy behavior. The interaction of human resources management in service orientations was also found to influence human rights advocacy on a significant level. Both human rights awareness at individual level and service orientations at organizational level were thus determined as key variables for improving the human rights awareness of care worker in long-term care facilities in Korea.
This study analyzes the emotional labor experiences of 8 social workers in social welfare facilities and public institutions by thematic analysis method with interveiws with them. Six categories and Twenty two themes concerning the emotional labor experience were derived from the analysis. Six categories are as follows: 'work life as a target for anger', 'unsafe workplace', 'emotional labor that ruins life', 'overcoming hurt emotion', and 'living with emotional labor'. Social workers are constantly required to perform emotional labor providing services to clients in the field of practice, and they also suffer verbal abuse from clients. Social workers feel the pressure of work in the environment that does not tolerate mistakes and they must keep their safety on their own. In these cases, emotional labor has effects on the physical and mental health of workers. The problem of emotional labor is difficult to solve and there might not be no choice but to endure. This study suggests practical and policy measures for social workers based on the results of the analysis. Policy suggestions are as follows: safety assurance for social workers, establishment of base facilities for employee support, human rights education for employees, preparation of super vision system, and the provision of a mental health care system.
This study aimed to analyse the structural relationships among family resilience, experience of child abuse prevention education, and awareness of abuse behaviors. Data were collected from 389 school parents residing A metropolitan area. The results of this study are as follows : 1) the variable of the family resilience and the experience of child abuse prevention education among school parents had positive statistic association with the awareness of abuse behaviors. 2) the experience of child abuse prevention education was found to mediate between the family resilience and the awareness of abuse behaviors. Based on these study results, several suggestions were made to improve the awareness of school parents' abuse behaviors in terms of the enhancement of their family resilience and service delivery system for child abuse prevention.
Most of existing studies about employment of people with disabilities have regarded the disabled groups as only one group which has different characteristics respectively. In fact, each of the disabled groups have several peculiarities of their own. So government or policy makers must regard the disabled group as different groups which have their own characteristics(example : education level, house income, wage, working hours, satisfaction level for their job, disability type and degree, service year in a firm, etc) for promoting employment of the disabled effectively and keeping their job continuously. In this study, we examine and verify the existence of segmentations in Korea labor market of the disabled according to their different education level & sex by using MDFA(Multiple Discriminant Function Analysis technique) and seek solutions for easing those segmentations.
This paper is designed to study how public values of viewers impact on the necessity of public service broadcasters and the willingness to payment of TV license fee based on the public-opinion survey regarding raising KBS TV license fee which was submitted to the National Assembly in 2013. To investigate this influence, seven main projects presented by KBS are classified into five public values of public (service) broadcasters such as quality, diversity, universality, social value and global value. The seven key performance tasks were presented by KBS. The study results are summarized as follows. Firstly, the survey group who selected the digital welfare enlargement by free terrestrial multi-channel broadcasting among public values recognized as highest the necessity of public service broadcasting as the most highly. Secondly, regarding the question of raising license fee, 72.4 percent of respondents were in favor of 1,000 won and 43.9 percent of respondents were in favor of 1,500 won. The result of this study shows that public service broadcasting has the possibility of securing the legitimacy of license fee policy when public service broadcasters faithfully carry out the five public values as above.

The purpose of this study was to explain the influence of depression on the life satisfaction of the elderly with hypertension. Also, we were focusing whether there is a mediating effect of subjective health status between depression and life satisfaction of the elderly with hypertension. 2,198 persons with hypertension over 65 years of age were selected from the data of KLoSA(Korean Longitudinal Study of Ageing), administered by The Korea Employment Information Service in 2014. Life satisfaction was measured by 10-Likert. The depression measured by CES-D10. The mediating variable is subjective health status measured by 5-Likert. As the method of analysis, the multiple regressions were used with SPSS 19.0. The result of the study shows that depression has a negative influence on life satisfaction and a negative influence on subjective health status. It was also verified that the subjective health status variable has a mediating effect between depression and life satisfaction. These results present the importance of psychological approach for the health promotion experts intervening with the elderly with hypertension.
This essay attempts to analyze the public health welfare conception within the text of the Beveridge Report and its realization via the NHS in Great Britain. Once referring to the influence of the Report to create the foundations of the 20th-century welfare system, the quest to scrutinize the original intentions of the Report and its succession to the NHS is certainly intriguing. Furthermore, when regarding the significance of public health policy for a modern state, the effort to engage in Beveridge's conception and its realization is more than timely. In light of such a premise, this paper indulges in its study by the following methods. First, the historical background of the Report - namely, the role of the spirit of the age and the experience of the Emergency Medical Service are to be analyzed to identify the origins of the welfare policies proposed by Beveridge. Furthermore, the public health welfare conception of the Report conceived from its time is reflected upon by engaging on the goal towards social welfare and public health scheme. Lastly, the aims of the NHS and its management, treatment classification, and rehabilitation program are reviewed for comparative analysis with the Report to survey the realization of Beveridge's design. In this process, this paper not only takes into account the original text of the Report - but also other essential works of law and public policy, including the NHS Constitution for England and the National Health Service Act of 1946. The intentions of this study are not bound by merely coinciding with the Report, but resonate significance via reflecting upon the Beveridgian legacy on the modern welfare state from the current perspective. The structured analysis to research the aims and policies of the Report and to compare them to the reality of the NHS may provide an opportunity to confirm the realization of Beveridge's scheme in British society. In addition, this essay is part of an academic endeavor to critically assess the past and the present of the welfare institution in the public health sector. As such, it is hopeful that the essay sheds light on further studies concerning the constructive remedies of the Korean welfare system as well.
