Framework to Compute Vehicle Emission Costs Associated with Work Zones

  • Active construction work zones will result in longer travel time and/or longer travel distances for road users because of reduced speed limits and/or detours. This results in increased fuel consumption and increased emissions of harmful gases such as Carbon Monoxide (CO), Nitrogen Oxides (NOx), and Sulfur Oxides (SOx), which causes discomfort to the environment and road users around the work zone. The impact of such emissions should be considered while designing work zones or determining the number of days the roadway will be allowed to be closed partially or fully. This study develops a methodology to compute additional road user costs associated with such work zones. To achieve this goal, a) an extensive literature review is conducted, b) a framework to compute emission cost is developed, c) emission rates are computed for all counties (95) of the state of Tennessee, and d) a case study is conducted to demonstrate the use of the framework to estimate the additional impact of emission because of the work zone. For the case study conducted, the emission cost was computed to be $10,653.60 for the duration of the project. State DOTs can account for such road user costs while selecting contractors using A+B bidding. Accounting for such impact of emission will also indicate the agency's willingness to consider sustainability as a part of the business practices.

도시 고속도로 공사구간 용량 산정 (Capacity of Urban Freeway Work Zones)

  • 본 연구는 도시 고속도로의 편도차로수별 공사구간 기본용량 산정을 위한 것이다. 이를 위하여 현장 자료 및 교통관리센터자료를 수집하고, 4가지 분석방법을 적용한다. 평균 최대 관측 교통류율 분석법과 Headway 분석법, 회귀 분석법, Parameter Inspection 분석법 중 신뢰성이 높은 평균 최대 관측 교통류율 분석법 및 Headway 분석법의 결과를 값을 기반으로 공사구간 기본용량을 산출한다. 설계속도 80km/h인 도시고속도로 공사구간 평균용량은 약 1,650pcphpl로 추정된다. 편도 4차로 공사시 용량은 약 1,700pcphpl, 편도 2차로 공사시 용량은 약 1,600pcphpl이며, 용량 감소율은 각각 0.15, 0.2이다. 편도차로수가 적을수록 용량이 더 감소하는 것으로 보인다. 또한 결과의 검증을 위하여 파라믹스 시뮬레이션 분석을 통해 편도 차로수별 용량을 산정하고, 자료분석 산출용량을 비교한다. 본 연구는 도시 고속도로의 공사구간의 효율적이고 체계적인 관리 수립에 기여할 수 있다.

  • Reinforcing steel work plays an important role in terms of its structural performance or weight of construction cost for reinforced concrete structures. Precise estimation of re-bar quantity gives a basis for managing the reinforcing steel work effectively. However, the estimation process is still performed ineffectively based upon the expert's experience or manpower in spite of the advanced technology or improvement efforts. Therefore, the purpose of this research is to develop a prototype system for taking-off the quantity of reinforcing steel bars quickly and accurately in an order consistent with the specific members identified on the drawings. An estimate algorithm considering the connection, settlement and coating thickness of re-bars was suggested regarding to their replacement conditions which places more emphasis on constructibility. Also, this system produces the shop drawings automatically with the calculation results with work zone information.

음성 경고의 도로 공사구간 적용 가능성 평가 (Evaluation of the Feasibility of a Voice Alarm in a Highway Work Zone)

  • 도로공사구간의 안전성 증대를 위해 공사구간에 진입하는 운전자에게 전방상황에 대한 사전인지와 적절한 회피행동을 유도할 수 있는 경고정보를 제공하는 것은 효과적인 기술적 대안이 될 수 있다. 본 연구에서는 지향성 스피커를 이용하여 운전자에게 음성경고를 제공하여 안전운전을 유도하는 기술의 타당성을 평가하였다. 이를 위해 현장실험을 수행하였으며, 운전자의 경고정보 인지도 및 선호도, 공사구간 접근차량의 속도, 그리고 소음을 평가지표로 설정하여 수집된 자료를 분석하였다. 분석결과, 음성경고가 도로공사구간에 접근하는 운전자의 주위 환기를 위해서 긍정적으로 사용될 수 있음을 확인하였다. 반면 소음으로 인한 부정적인 효과도 발생할 수 있음을 관찰하였다. 따라서 음성 경고 제공 방식에 대한 개선을 통해 음성 정보 제공의 실효성을 증대시킬 필요가 있다. 또한 본 연구의 결과물은 향후 공사구간 안전성 증대를 위한 체계적인 음성경고정보시스템 개발을 위해 유용한 자료로 활용될 것으로 기대된다.

의사결정나무를 이용한 고속도로 공사구간 사고 심각도에 관한 연구 (A Study on the Crash Severity of Expressway Work Zones Using Decision Tree)

  • 본 연구는 고속도로의 공사구간의 사고 심각도에 영향을 미치는 주요인들을 파악하고 사고 심각도와의 관계를 규명하는 것을 목적으로 한다. 2011년부터 2015년까지 국내 고속도로에서 발생한 교통사고 자료를 공사구간 사고와 일반구간(비공사구간) 사고로 구분하였으며, 이 중 물피사고를 제외하고 분석에 활용하였다. 의사결정나무(Decision Tree)기법을 적용하여 공사구간과 일반구간의 사고 심각도에 영향을 끼치는 요인들을 파악한 뒤 사고 특성 및 영향요인의 차이점을 비교하였다. 특히 공사구간에서는 교통량이 많고 중차량 비율이 높을 경우 전반적인 구간속도 저하로 사고 심각도가 낮아지는 반면, 교통량이 적고 중차량 비율이 낮을수록 구간속도가 증가하여 심각도가 높은 사고로 이어지는 경향을 확인할 수 있었다. 본 연구를 통해 도출한 공사구간 사고심각도 영향 요인들은 공사구간 안전 관리 대책 마련에 도움을 줄 수 있을 것으로 기대한다.

Spatiotemporal Impact Assessments of Highway Construction: Autonomous SWAT Modeling

  • In the United States, the completion of Construction Work Zone (CWZ) impact assessments for all federally-funded highway infrastructure improvement projects is mandated, yet it is regarded as a daunting task for state transportation agencies, due to a lack of standardized analytical methods for developing sounder Transportation Management Plans (TMPs). To circumvent these issues, this study aims to create a spatiotemporal modeling framework, dubbed "SWAT" (Spatiotemporal Work zone Assessment for TMPs). This study drew a total of 43,795 traffic sensor reading data collected from heavily trafficked highways in U.S. metropolitan areas. A multilevel-cluster-driven analysis characterized traffic patterns, while being verified using a measurement system analysis. An artificial neural networks model was created to predict potential 24/7 traffic demand automatically, and its predictive power was statistically validated. It is proposed that the predicted traffic patterns will be then incorporated into a what-if scenario analysis that evaluates the impact of numerous alternative construction plans. This study will yield a breakthrough in automating CWZ impact assessments with the first view of a systematic estimation method.

The "Warm Zone" Cases: Environmental Monitoring Immediately Outside the Fire Incident Response Arena by Firefighters

  • Hazardous work zones (i.e., hot, warm, and cold) are typically established by emergency response teams during hazardous materials (HAZMAT) calls but less consistently for fire responses to segment personnel and response activities in the immediate geographic area around the fire. Despite national guidelines, studies have documented the inconsistent use of respiratory protective equipment by firefighters at the fire scene. In this case-series report, we describe warm zone gas levels using multigas detectors across five independent fire incident responses all occurring in a large South Florida fire department. Multigas detector data collected at each fire response indicate the presence of sustained levels of volatile organic compounds in the "warm zone" of each fire event. These cases suggest that firefighters should not only implement strategies for multigas detector use within the warm zone but also include respiratory protection to provide adequate safety from toxic exposures in the warm zone.

  • Nighttime construction is being adopted by many state DOT's as a way to mitigate the impact of construction operations on the traveling public. Although a number of states have developed standard specifications for nighttime lighting, these standards are usually in the form of generic requirement statements that only specify minimum illuminance levels. The lighting standards do not include specific ways to achieve this illuminance level such as lighting arrangements and configurations for various work zone plans and construction operations. This leaves confusion between the traffic engineers and the contractors and does not guarantee consistency in those plans, thus affecting productivity and safety (lighting conditions account for 18% to 28% of work zone accidents). The main objective of this study is to utilize three dimensional animation and lighting analysis software to study and model lighting conditions of a construction site. This is expected to increase the safety and productivity of construction operations by achieving consistency in work zone lighting schemes. A computerized model was developed, called Nitelite. Various lighting schemes can be studied using the software to provide for typical applications including lighting fixture's locations, luminance, mounting height, tilt angle, and fixture type. The results from the developed software tool were validated through comparisons with previous research conducted using field measurements.

  • There are complicated and big shear zone which is about several tens meter in the middle of the cutting slope in this study area. And slope stability analysis is very hard because many fault zones are gathered in the shear zone. This study furnish imformations of scrutinized geological survey, numerical stability analysis, reinforcement work analysis and computation of ground mass properties. Then this offer rational slope stability analysis, rock mass decision and counterplan.

  • Transitional zones, one of the typical weak area of earthworks, require lasting a maintenance work due to a differential stiffness of substructures. It is very difficult problem that transition zone was perfectively prevented against a differential settlement. The transitional zone will deteriorate at an accelerate rate. This may lead to pumping ballast, swinging or hanging sleepers, permanent rail deformations, worn track components, and loss of surface and gauge. In this study, it is performed that settlement behavior in transitional zone was compared with small model test.
