  • 최근, 데이터가 새로운 기회이자 도전의 기반으로 인식됨에 따라 공공정책 및 정부의사결정에도 데이터를 기반으로 하는 체계적인 접근의 필요성이 증대되고 있다. 다양한 나라에서는 위기에 대응하기 위한 체계적인 정책과 근거 있는 미래전략을 수립하는데 빅데이터를 수집 및 분석하여 이를 적극 활용 하고있다. 본 논문에서는 대표적인 선진국인 싱가포르, 영국, 네덜란드 3국을 중심으로 수집된 데이터를 기반으로 미래 정책 예측하기 위한 호라이즌 스캐닝을 설명하고 이를 정책 수립에 활용한 사례를 비교하고자 한다.

딥러닝 기반 80대·90대·100대 남녀 대상 폐암 진단 후 사망률 예측에 관한 연구 (A Study on the Prediction of Mortality Rate after Lung Cancer Diagnosis for Men and Women in 80s, 90s, and 100s Based on Deep Learning )

  • 최근 의학계에서도 딥러닝 기술을 이용한 질병의 치료결과 예측 연구가 활발하다. 그러나, 소규모 환자 데이터와 특정한 딥러닝 알고리즘을 선택·활용, 연구를 진행하여 특정 조건 아래에서 의미 있는 결과를 보여주었다. 본 연구에서는 연구 결과의 일반화를 위하여 환자 대상을 좀 더 확대·세분화하여 80대·90대·100대 남녀 대상으로 폐암 진단 후 사망률 예측 연구 결과를 도출하였다. 건강보험심사평가원의 대규모 진료 정보와 다종의 딥러닝 알고리즘을 제공하는 AutoML을 이용, 80대·90대·100대 남녀의 폐암 진단 후 84개월간의 사망률 예측을 위해 Decision Tree, Random Forest, Gradient Boosting, XGBoost, Logistic Regression 등 5개 알고리즘별 모델을 생성하고 이를 통해 예측 성능을 비교하고 사망률에 영향을 미치는 요인에 대한 분석도 추진하였다. 연구 결과, 80대와 90대에서 남성이 여성보다 사망 예측률이 더 높았으며 100대에서는 여성의 사망 예측률이 남성보다 높게 나타났다. 그리고 사망률에 가장 큰 영향을 미치는 요인으로는 치료기간으로 분석되었다.

Human Capacity Issues Along the STEM Pipeline

  • The development and maintenance of human capacity in economies is critical to long term competitiveness, but also for the overall health and environment of regions. Yet, human science and technology-based capacity is multidimensional and has interrelated characteristics which present certain policy challenges. This paper addresses a range of issues specific to a discussion on human capacity in S&T. First, the paper emphasizes the importance of acknowledging the complexity of human capacity issues and how they evolve along the STEM (science, technology, engineering, and mathematics) pipeline. The pipeline is an often used reference to describe the training and development in STEM disciplines, from early childhood education, to more advanced training, and finally to professional collaboration and interaction and serves as a useful organizing framework for the discussion of capacity along the career evolution process. Second, the paper offers an organizing framework for discussion of policy mechanisms that have been developed to address issues and gaps that occur along this STEM pipeline. Specifically, it contrasts the traditional mechanisms of building human capacity in STEM areas with newer "gap filling" and integrated approached to addressed human capacity disparities and priorities. Third, the paper addresses core challenges in human capacity in STEM, including the education and training, participation of women and underrepresented groups, brain drain/brain circulation issues, and the globalization of science. The paper concludes with a discussion of policy implication for the development of human capacity.

국내 의류업계의 IT 인프라 구조에 관한 연구 (A Study on the IT Infrastructure of Korean Apparel Industry)

  • The purpose of this study is to analyze IT infrastructure of Korean apparel industry in order to enhance business effectiveness and customer's satisfaction in information society with global networks. For this study, the questionnaires were distributed to 57 apparel industries in Korea. The data were analyzed by factor analysis, descriptive statistics, Cronbach's alpha coefficient, multi regression analysis. The results of this study are as follow: First, Considering the apparel industry, construction of information system is essential for assistance of information policy and utilization of information. Understanding of e-business policy affects profits of suppliers. Second, Apparel industry with higher information policy has higher productivity with flexibility. Third, Apparel industry which has close relationship with suppliers has better customer support. Flexible scheduling and production line are important factors for quick response of customer's order and need.

경력단절여성의 자녀상호작용 및 사회적 지지가 양육스트레스에 미치는 영향: 부부갈등의 매개효과 검증 (The Effect of Child Interaction and Social Support on Parenting Stress of Career-interrupted Women : Mediating Effects of Marital Conflict)

  • 본 연구는 경력단절여성의 자녀상호작용, 부부갈등, 사회적 지지가 양육스트레스에 미치는 영향을 살펴보고, 자녀상호작용과 양육스트레스 관계에서 부부갈등의 매개효과를 확인하는 것을 목적으로 하였다. 이를 위해 8차년도 한국아동패널 데이터를 활용하였으며, 868명의 경력단절여성의 데이터를 대상으로 기술통계, 상관분석, 중다회귀분석을 실시하였다. 분석결과, 경력단절여성의 양육스트레스에 영향을 미치는 요인으로는 자녀상호작용(β=-.184), 부부갈등(β=.427), 사회적지지(β=-.096)이며 32.3%의 설명력을 보였고, 부부갈등의 영향력이 가장 높았다. 또한 자녀상호작용과 양육스트레스의 관계에서 부부갈등은 부분매개를 하는 것으로 나타났다. 이를 바탕으로 본 연구는 일·가정양립 시대에 경력단절여성의 노동시장 재진입을 지원하는 관점에서 이들의 양육스트레스를 예방·경감하기 위한 정책적, 실천적 방안을 제언하였다.

Korean Women's Shopping Behavior and Body Image in U.S.

  • The purpose at this study was to examine and understand shopping behaviors and body image among Korean females in U.S. Subjects for this research were 20 Korean housewives. They were interviewed for this study using an interview schedule. As a result, most at the subjects have enjoyed shopping in U.S. stores. They showed that they go shopping more often in U.S. than in Korea due to more time to shop. They considered refund policy and kind salespersons as th positive characteristics in U.S. stores, while they complained about size, quality, and style in even their favorite stores. Also, subjects tend to be dissatisfied with their bodies. Compared to how they feel in Korea, they especially feel lower body image and lower self-esteem in the U.S. Ninety percent of subjects considered their body affected their shopping behaviors. To compensate how they felt about their bodies, they responded that they limit or change clothing styles or colors when they shopped. Based on these results, socio-cultural body image regarding ideal beauty and shopping behavior would be discussed.

정부의 자녀양육 보조금이 기혼여성의 노동시장 참여에 미치는 영향 : 패널분석 방법을 이용하여 (The Effect of Governmental Financial Support of Child Care on Married Women's Labour Force Participation : A Panel Data Analysis)

  • This study analyzes how governmental financial support of child care affects the participation of married women in the labor market in Korea. This dynamic analysis used data gathered over four years via the fifth to the eighth Korea Welfare Panel Studies (KWPS). The major results are as follows. First, child care allowance has a negative effect on the participation of married women in the labour market. Providing cash for child care seems to decrease women's labour market participation by cementing the role of women as the primary child care providers in the household. Second, the support for families, used by child care facilities, is found to increase the probability of married women working either part-time or full-time, thereby decreasing the burden on household budgets caused by child care costs. In conclusion, governmental policy-based child care benefits, used by child care centers, should be continued so that married women may participate in the labour market while raising their children.

ASEAN 여성의 ICT 발전 지수 개발과 측정에 대한 연구 (A study of Development and Management on ASEAN Women's ICT Development Index and Measurement)

  • 본 연구에서는 ASEAN 여성의 ICT 개발 정도를 측정할 수 있는 맞춤형 국제지수인 WIDI(ASEAN Women's Development Index)개발하고자 한다. 국제적인 ICT 개발지수는 많으나 개발도상국에서 성 분리된 ICT 통계를 위한 지수가 존재하지 않는다. WIDI 프레임워크는 국제 ICT 지수를 기반으로 아세안 여성의 사회 문화적인 요인과 나라의 여성정책 유무등 다양한 측정 요소를 포함하여 5개의 카테고리와 14개의 서브카테고리로 구성하였고 설문지를 통해 자료를 수집한다. WIDI는 ASEAN 여성의 정보통신 발전 현황과 성별 정보 격차를 비교하고 국가별 정보격차를 측정하여 성별 정보격차 해소를 위한 정책결정에 기초자료를 제시하여, 여성의 사회적 지위향상에 도움을 줄 수 있다. 또한 ASEAN 회원국에서 WIDI 현황을 지속적으로 확인함으로써 ASEAN 여성의 인적자원 개발과 사회 경제적 지위향상을 위한 자료가 될 것으로 기대한다.

저출산 문제에 대한 대책 연구 (A Study on the Contents of Low Birthrate Measures by the Government and Their Effectiveness)

  • This study analyzes the contents of low birthrate measures by the government and their effectiveness. The discussion on the measures being promoted by the government is conducted by considering the analysis on the cause of low birthrates, introduction of overseas policies and government policy propositions, etc. The evaluation on effectiveness is conducted by considering the recognition of the policies by women who are the subject of childbirth and preceding studies. Low birth rates are not the problem of an individual anymore, but a task that the whole of society has to resolve. The comprehensive measures should be made including the elements that influence birth rate such as reducing the cost of raising a child, creating a favorable environment in society and worksite, and improving the nurturing environment, etc.

여성의 노후소득보장을 위한 국민연금제도의 개선방안 (A Study on Improvement of National Pension System for Ensuring Elderly Women's Incomes)

  • The current national pension system tends to be sexually discriminatory in that it excludes elderly women. It is because the system is based on family incomes usually earned by men. Considering structural changes in a family - for example, a growing divorce rate, an increasing number of unmarried couples living together, and broken families - and socio-economic changes - such as an improved level of women's education and more female participation in economic activities, this paper will make some suggestions as follows: 1) to introduce basic pension system which guarantees incomes for the elderly with "one pension per person" policy; 2) to enlarge voluntary enrollment; 3) to implement pension credit system which pays women allowances for childbirth and upbringing; 4) to improve ways of allotting retirement pension of a husband; also to provide for an elderly woman both divided pension that derives from her husband's pension and an old-age pension of her own.
