Methods: Through case studies of previous VHW program and review articles about the state of medical volunteer and medical mission, we developed the VHW training program. Pilot test of the program was carried out in Tugeugarao city, Phillipines on July, 2008. The subject were 32 persons from 15 villages around Tuguegarao city. After training we surveyed regarding the satisfaction of training and the degree of getting knowledge and skills. Results: Through article review, we got the common subjects of previous VHW training program and the limitations of overseas medical volunteer and medical mission. We developed VHW training program aiming to community health promotion through community participation and community change. The main text was "Where There Is No Doctor" of Hesperian Foundation. The program executed through 1 day intensive lecture and practice. The satisfaction of the program was 8.95±1.70 on 10 point rating scale. Conclusions: We strongly expect VHW training program can be available as new model of short overseas medical volunteer as well as medical mission if we could systemize it with the confirming subject before training , management after training and continuous support through connection with the field.

  • Education has recently witnessed a rapid increase in the use of edutech worldwide. This study focuses on Korean workers and explores an edutech-based learning model for vocational education and training. Based on analyses of edutech cases and interviews with edutech experts, a draft edutech model was designed and the validity was evaluated based on two Delphi surveys with a panel of experts in the field. The study's findings suggest that edutech-based employee education and training should prioritize LXP orientation (last CVR=1, last Mean=4.70) , implement adaptive learning through learning analytics (last CVR=1, last Mean=4.90), enhance the human touch effect using edutech (last CVR=1, last Mean=4.90), and emphasize the importance of designing curricula that apply edutech in a step-by-step learning process while incorporating suitable instructional design for the key technologies involved in vocational training programs. In addition, it was revealed that there is a strong need to implement a method that makes each stage of the learning process more effective (before, during, and after). Edutech-based vocational training program should consider the interests of all stakeholders, including learners, instructors, vocational training institutions, and government agencies. Given the promotion of government-sponsored vocational training projects in Korea, the findings of this research are likely to have significant implications for the future of Korea's education and training policies.

  • This study focuses on a scheme for accepting migrant workers at Japanese construction sites and its impact on the industry. Recently, a severe shortage in the construction workforce has made the industry accept migrant workers through "Technical Intern Training (TIT)" program and "Specified Skilled Worker (SSW)" system in Japan. A new status of residence, SSW has been created to accept foreign nationals who work in jobs that require considerable knowledge of or experience in specified industry fields, and construction is one of them. However, many SSWs had already been working in Japan as TIT trainees, implying that the TIT program was the practical pathway to becoming a SSW. Therefore, this study aims to comprehensively understand the operational realities of the Japanese TIT program in construction companies. Data were collected using a literature survey and semi-structured interviews. The literature survey was a macro perspective, mainly about analyzing the statistical data on the Japanese government, with the status of residence, profession, and nationality, to ensure the transition and full picture of migrant workers in Japan. By contrast, interview surveys focused on micro situations such as the challenges faced by companies that accept migrant workers. This study showed that workforce shortages had lasted for more than 30 years and were still a chronic issue and that migrant workers were indispensable in the construction industry.

  • Recently, there are lacks of construction workers, and such vacancy has been continuously increased in many construction sites. Foreign workers have been hired to fill such vacancy, but increasingly high demands for construction workers made construction companies to hire foreign workers who did not properly pass the health and safety education program. In this work, problems associated with the basic education program for occupational safety and health training, which is the first mandatory requirement for foreign workers, were evaluated to suggest applicable solutions for this program. Literature reviews and preliminary investigations were performed, and a questionnaire survey was conducted for practitioners who were in charge of safety management in various construction sites. Results from survey were analyzed to derive proper methods for improvement on basic education on occupational safety and health training program. It is believed that suggested solution from this work can make foreign workers to be more conscious about health and safety issues, so that it will eventually decrease the accident rate in construction sites.
